The City has the ability to realize considerable cost savings by performing necessary public <br />infrastructure improvements like water, sanitary sewer, drainage, lighting, and roadway work in conjunction with the <br />undergrounding improvements. These savings are generally related to the cost of mobilization and restoration as they <br />would be shared between the undergrounding and the infrastructure improvement projects. This is a win-win situation for <br />both the City and their taxpayers. <br />Kimley-Horn will develop an infrastructure plan that marries the underground conversion elements with critical <br />infrastructure needs. This allows the City to realize the maximum benefit of having these needs identified early and <br />planned out to occur during the conversion project all while not compromising the schedule of the conversion project. <br />Street Light Design <br />Based on our observations of the Golden Shores neighborhood, it is estimated that 45 street lights will be impacted by <br />this project and the number of lights varies from street to street. This indicates that the lighting levels within this area may <br />be less than a desired illumination level, or may not be uniform. A photometric design prepared by our electrical <br />subconsultant Waypoint Engineering and Equipment, LLC would confirm required spacing to meet the City’s needs. They <br />will also design the street light system in collaboration with FPL’s underground design. <br />The City has indicated that custom lighting is preferred for street light <br />replacement, however, the City may consider installing FPL standard <br />lighting as a cost-savings measure. FPL currently administers a street <br />lighting program in which they will provide and install street lighting. <br />For the standard lighting options, there is a low capital cost for the <br />installation, but the City would be required to enter into an FPL Lighting <br />Agreement that would require the City to pay a monthly maintenance fee <br />and electrical service charges to FPL. <br />A significant drawback to the FPL standard lighting options is that they <br />do not typically have the same aesthetics as the City’s custom lighting. <br />A premium lighting package is also available from FPL, but these <br />increase the monthly fixture fee. The FPL premium lights have a more <br />decorative look that is somewhat similar to the City standard street lights. <br />Landscape Architecture and Streetscape <br />Kimley-Horn has a well-earned reputation for combining creative ideas, <br />technical excellence, and client collaboration, resulting in dynamic <br />landscape designs that blend into their environments and become <br />a part of the area they inhabit. We emphasize the development of a <br />pleasing visual environment, meaningful themes, distinctive images, and <br />a strong sense of place, while remaining sensitive to the City’s budget <br />and long-term maintenance obligations. Kimley-Horn’s success in <br />streetscape master planning, design, and construction observation results from a finely tuned balance between landscape <br />architecture, roadway design, traffic engineering, civil engineering, and stakeholder engagement. <br />Controlling traffic flows, providing recreational areas, and pedestrian and bicycle facilities in increasingly congested areas <br />are some of the solutions designed by our landscape architects and planners. Kimley-Horn’s engineers, landscape <br />architects, and urban designers tastefully integrate a project’s identity into the surrounding community through aesthetics <br />and repetition of unifying design elements—from structural feature components down to directional signage and <br />pavement treatments. Kimley-Horn will also ensure that its streetscape design meets the requirements of the Americans <br />with Disabilities Act (ADA) and Crime Prevention through Environmental Design (CPTED).
