An overview of their responsibilities is included below and will be expounded upon further within the proposal.  Regional PM- Jose Grau: Mr. Grau was hire in 2017 as we expanded into the Southern region of Florida. His responsibilities will include being available daily to speak about the project management, scheduling periodic tasks, performing inspections, training, and acting as a local point of contact for our client.  Vice President of Operations - Julio R Oliva: Mr. Oliva will provide senior oversight with this contract, making regular visits to confer with Mr. Grau and to aid in the management of this contract.  Contract Manager – Michelle Stahl: Mrs. Stahl will support the contract with employment assistance, training materials, and billing and general administration services. Company Information JOliva Trucking was established in 2002 by Julio Oliva as a trucking company working in central NJ supporting heavy civil construction projects for different public & private authorities. As our business grew, Mr. Oliva recognized the value in exploring other avenues of services, investing in the necessary training and tools to provide an expansive menu of facility maintenance solutions. In 2006, Mr. Oliva brought his son, Julio R. Oliva on board to perform oversight on day-to-day operations and contract management. In 2009, JOliva Trucking was certified as an 8(a) contractor by the Small Business Association, and the award of our first million-dollar contract was given for debris disposal in 2010. His actions support client satisfaction and growth for our facility services in the region. Julio will play an important role in the transition to JOliva Enterprises and will visit your facility regularly to provide support. Our goal is to respond to your needs quickly and effectively. Staffing CONTRACTOR ON-SITE STAFFING PLAN For this contract, JOliva intends to have a total of 4 Full time janitors at City Hall, One per floor; 2 Full Time janitors at PCP, One on each floor. 1 Part time janitor for PW Modular. Our part time employee will also cover in case of any absences. MANPOWER SHORTAGE COVERAGE In the event that an employee calls out, quits, or is fired, JOliva will provide a temporary replacement custodian who has completed all of the security requirements to perform his/her job at the Senior Housing locations. We will proactively have a pool of reserve staff that can be activated on an as-needed basis. Our Project Manager will also be on call 7 days a week to assure we have a complete team at any given time. STAFFING APPROACH Our on-site organization will be led by a Project Manager (PM), Mr. Jose Grau, who will be responsible for the effective, efficient operation of the contract. The PM, will report to JOliva’s Vice President Julio R. Oliva who oversees our contract locations. Mr. Oliva will conduct unscheduled site visits to ensure that our on-site leadership and employees meet the requirements set forth in the contract’s Performance Work Statement (PWS). Mr. Oliva will address any nonconformance issues, potential safety issues, mandatory safety training and other quality control measures needed to maintain a highly motivated and skilled workforce. Additionally, Mr. Oliva will also be reachable at all times in the event that the PM is unavailable, or if the Government desires direct communication with senior management. The Management Team will be supported on site by working section or shift leads who will assist in ensuring the highest quality of work, site safety and complete customer satisfaction. JOliva will staff the project with 7 full-time & part-time janitors to complete all of the daily, weekly, monthly, quarterly, semi-annual, annual, periodic, seasonal, or as-needed requirements, and on-call requirements. STAFF PLACEMENT AND MANAGEMENT JOliva understands that the City requires consistent support throughout the life of the contract. Although the intent is for our proposed Key Personnel to work on this project for its entire period of performance to include all options, there is always the possibility that personal life events or other unforeseen events beyond the control of the Government or JOliva bring about a requirement for staff transition. We are committed to ensure that City receives superior support and are prepared to transition new fully qualified staff in accordance with the terms and conditions of the contract and with the written consent of the Contracting Officer. STAFF / PERSONNEL ACQUISITION Position descriptions and minimum qualifications will be prepared and processed through Human Resources channels. The Project Manager coordinates with JOliva Human Resources to determine the appropriate staff classification, advertise the position, schedule the interviews, and select the staff. PERSONNEL TRAINING When new staff joins the project, our Program Manager, who is also our Training Manager for our janitorial staff will schedule and ensure the delivery of corporate and contract training prior to the employees start date at the place of performance. On an annual basis, JOliva holds recurring training for our employees. These training sessions cover various areas of work, and give the employee the first step in progressing through the ranks.
