Home My WebLink AboutReso 2019-2906 RESOLUTION NO. 2019 - 7-90g, A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, RANKING THE SUBMITTALS FOR CONSULTING ENGINEERING SERVICES FOR GOLDEN SHORES PUMP STATION REHABILITATION (CCNA) IN RESPONSE TO REQUEST FOR QUALIFICATIONS ("RFQ") NO. 18-11-01 AND AUTHORIZING THE CITY MANAGER TO BEGIN NEGOTIATIONS WITH THE - TOP RANKED FIRM IN ACCORDANCE WITH STATE LAW; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH THE TOP RANKED FIRM, PROVIDED SAID AGREEMENT IS FIRST APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY; AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City is desirous of securing a firm to provide professional engineering consulting services for the Golden Shores Pump Station Rehabilitation; and WHEREAS,the City issued and advertised RFQ No. 18-11-01 for Consulting Engineering Services for Golden Shores Pump Station Rehabilitation (CCNA), for which four (4) responses were received; and WHEREAS, after due consideration and evaluation, the City Manager recommends to the City Commission the ranked firms to provide professional engineering consulting services to the City as follows: 1) Calvin, Giordano & Associates, Inc. 2) CES Consultants 3) CAS —Craig A. Smith & Associates WHEREAS, the City Commission wishes to accept the recommendation of the City Manager and to authorize the City Manager or his designee to negotiate an agreement with the top ranked firm, Calvin, Giordano & Associates, Inc., and then with the next ranked firms, should negotiations with Calvin, Giordano & Associates, Inc. be unsuccessful; and WHEREAS, the City is authorized to begin negotiating with the first ranked firm, Calvin, Giordano & Associates, Inc., to provide professional engineering consulting services for the Golden Shores Pump Station Rehabilitation, and if the City and Calvin, Giordano & Associates, Inc., cannot reach an agreement on a contract, the City reserves the right to terminate negotiations with Calvin, Giordano & Associates, Inc. and begin negotiating with the second ranked firm, CES Consultants, until a contract acceptable to the City has been executed and approved by the City Commission. If the City is unable to reach an agreement with the second ranked firm CES Consultants, the City reserves the right to undertake negotiations with the third ranked firm of CAS —Craig A. Smith & Associates. R2019 Award RFQ No. 18-11-01 And Auth.CM To Negotiate Agmt Consulting Engineering Services Page 1 of 3 NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated herein by reference as if fully set forth herein. Section 2. Authority to Begin Negotiations with the First Ranked Firm. The City Commission hereby authorizes the City Manager or his designee to begin negotiations for Request Qualifications No. 18-11-01 Consulting Engineering Services for Golden Shores Pump Station Rehabilitation (CCNA), with the first ranked firm of Calvin, Giordano & Associates, Inc. If the City and Calvin, Giordano & Associates, Inc. cannot reach an agreement on a contract, the City reserves the right to terminate negotiations with Calvin, Giordano & Associates, Inc. and begin negotiating with the second ranked firm of CES Consultants, until a contract acceptable to the City has been executed and approved by the City Commission. If the City is unable to reach an agreement with the second ranked firm of CES Consultants,the City reserves the right to undertake negotiations with the third ranked firm of CAS — Craig A. Smith & Associates, until a contract acceptable to the City has been executed and approved. Section 3. Authority to Enter into an Agreement. If negotiations are successful, the City Manager or his designee are authorized to enter into an Agreement with the first ranked firm of Calvin, Giordano & Associates, Inc., provided said Agreement is first approved as to form and legal sufficiency by the City Attorney. Section 4. Authorization of the City Manager and City Attorney. The City Manager and the City Attorney are hereby authorized to do all things necessary to effectuate this Resolution. Section 5.
