Russo, City Manager <br /> DATE: November 15, 2018 <br /> RE: Resolution approving a Sale and Purchase Agreement and related Easement <br /> Agreements for a Pedestrian Bridge on 174th Street and Collins Avenue <br /> RECOMMENDATION: <br /> This Resolution is presented for your consideration and approval. <br /> REASONS: <br /> In the recent past, the Mayor and City Commission adopted an initiative to make Collins Avenue <br /> safer for pedestrians. This initiative includes constructing several pedestrian bridges on Collins <br /> Avenue to facilitate pedestrian mobility. To accomplish the objective, the City needs to acquire a <br /> parcel of land located on 174th Street which is owned by Winston Towers 600 Condominium <br /> Association, Inc. ("Winston Towers"). Additionally, the City needs to obtain easements rights <br /> necessary for the construction of the bridge, and for, landscaping, sidewalk expansion and <br /> installation of utilities. <br /> The City has negotiated with Winston Towers the following agreements: (1) Sale and Purchase <br /> Agreement for purchase of the property located on 174th Street; (2) Permanent Easement Agreement <br /> for sidewalk expansion, landscaping and maintenance of the bridge; (3) Temporary Construction <br /> Easement Agreement to allow the City's contractor to construct the bridge; and (4) Utility Easement <br /> Agreement for the purpose of installing, maintaining and repairing all necessary utilities. <br /> The price to be paid to Winston Towers for the property and all related easements is One Million <br /> Fifty Thousand Dollars ($1,050.000.00). <br /> This Resolution will authorize the Mayor to execute the Sale and Purchase Agreement in <br /> substantially the same form as attached Exhibit "A". The Resolution will also approve related <br /> Easement Agreements in substantially the same form as attached Exhibits "B", "C" and "D". <br /> City Commission <br /> Approving 174th Street Pedestrian Bridge Agreements <br />
