The meeting was called to order by Mayor Scholl at 6:30 p.m. with the following officials
present:

2. PLEDGE OF ALLEGIANCE /INVOCATION
Action: Miami-Dade County Commissioner Sally Heyman gave the pledge of Allegiance and
Assistant to the City Manager Kathryn Matos gave the invocation.
3. APPROVAL OF MINUTES
3A. Regular City Commission Meeting—October 18, 2018.
Action: Commissioner Aelion moved and Vice Mayor Goldman seconded a motion to
approve the above-mentioned Summary Minutes. The motion was approved by a voice
vote of 5-0 in favor.

Section 265-69 of the Landscape Code "Maintenance" to Designate the Public Works

City Clerk Betancur read the title, and City Attorney Hans Ottinot reported.

Vice Mayor Goldman moved and Commissioner Gatto seconded a motion to approve the
Ordinance on first reading by a roll call vote of 5-0 in favor.A second and final reading
was scheduled for Thursday, December 20, 2018.

Providing for Definitions; Providing a Short Title; Providing a Purpose; Providing Pace
Program Boundaries; Providing for Pace Local Governments Authorization; Providing for
Pace Programs Standards; Providing for Eligible Participants; Providing for Non-Ad
Valorem Assessments; Providing for Pace Program Administration; Providing for
Recordation; Providing for Notice to Purchaser; Providing for Suspension or Termination;

Ordinance on second reading. Ordinance No. 2018-533 was adopted by a roll call vote
of 5-0 in favor.

Action: City Clerk Betancur read the title, and Deputy City Manager Stan Morris reported.

Vice Mayor Goldman moved and Commissioner Gatto seconded a motion to approve the
resolution. Resolution No. 2018-2885 was adopted by a voice vote of 5-0 in favor.
10B. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving
the Fifth Amendment to the Agreement with Enviro Waste Services Group, Inc. for
Storm Water Management System Preventative Maintenance Services, in an Amount
Not to Exceed $200,000.00, Attached Hereto as Exhibit "A"; Authorizing the Mayor to
Execute Said Amendment to the Agreement;Authorizing the City Manager to Do All Things
Necessary to Effectuate this Resolution;;Providing for an Effective Date.
Action: City Clerk Betancur read the title, and Assistant City Manager Susan S. Simpson
reported.

the Request Submitted by Beach Club Acquisition, LLC. for the Placement of Two (2)
Temporary Banners on the Property Located at 18501 Collins Avenue,Attached Hereto
as Exhibit"A"; Authorizing the City Manager to Do All Things Necessary to Effectuate this
Resolution; Providing for an Effective Date.
Action: City Clerk Betancur read the title, and Planning and Zoning Director Claudia
Hasbun reported.

resolution. Resolution No. 2018-2887 was adopted by a voice vote of 5-0 in favor.
10D. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Providing an
In-Kind Donation to Chabad Russian Center of South Florida for Use of Gateway Park
and City Support Personnel for a Community Event on December 6,2018;Authorizing
the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an
Effective Date.

resolution. Resolution No. 2018-2888 was adopted by a voice vote of 5-0 in favor.
10E. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Ranking
the Submittals for Consulting Engineering Services for Golden Shores Utility
Undergrounding and Roadway Improvements in Response to Request for
Qualifications No. 18-08-01 and Authorizing the City Manager to Begin Negotiations
with the Top Ranked Firm in Accordance with State Law;Authorizing the City Manager to
Negotiate and Enter into an Agreement with the Top Ranked Firm,Provided Said Agreement
is First Approved as to Form and Legal,Sufficiency by the City Attorney; Authorizing the
City Manager and the City Attorney to Do All Things Necessary to Effectuate this
Resolution; Providing for an Effective Date.

Sale and Purchase Agreement and Related Easement Agreements By and Between
Winston Towers 600 Condominium Association,Inc.and the City of Sunny Isles Beach
for the Property Located at 174 Street, attached Hereto, in Substantially the Same Form,
as Exhibits"A", "B","C"and"D";Providing the Mayor with the Authority to Execute Said
Sale and Purchase Agreement; Providing the City Manager and City Attorney with the
Authority to Do All Things Necessary to Effectuate the Terms of this Resolution;Providing
Direction to the City Clerk to Record Said Easement Agreements in the Miami-Dade County
Records; Providing for an Effective Date.

Vice Mayor Goldman moved and Commissioner Gatto seconded a motion to approve the
resolution. Resolution No. 2018-2890 was adopted by a voice vote of 4-0-1
(Commissioner Svechin abstained) in favor.
IOG. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving
an Interlocal Agreement Between Miami-Dade County and the City of Sunny Isles
Beach for the Enforcement of Section 8CC of the Miami-Dade County Code, as it
Relates to Section 21-81 of the Miami-Dade County Code,Regarding the Establishment
of a Civil Citation Program; Providing for the City Manager and the City Attorney with the
Authority to Do All Things Necessary to Effectuate this Resolution; Providing for an
Effective Date.

resolution. Resolution No. 2018-2891 was adopted by a voice vote of 5-0 in favor.
10H. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Accepting
the Unofficial Results of the November.6,2018 General Elections,Pending the Official
Certification from the Miami-Dade Canvassing Board. Declaring George"Bud"Scholl
as Mayor,who was Automatically Elected, Having No Opponents; Declaring Jeniffer
Viscarra as Commissioner, Seat 4, who was Automatically Elected, Having No
Opponents; Installation of New Officers; Providing for an Effective Date.
Action: City Clerk Betancur read the title and reported.

Vice Mayor Goldman moved and Commissioner Gatto seconded a motion to approve the
resolution. Resolution No. 2018-2892 was adopted by a voice vote of 5-0 in favor.

12A. Discussion regarding the Public Art Application Submitted by Muse.
Action: Planning and Zoning Director Claudia Hasbun stated representative of the Muse
project requested a deferral of the art application.
