A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR
FLORIDA SENATE BILL 540 RELATING TO THE ISSUE OF
IDENTIFYING INSTANCES OF HUMAN TRAFFICKING;
URGING THE FLORIDA LEGISLATURE AND GOVERNOR RON
DESANTIS TO SUPPORT AND APPROVE THE LEGISLATION;
DIRECTING THE CITY CLERK TO DISTRIBUTE COPIES OF
THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Senator Lauren Book has filed Senate Bill 540 for consideration by the
Florida Legislature to revise Chapter 509 of the Florida Statutes to require the owner or operator
of a public lodging establishment to train employees who routinely interact with guests to complete
an educational program designed to effectively train them in identification, prevention, and
reporting of suspected human trafficking; and
WHEREAS, these proposed revisions will require the owner or operator of a public
lodging establishment to implement an effective employee protocol or employee code of conduct
to prevent, detect, and report suspected human trafficking; and
WHEREAS, these proposed revisions will require the Department of Children and
Families to establish a certain direct-support organization; and
WHEREAS, these proposed revisions will require an individual to be added to the
Soliciting for Prostitution Registry if they are convicted of, or enter a plea of guilty or nolo
contendere to soliciting, inducing, enticing, or procuring another to commit prostitution, lewdness,
or assignation; and
WHEREAS, it is in the best interests of the public and the victims of human trafficking
throughout the state of Florida that the Florida Legislature adopt proposed Senate Bill 540.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,AS FOLLOWS:
Section 1. Recitals. The foregoing"WHEREAS" clauses are hereby ratified and incorporated
herein.
Section 2. Support for Senate Bill 540. The City Commission hereby expresses support for
Senate Bill 540 and urges the Florida Legislature to adopt and Governor Ron DeSantis to support
and approve it.
Section 3. Directions to the City Clerk. The City Clerk is directed to distribute copies of this
Resolution to Senator Lauren Book, Governor Ron DeSantis, the Speaker of the House of
Representatives, the President of the Florida Senate, the Florida League of Cities, the Florida

Association of Counties, the Florida City County Management Association, and the Miami-Dade
County League of Cities.
Section 4. Effective Date. This Resolution shall become effective upon adoption.

Resolution Supporting Florida Senate Bill 540 and
RE: Relating to the Issue of Identifying Instances of Human
Trafficking
RECOMMENDATION:
It is recommended that the City Commission approve the proposed
Resolution supporting Florida Senate Bill 540 that will provide greater
measures to identify and eliminate instances of Human Trafficking.
REASONS:
Human Trafficking is a major issue in the United States and particularly
in South Florida. The proposed senate bill addresses several
components of identifying and eliminating human trafficking including
requiring owners/operators of public lodging establishments to create
company policies and train employees who interact with guests on
techniques to identify, prevent and report suspected instances of
human trafficking; requiring the Department of Children and Families to
establish a direct-support organization; and strengthening the penalties
for persons convicted of soliciting another to commit prostitution.
