• Both the overhead and underground systems are maintained until utilities are converted over to the new
underground system. One of the more challenging areas of the conversion process is that a delay by just one of
the utility providers can impede the removal of the existing utility poles. We have learned that scheduling and
coordination with the utilities to meet a common conversion deadline is paramount to this effort.
• We have performed utility underground conversion projects in other tourist/vacation cities where the
construction season was limited. Based on that experience, where restricted construction seasons were enforced,
we have found that the conversion process typically takes two construction seasons.
• It is imperative that the project is let at the right time of year and that the contractor is ready to mobilize at the
start of the construction season.
• Typically, the conduit and equipment are installed in the first construction season. Then the less intensive
construction activity of installing the underground cable/wire is performed by the utilities between the first and
second construction season. Finally, the overhead system is removed during the second construction season.

In summary, the Erdman Anthony/Mead & Hunt Team uniquely understands the City’s needs for this assignment and has
the staff with the expertise and experience needed to meet your objectives. We have developed a culture over the years
that has made us an industry leader through the implementation of internal quality procedures that emphasize strong
leadership, effective management of schedules and budgets, and a strong commitment to customer satisfaction. We
hope to demonstrate the high quality of our services as your consultant for this contract, and pledge that you will receive
our highest degree of attention and service.

I.
