Page 1 APPROACH AND METHODOLOGY TEAM ENVIRONMENT TGSV Enterprises, Inc. is devoted to accessibility, partnering, and collaborative communication with our clients. This enables us to openly discuss project development issues and formulate mutually satisfactory solutions towards meeting our clients’ goals. To this end, our project staff will consult with Owner, Design Consultants, and End User when necessary, and will maintain them informed of project progress. Means of communication commonly utilized include weekly team meetings, e-mail communications to document decisions and resolutions, schedule report updates at each phase of project development, and face to face progress meetings as necessary to maintain project progress. All pertinent decisions, resolutions, and project development events are documented in writing. Our approach and techniques are geared to deliver projects efficiently and in a timely manner. Methods and procedures utilized to ensure continuity of project activities include: • Partnering approach with all team members and stake holders. • Solution oriented decision making and management approach. • Early detection of project development issues requiring resolution. • Streamline the decision making process. • Formulate a collaborative project schedule and constantly monitor project progress. • Devote necessary resources to meet project demands. SCOPE OUT AND COST ESTIMATE PROCEDURES TGSV Enterprises, Inc.’s approach to scoping out and cost estimating projects involves not only utilizing our own resources, but also our trade contractors, the Owner and the Design Consultants. Below is a synopsis of our approach to scope review and cost estimating for projects; specifically when we are involved from the pre-construction phase. 1. Knowledge of Project: As listed in the experience sections of this package TGSV’s healthcare experience is extensive. This experience has provided us the opportunity to become akin to understanding the different costs and scope items associated with Healthcare projects. This knowledge along with our ability to develop an open dialogue with the Owner, Designer, Trade Contractors and End User allows us to identify and address cost/scope issues early in the process before they may become obstacles in the project progress. Strategy for Reviewing Budget/Cost: Our strategy for performing our cost/scope review is to approach all aspects of the project from conceptual design through closeout. This forward thinking enables us to identify costs/scope items that may be encountered in different phases of the project. We breakdown our review into a three phase program: Pre-Construction Phase; Construction Phase; and Post-Construction Phase. • Pre-Construction Phase Review: During this phase we will work hand in hand with the Design Team and Trade Contractors to ensure that the Owners budget/design requirements and Value Engineering / Sustainability Analysis’ are incorporated into the project. We will perform budgets and hard estimates, both in house and with the assistance of specialized trade contractors, throughout the pre-construction process, to ensure the Owners budgets are maintained. We will properly vet all trade contractors through references, past experience with TGSV and their financial stability (capability to Bond) to ensure they are able to complete the project as designed. We will work with the Design Team to coordinate phasing / staging requirements to ensure that any costs for logistical issues / construction efficiency are included in the documents. We will provide budgeting programs at the schematic, 30%, 60% and 90% stage of the design documents. • Construction Phase Review: During this phase TGSV will review the documents from a constructability aspect. We will use our Superintendents and Trade Contractors to ensure that not only is the design and phasing cost efficient, but also work efficient. We will create a detailed Construction Critical Path schedule to ensure that the Phasing of projects can be reviewed with the Owners facilities operations staff and with the trade contractors. This will help eliminate any conflicts with the facilities operations before they occur. We will also, in team with design Consultants and our Trade Contractors, work on creating a Building Information Model (BIM) review for the MEP (Mechanical, Electrical, Plumbing, Fire Alarm, Fire Protection, Etc.) services entailed in the project to identify any potential conflicts can be identified ahead of time. During this phase of review TGSV will conduct an in house AHCA, ICRA, Code Compliance and ADA review with the design consultants prior to submission for AHCA Review and Permitting. • Post Construction Phase Review: It is our goal throughout the cost/scope review phase to limit the items that may come up post construction. During this phase TGSV will review the project from a turnover aspect. We will ensure that warranties, guarantees, training and system maintenance programs are properly identified in the contract documents. We will also coordinate with the maintenance departments to ensure that we incorporate their requirements / concerns into the contract documents, allowing for a smooth turnover. This phase is greatly benefited by the BIM exercise performed as many of the maintenance alerts and requirements can be incorporated into the final BIM As-Built’s and BMS system. This provides an automated (computerized) alert to the maintenance department of what equipment GATEWAY PARK CENTER 19-01-01 TGSV Enterprises, Inc. Page 3 needs service, what the model number is, what parts / materials are required, and who the service representative is, if required. This will also allow us to assist the Owner in analyzing the life cycle costs of the project and help in determining what products to use for the project, not only from an upfront cost analysis, but from an overall facilities cost. 3. Products and Procedures Review: Our team’s construction management experience has exposed us to almost every different material and construction technique available to our industry. This experience has provided us firsthand knowledge of what materials work best in given situations; which products can be substituted to provide cost effective alternatives to a project; which construction techniques are most cost effective, time effective and logistically suited for a project; and which products will provide the best life and minimal maintenance based on the environment, usage and exposure of the project. Our team, through its LEED AP BD+C accredited staff, will also provide a Life Cycle Analysis and Energy Efficiency analysis on all the Roofing, Thermal Insulation, Exterior Finishes, Mechanical Systems, Plumbing/Irrigation Systems, and Electrical/Lighting Systems. This process can also be used to achieve a LEED Certification, if desired, for the project. The following are just some examples of Value Engineering techniques that we will provide for this project. This is not an all-inclusive list: a) Material Review: Our team will review the materials required for the project prior to the creation of the material specifications. Once the major functioning materials are identified by the Team, a list will be created listing each item by CSI category. The list will have columns identifying what products are available for each material. Each product will then be issued a value based on a point system that analyzes life cycle, cost, availability, maintenance and warranty. The product with the highest rating will then be submitted to the Team for approval. The list will also have a final column for alternate materials should something be available that can substitute what was originally intended for that area. Any alternate materials will be scored accordingly. b) Construction Techniques: At the commencement of our pre-construction services we will meet with the Team and agree on goals for budget and time for the project. Based on these, our team will evaluate what elements and construction techniques best suit the projects criteria. We will also analyze the logistics of the project site and consider how the construction techniques being considered will influence the phasing / staging of the project. Once we have agreed to what our options are for each area, we will again score each option based on feasibility, life cycle, cost, availability, maintenance and warranty. The scores will be analyzed and the technique receiving the highest score will be submitted for approval. GATEWAY PARK CENTER 19-01-01 TGSV Enterprises, Inc. Page 4 c) Life Cycle Analysis / Energy Efficiency: In the same manner that we analyzed the materials used in item a. of this section, the Team will analyze the equipment required for the project. We will also, through our LEED AP staff, provide a detailed Efficiency and Sustainability analysis based on the standards created by both the United States Green Building Council and the Green Building Certification Institute. d) Budget Analysis: Our team has developed a reliable cost management system based on experienced analysis of local markets and experience with previous projects geared to the delivery of projects within budget. The effectiveness and success of our cost management system is attributed to the following factors: • Understanding of Entire Construction Process • Knowledge of Local Market • Cost Data from Similar Projects • Cost Data Verification with Manufacturers, Local Contractors and Local Suppliers • Project Scope and Budget Validation at each phase of design Our local market familiarity, experience, and cost management system provides clients reliable construction budgets and effective cost control. PHASING AND SCHEDULE As stated above, TGSV incorporates scheduling/phasing as part of our cost review; as time is money for everyone. We ensure that our trades are involved in this process so they have a sense of accountability and ownership in the schedule. The same goes for the Owner/end user. Understanding their needs and what they envision the impact to their facility will be during construction is key to minimizing interruptions to the construction process; and also ensures that the proper phasing/logistics are included in the project schedule and cost. Below please find the different Scheduling Forms that will be utilized by our Team throughout the course of our services for both internal and external communication. The reports are as follows: 1. Primavera Project Planner Critical Path Construction Schedule: This report monitors the progress of each detailed procurement and construction activity. It provides the scheduled start date, finish date, duration, float, phase and area of each activity; plus it provides the list of activities which are on the “critical path” of the project. As the report is updated with the actual progress of the project, it advises which activities are ahead of schedule, on schedule or behind schedule, and automatically updates which activities are on the “critical path” of the project. The generation of the schedule is based on two keys items. First we will create a baseline schedule that is derived from our 20 years of construction experience and archived schedules. Second, this baseline schedule is issued to all trade contractors at a pre-construction meeting GATEWAY PARK CENTER 19-01-01 TGSV Enterprises, Inc. Page 5 and each line item is reviewed with the respective trades to ensure that the durations are correct and the linking of all successor and predecessor activities is coordinated to avoid any delays. 2. Primavera Project Planner Cost Loading of Construction Schedule: Through our Teams extensive resume of government contracts we have gained the capability and experience in cost and resource loading schedules with the Primavera Project Planner system. This helps ensure that the costs being expended on the project are in line with the actual progress of the work being performed. This allows Owners to project the cash flow of a project as it progresses. COST TRACKING AND CONTROL TGSV uses two resources for Cost Tracking and Control. The first is our Timberline based accounting software. This program is used to enter all costs for a project broken down for every cost line item associated with any given project. An initial budget cost is entered for all costs that are identified for a project at its commencement. This includes General Condition costs, material costs, Owner Direct Purchase Items (if required), trade contractor costs, permits, insurance, etc. As these budgets become commitments, either through contracts or actual costs, the budget updates to provide you a snap shot of where the actual project. This is facilitated by our second resource, which is our cost loaded schedule, which indicates to us where our cost should be as relates as to the project schedule. Looking at both of these reports side by side will help identify any cost line items or activities that are not in line with what was budgeted. PROJECT COMMUNICATION, DOCUMENTATION AND REPORTING Our Teams management and staff collaborate on project development on a daily basis, working side by side, constantly communicating and documenting project activities. The devotion and intimate work relationship of our principal, project managers, and project team members allows our team to responsively collaborate and partner with our clients throughout the entire design and construction process. That approach ensures efficient performance and attentive service to meet our client’s needs, always endeavoring to assist them towards their goals. TGSV will provide a cloud based service for all document control through either Procore Construction Management System or E-Builder (which we have worked with on several projects with Jackson and Mount Sinai.) This will allow all parties involved in the project to get an up to the minute glimpse at the project status; from documents, pending questions, submittal status, schedule updates and project photos. Below please find the different Project Communication Forms that will be utilized by our Team throughout the course of our services for both internal and external communication. RFI Log: This log tracks the history of the requests for information issued on the project. The log provides a brief description of the request; whom the request was issued to; the number given to said request; the status of the request; the date the request was sent; the date the response was required; the date the request was responded to; the party responsible to provide the response; and the spec section related to the request if applicable. 3. Submittal/Closeout Processing and Tracking Logs: These logs track all the required shop drawings, product data, closeout documents and submittals required for the project. These logs list the description of each item; the package number for the item; the submittal number for each package; the number of revisions submitted for each item; the status of the submittal; the party responsible to review the submittal; the date the submittal was received by our Team; the date the submittal was sent by the Team to the reviewer; the date the submittal was returned to the Team; the date the submittal was forwarded to the subcontractor/supplier; the elapsed time for the review; the amount of days the submittal was overdue; and the dates the submittal process for each item was required to start and finish. All these dates are tied into the procurement section of the project schedule that is performed in the Primavera Project Planner system. 4. Quality Control/Punch List/Daily Log/Safety Report Forms: These forms are used to inspect and report on the quality of the work being performed. They are used as a tool to minimize conflicts, punch list items, avoid installation issues during the rough stage of the project, and minimize damage to finish product due to errors performed at the beginning of the project. 5. Permit Tracking Log: This serves as a tool to record and monitor all the governing agencies requirements for the receiving and closing of the construction permit. This enables the tracking of all permits, forms, fees, inspections and certifications required to avoid a rush at the end of the project to meet all the governing jurisdictions requirements. 6. BIM Clash Detection Report: This serves as a tool to identify any service, material, and equipment conflicts between new and existing items prior to the commencement of construction. This is an essential tool in ensuring that the project schedule and budget is maintained. This process can be provided as long as it is incorporated during the design phase. If the design team has not provided building modeling services to the Owner, TGSV can provide these services through our in house staff and design consultants; however the costs for these additional services are not included in this proposal. Page 7 STAKEHOLDER MANAGEMENT One of the most critical aspects of proper project management is doing what is necessary to develop and manage relationships with all individuals that the project impacts. By successfully managing all the stake holders in a project we will be able to better control scope issues, ensure the project requirements are aligned, understand the team’s tolerance for risks and mitigate any issues that may delay the project. TGSV has 5 key components in our stake holder management program to ensure project success: 1. Involvement by ALL project members in the entire process. 2. Identifying each member’s expectations of each other and assigning measurable results for the tasks required. 3. Clear and precise communication. 4. Identifying ALL project stakeholders early in the project. 5. Analyzing each Stakeholders Relationship to the Project i. Identify what is relevant for them ii. Identify their impact from and to the project iii. Identify what aspects of the project will affect them positively/negatively QUALITY ASSURANCE AND CONTROL PLAN Our team has developed a quality control management system that ensures constant quality review of the work and also of the contract documents. Features of quality control system include: • Assignable checklists for ALL trades for every phase of their work. • Inspection and acceptance of work with TGSV and Trade Contractor prior to commencement, prior to coverage of work, and at completion. • Verification of As-Built Conditions • Verification of Utility Availability/Locations • Verification of Code Requirements • Verification of Construction Phasing Requirements • Verification of Project Program • Coordination of Disciplines & Sub-consultants • BIM Collaboration with Architect, Sub-consultants, and Trade contractors Adherence to the above procedures during design and construction has proven to be an effective system for early detection of potential problems and identification of variables affecting project quality, preventing unnecessary time delays and cost overruns. These quality control checklists provide us verification that all aspects of the process are being monitored and verified from the point of rough in through finish. This provides the Owner the assurance that any defects or poor workmanship will not be covered up without proper inspection. This helps to minimize future issues for the end user and call back/warranty work for the contractor.
