HomeMy WebLinkAboutReso 2013-2080 RESOLUTION NO. 2013- O$ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SIGN OR RENEW ALL REQUIRED CONTRACTS, AGREEMENTS, AND PURCHASE ORDERS THAT AFFECT THE HEALTH, SAFETY, OR WELFARE OF THE CITY, DURING THE SUMMER RECESS PERIOD FROM THE LAST CITY COMMISSION MEETING IN JULY 2013 THROUGH THE FIRST REGULAR COMMISSION MEETING IN SEPTEMBER 2013, SUBJECT TO AFTER-THE-FACT RATIFICATION AT THE SEPTEMBER 19, 2013 CITY COMMISSION MEETING, AND REQUIRING LEGAL REVIEW BY THE CITY ATTORNEY FOR SAID CONTRACTS AND AGREEMENTS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Sunny Isles Beach City Commission is not scheduled to meet between July 18, 2013 and the next regular meeting September 19, 2013; and WHEREAS, there may be new or existing contracts that require approval during the time period between the last City Commission meeting in July 2013 and the first regular meeting in September 2013; and WHEREAS, the City Commission wishes to assign certain powers to the City Manager or his Designee to enable them to sign all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City, during the time period between the last City Commission meeting in July 2013 and the first regular meeting in September 2013, and requiring legal review by the City Attorney for said contracts and agreements; and WHEREAS, the City Manager will report back to the City Commission at the first regular City Commission meeting on September 19, 2013, seeking after-the-fact ratification of any actions relating to the aforestated authorizations. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, THAT: Section 1. Authority of City Manager or Designee. The City Manager or his Designee is hereby authorized to sign or renew all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City during the summer recess period, from the last City Commission meeting in July 2013 through the first regular City Commission meeting in September 2013, subject to after-the-fact ratification at the September 19, 2013 City Commission meeting, and requiring legal review by the City Attorney for said contracts and agreements. Section 2. Effective Date. This Resolution shall become effective upon adoption. PASSED AND ADOPTED this 18th day of July 2013. Hines, CMC, City Clerk DATE: 7/18/2013 RE: Resolution Authorizing the City Manager or his Designee to Approve Required Contracts, Agreements, and Purchase Orders During the Summer Recess RECOMMENDATION: It is requested that the City Commission adopt the attached Resolution that provides authority to the City Manager to sign or renew contracts, agreements, and purchase orders during the summer recess. REASONS: The City Commission is not scheduled to meet between July 18, 2013 and the next regular meeting of September 19, 2013, and there may be new or existing contracts that require approval during that time period. This Resolution authorizes the City Manager or his Designee to sign or renew. all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City during the summer recess period. The City Manager will report back to the City Commission at the first regular City Commission meeting-of September 19, 2013, seeking after-the-fact ratification .
