Summary Minutes:Special City Commission Meeting April 9,2013 Sunny Isles Beach,Florida <br /> 5. We have a reduced payment and performance bond amount of 15% of the GMP after <br /> final completion; <br /> 6. This is something that the City has required agreeing to pay the cost for that bond of <br /> about $24,000 to keep a bond in place for a one-year period after final completion; and <br /> 7. There was other language, modifications, and details within this Agreement that was <br /> worked out and resolved through the efforts of our City Attorney's Office. <br /> City Manager Russo said with that he would like to recommend the City's approval of the <br /> Third Amendment, and to also invite our Contractor and Partner Joe Milton to make a <br /> presentation to show this Commission the renderings, the plans, and what this project is <br /> going to look like. <br /> Public Speakers: Steven Helfman, Esq.; Joseph Milton; Eduardo Castineira; Regina <br /> Fridkin; Vida Raz; <br /> Steven Helfman, Esq. on behalf of the Milton family, thanked Mayor Edelcup and the <br /> Commission,City Manager Russo,City Attorney Ottinot,and Building Official Clay Parker. <br /> Joe Milton thanked Mayor Edelcup and the Commission for being so patient during his <br /> father's recent health issue. Mayor Edelcup said he knows Jose Milton is listening right now, <br /> and we are very happy that he has had a speedy recovery, we wish him well, and we know <br /> this will be a great project. Joe Milton thanked the Mayor on behalf of his father, and noted <br /> that they are both strong business leaders and between them they got it done,thanks to your <br /> efforts and diligence in working everything out. <br /> Eduardo Castineira,Architect President/CEO of Axioma3Architects,presented renderings of <br /> the Gateway Park Project. He said when we were looking at earlier schemes of the project, <br /> one of them was the concept of a restaurant that was detached from the parking garage, and <br /> architecturally that restaurant concept was really strong. We have come full circle and are <br /> now with a project that has the best parts of all of these ideas. This project has a lot of <br /> components that work well together, they are strategically placed and designed to do their <br /> function and to work as a coherent architectural piece. If you were to draw a line on the east <br /> side of the Great Lawn everything to the east of that line in terms of the concept,the park,the <br /> components, the kids play area, the stage at the east end, the butterfly garden, and the <br /> landscape architectural components that have been designed,carefully crafted and reviewed <br /> by City staff,has stayed exactly the same way,there has been no change in that aspect of the <br /> design. We still have the long wall for a bench-like element,we are still enclosing the whole <br /> property with a beautiful fence element. All of those elements that have been there are still <br /> there and are still part of the project. <br /> Architect Castineira said to the west of that line the project has changed. Some things have <br /> changed a lot and other things have been modified and tweaked, and moved around in order <br /> to accommodate a different building. The most obvious thing that changed is that we now <br /> have a building on the ground floor that is not just a parking garage,now it has a component <br /> that will serve the City in different ways and this is a decision that the City will make at some <br /> point. We have discussed the opportunity to do either a banquet hall or to have it as a <br /> restaurant,and those have been the two main elements that have been discussed and brought <br /> forth by the Commission and staff. We definitely had to incorporate that element we have <br /> identified as a 16,000 square foot space. He has worked closely with Building Official Clay <br /> 2 <br />
