A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, RATIFYING AND
APPROVING THE EXPENDITURE OF BUDGETED FUNDS UP
TO AN AMOUNT NOT TO EXCEED THIRTY-TWO THOUSAND
DOLLARS ($32,000.00) WITH LYNN M. DANNHEISSER, LLC
FOR LEGAL CONSULTATION SERVICES; AUTHORIZING THE
CITY MANAGER TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on February 21st, 2019, via Resolution No. 2019-2923 the City Commission
eliminated the in-house legal department and began the transition to an outside legal firm; and
WHEREAS, Resolution No. 2019-2923 provided the Mayor and City Manager with an
after-the-fact authorization to retain outside legal consultation services to assist with the transition;
and
WHEREAS, on May 16th, 2019 via Resolution No. 2019-2942, the City Commission
ratified and approved the expenditure of budgeted funds up to an amount not to exceed$85,000.00
with Lynn M. Damlheisser, LLC for legal consultation services; and
WHEREAS,the City continues to require the services of Lynn M. Dannheisser; and
WHEREAS, Lynn M. Dannheisser has expressed her willingness and desire to continue
providing the City with her legal services; and
WHEREAS, the City now wishes to ratify the expenditure of budgeted funds up to an
amount not to exceed Thirty-Two Thousand Dollars($32,000.00)with Lynn M. Dannheisser, LLC
for legal consultation services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1 Ratification and Approval of Expenditure of Budgeted Funds. The City
Commission hereby ratifies and approves the expenditure of budgeted funds up to an amount not
to exceed Thirty-Two Thousand Dollars ($32,000.00) with Lynn M. Dannheisser, LLC for legal
consultation services.
Section 2. Authorization City Manager. The City Manager is hereby authorized to do all things
necessary to effectuate the terms of this Resolution.
Section 3. Effective Date. This Resolution will be become effective upon adoption.

Ratification and Approval of Expenditure of Budgeted
RE: Funds with Lynn M. Dannheisser, LLC for Legal
Consultation Services

RECOMMENDATION:
This resolution is presented for your consideration.
REASONS:
At the regular meeting on February 21, 2019, the City Commission
adopted Resolution N o. 2019-2923 which eliminated the City's in-
house legal department and opted to contract a law firm to provide
professional legal services to the City moving forward. To facilitate the
transition, the Mayor and City Manager were authorized to retain outside
legal services. Having the necessary qualifications and experience as a
former City Attorney, the Mayor reached a n agreement with Lynn M.
Dannheisser to provide legal consulting services while the City formally
hired an outside law firm to fill the role of City Attorney. Lynn M.
• Dannheisser has continued to provide legal consulting services for

various projects and legal matters. This resolution ratifies and approves
an increase in the expenditure of budgeted funds of $32,000 for a total
amount not to exceed $117,000.00 with Lynn M. Dannheisser, LLC for
the 2018-2019 fiscal year and authorizes the continuation of these legal
consulting services into 2019-2020 fiscal year up to the City Manager's
spending authority.
