• Once easements, encroachments and permits have been obtained, the contract for installing the
underground conduit system goes out for bid.
• The municipality remains in control of the contract administration. The municipality, or designated
consultant, is responsible for inspecting the installation of the conduit system.
• The municipality installs the conduit system including the enclosures/pedestals. After installation of
the conduit system is completed by the municipality, individual utilities begin pulling their new
underground cables. The underground cable is pulled in the new conduit system and terminated in the
enclosures/pedestals that were installed by the municipality’s contractor.
• Both the overhead and underground systems are maintained until utilities are converted over to the
new underground system. One of the more challenging areas of the conversion process is that a delay
by just one of the utility providers can impede the removal of the existing utility poles. We have
learned that scheduling and coordination with the utilities to meet a common conversion deadline is
paramount to this effort.
• We have performed utility underground conversion projects in other tourist/vacation cities where the
construction season was limited. Based on that experience, where restricted construction seasons
were enforced, we have found that the conversion process typically takes two construction seasons.
• It is imperative that the project is let at the right time of year and that the contractor is ready to
mobilize at the start of the construction season.
• Typically, the conduit and equipment is installed in the first construction season. Then the less
intensive construction activity of installing the underground cable/wire is performed by the utilities
between the first and second construction season. Finally, the overhead system is removed during the
second construction season.
