<br />“Building plans, blueprints, schematic drawings, and diagrams, including draft, preliminary and final
<br />formats, which depict the internal layout and structural elements of a building, arena, stadium,
<br />water treatment facility, or other structure owned or operated by an agency as defined in s.119.011
<br />are exempt from the provisions of subsection (1) and s. 24(a), Art. 1 of the State Constitution. This
<br />exemption applies to building plans, blueprints, schematic drawings, and diagrams, including draft,
<br />preliminary, and final formats, which depict the internal layout and structural elements of a
<br />building, arena, stadium, water treatment facility, or owned or operated by an agency before, on,
<br />or after the effective date of this act. Information made exempt by this paragraph may be disclosed
<br />to another governmental entity if disclosure is necessary for the receiving entity to perform its
<br />duties and responsibilities, to a licensed Engineer or contractor who is performing work on or
<br />related to the building, arena, stadium, water treatment facility, or other structure owned or
<br />operated by an agency; or upon showing of good cause before a court of competent jurisdiction.
<br />The entities or persons receiving such information shall maintain the exempt status of the
<br />information. This paragraph is subject to the Open Government Sunset Review Act of 1995 in
<br />accordance with s. 119.15, and shall stand repealed on October 2, 2007, unless reviewed and re-
<br />enacted by the Legislature.”

<br />2.20 CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND
<br /> VOLUNTARY EXCLUSION:
<br />
<br /> The prospective firm certifies to the best of its knowledge and belief, that it and
<br />its principals:
<br />
<br />(1) Are not presently debarred, suspended, proposed for debarment, declared ineligible, or
<br />voluntarily excluded from participating in covered transactions by any Federal department or
<br />agency;
<br />
<br />(2) Have not within a three-year period preceding this proposal been convicted of or had a civil
<br />judgment rendered against them for commission of fraud or a criminal offense in connection with
<br />obtaining, attempting to obtain, or performing a public (Federal, State or local) transaction or
<br />contract under a public transaction; violation of Federal or State antitrust statutes or commission
<br />of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false
<br />statements, or receiving stolen property;
<br />
<br />(3) Are not presently indicted for or otherwise criminally or civilly charged by a governmental entity
<br />(Federal, State or local) with commission of any of the offenses enumerated in paragraph (a)(2)
<br />of this certification; and
<br />
<br />(4)(a) Have not within a three-year period preceding this application/proposal had one or more
<br />public transaction (Federal, State or local) terminated for cause or default.
