HomeMy WebLinkAboutReso 2013-2091 RESOLUTION NO. 2013- x OS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR THE DEVELOPMENT OF THE GATEWAY PARK PEDESTRIAN BRIDGE AND FUNDING REIMBURSEMENT APPLICATION FOR THE TRANSPORTATION ALTERNATIVES PROGRAM (TAP) THROUGH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission is seeking to construct a Pedestrian Bridge to provide pedestrian access to Gateway Park based on approved designs; and WHEREAS, the Gateway Park Pedestrian Bridge will cross five (5) busy lanes of traffic on Sunny Isles Boulevard (SR 826) and is an essential component of increased pedestrian safety, enhancing public access to Gateway Park, surrounding parks, and the rest of the City, connecting recreation areas and bike trails, and providing for unimpeded traffic flow on a major transportation artery that leads traffic out of the City; and WHEREAS, this project is an integral part of creating safe, intermodal transportation for our citizens, visitors, and especially children; and WHEREAS, it is a necessary connection point for pedestrians to safely access Gateway Park, Pier Park, and surrounding locations; and WHEREAS, pedestrian traffic will increase with the development of Gateway Park furthering the need for a safe route for residents, visitors, and children to access the Park and nearby destinations; and WHEREAS, the Transportation Alternatives Program (TAP) through the Florida Department of Transportation (FDOT) will allow reimbursement funding to the City for the project through FDOT. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expression of Support. The City Commission hereby supports the development of the Gateway Park Pedestrian Bridge and Funding Reimbursement Application for the Transportation Alternatives Program (TAP) through the Florida Department of Transportation (FDOT). Section 2. Authority of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. It is strategically located and aptly named as it serves as the premier gateway into the City. It spans across approximately 4 acres and has state of the art design features including a large open lawn and walking paths, a playground, an interactive water play feature, a performing arts stage, a butterfly garden, a banquet facility space, and a parking garage with 371 parking spaces. Given the strategic location and the amenities of Gateway Park, its daily usage will'far exceed that of any of the other parks in the City. Given this, it is necessary for the City to design and build a pedestrian bridge that will cross the westbound lanes of Sunny Isles Boulevard (SR 826) just east of North Bay Road. The bridge is an essential component of increasing pedestrian safety; enhancing public access to Gateway Park, surrounding parks, and the rest of the City; connecting recreation areas and bike trails; and providing for unimpeded traffic flow on a major transportation artery that leads traffic out of the City. This bridge is a crucial part of providing a safe way for pedestrians to cross the five lanes of busy westbound traffic on Sunny Isles Boulevard (SR 826). The primary objective of adding the bridge is pedestrian safety. On a daily basis, pedestrians illegally cross the westbound lanes of Sunny Isles Boulevard (SR 826) and climb over the concrete median barrier in order to access the City. Figures 1-6 in Appendix A provide photograph documentation of some of these everyday incidences. The number of people trying to cross the westbound lanes will increase once the development of Gateway Park is completed, thereby increasing the potential for pedestrian safety hazards. The bridge mitigates these hazards. By comparison, Heritage Park, located at the north end of the City, has similar features to Gateway Park: playgrounds, an open lawn, walking paths, an outdoor stage, a splash • pad interactive water feature, and a parking garage. Heritage Park had an estimated total of more than 29,000 visitors in FY 2011-2012. In reality, this number is much higher as the estimates are based on measuring usage at one time per day and does not capture the total number of patrons in an entire day. It also does not include usage during special events. Usage at Gateway Park will be much higher as it is a larger, more strategically located park. Pedestrian safety at special events is also of utmost importance. Since June 2011, citywide park usage for special events includes approximately 28,000 patrons. (See Appendix B for more information regarding citywide park usage.) Given its larger size and more central location, Gateway Park will be a more appropriate site for many of these special events in the future. The pedestrian bridge will also enhance the City's walkability by opening up access to Gateway Park and surrounding areas. Nearby venues such as Pier Park (which is approximately 1,400 feet to the east of Gateway Park), beach access points, and 1 April 19, 2013 nearby dining and shopping areas will benefit tremendously by increasing patron access by way of the pedestrian bridge. The population of the City has changed to include a younger, more family oriented demographic. Census data shows that the City's median age went from 50.4 in 2000 to 43.5 in 2010. Furthermore, the percentage of the population that is under 18 years old went from 11.3% in 2000 to 15.1% in 2010. • (Appendix C reflects the 2000 and 2010 Census data.) This shift means that there will be an increasing number of pedestrians under the age of 18, again highlighting the need to provide a safe route for pedestrian traffic. In regards to traffic flow, according to the 2012 FDOT Florida Traffic Online Surveys, the Annual Average Daily Traffic count (AADT) for the westbound lanes of Sunny Isles Boulevard (SR 826) is 25,450 (see Appendix D for FDOT Florida Traffic Online Map). Additionally, -the:.westbound lanes do not have a traffic signal to aid. pedestrians in crossing. The pedestrian bridge will serve to maintain.the flow of traffic on these lanes and alleviate nearby intersection traffic pressure and backup, while simultaneously providing for pedestrian safety. With the addition of several new parks and 13 current condominium construction projects slated to be completed in the next few years, vehicular and pedestrian traffic volumes in Sunny Isles Beach will continue to increase. Based both on current data and future projections of vehicular and pedestrian traffic, the centrally located pedestrian bridge is an important aspect of the City's growing infrastructure. REASONS: The City Commission previously approved construction and development of Gateway Park and the Pedestrian Bridge. This resolution is needed to apply for reimbursement funding through the Transportation Alternatives Program through the Florida Department of Transportation. Pedestrian traffic will increase with the development of Gateway Park, furthering the need for a safe route for residents, visitors, and children to access the Park and nearby destinations. FUNDING SOURCE: Funding for the Pedestrian Bridge has been allocated for in the Capital Projects Budget.
