RESOLUTION NO. 2019 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, TO ACCEPT THE RECOMMENDATION OF THE CITY'S PUBLIC ARTS ADVISORY COMMITTEE ("PAAC") FOR APPROVAL OF ART IN PUBLIC PLACES APPLICATION NO. AP2019-03 SUBMITTED BY ST. TROPEZ BEACH DEVELOPERS, LLC ("APPLICANT') FOR THE PLACEMENT OF A MANOLO VALDES SCULPTURE ON THE PROPERTY LOCATED AT 16690 COLLINS AVENUE; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on October 10th, 2019, St. Tropez Beach Developers, LLC ("Applicant") submitted an application to the City's Public Arts Advisory Committee ("PAAC") for the placement of Blue Butterfly, a Manolo Valdes sculpture, on the property located at 16690 Collins Avenue; and WHEREAS, after the Applicant's presentation and reviewing the work of art, the PAAC recommends the City Commission approve Art in Public Places Application No. AP2019-03 submitted by the Applicant for the placement of a Manolo Valdes sculpture on the property located at 16690 Collins Avenue; and WHEREAS, the City Commission wishes to accept the recommendation made by the PAAC and approve Art in Public Places Application No. AP2019-03, as submitted by the applicant. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORDA, AS FOLLOWS: Section 1. Acceptance of Recommendation and Approval of Application. The City Commission hereby accepts the recommendation made by the PAAC and approves Art in Public Places Application No. AP2019-03 as submitted by St. Tropez Beach Developers, LLC for the placement of a Manolo Valdes sculpture on the property located at 16690 Collins Avenue. Section 2. Authorization of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. The following questions must be answered in full by the Applicant and submitted with the completed Art in Public Places Application. 1) How does the artwork foster the overall goals of the Cultural Master Plan? Does it accomplish the purpose of this Program? Go to https://www.sibfl.net/culturalmasterplan/ to find the City's Cultural Master Plan. Response: The placement of this particular sculpture at this prominent location of the city is aimed to create "a memory" and a dialogue between the City, the general area and the public spectators (residents as well as visitors) – It is palced across from Gateway Park, which is an elegant formal park and home to a wonderful butterfly • garden and therefore the art piece emphasizes this natural seating. Its ease of public accessibility will provide an opportunity for obtaining memorable photos of the area and help promote the quality of life offered in this beautiful City. 2) What is the relevance and overall positive aesthetic and cultural benefits to the residents and visitors to the City of Sunny Isles Beach? Consideration will be given to whether it has historical value, addresses a social or environmental issue, or addresses the community as a whole or a specific interest in this culturally diverse community. Response: A combination of unique factors has made South Florida a Mecca for the public _ enjoyment of art. The tropical climate favors the outdoor life, which in turn has embedded in the spirit of the place a predilection for aesthetic extroversion. • . Public art has always been the focus of a debate on the limits of propriety. The works in our Art in Public Places program are, like those of most such programs, elegant and accomplished—some inch toward the edgy yet none stir controversy of any kind - aesthetic, social, or political. One of the aims of this art installation is to probe these accepted boundaries on publicly displayed art on the one hand, and content-centered trends on the other, in the spirit of a city which has been at the forefront of publicly installed art to highlight an often-ignored dimension of public art, and the capacity of works of different traditions and styles to create aesthetic currents between them. 3) Explain how the design of the artwork is visionary and creative? How does it engage the community and invite interest? What about it is thought-provoking, entertaining, whimsical, original and/or representative of high artistic excellence in urban design and public art? Describe how it has emotional, inspirational, educational or intellectual impact? Overall, does it uniquely enhance community identity and generally enhance the public realm? Response: The most important goal is to enable the community and visitors to revel in the distinctive beauty which sculpture, and only sculpture,can embody and convey. No other art form has the physical presence and immediacy of sculpture, its brute and often enigmatic density, the fact that its substance beckoned to a creative mind from the entrails of the world-whatever the nature of its medium or the manner of its execution. Sculpture is also intimately bound to the life of any city. Beyond sculpture's role in ritual and commemoration, cities themselves have a sculptural identity that links the modern skyline to the primal structures that broke the savage plain and the held perpetual bank. Rising from the first order of plowed fields, promising language, law, • • and skill:the hulks of cities'would indebt us to forms in which we sought shelter, storage, and transcendence. Though a young metropolis, the City of Sunny Isles Beach is already blessed with a rich history when it comes to sculpture and art in public spaces. - An artwork of this magnitude will improve the image and identity of the community and will influence the way of how people connect with the city, providing access to . aesthetics that support and enhance its uniqueness and making .residents feel appreciated and valued. • 5) How does the scale, form, use of materials, and subject matter content serve either a functional purpose or enhance or define the civic space in which the artwork is placed? Response: Art affects the fundamental sense of self engaging residents in the cultural, social, and economic development of their community, and also including the urban environment, increasing the use and enjoyment of public space. Public Art provides a means of celebrating a unique culture, diverse communities, and rich history. Born in Valencia,Spain, in 1942.. Valdes is one of the few artists who have mastered multiple mediums, including drawing, painting, sculpture, and printmaking. In each form, he is considered highly original, technically sound, and continuously provocative. Influenced by historical masterpieces, Valdes creates large works, in which the lighting and colors express a sensation of tactility. His work is forceful and decorated with historical art symbols. Maintenance Plan. • Spring: Wax and buff before the weather gets too hot (late April, early May) • Mid-summer: Clean when weather is hottest (July or August) • Fall: Wax and buff before the weather is cold (late September) Wax and Buff: With a damp, sturdy cotton cloth, wipe sculpture with water. If dirt is in crevices, use a standard natural bristle paint brush to push dirt out, dry sculpture immediately. Lightly wax sculpture with pastry brush (or fine, natural- bristle brush)—use a thin coat, let dry a few minutes, then buff—first with shoe brush to reach creviced areas, second with a dry sturdy cotton cloth (shirt type). This wax and buff procedure of damp wash, dry, then buff without the extra coat of wax, can" be done at any time throughout the year (except in winter) to clean any dust/dirt deposits. Note: If a white film-develops in any of the creviced areas (film is easily scraped off with a fingernail) the coat of wax applied is too heavy. If this happens, the excess can be thinned out with a Naptha solvent, then wiped and re-waxed with a fine coat, and re-buffed. Cleaning: On a hot day, when the sculpture is warm, use a damp rag (with water only) to clean the superficial dirt. Dry the sculpture. Soak a'rag with Naptha solvent and wipe down. This will remove some wax and dirt. Then, apply a heavier than normal coat of wax and wipe - it off right away—this will bring more dirt off with the soft wax. Professional artist resume Born in Valencia, Spain, in 1942, Manolo Valdes is one of the few artists who have mastered multiple mediums including drawing, painting, sculpture and printmaking. In each form he is considered highly original, technically sound and constantly provocative. Manolo Valdes began training as a painter in 1957 at the Real Academia de Belles Artes de San Carlos de Valencia, Spain. In 1964, Valdes formed the group"Equipo Cronica",with Joan A. Toledo and Rafael Solbes; Toledo left the group after a year but Valdes and Solbes continued,their association with "Equipo Cronica" until the death of Solbes in 1981. As a member of "Equipo Cronica," Manolo Valdes participated in over sixty solo exhibitions and numerous group exhibitions until 1981. After 1981, Valdes embarked on a solo career focusing on art history motifs: his work often quotes figures from well-known pieces of art, revitalizing its image through a change of context. Manolo Valdes moved away from linear irony to interpret the image as a symbol and a vehicle for contact between the work of Art and the spectator. He has continued to seek inspiration in the creations of the grand masters of the History of Art such as Velazquez, Rembrandt or Goya. • Influenced by historical masterpieces, Valdes creates large works in which the lighting and colors express a sensation of tactility. REASONS: • I n accordance with Resolutions 2017-50 and 2018-2790, The Sunny Isles Beach Public Arts Advisory Committee ("PAAC") issues recommendations to the City Commission on individual applications regarding Public Art. By Resolution 2018-2821, the Commission adopted certain guidelines by which the PAAC must measure the submitted Art Work("Guidelines"). On October 10, 2019, the PAAC met and considered the above- referenced application for a permanent art installation by Mano!o.Vaides entitled Blue Butterfly. After debate and application of the City's Guidelines for Public Art Work, the PAAC voted unanimously to recommend approval of said application for Art Work to the City Commission with conditions contained in the Resolution.
