CONSULTING ENGINEERING SERVICES FOR
Golden Shores Utility Undergrounding and Roadway Improvements
D–1IWOP41002.18w_Sunny Isles Beach Golden Shores Undergrounding.indd
D. Project Approach and Understanding
Introduction
We understand the City would like to convert existing front yard and rear-yard overhead utilities to an underground
location in the Golden Shores residential neighborhood. Golden Shores is a mixed single-family and multi-family
neighborhood of approximately 255 homes, just south of the William Lehman Causeway but in sight of the soaring high-
rise buildings along the coast, it is quite amazing. It’s a quiet walkable community just out of reach of the hustle bustle of
the Collins corridor and has great pedestrian appeal with access to Golden Shores Park, Heritage Park, and the beach.
Undergrounding the overhead utilities in the neighborhood will be transformative, both functionally and aesthetically, and
will only serve to enhance the neighborhoods already unique feel. Not only will it aesthetically transform the landscape,
it will also significantly improve the level of service of electric, telephone, and cable communications to the community.
For this contract, the City needs a consultant team that has the local talent and proven experience to plan, design, and
execute this type of project efficiently and cost-effectively. Kimley-Horn is that consultant.
We can draw several parallels between this project and projects that Kimley-Horn has successfully completed or
are currently engaged in, such as the Town-Wide Undergrounding Program in the Town of Palm Beach and the
Village-Wide Undergrounding Program in Key Biscayne. The similarities between those programs and this project
gives us the unique ability to roll those efforts and experiences into your projects and allows us to focus on the specific
needs and requirements of the City of Sunny Isles Beach.
In addition to the other undergrounding projects we have successfully
implemented, we are currently engaged in two relevant infrastructure projects
for the City of Miami (Miami Worldcenter and Brickell City Centre) in which
we are working with a number of City and County departments, including
Miami-Dade Water and Sewer Department (WASD). The Miami Worldcenter
was the City’s largest downtown project, involving partnering with numerous
utility companies to determine existing underground conditions. Once this
information was obtained, we worked with multiple stakeholders to develop
and evaluate various streetscape options for roads and avenues within the
multi-block project limits (including placing the overhead utilities underground).
The Brickell City Centre project involved design, permitting, and construction
administration for the installation of thousands of feet of utilities within an extremely congested, aging utility corridor;
extensive coordination and design for the undergrounding and relocation of multiple dry utilities, including AT&T, Comcast,
FPL, and various fiber providers to improve aesthetics around the building and to facilitate other utility provisions; full
roadway reconstruction, including drainage improvements; traffic signalization; and onsite stormwater management.
By combining the elements of successful recent strategies and applying invaluable lessons learned, Kimley-Horn will
develop a project success strategy tailored to the City.
Project Execution
We know that responsiveness to your needs is vitally important. Our local Delray Beach office (supported by our Coral
Gables and West Palm Beach offices) is geared to providing the types of services required to assist our local clients with
projects of varying scale and scope. Accordingly, we structured our firm as a business-based professional engineering
practice. Kimley-Horn’s philosophy of providing professional engineering services is based on client service and technical
expertise. This philosophy is especially applicable for projects that encompass a broad variety of disciplines and
experience, yet require a common point of contact. Accordingly, we provide all our clients with teams of client-centered
By combining the elements
of successful recent
strategies and applying
invaluable lessons learned,
Kimley-Horn will develop
a project success strategy
tailored to the City.
