Summary Minutes: Regular Ciw Commission Meeting March 21, 2013 Ciw of Sunny Isles Beach, Florida <br />Vice Mayor Aelion moved and Commissioner Scholl seconded a motion to approve the <br />resolution, as amended. Resolution No. 2013 -2036 was adopted by a roll call vote of 5-0 <br />in favor. <br />Vote: Commissioner Gatto <br />ves <br />Commissioner Levin <br />yes <br />Commissioner Scholl <br />ves <br />Vice Mayor Aelion <br />yes <br />Mayor Edelcup <br />ves <br />IOC. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida. Approving <br />an Agreement with R.J. Behar & Company, Inc. to Provide Civil/Environmental <br />Engineering Services for the Design, Fabrication, and Installation of a Solid Wall <br />Under the William Lehman Causeway, in an Amount Not to Exceed $39.031.00. Attached <br />Hereto as Exhibit "A"; Authorizing the Mayor to Execute Said Agreement: Authorizing the <br />City Manager to Do All Things Necessary to Effectuate this Resolution: Providing for an <br />Effective Date. <br />Action: City Clerk Hines read the title. and City Engineer Helen Gray reported noting that <br />this wall is under the William Lehman Causeway separating Ocean Reserve and Oceanview <br />from the parking areas underneath the Causeway. <br />Public Speakers: Ted Harrison <br />Ted Harrison. President of the Association, representing the building which is furthest west <br />by the Intracoastal and they have a couple of concerns. The other two buildings are set up <br />differently as far as the parking garages go. Their garage is angled to where you can see our <br />southwest and the City's northwest comer. There is only maybe 2 to 3 feet difference <br />between the property line and the comer of their garage. The other buildings have much <br />more space than they do. They are concerned that when the 8 -foot wall goes up, that it is <br />going to block a lot of light which they desperately need on the first floor because they are <br />already short on light because of the Causeway. When the wall goes up it is going to come <br />very close to their property and they are concerned that there will not be enough light in there <br />and they will have to install new lighting which will be of great expense to them because <br />otherwise there may be a liability to them in case someone gets hurt because it is too dark. <br />The other issue is that it is going to block some of the air circulation, however, they are in <br />favor of the wall. Also when they met with City representatives, all three buildings were <br />there, it was very helpful but he forgot to express their opinion on the pedestrian gate. They <br />are in favor of the gate and they think it should be installed in that wall. and they will have to <br />work it out between the three buildings on how to use that lot but this way it will be built. <br />City Manager Russo said they did have a very good meeting and thanked him and the other <br />building managers because it was very productive. First of all in regard to the air circulation, <br />we don't believe that would be affected. However what they do want to do, based on the <br />trajectory of light into that garage based on the sun, etc., is to do a small lighting study. We <br />will take readings on the light in the garage now and then where the 8 -foot wall is supposed <br />to be so we can get an idea if we are diminishing any natural lighting inside the garage. We <br />will keep them informed of that study. Mayor Edelcup said let's wait until we get the report <br />
