Arias, Chief Information Officer <br />DATE: 4/18/2013 <br />RE: Authorization to enter into an agreement with Paladin Data <br />Systems to provide a permitting and licensing system, <br />including installation, configuration, migration of existing <br />data, training, and support. <br />RECOMMENDATION: <br />It is recommended that the City Commission approve this Resolution authorizing <br />the City Manager to enter into an agreement with Paladin Data Systems to <br />provide Permitting and Licensing software services, implementation services, <br />and training. <br />REASONS: <br />In 2007, the City implemented PTWin32, the current permitting and licensing <br />system used by our Building and Community Development departments. The <br />manufacturer Of that system has since dissolved, leaving the City with no <br />manufacturer support. Additionally, it is based on legacy technology (Paradox <br />database), for which it has become extremely difficult to obtain support. The <br />--- proposed system from-Paladin Data Systems (SmartGov) will provide enhanced <br />functionality, as well as an integrated solution that will also incorporate the <br />Zoning application process (currently paper based), as well as Local Business <br />Tax Receipts and Certificates of Use which are currently handled by separate <br />applications (custom databases based on Microsoft Access). <br />The first year costs include one -time costs of $53,500 and first year subscription <br />of $15,936 for a total of $69,436.
