industry practices and standards shall be used during the placement or maintenance <br /> of communications facilities, including but not limited to. Chapter 33 of the Florida <br /> Building Code. Registrant shall use and exercise due caution, care and skill in <br /> performing work in the public rights-of-way. and shall take all reasonable steps to <br /> safeguard work site areas. <br /> (b) In connection with excavation in the public rights-of-way,'a registrant shall. where <br /> applicable. comply with the Underground Facility Damage Prevention and Safety <br /> Act set forth in F.S. Ch. 556. as it may be amended. In the event of any conflicts <br /> with existing utilities or utility service laterals. the proposed location of the <br /> communications facility will be adjusted. not the utility. <br /> ( To the extent not inconsistent with applicable codes. underground cables shall have <br /> consistent alignment parallel with the edge of pavement, a thirty-six inch (36") depth <br /> of cover for the unpaved portion of roadways. and a thirty inch (30") to thirty-six <br /> inch (36") depth of cover in the paved portion of roadways. and shall have a three (3) <br /> foot horizontal clearance from other underground utilities and their appurtenances so <br /> as to not impede the maintenance or replacement of said utilities. The lowest wire <br /> on any poles or micro wireless facility placed in any right-of-way used by vehicle <br /> traffic shall not be less than eighteen (18) feet from the ground and whenever <br /> telephone and electric power wires cross each other. wires shall cross and be <br /> maintained in accordance with the National Electrical Code. the National Electrical <br /> Safety Code and the "Safety Rules for the Installation and Maintenance of Electrical <br /> Supply and Communication Lines" established by the Department of Commerce. <br /> Bureau of Standards of the United States in force at the time of the effective date of <br /> this ordinance from which this article derives and as amended. <br /> (d) Grounding rods and pull boxes. The grounding rod may not extend above the top of <br /> the public right-of-way or sidewalk and must be placed in a pull box, and the ground <br /> wire between the pole and ground rod must be inside an underground conduit. All <br /> pull boxes shall be vehicle load bearing. comply with applicable codes and the <br /> applicable FDOT Standard specification and be listed on the FDOT Approved <br /> Products List. A concrete pad shall be installed around all pull boxes not located in <br /> the sidewalk. No new or replacement pull boxes shall be located in pedestrian <br /> ramps. <br /> In the event the registrant's work requires the obstruction of City-owned. metered <br /> parking spaces, the registrant shall pay a reasonable fee to the City as prescribed in <br /> any existing or subsequently enacted City ordinance, or policy adopted thereto based <br /> on the revenues lost by the City due to registrant's obstruction of metered parking <br /> spaces. <br /> (f) In the event that work to be conducted by the registrant requires streets or traffic <br /> lanes to be closed or obstructed. the registrant shall. pursuant to the requirements of <br /> the City. obtain all permits from. and pay all fees therefor to. and obtain approval of <br /> its maintenance-of-traffic plan from, the City's Public Works Department.
