In accordance with applicable City ordinances, codes or regulations, a separate <br /> permit may be required for work to be performed and shall be required each time <br /> that a communications facility is placed or maintained in public rights of way. An <br /> effective certificate of compliance shall be a condition precedent to obtaining such <br /> permits. <br /> (1) A certificate of compliance will be issued by the City Manager or his <br /> designee when the following conditions have been met: <br /> (a) The communications services provider provides proof of valid <br /> registration under this section; <br /> (b) The communications services provider demonstrates that it has <br /> provided the certificate of insurance and, to the extent such <br /> requirements are applicable, complied with the requirements set forth <br /> in Article II, Telecommunications Rights of Way, of this chapter. <br /> (c) The communications services provider demonstrates that it has <br /> provided the appropriate bond in accordance with Article II, <br /> Telecommunications Rights of Way, of this chapter. <br /> (d) The City Manager believes that the communications service provider is <br /> in full compliance with all the City ordinance, codes and regulations. <br /> A registrant that places or maintains communications facilities in the public <br /> fights of way shall be required to pay compensation to the City-as reqs -y <br /> applicable federal and state laws and ordinances of the City. <br /> J. Registration with the City is required of all communications services dealers, as <br /> that term is defined in Section 202.11, Florida Statutes.
