A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING
THE REQUEST SUBMITTED BY PMG -S2 SUNNY ISLES,
LLC ( "APPLICANT ") FOR A TEMPORARY SCULPTURE
PARK LOCATED AT 17141 COLLINS AVENUE, SUBJECT
TO CERTAIN CONDITIONS; AUTHORIZING THE CITY
MANAGER TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on or about January 22, 2014, PMG -S2 Sunny Isles, LLC, submitted an
application with the City of Sunny Isles Beach, requesting the approval of a temporary Sculpture
Park ("Project ") located at 17141 Collins Avenue; and
WHEREAS, the City Commission wishes to approve the request to construct the
temporary Sculpture Park.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval. Pursuant to Section 265 -14 of the Code of City of Sunny Isles Beach,
the City Commission hereby approves the application submitted by the Applicant, subject to the
conditions set forth herein.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do
all things necessary to effectuate this Resolution.
Section 3. Conditions. The Applicant is required to comply with the following conditions:
The project shall be developed substantially in accordance with the plans submitted
for administrative approval. Upon the submittal of an application for building permit,
the plans submitted shall meet with the approval of the City Manager or his /her
designee. Plans shall include all the required elements of the site plan pursuant to the
City's Land Development Regulations. Any changes that would not be considered
minor, the Applicant shall be required to obtain approval of the City Commission.
2. A bond shall be posted by the Applicant in the amount of $20,000 which is necessary
if the City were placed in the position of having to remove said temporary Sculpture
Park.
3. The proposed temporary Sculpture Park shall be subject to approval by other
governmental agencies under the requirements of Chapter 265 of the Code of the
City of Sunny Isles Beach.

4. The Applicant shall maintain the Sculpture Park in good condition in accordance with
the property maintenance requirements of the City of Sunny Isle Beach.
5. The Applicant shall donate one of the art sculptures to the City of Sunny Isles Beach
upon the removal of the sculptures from the Sculpture Park.
6. The Applicant shall remove or secure all sculptures in the Sculpture Park if directed
to remove or secure said sculptures due to hurricanes or any natural emergencies.
7. The Applicant shall apply for site plan approval for the development project to be
located at 17141 Collins Avenue within six (6) months of approval of this
Resolution.
Section 4. Effective Date. This Resolution will become effective upon adoption.

Muse Condominium

Hurricane Preparedness Plan
Sect. 7 -1
This hurricane plan provides the guidelines of the things to do prior to a hurricane striking:
Sunny Isles Site - 17141 Collins Ave. Sunny Isles Beach, FL.
This preparedness plan specifics the project activities of the different stages to be coordinated prior to a
hurricane to ensure project operations after we are shut clown at the given time. The main purpose is to
reduce high losses of property and equipment and loss of life by making preparations for securing the
construction site. This plan also ensures that recovery operations after the hurricane are performed safely
and in a short period of time.
Subcontractors will be required to develop an action plan that should at least meet the requirements of this
plan. They will be responsible to submit to the Project Manager a copy of the action plan including a list of
their key personnel for the project.
Center Command of Communications
The GRYCON main office will be the Center Command of the company in case of a hurricane threat. The
Center Command will be responsible to keep the project informed of the weather conditions. The project
will receive special warnings about the weather conditions.
Key Personnel
The project will prepare an Emergency Notification Telephone Number list of their key personnel
including subcontractors. A meeting with the personnel team should be scheduled to discuss the action plan
and to distribute the project hurricane plans responsibilities. Key personnel will be responsible to report to
work after the hurricane following an official notice from the National Hurricane Center and local officials
that the hurricane threat has passed. They should notify the GRYCON Superintendent if they are not able to
report to work due to a disaster away from the project.
Action Plan
The Project Manager will have the overall responsibility for the administration and implementation of the
Hurricane Action Plan on their projects. The PM will coordinate with the project superintendent all the
activities to ensure that the hurricane preparation is executed. Once an alert has been given, all PM's should
monitor the National Hurricane Center for the hurricane's progress. The following steps are recommended
to be followed based on the hurricane's relative position:
Hurricane Watch (36 to 48 hours before the Hurricane)
1. Project supervision and subcontractors should be notified of the hurricane watch.
2. Hold meetings with the key personnel to distribute responsibilities and to detect
any special conditions present at the project that could require more attention.
3. Tie down and strap down all loose materials.
Hurricane Warning (15 hours to Hurricane)
1. Notify project supervisors, key personnel and subcontractors of the hurricane warning and weather
conditions.
2. Take photographs of the jobsite, to aid in documenting the precautions taken before the hurricane.
3. Prepare accurate inventory list of all equipment, materials and tools at the project site.
After the Hurricane
For job personnel who can return to the project after the hurricane, certain precautions are needed:
. Avoid areas where power lines are down, especially in the vicinity of water. Report any power lines
down to FPL.
2. Take photographs of all areas to document all damages, if any.
3. A walkthrough of the project shall be made prior to allowing employees to return to the project. The
Project Manager, Superintendent and the Safety Coordinator should conduct the inspection.
4. Prepare an accurate inventory of all the equipment, materials and tools to detect loss or damages.

Temporary Sculpture Park Approval Request from PMG -S2 Sunny
Isles, LLC.
RECOMMENDATION:
Adopt the Resolution approving the request from PMG -S2 Sunny Isles, LLC. for
the temporary sculpture park.
REASONS:
PMG -S2 Sunny Isles, LLC ( "Applicant ") has requested approval for a temporary
sculpture park, " Muse Sculpture Park" to be located at 17141 Collins Avenue.
The sculpture park is to be approved pursuant to Section 265 -14 of the City
Code. The Applicant is required to pull building permits and satisfy the conditions
in the Resolution and the regulations set forth in Chapter 265 of the City Code.
