Special City Commission Meeting

City of Sunny Isles Beach, Florida

AGENDA
1. CALL TO ORDER/ROLL CALL OF MEMBERS.
The meeting was called to order by Mayor Scholl at 2:00 p.m., with the following officials
present:
Mayor George "Bud" Scholl City Manager Christopher J. Russo
Vice Mayor Larisa Svechin City Clerk Jane Mauricio Betancur
Commissioner Dana Goldman Deputy City Manager Stan Morris
Commissioner Alex Lama Interim City Attorney Julia Grachova
Commissioner Jeniffer Viscarra
2. INTERVIEW OF LAW FIRMS TO PROVIDE PROFESSIONAL LEGAL SERVICES
TO THE CITY.
Action: The City Commission interviewed the four(4) law firms who submitted a proposal in
response to the City's Request for Proposals ("RFP") No. 19-02-01 for Professional Legal
Services. The firms were interview in the following order: (1) Greenspoon Marder LLP; (2)
Nabors Giblin & Nickerson, P.A.; (3) Weiss Serota Helfman Cole & Bierman; and (4)
GrayRobinson Attorneys at Law.
After the interviews, the City Commission proceed to discuss each firm and their respective
qualifications. After the discussion, it was the consensus of the City Commission to award the
RFP to Nabors Giblin & Nickerson, P.A. The City Commission directed the City Clerk to
formalize the Commission's decision into a resolution.
Commissioner Viscarra moved, and Vice Mayor Svechin seconded a motion to award RFP No.
19-02-01 for Professional Legal Services to.Nabors Giblin &Nickerson, P.A. Resolution No.
2019-2924 was approved by voice vote, 4-0 in favor [Commissioner Goldman left before the
motion was made and voted upon].
3. DISCUSSION REGARDING QUASI-JUDICIAL PROCEDURES RELATED TO
ZONING MATTERS.
Action: The City's legal consultant, Lynn Dannheisser, gave a brief presentation on the
standards of review to be used by the City Commission in reviewing any quasi-judicial
zoning applications.

4. ADJOURNMENT
Vice Mayor Svechin made a motion to adjourn the meeting, and Mayor Scholl adjourned it at
5:03 p.m
