City of Sunny Isles Beach RFQ No. 18-08-01 | Consulting Engineering Services for Golden Shores Utility Undergrounding and Roadway Improvements (CCNA) <br />4. PROJECT APPROACH AND UNDERSTANDING <br />Calvin, Giordano & Associates, Inc. (CGA) will have the lead role and assign in-house staff for Civil Engineering, Lighting, Landscape Architecture, Construction Administration, Public Information, and Surveying Services. US Utility Potholing & Air Excavation (USUPAE) will supplement the team with subsurface utility engineering and Nutting Engineers of Florida, Inc. (NUTTING) for Geotechnical Investigation and testing. <br />The main objective of this project is to gather and collect data of the existing underground and overhead utilities including domestic water, sanitary sewer, storm sewer, natural gas, power, communications, entertainment cable systems, and street lighting in order to coordinate a new design for undergrounding their system to the public utility service providers. In addition, enhancements to the Golden Shore’s roadway system is desired. This includes new ADA compliant sidewalks from the entrances of Collins to Atlantic Boulevard, and along the east side of Atlantic Boulevard with new landscape, and new street lighting. These improvements will result in reconstruction of residential driveways and restoration of irrigation, existing landscape. <br />The CGA team’s project approach includes the following items with additional detail on each process below: <br />1. Kick-Off Meetings <br />2. Data Collection <br />3. Preliminary Design <br />4. Utility Coordination/Conflict Resolution <br />5. Easement Acquisition <br />6. Construction Documents <br />7. Construction Administration and Project Close-out <br />KICKOFF MEETING <br />Upon award of the project, CGA will meet with City staff to clarify specific requirements of the project scope, and define the project budget. The project manager (PM) will prepare and submit a project schedule to the City. The detailed scope and schedule will be provided to team members at the internal project “Kick-off Meeting.” The primary purpose of the “Kick-off Meeting” is to: <br />1. Clarify the quality control/quality assurance requirements to be followed; <br />2. Discuss the critical design elements affecting the overall schedule; and <br />3. Review methods to ensure effective communication is maintained throughout the design process. <br />DATA COLLECTION <br />CGA will then begin one of the most critical aspects of this underground project, the inventory and data collection process, by researching and obtaining available documents such as records and as-built information for the project limits. The goal of this process is to create a single point reference and base file of all existing utility information in the project limits. Information and insight from City staff regarding existing utilities will supplement the GIS and as-built information received through the data gathering process. A site visit will allow the task leaders to identify key components and review existing conditions to identify any special needs area for the surveying crew or city staff. The utility coordination process continues by sending out utility information request letters to all utility agency owners (UAO) within the project limits as determined by the 811 design ticket information. The utility matrix is created to track utility request letters, responses, and follow-ups and houses each utility agencies contact information. This matrix is a live document and is updated throughout the design process. As utility information is received from each UAO, it is logged in the utility matrix and input into the utility base file in AutoCAD. This file will serve as the “as-built” utility base file for design and coordination of the location of proposed improvements. Coordination with the ongoing SR A1A project, and any upcoming developments on Atlantic Boulevard or residential upgrades in the neighborhood would also occur during this phase. <br />9
