A responsive proposal is <br /> one which follows the requirements of this solicitation that includes all <br /> documentation, is submitted in the format outlined in this solicitation, is of timely <br /> submission, and has the appropriate signatures as required on each document. <br /> Failure to comply with these requirements may result in the proposal being <br /> deemed non-responsive. Proposals received without addendum <br /> acknowledgement may be considered non-responsive. The contract will be <br /> awarded to the lowest responsible and responsive proposer whose proposal best <br /> serves the interest of and represents the best value to the City in conformity with <br /> section 62-8 of the City code. <br /> to 5.2 Qualifications <br /> Proposals will be evaluated on the criteria listed below. <br /> Technical Qualifications <br /> 1.
