including the Miami Jewish Film Festival and the Coral Gables Art Cinema. The principal Paul Jacober serves
on the Board of Locust Projects, one of the leading non-profit visual arts groups in Miami-Dade County.
• When someone hires Jacober Creative, they get a diverse staff with international perspectives. Team
members hail from El Salvador, Colombia, Spain, England, Texas, California, and of course Florida, and some
have Nicaraguan and Guatemalan heritage. We are cosmopolitan, multilingual and global in perspective,
from our home in Miami.

Approach/
Methodology
SECTION 4
39 38
Our Approach
TASK: Proposer’s assessment of the City of Sunny Isles Beach needs and approach methodology to providing the services
requested in this solicitation should include a plan/outline in addition to the following:
• Suitability of the methodologies and approaches used in achieving tasks
• Overall organization to completing the project
• Ability to meet desired timelines and deadlines
Phase 1: Market Research and Investigation
We see this phase of the project as being naturally divided into four parts:
Qualitative and Quantitative Data
Obtaining and analyzing the quantitative data on residents, businesses and users of Sunny
Isles Beach. We will base this on the Strengths, Weaknesses, Opportunities, and Threats
(SWOT) model as the foundation for the branding program.
PART 1
PART 4 Capitalizing on Industry Trends
Keeping abreast of local, Florida, national and international housing, development, retail
and tourism trends, as well as emerging segments. The goal is to be forward thinking by
advising Sunny Isles Beach on which markets and marketing approaches would work best
for the City and how to best capitalize on current trends.
PART 3 Testing
Focus group testing and surveys of branding concepts.
PART 2 Understanding Stakeholder Behavior
Understanding the qualitative aspects of Sunny Isles Beach residents and users in order to
address them in more relevant and persuasive ways.
Existing available surveys of Sunny Isles Beach and Miami-Dade County will be used as a foundation to then
go out to survey and test concepts with targeted focus groups. We will review existing and previous marketing
campaigns, special events, and other promotions for Sunny Isles Beach, to provide recommendations, and
assess effectiveness of current practices.
Sources include:
• SIBFL.net, the City of Sunny Isles Beach official website
• SunnyIslesBeachMiami.com, the official City tourism website
• BeaconCouncil.com, data and reports, including County and Sunny Isles Beach demographic and
economic information
We will address the unique aspects of Sunny Isles Beach:
Character
Its unique multicultural character with a large number of foreign-born residents primarily from Eastern
Europe and Latin America.
Oceanfront Towers
Its combination of more recent, striking and luxury oceanfront towers, along with the older condos and
private homes in the west side of the City.
Community
Being a relatively upscale, safe and family-friendly community.
Business
The Collins Avenue business district and main artery.
Events
Existing special events, and recreational and cultural resources and facilities.
Relationships
Relationship with the rest of the region, including adjacent assets.
We will use crowd-sourcing to improve on existing statistics and to reach down into a granular level for the
Sunny Isles Beach. Stakeholders will be contacted for their input, concerns and ideas.
While data is absolutely essential to understand the dynamics of Sunny Isles Beach, and to be able to formulate
accurate plans, discovering resident, visitor, consumer and stakeholder insights is the most valuable task that
we can aim for. These are what allows us to create persuasive campaigns to attract more residents, employees,
visitors and businesses, and improve quality of life.
RFP — No. 19-07-02 RFP — No. 19-07-02 Approach / MethodologyApproach / Methodology 41 40
First Method: Online surveys
The easiest, most efficient way to collect data is through the use of online surveys. We will create, maintain
and periodically report results for this survey.
The survey can be distributed several ways:
1. City Website: Using the City of Sunny Isles Beach’s own website, if that is feasible. We might even consider
creating a short-term digital ad campaign at the beginning to draw respondents to the survey in order
to obtain a large enough sample. A landing page would be dedicated to this if we do go ahead with
the ad campaign. However, under normal circumstances, the survey would “live” in a section of the City’s
website, over the fold, with graphics that would invite visitors to fill out the survey Inclusion of a prize as a
motivating factor could be distributed on a monthly or quarterly basis.
2. City to Stakeholder Emails: Emails from the City to stakeholders such as residents, business owners,
employees and visitors.
3. Stakeholder to Client base: Emails from stakeholders (e.g., hotels, restaurants) to their own client base.
We realize that this might be challenging, but through communication with the hotels, restaurants
and other stakeholders, cooperation can be obtained.
4. In-situ surveys: For which we will create business-card-sized cards to be distributed inside stakeholders
venues, which they can distribute to residents and customers to fill out the survey when they leave a
residence, restaurant, hotel, other business or other destination.
5. Street Teams: Personal/live intercept would involve deploying a street team to go around Sunny Isles
Beach and do live surveying.
Second Method: Focus Groups
We will schedule focus groups with a mix of residents, visitors, customers and business owners. It is import-
ant to note that the purpose of a focus group is not to obtain any quantitative data. The objective is to find
“over-arching” themes and detect trends.
We will prepare a “map” for the moderator that will lead us to uncover insights as to what the Sunny Isles
Beach experience positive and unique. These are the insights that will be used to improve our communications.
We will incorporate three different methodologies to address this task:
RFP — No. 19-07-02 RFP — No. 19-07-02 Approach / MethodologyApproach / Methodology 43 42
Third Method: Intercept Surveys
Using the structure of the survey already created online, we can also deploy a street team to conduct
intercept surveys in Sunny Isles Beach.
• We will train a street team and deploy in Sunny Isles Beach-branded uniforms
• A street team of 3-5 people for up to six entire days to conduct surveys in areas which tend to attract
the most residents, customers and visitors.
• One option is for surveys to be conducted on tablets or cell phones that feed directly into the online
survey, making response accumulation and tabulation easy and cost-effective.Jacober Creative will provide the City of Sunny Isles Beach, as part of this first stage
of the project:
• A research summary that includes results of surveys and focus groups we conduct, in addition to
other data mining from existing reports

Brand and Message Development
The City of Sunny Isles Beach is already one of the most desirable addresses in the South Florida region, an
upscale, beachfront community that has undergone tremendous growth and investment in the relatively recent
past. With world-renowned architecture, a diverse multicultural population, strong and growing amenities,
and valuable real estate, it now has the opportunity to increase brand visibility; improve the municipality’s
messaging with residents, businesses, and visitors; to continue to diversify its base; and to increase its worth
in the region.
Its compact nature, growing range of activities and services, accessibility to both destinations in both Miami-
Dade and Broward Counties, its natural association with the Miami brand as a whole, and long expanse of
oceanfront properties and access, are natural, easy selling points that need to be honed and highlighted.
Our goal would be to create a comprehensive and uniform brand identity and corresponding brand
assets that appeal to the sophisticated residents and visitors; that can improve government and
stakeholder communications; improve quality of life; and help drive economic activity while also
positioning Sunny Isles Beach as an inclusive locale with family-friendly and other activities. Jacober Creative
has extensive experience in developing forward-leaning branding approaches and marketing campaigns
that incorporate contemporary and modern influences with a defined sense of place, while also honoring the
legacy of the City.
Of course, the key to a successful branding campaign is that all stakeholders are well informed on the direction
and usage of the new brand identity through all its permutations and are encouraged to take part in the
spreading of this information.
As part of this work we will develop a detailed style guide and hierarchy of sub-brands that allows all graphic
elements and messaging strategy to be easily carried through in:
• Print & digital media, including social
• On accessories such as T-shirts and hats
• Advertising, including street banners
• Experiential activations of the brand
We will develop updated taglines, brand voice and messaging that position Sunny Isles Beach as both new
“take-another-look-at-us,” and as an existing gem one should re-engage with or rediscover. This will include
clear brand positioning and recommended value propositions for key audiences that will set the City apart
from competing municipalities in South Florida.

Surfside, FL
Travel & Tourism
OBJECTIVE
The Town of Surfside needed to reposition
itself alongside a new wave of luxury
developments that were being constructed
along it’s shores. Located on the ocean in
Miami-Dade County, just north of South
Beach, they were promoting their locale
as one suitable for more upscale, luxury
consumers, as well as casual and family-
friendly ones. Surfside needed a full package
– from a refreshed logo to ad campaigns to an
updated website.
RESULTS
Over the course of several years, Jacober
Creative addressed the Town of Surfside’s
destination marketing needs from several
angles, always improving and refining the
messaging with each subsequent campaign.
In 2015, we introduced “Simply Surfside.”
2016 saw a new brand, tagline and direction
introduced in “Uptown Beachtown,” and most
recently, the evolution of that in the “Fab, Fit,
Fam” campaign.
SCOPE:
• Travel campaign concept & execution
• Photography
• Website design & programming
• Marketing strategy
• Social media development

CAMPAIGN
“Simply Surfside”
In 2015 we created Surfside’s first ever
marketing campaign to highlight the Town
as an emerging destination in South Florida,
“Simply Surfside.” Jacober Creative devel-
oped the new “Simply Surfside” tagline, and
built a multi-media campaign around it.
The intent was to say something simple
about the unique and inviting elements of
the town. A catch phrase was needed that
was easy to retain and very memorable.
“Simply Surfside” was the umbrella concept,
with additional slogans branching off from
there: “Simply Delicious,” “Simply Special,”
“Simply Effortless” and “Simply... A Great
Getaway.” We developed new photography,
graphic typography, ads and copy taglines to
showcase the Town of Surfside. The tourism
campaign involved a model, a hot vintage car,
simple art direction and styling with a retro-
forward undertone. Bright, fun and energetic,
the visuals were helping redefine what it
meant to live in and travel to Surfside.

CAMPAIGN
“Uptown Beachtown”
In 2016 we created “Uptown Beachtown.”
To better align with the new wave of luxury
developments happening in Surfside,
Jacober Creative designed a newly refreshed
Surfside brand, with a fluid retro-meets-
ocean-wave look, and a bold color palette
that is carried through in all the materials.
In addition, we created a host of hand-drawn
illustrations that play off the logo, to evoke
restaurants, shopping, beaches, real estate
and more, for use in ancillary collateral. We
interpreted the “Uptown Beachtown” slogan
in a series of diptych type ads, for which we
provided the concept, photography and art
direction. The left side shows a fashionable,
more luxurious, “Uptown” activity, and the
right side shows more of a beach vibe, a
casual and family friendly one. Two sides of
the same Surfside. We handled the relaunch
of the Surfside tourism site and isolated
elements for a mobile app.
RFP — No. 19-07-02 RFP — No. 19-07-02 Creative AbilityCreative Ability 69 68
Video Production
We created two videos for the Uptown
Beachtown campaign, from ideation,
production to final edit. The first “Surfside
360º” was for use at marketing and tourism
conferences, and at trade shows with partner
hotels. It was a fluid, smooth video that
incorporated great 360º views for maximum
dramatic impact, following the same character
through a variety of scenarios, from biking
the oceanfront bike path to driving through
the main shopping blocks of Harding Avenue.
The second, “Surfside Wish You Were Here,”
was for reaching potential visitors directly
through social media and the Town’s website.
We conceived this video as a “short film”
that tells a story, leading the viewer through
the high points of the Surfside community,
showcasing its hotels, shops, restaurants and
beachfront. It’s “two worlds collide in Miami’s
Uptown Beachtown,” a tale of Girl meets Boy,
Girl loses Boy, then Girl and Boy find love and
everything under the sun in Surfside.

CAMPAIGN
“Fab, Fit, Fam”
And in 2018 we created “Fit for Families and
Fabulous for Everyone.” Identifying a need
to further the Town of Surfside’s messaging
to better align with evolving tourism trends,
we incorporated an emphasis on wellness,
family time, and outdoor activities in
our messaging.
An evolution of the “Uptown Beachtown”
theme with a fit and fabulous spin, we
worked from concept (storyboards) to
implementation (a 12-hour shoot that included
underwater and aerial photography),
capturing four main locations and seven
different scenes: Beach Fitness (both
casual and dressed up), Beach Fun &
Frolicking, Beach Picnics, Family Bike Path
Time, Family Time at the Community Center,
and Tennis. We created images that were
unique and dynamic — showcasing themes
of family, fun and wellness while featuring
Surfside’s beautiful natural surroundings.

Flamingo Park Tennis Center
Athletics
OBJECTIVE
Flamingo Park is an iconic urban oasis at
the center of South Beach and they needed
an update to the image of their recently
modernized and rebuilt Tennis Center. They
wanted to reach out to a broad range of
visitors, not just locals, and position the
center as a “must-visit” destination for tourists
who have an interest in playing tennis while
on vacation.
RESULTS
The client provided one specific requirement
– there had to be a flamingo in the logo. Using
the shape of a flamingo’s head to mimic the
natural curving white lines of a tennis ball,
we came up with a unique logo suited for
this iconic facility. We created a bright and
sunny color palette by using floods of blues,
greens, pinks and yellows to balance the sleek
black lines of the design. This was paired with
a contemporary sans serif font that also has
some Mid Century Modern leanings (Neutra
Face), a nod to the park’s Art Deco District
location. The rebranding was carried over
through a range of collateral material, from
signage to tennis gear.
In addition to the Center incorporating
Jacober Creative designs over the past year,
they have also returned to us to assist in
expanding their branding and marketing
campaigns, their work with the City of Miami
Beach, their website in the upcoming fiscal
year, and updating their social media presence.

The HOMY Collective
Non-Profit
OBJECTIVE
Jacober Creative was tapped by the Miami
Homes For All founders to help craft an official
name and a logo for one of their groups.
They wanted a new identity to help rebrand
what was formerly known as the Youth
Homelessness Initiative, a collaborative of over
60 organizations and youth leaders working
to prevent and end youth homelessness in
Miami-Dade County. They needed a name
and design that would represent their role
as a leader in the community, and would
be fresh and attention grabbing, while also
familiar and welcoming to the young clients
they serve.
RESULTS
We came up with the new name, the H.O.M.Y.
Collective, which stands for Helping Our Miami
Youth. It references the street expression
homie (from “homeboy”), a slang term found
in contemporary urban environments, whose
origins generally trace to Mexican-American
“Spanglish” from the late 19th century. It was
both edgy and at the same time relevant to
the group’s work, speaking to the teens they
work with. The acronym also represents the
collective aspect of the project – each letter
is distinct while part of a whole – just as the
individual organizations involved with H.O.M.Y
come together to form one supportive unit.
For the logo design, we came up with a
wavelike icon that ebbs and flows with
radiating letters that form a strong, simple and
readable typographic logo. The movement in
the logo is also an abstract representation of
life’s various challenges as well as the idea of
moving forward. It is anchored in a sense of
Miami as a place, referencing the ocean and
the rays of the sun.

Internal Research Resources
TASK: State what research affiliates or internal research resources the creative Firm has available.
Brand Strategist Luisa Jimenez works at Jacober Creative full-time, and leads our team’s efforts in market
research. She started her career in traditional advertising and marketing at Conde Nast Publications in New
York, then continued her work with digital startups. Her strengths are in strategic planning, the future of media,
and segmentation and targeting, and she blends creative vision, media expertise and marketing ability with a
lifelong passion for innovation and excellence. This past year she worked with our client Peekaboo Ice Cream
working on a national rollout of this new, South Florida-based, dessert with healthy add-ins, identifying target
audiences, product trends, and more.

Identifying Key Target Audiences
TASK: State how the Firm identifies the key target audiences for its clients and how it then determines the appropriate media to best communicate with those audiences.
Jacober Creative has extensive experience with using surveys, focus groups, market research, digital
advertising and other tools to identify target audiences and reaching key demographics. We have worked
with the Town of Surfside for more than ten years in this vein, getting rehired annually and recently being
selected through an open RFP process. Here is a sample of a survey we developed for them.

Strategic Alliances / Sponsorships
TASK: State what experience the Firm has with the development of creative or non- traditional strategic alliances/sponsorships (i.e. industries outside of the travel business) to implement PR programs. State what experience the firm has with measurement of PR results.
Bootcamp & Brews
As part of Jacober Creative’s work with the Town of Surfside, we developed a new event, Bootcamp & Brews.
This combined a welcoming social fitness event that fit Surfside’s tourism marketing campaign – “Fit for
Families, Fabulous for Everyone,” with a post-workout beer sampling event. Jacober was the lead in soliciting
sponsors and managing this successful event. This is a portion of the marketing kit we created.
Peekaboo Ice Cream
As part of our work with Peekaboo Ice Cream, we oversee and lead the public relations team in Los Angeles.
We worked on creating and leveraging relationships in multiple markets, and securing press and actual
earned media. Some of those secured spots include KTLA Los Angeles, national coverage on the Today
Show as well local coverage in Miami on WSVN-TV’s Deco Drive. We were able to establish brand partnership
linking, which allowed the client to capitalize on other brand’s giveaways and tap into their audience, and
use email via new third party apps. We expanded Peekaboo’s brand awareness through in-person tastings in
several markets (New York, Miami, Northern California, Denver), and increased her social media presence by
establishing relationships with online influencers.

PR & Crisis Management
TASK: State what experience the Firm has in developing strategic PR and crisis management plans. (Examples may be shared and results may also be included.)
Beach Renourishment Plan
Jacober Creative worked on developing a detailed messaging and communications strategy to deal with
the extensive disruption to oceanfront access due to the U.S. Arm Corps of Engineers beach renourishment
efforts in the Town of Surfside. The goal was to bring the community – residents, hotels, businesses and
visitors – into the process, to mitigate disruption and opposition, and create as smooth a process as possible.
We proposed shifting PR strategies to focus on other positives, and to build anticipation for the new future beach,
identified recommended ad buys, outlined both local and national strategies including advertorials, and social
media initiatives.
