<br />City of Sunny Isles Beach |Request for Qualifications No. 18-08-01 9 <br /> <br />Section 2 <br />Special Terms and Conditions <br /> <br />2.1 PURPOSE OF REQUEST FOR QUALIFICATIONS: <br /> <br />The City of Sunny Isles Beach, Florida (the “City”) a municipality located in Miami-Dade County, <br />Florida, seeks to retain the services of an extremely diverse, comprehensive, and multi-disciplined <br />professional engineering Consultant firm (“Firm” or “Consultant”) to provide the program <br />management and design services of a utility undergrounding capital project. The Consultant team <br />shall be a recognized firm with sub-consultants in numerous fields of expertise including but not <br />limited to electrical, mechanical, highway, civil and geotechnical engineering. The successful firm <br />must have a minimum of five years’ experience in providing undergrounding conversion services, <br />including but not limited to: design, engineering, analysis, evaluation, preparation of construction <br />documents, permitting, bidding, bid evaluation, and construction administration. It is imperative <br />for the Consultant to have a proven record of accomplishment of success on projects/programs of <br />this specific scope and magnitude. <br /> <br />The proposed project within the Golden Shores community will include a combination of <br />undergrounding of utilities inclusive of: data gathering of existing utilities, pavement, curbs, <br />roads/sidewalks re-engineering, striping and landscaping/sod, disturbed during the <br />undergrounding activities. Additional civil engineering services related to existing underground <br />utilities will also be included. The demographics for Golden Shores is approximately 380 single- <br />family and multi-family homes, no commercial buildings. The estimated duration of the project <br />including data gathering, design, contractor bidding and award, installation and utility conversion <br />will take roughly 3.5 years. <br /> <br />2.2 PRE-PROPOSAL CONFERENCE <br /> <br />Mandatory meeting on 8/16/2018 at 2:00 PM, First Floor Conference Room at the City of <br />Sunny Isles Beach, Government Center located at 18070 Collins Avenue, Sunny Isles Beach, Florida <br />33160. No claim of ignorance by the Consultant of the conditions that exist, or that may hereinafter <br />exist as a result of failure to make the necessary examinations or investigations or failure to fulfill <br />in every detail the requirements of the contract documents, will be accepted as basis for varying <br />the requirements of the City of Sunny Isles Beach. Oral statements may not be relied upon and <br />will not be binding or legally effective. As such an addendum will be issued if any alterations are <br />made to the specifications contained herein. <br /> <br />2.3 TERM OF CONTRACT <br /> <br />This contract will commence upon execution by both parties which shall be the effective date <br />succeeding approval of the contract by the City Commission, or City Manager, unless otherwise <br />stipulated in the Notice of Award letter. Prior to initiating the performance of any services under <br />this Agreement, Consultant must receive a written Notice to Proceed from the City Manager prior <br />to beginning the performance of services. The contract shall be contingent upon the completion <br />and submittal of all required documents. This contract shall remain in effect until the completion <br />of services, provided that the services rendered by Firm during the contract period are satisfactory
