To that end, the City realizes the need for programs that <br /> encourage clean energy and efficiency creating upgrades for our property owners. The Property <br /> Assessed Clean Energy (PACE) Program, established through Section 163.08, Florida Statutes, <br /> authorizes counties, municipalities and certain separate Local Government entities to establish <br /> agreements with private providers who will administer finance programs related to clean energy <br /> initiatives. Specifically, the PACE Program allows property owners to receive upfront financing <br /> for Qualifying Improvements, such as solar panel and hurricane shutter installation, and provides <br /> repayment through voluntary assessments on property tax. This program has been introduced in <br /> many counties and municipalities statewide as a viable option for homeowners who seek to <br /> complete these upgrades to their homes. <br /> This Ordinance will allow the City to establish the PACE Program, provide the minimum <br /> standards of compliance by private providers who shall administer the financing program, and <br /> define the necessary criteria for participation in the PACE Program. <br /> This Ordinance was requested by the Office of the City Manager. <br />
