A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, RATIFYING APPROVAL OF A
CHANGE ORDER TO THE AGREEMENT WITH IRON SKY, INC.
FOR TWO (2) CAMERA UPGRADES FOR THE AUTOMATED
LICENSE PLATE RECOGNITION SYSTEM (ALPR), IN AN
AMOUNT NOT TO EXCEED FOUR THOUSAND NINE HUNDRED
FORTY DOLLARS ($4,940.00), ATTACHED HERETO AS EXHIBIT
"A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City was in need of a contractor to install 24 Automated License Plate
Recognition System (ALPR) cameras to capture all inbound and outbound traffic at 1 1 locations
located within the City, and issued and advertised Request for Proposal No. 12- 09 -01, for which three
(3) responses were received; and
WHEREAS, on December 20, 2012 via Resolution No. 2012 -2002 the City Commission
approved an Agreement with Iron Sky, Inc. for the purchase and installation of an Automated License
Plate Recognition System (ALPR), in an amount not to exceed Two Hundred Seven Thousand One
Hundred Seventeen Dollars and Fifteen Cents ($207,117.15); and
WHEREAS, on February 21, 2013 via Resolution No. 2013 -2026 the City Commission
approved the First Amendment to the Agreement with Iron Sky, Inc. waiving the Performance and
Payment Bond requirement set forth in Section 2.7 of Request for Proposal No. 12- 09 -01, and stating
that the City shall pay Iron Sky, Inc. 90% of total compensation upon completion and acceptance of
Services with the remaining 10% being retained by the City up to six (6) months for testing of the
system installed by Iron Sky, Inc.; and
WHEREAS, the City now wishes to approve a Change Order to the Agreement with Iron
Sky, Inc. for two (2) camera upgrades in an amount not to exceed Four Thousand Nine Hundred
Forty Dollars ($4,940.00), attached hereto as Exhibit "A ", bringing the total contract amount not to
exceed Two Hundred Twelve Thousand Fifty -Seven Dollars and Fifteen Cents ($212,057.15).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated
herein by reference as if fully set forth herein.
Section 2. Ratify Approval of Change Order to Agreement. The City Commission hereby
ratifies approval of a Change Order to the Agreement with Iron Sky, Inc. for two (2) camera
upgrades for the Automated License Plate Recognition System (ALPR), in an amount not to exceed
Four Thousand Nine Hundred Forty Dollars ($4,940.00), attached hereto as Exhibit "A ".

Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution will become effective upon adoption.

REASON FOR CHANGE:
Change number 1: Standard LPR cameras will not read or capture license plates from the new pole location. These cameras
are credited back to the proejct. Standard cameras were suitable for the original pole location #6; however, excavation for
pole installation revealed bridge footings, which resulted in the pole move to a more suitable location.
Change number 2: Ultra long range LPR cameras (special order) are required to read and capture license plates at the new
pole location #6. There are two cameras required at a cost of $5,750 each.

RE: Approval to ratify a change order in the amount of $4,940.00 for
the upgrade of two (2) ALPR short range cameras to long range
cameras.
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution
authorizing a change order in the amount of $4,940.00 for the upgrade of two (2)
Automatic License Plate Recognition (ALPR) short range cameras to long range
cameras
REASONS:
During the installation phase of the Automatic License Plate Recognition System,
it was determined that two (2) of the twenty -three (23) cameras installed were not
meeting the necessary specifications needed to capture accurate tag reads.
ADDITIONAL INFORMATION:
Due to the distance between two (2) of the fixed mounted cameras and the target
read location, it was necessary to upgrade these cameras to a "Long Range"
type camera.
