Lynx Construction Management has arranged the best qualified team to perform this contract.
The team far exceeds the requirements of this RFQ. Some of what Lynx brings to the table is its
vast financial and bonding capacity, as well as the design -build experience and previous project
involvement with the team. Lynx's principals have a long history and have worked with M.C.
Harry for 20 years and currently working together on two projects. The firm has all the
necessary licenses and insurance to perform the project.

The structure connects the fourth floors of the two medical facilities, providing a safe,
comfortable access between the two buildings. Framed with structural steel, the center span of
the enclosed bridge exceeds 200 feet in length as it crosses 1 -95, supported by a tension stay
assembly and concrete piers. Total length of the bridge is about 640 feet. AWARDS - Design -

Cvoress Creek Tri -Rail Station, Fort Lauderdale, Florida
This two - platform station is the first of its kind in Florida, with its platforms joined by an
overhead pedestrian bridge. It is designed to be the prototype for many more. Two 400 ft

Lynx's experience and that of its Principals, employees and affiliates covers the full range of
municipal, infrastructure, institutional, commercial and residential projects. Lynx's President
has over thirty years of construction experience with public and private projects including high -
rise, civil, engineering works, and pedestrian bridges.
We are committed to providing quality service to our clients and building long -term
relationships. Our staff has extensive experience having managed to successful completion the
construction and renovation of over 10,000 apartment units, banks, schools, colleges, single -
family homes and public works. Our experience allows us to understand the needs of the
Owner /Developer and provide successful projects. This has led to the completion of all of our
projects on time, within budget, and with the highest of quality standards.
' Lynx's staff includes Architects and Engineers, LEED Accredited Professionals, Project Managers,
Estimators, Environmental Scientists and Superintendents. We can provide any building related
' service through our in -house staff, affiliates and consultants. Our staff and affiliates hold
current licenses and certifications in Engineering, asbestos, mold mitigation, Architecture,
general contracting, mechanical contracting, LEED AP, Green Buildings, environmental science,
' geology, indoor air quality, cost consulting, scheduling and other pertinent areas.
Our staff is expert at providing construction in public and private settings. The staff has headed
public construction management projects and construction programs for local institutions
exceeding $3 billion dollars and 600 projects. The staffs record of accomplishment of on time

this passenger conveyance system are several vertical circulation cores within the terminal. These core
circulation elements enhance passenger movement to baggage claim areas on terminal level one, ticketing
on terminal level 2, and the terminal level three TWPMS.
City of South Miami, US -1 Pedestrian Bridge Design Principal
The City of South Miami commissioned MC Harry Associates to develop a conceptual design for a pedestrian
overpass linking the South Miami Metrorail Station with the City's vibrant downtown business district. The
pedestrian bridge would improve safety by eliminating the need for Metrorail passengers to cross US -1 at
street level. The Overpass features elevators, stairs, landscaping and architectural features that create a
gateway to the South Miami Community.
Village of Palmetto Bay Design Principal
The Village of Palmetto Bay hired M.C. Harry & Associates to develop a conceptual design for a new
10,000sf Village Hall Complex located on a 2.4 acre site. A key element in the Village's civic center master
plan is the development of a three story 500 car parking garage with ground floor retail leasehold. The civic
center and retail /garage environment will be linked to adjacent public parkland via a pedestrian bridge
spanning 100 feet over Frango Boulevard. The bridge is intended to also serve as an iconic entry feature

Sunny Isles Pedestrian Crossing Bridge Approach
Lynx Construction Management will bring a team that has expert knowledge of the local working
environment and the unique needs of government in the design -build process. Our staff and
designers have a proven track record working in the South Florida area including major agencies
and municipalities and institutions. We are currently working with FDOT, Town of Surfside, and
City of Miami Beach- Jewish Community Services. We understand the reporting, project control and
local wage requirement. As the design - builder we will create a partnership between the owner,
architect and construction team to provide the best value project for the City of Sunny Isles Beach.
Our emphasis on service will begin in the pre- construction phase and include coordination with all
agencies having jurisdiction. It will continue through closeout to the end of the warranty period.
We expect to create a long term relationship with the City that continues past the end of this
project.
Leadership and Mutual Goals
Our senior staff has over three billion dollars of public sector design and construction experience

t Scope of Services
Lynx Construction Management and MC Harry will provide the services necessary to design and
build either the preferred option of a Pedestrian Crossing Bridge or the Secondary option of the
surface level crossing. Our services will be delivered in a timely fashion with the full involvement of
our local Team.
Schematic Design and Site Plan Analysis
During this phase we will develop the schematic design for both the surface crossing and the
1 pedestrian bridge. The design will take in to account the influences of the surrounding area
including the ongoing "Gateway Park" development to ensure a compatible design and smooth
construction process. We will work with the owner to ensure that all interested parties are
included and there is buy -in from the Community.
Design Development
During the Design Development phase the plans will be further developed and the long -lead -time
items will be ordered as early as possible. If a decision is made to choose the street level crossing
option the permitting and civil work designs will be fast - tracked. During this phase alternates will
' be discussed to keep the project within budget. Our work is guided using the latest in LEED
Principles. Our team is certified and experienced in LEED and will endeavor to design and build an
environmentally compatible structure using sustainable, locally produced and recyclable materials
and techniques.
' Construction Documents
After the Design — Development documents are approved the final construction documents will be
developed creating the drawings and specifications needed to provide a permitable, biddable
1 project. We will take the drawings to the various permitting agencies for "dry-runs' to facilitate
the shortest possible permit process. The City's original budget will be respected and alternates will
be proposed to keep the project in budget. We will work closely with the City to deliver the best
possible value in this project.

enables us to make sure it is completed prior to turnover. Our commissioning process ensures that
all building systems are properly installed, that all manufacturer's testing and start-up is completed,
all performance checks and adjustments are made before occupancy.
Project Closeout and turnover
Project closeout also starts at the commencement of the job. All information is gathered and
organized throughout the project to ensure that a turnover of warranty and operating manuals
occurs without delay at the end of the project. As -built drawings are maintained throughout the
project to provide record of the actual project upon completion. During closeout any formal
training necessary to enable the owner to properly operate and maintain installed equipment is
provided. As the contractor we will do pre - punch -out work to ensure that there are no lingering
punch -out items at completion. To ensure a smooth turnover Lynx Construction Management will
' be on the site for all turnover activities and training.
We will turn over a complete set of close -out documentation to the Owner and a close -out book at
' substantial completion.
Schedule detail
Lynx uses Primavera the "state -of the art" in scheduling software. We update and maintain our
schedules so we remain on -time and that opportunities to accelerate the project are not lost. We
coordinate scheduling information with our subcontractors and suppliers in order to maintain
critical milestones and the most efficient use of resources.
DThis information is shared with the entire Team in the project meetings and using web based
collaborative tools. All of our projects have been finished on or ahead of time.
Cost control
Lynx Construction Management implements cost control procedures at the onset of the project.
We provide expert estimating in our pre - construction services department. Our estimators have
over 30 years of local experience and know how to get the best value from our subs and suppliers.
We strictly adhere to the owner's design criteria and provide design solutions and construction
options that meet the budgets. Our pre - construction process consists of the following major steps:
• Options and Alternates analysis
Lynx Construction works with the designers and owners to ensure that the major items in
the owner's design criteria are the priorities of the budget. Lower priority items are

• Budget estimating
Our estimator updates the budgets as the design development unfolds and shares the
information to help the team make the best decisions in order to implement the owner's
design goals. When the final construction documents are finished the final bids are taken
and the project total cost is determined.
IS Value engineering and cost benefit analysis
Lynx implements true value engineering by ensuring that the major goals of the project are
met when suggesting alternatives. The owner is involved in the decisions as to which
alternates and options are selected and which construction techniques or materials will
result in a "best value" for the owner.
• Constructability Analysis
During the process of design, the focus is on the construction means and methods as well as
the materials available to provide the most effective process. Structural systems
construction, availability of major components, mechanical and conveying systems
availability and suitability, building envelope, roofing and finishes are reviewed to make
sure that the project can be efficiently built on -time and in- budget.
Construction Phase
Lynx Construction provides expert management of the construction phase of the project from
ground breaking until occupancy. Our staff is led by Chris Moran, President, who will maintain
direct daily knowledge of the erection of the structures and completion of the buildings and direct
involvement with the Owners. Mr. Moran has over 30 years of construction experience and has
successfully completed all types of projects from underground to entire campuses comprised of
many buildings. His experience includes over One Billion Dollars of construction in the Miami area.
He provides the leadership to a team of fully experienced project managers and site
superintendents familiar with the types of construction and systems which will make -up the
' project.
• Onsite expertise
Lynx will provide expert staff on the site during every day of construction operations. The
staff will include a senior superintendent, superintendents, assistant project managers and
project managers. The quality of our site supervision is responsible for our 100 percent
success rate of completing projects on -time and within budget.
• Project managers
Our project management team is second to none. The senior project manager assigned to
this job has both a Bachelor and Master's degree and over 15 years of experience in the
local market. He has built many difficult projects at facilities that impact major institutions,
transportation facilities and road ways where service cannot be interrupted.

• Safety, our first priority
Our onsite staff will ensure that the public and construction workers are safe and that the
site is kept fenced, with proper signage, proper protection and most debris and other safety
hazards are dealt with immediately. Project staff is OSHA 30 certified. MOT and pedestrian
traffic are of critical importance.
• Ready for use when Gateway park is complete
Our project will be completed in concert with the adjacent Gateway Park project and will be
ready before the park and facilities are ready.
Quality control
Quality control is integrated into the entire project. The pre- design, pre - construction,
commissioning and close out phases offer milestones to measure and report on quality control
issues. However Lynx does not expect issues to arise since quality control is part of the daily activity
of the staff.

and Florinda Estates Park.
M. C. Harry & Associates should especially be recognized for working with our Town to achieve
LEED Gold certification at our Royal Oaks Park Community Center. In this case, the Town was planning
to achieve basic LEED certification for the facility. Through M. C. Harry's efforts, the Town achieved
Gold certification at no additional expense to the Town. The project has been featured in several
publications including the Florida Recreation and Parks Association's Facility Showcase Journal. The

provides children of all ages and abilities to play together in a safe, structured environment.

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
