RESOLUTION NO. 2019-215/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN INCREASE IN THE REGISTRATION FOR THE SHORT-TERM RENTAL OF MULTI-FAMILY DWELLING UNITS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 217-19 of the City Code provides the City Commission the authority to increase the registration fee for the short-term rental of multi-family dwelling units; and WHEREAS, the City Manager has the authority to review all fees to determine if an adjustment should be recommended to the City Commission; and WHEREAS, based on a review of the fee, the City Manager is recommending an adjustment from $100.00 to $300.00 for the registration fee to cover for administrative and enforcement costs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of the Increase in Registration fee and Approval of the Creation of an Inspection Fee. The City Commission hereby approves the recommendation to increase the registration fee for the short-term rental of multi-family dwelling units. Section 2. Authorization of City Manager. The City Manager are authorized to do all things necessary to effectuate the terms of this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. Hasbun, Planning and Zoning Director DATE: 7/18/2019 RE: Short-Term Rental Fee Increase Analysis RECOMMENDATION: This resolution is presented for you consideration. REASONS: Pursuant to Ordinance No. 2018-522 adopted on May 17, 2018 the City created regulations relating to Short-Term Rentals (STR) at multi- family dwelling units, at which time the initial fees for the STR license was stated at $100.00 per unit. Since the implementation of the program, we have received and reviewed, as of this date approximately 940 of applications and we have approved 668 licenses. During the implementation period, we have evaluated the needs and impacts of the program, which is reflected in an increase of resources to support an effective and efficient program. Along with our internal evaluation, a comparison of fees from jurisdictions across our region were studied providing information that the City is on the lower end of fees, the fees of five other jurisdictions range from $200.00 to $750.00 per unit. These Municipalities are City of Key Biscayne, City of Miami Beach, City.of Hallandale, City of Pompano Beach and Miami Dade County. The proposed increase is from $100.00 to $300.00 to cover for administrative and enforcement procedures. ATTACHMENTS: Description Resolution 248
