A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO
UTILIZE PREQUALIFIED CONSULTANTS TO PROVIDE
PROFESSIONAL ENGINEERING AND SURVEYING SERVICES FOR
VARIOUS CITY PROJECTS WITH EACH OF THE FOLLOWING
CONSULTANTS: CES CONSULTANTS, CALVIN GIORDANO AND
ASSOCIATES, BERMELLO AJAMIL & PARTNERS, INC., AND RJ
BEHAR & COMPANY, INC. FOR FISCAL YEAR 2013/2014, IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS
($100,000.00) IN AGGREGATE PER EACH FIRM; AUTHORIZING THE
CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach issued Request for Qualifications No. 12 -04 -02 for
Continuing Professional Architectural & Engineering Services Firms Only (CCNA) for the provision of
general architectural and engineering services to the City; and
WHEREAS, on November 15, 2012 via Resolution No. 2012 -1997, the City Commission approved
the following shortlisted qualified firms to perform engineering, architectural, landscape architectural and
land surveying services: CES Consultants, Calvin Giordano & Associates, Inc., Bermello Ajamil &
Partners, Inc., and RJ Behar & Company, Inc.; and
WHEREAS, the City being satisfied with the performance of their work wishes to continue
utilizing these prequalified Consultant firms, in an amount not to exceed One Hundred Thousand Dollars
($100,000.00) in aggregate per each Firm with any single contract or authorization above $25,000.00 going
back to the City Commission, to give the City flexibility to select the firm deemed best suited for a
particular project if needed and when needed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of City Manager. The City Commission hereby authorizes the City Manager
to continue utilizing the consultant firms to provide professional engineering and surveying services for
various City projects with the following four (4) prequalified Consultants: Bermello Ajamil & Partners,
Inc., Calvin Giordano & Associations, Inc., RJ Behar & Company, Inc., and CES Consultants, to perform
engineering, architectural, landscape architectural and land surveying services for fiscal year 2013/2014, in
an amount not to exceed One Hundred Thousand Dollars ($100,000.00) in aggregate per each Firm
provided that any single contract or authorization above $25,000.00 must be approved by the City
Commission.
Section 2. Further Authorization of City Manager and City Attorney. The City Manager and City

Attorney are hereby authorized to do all things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution will become effective upon adoption.

RE: A Resolution Authorizing the City Manager to Utilize General
Consulting Firms on an Approved List to Provide Professional
Engineering and Surveying Services for Various City Projects
RECOMMENDATION:
We recommend cl;tv Commission approve the resolution.
REASONS:
In April 2013, City Commission authorized the City Manager to administratively
approve various work authorizations with prequalified. consultants to a limit in
aggregate of $100,000 per consultant. This authorization included a sunset
provision and was for the remainder of FY 2012/2013 only. Staff has found that
this procurement flexibility has expedited implementation of capital, maintenance
and repair projects. The four prequalified consultants include: RJ Behar &
Company Inc.; CES Consultants, Inc., Bermello Ajamil & Partners, Inc., and
Calvin, Giordano & Associates. This request is to reauthorize City Manager
approval.
In Fiscal Year 2012/2013, the following Work Authorizations were approved as
noted below:
RJ Behar & Company - $63,981.00:
Design phase services in the amount of $39,031.00 for the proposed
privacy /security wall under the Lehman Causeway were approved by City

Commission on March 21, 2013. The design has been completed and the project
advertised for construction bids. In order to implement this project construction
phase services in the amount of $24,950.00 was submitted for administrative
approval.
CES Consultants, Inc. - $6,275.00 includes:
Geotechnical investigations, laboratory evaluation and engineering analysis and
report for soils conditions on the Intracoastal Park for decorative column pile
design by others in the amount of $3,450.00.
Additional geotechnical investigation, laboratory evaluation and engineering
analysis and report for percolation rates on the Intracoastal Park in support of
drainage design by others in the amount of $2,825.00.
Bermello Ajamil & Partners, Inc:
Since professional services were approved by City Commission that in total
exceeded $100,000 no additional services were authorized FY 2012/2013.
Calvin Giordano & Associates - $31,318.25 and includes
Engineering services in the amount of $5,675.25 related to utility service line
design, permitting and installation at the Public Works modular under the
Lehman Causeway.
Preparation of an Elevation Certificate the amount of $625.00 for the Public
Modular under the Lehman Causeway as required by Florida Building
Code.
Engineering services in the amount of $6,373.50 for electrical and lighting design
for area lighting at Gwen Margolis Park for installation by the contractor installing
artificial turf.
Land surveying services in the amount of $5,027.50 for the preparation of a route
survey in support of the solid wall under the Lehman Causeway.
Land surveying services in the amount of $2,441.25 to prepare legal descriptions
and sketches for temporary construction easements to facilitate the construction
of the solid wall under the Lehman Causeway.
Engineering services in the amount of $2,037.00 to evaluate before and after
lighting levels resulting from the construction of the solid wall under the Lehman
Causeway.
Field Inspection, Construction Administration and Closeout services in the
amount of $5,801.25 for the utility line installation from Collins Avenue to the pier
project.

® Engineering services in the amount of $217.50 for renewal of the City's National
Pollution Discharge Elimination System (NPDES) permit.
Land surveying services in the amount of $2,195.00 for the preparation of a
topographic and design survey for proposed bocce courts under the Lehman
Causeway.
Land surveying services in the amount of $925.00 to prepare a legal description
and sketch for SFWMD required environmental mitigation areas.
Any single project or proposal that exceeds $25,000 will be presented to City
Commission for approval.
COST:
None at this time.
