A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPROVING A PLANNING
STUDY BY CALVIN, GIORDANO, AND ASSOCIATES, INC. FOR
THE PEDESTRIAN OVERPASS OVER COLLINS AVENUE AT
174TH STREET, ATTACHED HERETO AS EXHIBIT "A";
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 19, 2018, via Resolution No. 2018-2848, the City Commission
authorized the City Manager to negotiate and enter into an agreement with Miami-Dade County
Transportation and Planning Organization to accept grant funds for a planning and feasibility
study ("study") for a pedestrian overpass across Collins Avenue at 174th Street; and
WHEREAS, on January 19, 2017, via Resolution No. 2017-2654 the City Commission
approved an Agreement with Calvin, Giordano, and Associates, Inc. for Professional Planning
and Zoning Services; and
WHEREAS,'on August 29, 2018, the City Manager approved Work Authorization No.
197 submitted by Calvin, Giordano, and Associates, Inc. to conduct the study; and
WHEREAS, the City wishes to approve the pedestrian overpass study prepared by
Calvin, Giordano, and Associates, Inc.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Planning Study. The City Commission hereby approves the planning
study prepared by Calvin, Giordano, and Associates, Inc., attached hereto as Exhibit"A".
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the terms of this Resolution.
Section 3. Effective Date. This Resolution shall become effective upon adoption.

RE: 174th Street Pedestrian Overpass Feasibility Study
"Collins Avenue Bridge Park"
RECOMMENDATION:
This Resolution is presented for your consideration.
REASONS:
During the City's 2016 Transportation Master Plan (TMP), Collins Avenue at
174th Street was identified and recommended as a priority area for an elevated
pedestrian overpass. Therefore, the City applied for and received a matching
grant from the Miami Dade County Transportation Planning Organization
(TPO)to conduct a feasibility study for this project.
The scope of the grant was to undertake the planning and research, data
collection, analysis, and conceptual illustration efforts necessary for pedestrian
and vehicular improvements into and through Collins Avenue at 174th Street in
coordination with TPO, Miami-Dade County Public Works and Transportation
Depaitnient, and the Florida Department of Transportation.
The study provides for a feasible alternative pedestrian route between the east
and west sides of Collins Avenue, as well as conceptual ideas for a well-
designed, appealing, usable, and ADA accessible park overpass for pedestrians.
With the recommendation from our Public Arts Advisory Committee (PAAC),
we present this resolution for your consideration and approval of the feasibility
study, including the design concept of the pedestrian park overpass.
