A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPOINTING JULIA
GRACHOVA AS "INTERIM CITY ATTORNEY" AND LOTOYA
BROWN AS "INTERIM DEPUTY CITY ATTORNEY" PENDING THE
APPOINTMENT OF A PERMANENT CITY ATTORNEY BY THE
COMMISSION; PROVIDING THE MAYOR AND CITY MANAGER
WITH THE AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, after over 18 years of dedicated service, City Attorney, Hans Ottinot, has
announced his separation from the City as of February 7, 2019; and
WHEREAS, the City Commission has accepted his separation and shall select and appoint
a law firm as the new City Attorney; and
WHEREAS,the City is in need of interim legal services and legal advice; and
WHEREAS, the City wishes to appoint an Interim City Attorney and Interim Deputy City
Attorney until such time as a permanent City Attorney is appointed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. All recitals set forth herein are incorporated into this
resolution.
Section 2. Appointment of Interim City Attorney. The City Commission hereby appoints Julia
Grachova as "Interim City Attorney" with a salary increase of ten percent (10%) from her base
salary.
Section 3. Appointment of Interim Deputy City Attorney. The City Commission hereby
appoints Lotoya Brown as "Interim Deputy City Attorney" with a salary increase of ten percent
(10%) from her base salary
Section 4. Authorization of Mayor and City Manager. The Mayor and City Manager are hereby
authorized to do all things necessary to effectuate the terms of this Resolution.
Section 5. Effective Date. This Resolution will be become effective upon signature of the
Mayor.
