AGENDA
1. CALL TO ORDER/ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Scholl at 6:00 p.m., with the following officials
present:
Mayor George "Bud" Scholl City Manager Christopher J. Russo
Vice Mayor Larisa Svechin City Attorney Edward A. Dion
Commissioner Dana Goldman City Clerk Mauricio Betancur, CMC
Commissioner Alex Lama Deputy City Manager Stan Morris
Commissioner Jeniffer Viscarra
2. PLEDGE OF ALLEGIANCE/ORDER OF BUSINESS
Action: Mayor Scholl gave the opening remarks noting that tonight is our second and final
budget hearing for Fiscal Year 2019/2020. Our first budget hearing was held on Tuesday,
September 10, 2019 at 6:00 p.m. The pledge of allegiance was given by a student of the
Norman S. Edelcup Sunny Isles Beach K-8 School.
3. PUBLIC HEARING ON THE PROPOSED MILLAGE RATE AND TENTATIVE
BUDGET
3A. Millage Resolution (Public Hearing)
A Resolution of the City Commission of the City of Sunny Isles Beach of Miami-Dade,
County,Florida,Adopting the City of Sunny Isles Beach Final Ad Valorem Tax Millage
Levy Rate at 2.2000 Mills per One Thousand Dollars ($1,000) of Taxable Assessed Value
Which is 2.20% Less than the "Rolled Back" Rate of 2.2495 Mills, for Fiscal Year
2019/2020; Providing for an Effective Date.
Action: City Clerk Mauricio Betancur read the title, and City Manager Russo reported.
Public Speakers: None
Commissioner Goldman moved and Vice Mayor Svechin seconded a motion to approve the
resolution. Resolution No. 2019-2969 was adopted by voice vote of 5-0 in favor.
3B. Budget Ordinance (Public Hearing)
An Ordinance of the City Commission of the City of Sunny Isles Beach,Florida,Adopting
an Operating and Capital Improvement Budget for the Fiscal Year Commencing
October 1, 2019 through September 30, 2020, Pursuant to Section 200.065, Florida
Summary Minutes:Special City Commission Meeting September 18,2019 Sunny Isles Beach,Florida
Second Budget Hearing
Statutes; Authorizing Expenditures of Funds Established by the Budget; Authorizing
Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts;Providing
for Local and Federal Law Enforcement Trust Funds;Providing for Post Audit;Providing for
Severability and Providing for an Effective Date.
Action: City Clerk Mauricio Betancur read the title, and City Manager Russo reported.
Public Speakers: Gordo, Maggie.
Vice Mayor Svechin moved and Commissioner Viscarra seconded a motion to adopt the
ordinance. The ordinance was adopted by a roll call vote of 5-0 in favor.

4. ADJOURNMENT
Mayor Scholl moved to adjourn the meeting, and Vice Mayor Svechin adjourned it at 6:15
p.m.
