Coincidently his firm also happens to have designed the beautiful pedestrian bridge at Douglas Road and US]. The users experience of ascending and crossing over the highway — This is the practical usage that unifies and benefits the residents of the city. 11. The potential "artistic" civic landmark. This project will include the design of a pedestrian bridge and accompanying elevator towers for the pedestrian crossing of Sunny Isles Beach Boulevard - West Bound lanes. It serves to unify the north and south communities that are segmented by the Collins Avenue overpass. ® In its primary role, the bridge provides the opportunity for the public to experience the dynamics of an "elevated crossing" (a common strategy in bridge design) but equally important the Pedestrian Bridge is viewed as a landmark "datum" and therefore it is understood as one of the memorable markers Integrated within the city. We view the users experience in three distinct types, each providing a heighten level of experience: 1. The mechanical ascend (elevator). Heightened by the extensive use of a rear curtain glass wall that allows a vast visual experience of the surrounding city views. ll. The ohvsical ascend (stair). Heightened by the implementation of cantilevers that provide a floating quality Ill. The crossino over (bridge). Inspired by traditional bridge design and wrapped with metal panels that artistically strengthens the visual lines and sense of security. In contrast to most pedestrian bridges, we promote the use of elevator towers, which are highly advantageous in eliminating the extensive walking distances in a ramp system. In addition, we further promote security by the use of glass and protective perforated metal panels that will also allow for air ventilation. Colors, finishes and architectural details will be in accordance to the Gateway Park project. Aquality, acceptable base -line level must be established before any effective quality control can be achieved. Our base- line level has been defined and developed from numerous successfully completed owner accepted projects. Our staff is well versed on the Link Construction Group standards and clearly communicates our expectations to the subcontractors prior to commencing the work. Since the inception of Link Construction Group, Inc. our corporate philosophy has demonstrated extremely stringent quality control levels and we have invariably attained these levels of quality. Our quality control plan begins during preconstruction by only soliciting subcontractor and material bids from pre - qualified vendors. Our standards are well known to our subcon- tractors, as many have been providing services for us since we opened our doors. During construction, we ensure quality through our daily quality inspections along with weekly jobsite meetings. Our weekly meetings include subcontractors, owners and design professionals. Then, at the weekly subcontractor meeting, the Project Manager then meets with the subcontractors on site that week and the subcontractors expected on the jobsite within the following two weeks . A two -week look ahead schedule is produced and distributed to all appropriate subcontractors and suppliers. Our Project Engineer tracks detailed activities for material suppliers, fabricators, man- ufacturers and shipping agents. They identify when submittals are required by subs as well as inform the design consultants when submittals are required back from their office. By including submittal reviews in the schedule, the architect is better able to respond to the project team's needs in a timely manner. Our Project Manager also updates and reviews the Master Schedule with the owner and highlights recent issues as they relate to the overall project execution. By monitor- ing performance on a regular basis, Link Construction Group is able to resolve issues long before they reach the crisis stage. Through aggressive scheduling and cost con- trol, we consistently strive to reduce costs, increase accountability, maintain or shorten timeframes, and improve jobsite collaborations and productivity. RFQ No. 13 -08 -01 Gateway Park Pedestrian Access Improvements I Step 1 SCHEDULING THE PROCESSING OF SHOP DRAWINGS To ensure an accurate scheduling process for all shop drawings and submittals, we create a comprehensive procurement schedule as a primary section to our overall CPM schedule. Each and every submittal and scheduling activity is clearly identified and assigned early start, late start, early finish and late finish dates and then made part of the critical path of the project. This section of our critical path schedule is monitored daily and updated as needed with minimum weekly updates and then distributed to our project subcontractors and suppliers. Additionally, prior to commencement of construction, we create a comprehensive shop drawing /submittal log with our proj- ect management software. This log is updated daily and reviewed at all weekly subcontractor and owner meetings. The status section of this log alerts all parties responsible for the next step in the submittal /shop drawing process and provides them COORDINATING THE DEVELOPMENT OF SCHEDULE INFORMATION FROM SUBCONTRACTORS As soon as Link receives Construction Documents, even at the earliest of phases, our subcontractors actively participate in the development of a preliminary schedule by providing duration and sequencing for their trade. 1Tbving worked with many of our subcontractors for so many years, they are willing, and often eager, to get involved in this process as they can make sure their scheduling issues are included. Link Construction Group verifies the initial schedule during the pre- construction phase. This schedule depicts the length of time each trade will take to complete its job, the overall length of the entire project, and any phasing requirements. It is used as the basis forthe development of the detailed schedule and as a tool to evaluate subcontractors during buy -out. To ensure cooperation, we require each subcontractor and supplier to submit a detailed schedule that conforms to our overall project schedule and addresses procurement of materials with long lead times. As Construction Documents develop, we further require our subcontractors to further refine their procurement and pro- duction schedules. We provide a preliminary schedule to each subcontractor and ask them to continue their input during a two month start up schedule period. Upon completion , the final construction schedule is then incorporated into each subcontractor's contract. Once individual subcontractors and suppliers scheduling information is complied, a comprehen- sive joint meeting is held (all prime subcontractors and suppliers) to review and refine our preliminary schedule. Once 100% Construction Documents are received, but before commencement of construction, our subcontractors and suppliers are required to submit their final sequencing, durations and level of detail schedule. E7 RFQ No. 13 -08 -01 Gateway Park Pedestrian Access Improvements I Step 1 COORDINATION OF CREW LOADING AND CONSTRUCTION SCHEDULING During the course of the project, weekly subcontractor meetings are held on site. Attendance is mandatory for all trade contractors that are currently working on site or projected to be working on site within two weeks. Scheduling issues such as manpower needs and confirmation of material procurement are among the topics discussed during these meetings, the minutes of which are recorded in the project log and distributed to all parties scheduled to be in attendance. Two week look -ahead schedules are generated for each meeting by Link Construction Group thus providing an detailed management tool to effectively coordinate manpower requirements with subcontractors. The key to successful crew loading and construction scheduling is a detailed knowledge of per man unit production. Ba- sically stated, this equates to the total man -hours required to complete each and every work activity. This can be difficult to achieve, but Link Construction Group has established relationships with its subcontractors and these expectations have become "the standard ". We soon began providing civil engineering services to local private clients and municipalities. Among our first public contracts were The City of Sweetwater and Florida International University. Within a few years, SRS grew to seven employees and began establishing a reputation for quality work and service. Many changes had to be made as a result, but always at the request of the City. Both firms have been very understanding and accommodating to suggested changes. If there is one thing that wig send up a red flag with residents it is change orders to major contracts. One of the best features of our experience to date has been that Link gave us a 'guaranteed maximum price' that Included a contingency of $120,000. The Link team has provided a variety of services during the past two years to our company, as we had two projects underway in a concurrent fashion. They were: Construct a new production facility for the Miami Herald Media Company. The folks at link built a turn key production facility of 119,000 square feet for our company. Experts in forecasting costs, they were able to calculate hard and soft project components even though they were provided with incomplete data to go along with a challenging timeline. Remarkably they hit those numbers. In fact, they will share in a percentage of the savings accred during the building of this facility. During the construction phase we lost 40+ days to tropical storms and general inclement weather. Working with their subcontractors and other vendors, work schedules were reconfigured and the time was made up. We had a drop dead deadline and we unveiled and launched the new production facility a week ahead of schedule. Demolish, reconfigure and construct an existing two -story building for the Miami Herald's new Office Building/Headquarters. A two story office building of approximately 158.000 square feet, adjacent to file new production building was totally demolished on the interior. Rubble, old duct work. flooring, etc., was removed in a systematic and orderly way. Then with considerable accuracy and a sense of urgency. the Link team set about to rebuild all of the office areas and infrastructure that had been redesigned. They paced on time and beat the goal of moving. We realized that we were going to be significantly over budget if we didn't make some changes. Link exceeded the Section 3 Goals outlined in the Federal Funding Regulations by achieving 100% of Section3 new hires in lieu of 30 %. Another key goal was their outreach to the local Section3 subcontractor community for contract opportunities as well as motivating subcontractor to obtain their Seclion 3 status. The Affordable Housing market has is not only administratively intensive but also very time sensitive.
