Dear Members of the Selection Committee,
Perkins and Will is excited to present our qualifications for the new Pedestrian Bridge project.
We understand the value that this elevated park experience will bring to the City of Sunny
Isles Beach. When complete, the new pedestrian bridge will help to enhance the 174th street
area as a center of activity and a destination for locals and visitors alike. We have assembled
a team capable of delivering a bridge and public space that serves the City and the regional
community through best practices recognized at a national level. Our team will introduce
design strategies that value proactive community outreach, flexibility, agility, accessibility,
and environmental responsibility. We will collaborate with the City to create an experience
that reflects your dedication to providing an exceptional environment in which to live,
work and play.
Perkins and Will has an extensive successful working relationship with the City of Sunny Isles
Beach. My own personal experience dates back to the design of the original Government
Center and now Perkins and Will has worked with the City on the Government Center Annex,
the Gateway Community Center and the Government Center Pedestrian Bridge. We are
passionate about the positive approach the City has taken to it’s development efforts and we
look forward to the opportunity to partner with you again on this unique project type.
The City will benefit directly from our interdisciplinary team of specialists which will provide
architectural design and landscape architecture. We have included trusted consultants, with
a successful working history with Perkins and Will and direct experience with the City of Sunny
Isles Beach. This team has proven experience working with local governing agencies and will
bring their understanding of local codes and regulations to this assignment.
We bring to this project:
• Florida experience: Our Miami office has designed over $2 billion of construction in the
last 20 years. Perkins and Will has been a presence in the State since 1942.
• Team continuity: Our teams are involved in the project from beginning to end. We do not
separate design from construction. The same project team that develops the elevated
park project and works with your team will also work with the Construction Manager to
oversee the construction to project completion.

Perkins and Will has the resources to manage the workload involved with the Sunny Isles
Beach Pedestrian Bridge project as well as the ongoing workload of the studio.
In addition to the core proposed core team, the Miami staff of 66 is available to assist as
needed. In addition, the firm has a ‘deep bench’ of 2,300+ professionals in total. The firm has
the capability to perform additional work associated with a contract resulting from this RFQ
within the required time frame.
Perkins and Will confirms that at all times during the term of agreement it shall maintain in
good standing all required licenses, certifications and permits required under federal, state
and local laws necessary to perform the services.
2.19 CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND
VOLUNTARY EXCLUSION:
Perkins and Will certifies to the best of its knowledge and belief, that it and its principals:
(1) Are not presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from participating in covered transactions by any Federal department or
agency;
(2) Have not within a three-year period preceding this proposal been convicted of or had a civil
judgment rendered against them for commission of fraud or a criminal offense in connection with
obtaining, attempting to obtain, or performing a public (Federal, State or local) transaction or
contract under a public transaction; violation of Federal or State antitrust statutes or commission
of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false
statements, or receiving stolen property;
(3) Are not presently indicted for or otherwise criminally or civilly charged by a governmental entity
(Federal, State or local) with commission of any of the offenses enumerated in paragraph (a)(2)
of this certification; and
(4)(a) Have not within a three-year period preceding this application/proposal had one or more
public transaction (Federal, State or local) terminated for cause or default.

with apertures that open and close as it crosses Collins Avenue.

Proven Management Plan and Experience
with the City of Sunny Isles Beach
Perkins and Will has a documented Management Plan
that is established at the start of every project and defines
goals, schedules, and budget constraints to meet the client’s
requirements for the project. In the case of the elevated
amenity and garden concept at Collins Avenue and 174th,
this will require extensive consultant coordination with all
of the stakeholders for the project including the detailed
requirements of FDOT.
We understand the scope of the project is to design an
elevated bridge for pedestrian crossings that incorporates
an innovative and novel way for public engagement with
amenities and a significant landscape component that
physically and visually links the Samson Oceanfront Park on
the east with the residential neighborhoods to the west. The
concept will activate this important crossing in the City of
Sunny Isles Beach for both daytime activities and nighttime
lighted events.
The leadership of the design team has a successful ongoing
relationship with the City of Sunny Isles beach starting 15 years
ago with the design of Government Center and extending up
to today with the completed design for the Government Center
Annex Expansion project.

Additionally, Perkins and Will is leading the current design
and build out for the Gateway Park Community Center and
the soon to be completed design of the Pedestrian Bridge
at Government Center. Perkins and Will brings this long
track record of successful design with adherence to goals,
schedules and budgets with a team well-known to the City
of Sunny Isles Beach.
Beyond the innovation we bring to the architecture and
landscape design in multiple urban centers across the
country, no other team combines the depth of structural
talent and expertise in above-grade bridge design as the
consultant team we have included in this submission.
The combination of Thornton Tomasetti along with Kimley
Horn is unmatched in depth of portfolio of built projects
that successfully navigated state and local authorities and
jurisdictions. We believe that this team is tailor-made to
make the dream of the City of Sunny Isles Beach, Elevated
Garden and Amenity Bridge a reality.

Exemplary Public Spaces.
Civic Pride in Sunny Isles Beach
The integration of elevated walkways and
linear park systems has recently developed
a rich and vibrant reputation as exemplary
public space projects. The project type has
become a leading force in the conception and
development of urban park and open space
thinking. From the Highline in New York City, to
its original sister Promenade Plantee in Paris,
to the 606/The Bloomingdale Trail in Chicago,
to the 11th street Bridge Park in Washington
DC - these public spaces have become social
generators, economic catalysts, and sources of
civic pride for citizens and communities. They
have the potential to combine infrastructure,
civic architecture, public safety, recreation,
ecology, and urban park program. We
commend the City of Sunny Isles Beach and
its efforts to bring this exciting and important
project to fruition.
Materials and Design Expression
Projects such as the Sunny Isles 174th Street
Elevated Bridge present opportunities beyond
that of a conventional park. The design
expression of this project can help reshape
the entire neighborhood. The majority of the
precedents mentioned above are working
off of existing structures. The Highline, the
606, and Promenade Plantee - off of former
railroad, the 11th street bridge - an existing
highway bridge. Your project, however, will be
a completely new structure and park system
opening the door for an entirely different
range of design possibilities. What should
the design expression be for this important
project? Should it take cues form the unique
history of Sunny Isles Beach, the immediate
streetscape context, or its connection to Gilbert
Samson Oceanfront Park? Or, should it go in an
entirely different direction and it have its own
unique identity that becomes a destination,
a new urban gateway, and a postcard image
of the city? Not only should its overall form be
carefully considered, its details and materials
will have a dramatic effect on the success of
the project. Pavement materials, railings, plant
material choices and arrangements, grade of
paths, sightlines and overlooks, as well as its
type and range of seating elements will have
a major effect on how this innovative public
space is used and experienced. For example, in
our sub-tropical climate, the amount of shade
can be one of the most determining factors
in the success or failure of an outdoor place.
Should this elevated park include children’s
play elements, exercise equipment, water play
or water elements, amphitheater seating, or
opportunities for refreshment? This is just a
few of the many public space imperatives that
must be carefully integrated into the overall site
design composition for this project to live up to
its potential.

Promenade Plantee, Paris, France
A Park in the Sky
While this project is not nearly as big as the elevated Salesforce Park
Transbay Transit Center in San Francisco, its aspirations to become a well-
loved park in the sky is equally important. In recent times, elevated parks,
and walkable, inhabitable public spaces have become a symbol for a
progressive, forward-thinking city. They reflect how cities value their civic
spaces by investing in pedestrian-friendly, healthy, safe, and beautiful
public realm.
Making a successful urban park in this climate involves several common
themes - Inviting physical and visual access, a range of comfortable
seating, adequate shade, a variety of circulation options, adequate
lighting at night, and site/project specific programming.
For elevated parks, views in and out of the space as well as long vistas
through the city and/or ocean should be carefully choreographed and
designed into the experience. Context in public spaces is everything. What
are the visual and physical connections to the adjacent buildings? What
is the material palette of surrounding streetscape? What is the character
and composition of the tree and landscape plantings throughout the
neighborhood? How can the program of the adjacent buildings influence/
be leveraged/create symbiotic conditions between the elevated park
and its context? How can this projects context be carefully considered to
maximize safety and neighborhood connections? Addressing all these
important issues will be critical to the success of the Sunny Isles 174th
Street Elevated Bridge project.

Accessibility and
Sustainability
Access
The Highline in New York City, for example,
incorporates integrated elevator systems to
accommodate ADA access. Alternatively, the
606/ Bloomingdale Trail in Chicago provides
ADA access through long paths graded at a
gentle 5% slope. Allegheny Riverfront Park in
Pittsburg traverses 30’ of grade change, from
elevated highway to river level through elegant
ramping systems that integrate public art,
tree planting, and overlook prospects. While
there may not be the area needed for ramp
systems for this project, lessons learned from
such projects may provide valuable insight for
consideration.
For example, at Allegheny Riverfront Park, the
attenuated ADA access ramps are strategically
positioned to create a “sound shadow” that
mitigates noise from the adjacent highway.
Additionally, the gentle and inviting slope
welcomes senior citizens, families with
strollers, and mobility-challenged citizens.
They also provide access for bicycles, police
patrol, and emergency vehicles. Elevators
require significantly less space and are used
very successfully at the Highline in New
York City, and Promenade Plantee in Paris.
However, elevators are expensive, heavy,
slightly less inviting, and may present unique
challenges in the heat of a tropical climate.
Both strategies, along with others, present
their own opportunities related to ADA
accessibility and will likely be a critical part of
the project’s success.
Sustainability
Where possible, we are interested in making
the Sunny Isles 174th Street Elevated Bridge as
sustainable and resilient as possible.
For example, the incorporation of native
plant material into the project can reduce
maintenance, water, energy, and chemicals as
well as provide natural habitat and contribute
to the authentic character of south Florida.
Harvesting of rainwater for irrigation, the use
of locally sourced materials, use of non-toxic
materials, and sensitivity to light pollution
and energy consumption can help make this
project a shining example of green building
technology. Additionally, careful consideration
relative to storm surge issues and the effects of
increased storm intensity and frequency, and
other resiliency imperatives should drive all
aspects of the design.

planning of the process is done with The City,
Perkins and Will and required consultants and
is customized to meet the needs of this elevated
pedestrian park project.

Financial Stability
Perkins and Will submits this redacted financial statement
confidentially to the City of Sunny Isles Beach citing Florida
Statute 119.071 General exemptions from inspection or
copying of public records as noted below. The financial
package has been included in a separate sealed envelope to
avoid being published publicly. Please see attached.

PUBLIC OFFICERS, EMPLOYEES, AND RECORD
119.071 General exemptions from inspection or copying of
public records.—
(1) AGENCY ADMINISTRATION.—
(a) Examination questions and answer sheets of
examinations administered by a governmental agency
for the purpose of licensure, certification, or employment
are exempt from s. 119.07(1) and s. 24(a), Art. I of the State
Constitution. A person who has taken such an examination
has the right to review his or her own completed
examination.
(b)1. For purposes of this paragraph, “competitive
solicitation” means the process of requesting and receiving
sealed bids, proposals, or replies in accordance with the
terms of a competitive process, regardless of the method of
procurement.
2. Sealed bids, proposals, or replies received by an
agency pursuant to a competitive solicitation are exempt
from s. 119.07(1) and s. 24(a), Art. I of the State Constitution
until such time as the agency provides notice of an
intended decision or until 30 days after opening the bids,
proposals, or final replies, whichever is earlier.
3. If an agency rejects all bids, proposals, or replies
submitted in response to a competitive solicitation and the
agency concurrently provides notice of its intent to reissue
the competitive solicitation, the rejected bids, proposals, or

Schedule Approach
Establishment of a schedule requires
the cooperative involvement of the
design professional and the client.
Because we recognize that each
project belongs to the users, our
programming and design process
places the client at the center of the
design team. The client’s need for a
desired completion date is weighed
against budgetary limitations,
potential risks, and the client’s
decision-making process, and a
schedule that best meets the client’s
needs is set.
Schedule Establishment
Our scheduling process consists of two
components: schedule establishment
and schedule control.
At the commencement of the project
a master bar-line schedule—a work
plan—is established by Perkins and
Will and the stakeholders.
This schedule establishes milestone
dates for the entire project, from
programming through completion.
Tasks, task schedules and task
responsibilities are indicated on the
master schedule. Additionally, for
each subsequent phase a detailed
work plan is developed that addresses
specific tasks in greater detail
and allocates specific resources to
accomplish those tasks.
Schedule Control
A variety of tools and techniques are
utilized to control the established
schedule, including:
• Update of the detailed schedule
within the fixed master schedule
at the commencement of each
phase to reflect any changes
• Weekly project team meetings to

Our Approach - Cost Control
Perkins and Will’s philosophy regarding the critical component of
estimating construction costs is to work with the stakeholder in
establishing project budgets and probable costs based on current and
reliable market data.
At the initiation of a project, when the scope and desired level of quality
have been defined, the team establishes a cost model for the project
that itemizes expected costs for systems. This cost model then becomes
the benchmark against which future planning and design decisions
are made. This method allows the team, when necessary, to test a
particular component of the design to determine its compliance with the
established budget.
Typically, comprehensive cost analysis (in addition to the aforementioned
cost model) based on drawings and specifications are provided at
Schematic Design, Design Development, 50% Construction Documents,
and 90% Construction Documents.
Perkinsand Will has extensive and successful experience with establishing
and meeting the budget for projects.
Our Approach - Quality Control
Perkins and Will has a quality control program that provides both
technical assistance during project design and a strictly enforced system
of periodic review. We believe that no matter how much we reinforce
the idea of quality documentation as an ongoing design process, we

Precast concrete detailing services for the design approach of a pedestrian bridge addition to a building. Principal in Charge.
Structural design of two sail-shaped towers connected by a 448-meter elevator mast and spire via pedestrian bridges at three levels.
The towers, at 93 and 64 stories accommodate Class-A office space, hotels and apartments. The complex is linked to a central core
with a shopping mall, entertainment facilities and a transportation center. The project was the first in Russia to make use of super high-
strength concrete technology. Scope also included curtain wall consulting and specialty glass and steel design. Project Manager.
As part of a new hospital design, structural design services were provided for a 35 foot steel pedestrian bridge connector to the main
hospital. Principal in Charge.
Engineer-of-Record for the structural design of a pedestrian bridge and the five-story building. The 73,500-square-foot municipal office
building will house chamber of commerce meeting rooms and city officials administration offices. The four-story, precast concrete
parking garage will accommodate 600 cars. Connecting the two structures is a seventy-foot long structural steel truss pedestrian
bridge. Cost: $38M. Principal in Charge.

Design of a new pedestrian bridge connecting Park Row to the existing Police Plaza Overpass to provide pedestrian access from
Chatham Square to the Civic Center Region. The proposed pedestrian bridge is a cast-in-place concrete cantilever structure, which
is designed to blend into the overall landscaping revitalization of Chatham Square. Cost: $8M. Project Manager.
Engineering services for final design. This project included redecking of the following: five Brooklyn and two Manhattan steel approach
structures with total length of 1,627 feet; 3,357 feet of ramp structures; and 1,300 feet of approach roadway supported on brick arches.
The design encompasses the rehabilitation of the substructure for the approaches and ramp, lighting, striping, drainage, and
maintenance and protection of traffic. Cost: $508M. Quality Control Manager.
Structural repairs on the approach and main spans of the Manhattan Bridge. Includes removal and replacement
of select ornamental cast iron fixtures on the bridge towers, including the tower globes. Other major rehabilitation includes repairs to
lower gusset plates of main trusses, rehabilitation of the south upper roadway expansion joints, repairs to relief joints and replacement
of the ornamental fascia railing along the south pedestrian walkway. Cost: $90M. Project Manager.
Structural design services for the rehabilitation of the lower level along both approaches to the Verrazano-Narrows Bridge and the Lily
Pond Avenue Bridge. The work included the removal and replacement of elevated approach decks in Staten Island and Brooklyn and
the removal and replacement of the Lily Pond Avenue Bridge deck, substructure repair, seismic evaluation and retrofit, strengthening of
bridges to carry an HS-25 live load, and construction support services. Cost: $100M. Project Manager.

This pedestrian bridge is adjacent to the Dixie Highway Bridge and consists of a 215-foot span using a single composite steel trapezoidal box girder for similar aesthetics. The girder ends were made integral with the large counterfort concrete abutments at each end in order to increase stiffness and reduce vibration. Hand calculations were performed to calculate the fundamental
frequency of vibration, and the frequency on the first vertical mode was found to be critical at 3.1 Hz. A 3D FEM using Larsa 4D was developed to independently confirm that the design satisfied the minimum required frequency of 3.0 Hz found in the AASHTO Pedestrian Bridge Specifications.

The pedestrian bridge design for Sunny Isles Beach at Government Center takes
its inspiration from the geometric patterning of the medjool date palm trunks that
line the streetscape of Collins Avenue from north to south. The very articulated
trunk design of the palms, composed of regular triangular patterning, evolved to
become the geometry of the sculptural tube design of the bridge spanning from
Government Center eastward to the beach access walkway. The patterning opens
and closes as required for security and natural ventilation; while the bridge is not
air-conditioned, the amount of openings along the length of the sides will promote
natural ventilation and daylight within the bridge and views to the ocean eastward.
The top of the bridge patterning closes for rain and direct sun protection. We have
worked to design the bridge as a sculptural, repeating geometry with apertures that
open and close as it crosses Collins Avenue.
The structure of the bridge will be steel frame repeating sections that clear span
Collins Avenue; that structural frame is encased in a light-weight concrete skin
on both sides. This skin, called GFRC (glass fiber reinforced concrete) is a highly
durable and color-consistent material that is well suited for the oceanfront location.

The Annex Project, located immediately to the north, extends the Civic Plaza
and develops a mixed-use program including Educational, Office, Community
Auditorium, Retail and Civic Expansion spaces with structured parking in both
below-grade and above grade locations. The linear site runsbetween Atlantic
Avenue and Collins Avenue placing the Educational uses toward the West relating
to the existing School and the Office and Civic uses toward Collins Avenue on the
East. The open courtyard school for 600 students, is a low-rise structure affording
natural light along all circulation edges of the classrooms.
The Office and Civic Tower floats above the Collins Avenue-facing Plaza and with
a glass curtainwall and aluminum sunscreen skin recognizing both the oceanfront
views and mitigating the solar impact. The façade materials relate back to the
existing Government Center and include architectural precast concrete, stone
veneer panels, aluminum sunscreens and a finely-detailed curtainwall skin. When
completed, the project will create a unified Civic vision for the City.

The City of Sunny Isles Beach had recently inaugurated Gateway Park, an urban
green public space offering year-round cultural, entertainment, fitness events, as
well as passive recreation to the community. The ground floor of the parking garage
structure, intended for restaurants tenant, remained unleased after two years. P+W
has re-envisioned and re-programmed the floor as a multipurpose community
space. Addressing the community’s multi-generational and multi-cultural needs,
Gateway Center’s diverse programming will activate 16,000 SF of social gathering
spaces to include classrooms, fitness rooms, café, retail store, demonstration kitchen,
pre-function area and banquette hall.
As a community center during day, and special events space during the evening,
the City Commissioner’s goal is to offer an affordable yet high quality alternative
to the nearby Yacht Club and local Hotels for social interactions and to mark
life’s celebrations. The design of the spaces must allow for this day-to-night
transformation.

Joggers cut through active construction sites. Thrill-seekers jumped security
fencing at night. It was apparent the 22-miles of abandoned industrial railway
was prime for transformation. Once the people of Atlanta bought into the idea
of the BeltLine, construction couldn’t start fast enough. With City Hall funding
approved, the race was on.
As co-leads of the design, we guided the Corridor Design, Eastside Trail, and
Westside Trail from initial guidelines to real-world execution under extremely
tight deadlines. Adding to the challenge was the uncooperative old land itself.
Unmarked utilities and buried objects delayed progress. But the BeltLine vision
prevailed and was opened to the public.
Today, more than a million people use the Eastside Trail alone. From large civic
events like the Lantern Parade that pumps more than 10,000 enthusiastic people
through its arteries to informal art strolls by individuals, the BeltLine is host to a
true cross section of the city—a society on its way to work, shop, school, and social
events—happily enjoying the company of each other.

The City Hall Annex is located on Meridian Avenue and 18th street, completing the
Civic Center Campus as an annex to the existing Miami Beach City Hall, to which
it is connected by means of a pedestrian bridge. It acts as a north gateway to the
historic Art Deco district, servicing not only the City offices, but the Lincoln Road Mall
business center as well.
The structure accommodates a 7-level parking garage with a capacity of 654
parking spaces and a 5-story office component with 38,500 SF of gross floor area.
A decorative screening envelops the parking structure, while the office component
fronting Meridian Avenue features a glazed curtain wall. The scope of the project
included the creation of a pedestrian plaza and pocket park in the south edge of the

Perkins and Will conducted a public realm and urban planning study to examine the
opportunities to reestablish Overtown as Miami’s center for Black culture and honor
the people, history, and entrepreneurial character of the pre-sixties community.
The Overtown Cultural and Entertainment District will be distinct from much of
the new development in downtown Miami. It will be highly walkable, scaled for
pedestrians, with centralized parking and access to public transportation. It will
be a space for Black innovators and entrepreneurs, with a diverse mix of housing,
dining, shopping, and arts and cultural venues within a compact, lushly landscaped

Ninth Street is designed to be the active center of Innovation Square, an urban
mixed-use research district connected to the University of Florida. The Innovation
Square plan relies on the creation of new streetscapes to integrate new
development into the existing urban fabric of Gainesville and create a walkable,
pedestrian-friendly environment. Two main axes, Ninth Street, which runs north
to south and Third Avenue, which runs east and west, convert a mega-block
where the Alachua County General Hospital used to stand.
Ninth Street is defined by signature bands of dark grey concrete and custom
seating. From edge to edge, bands of integral colored dark grey concrete create
a rhythm and a signature design for the street. Wide, welcoming sidewalks
and tree-lined streets also indicate that you have entered the Innovation

The Ludlam Trail Corridor Master Plan is a Trail and Development Master Plan.
Formerly the Florida East Coast Railway spur-line, the 100 feet wide, +/- 6 mile long
segment will ultimately be coded and incorporated into the Miami-Dade County
Comprehensive Development Master Plan. This study has been identified as an
opportunity for the implementation of a regionally significant trail and greenway
along the Ludlam Corridor that will link surrounding communities providing vital
neighborhood connections.
The former railway corridor will be converted into a publicly accessible pedestrian
and bicycle trail. This will boost mobility in the area, provide opportunities for
physical activity, and improve the economic vitality of the neighborhood. The
proposed land use provisions of the Ludlam Trail Corridor will be implemented
through the adoption of Land Development Regulations. Development and trail
standards will emphasize convenient pedestrian and bicycle access to public
transportation and will incorporate “Crime Prevention Through Environmental
Design” (CPTED) principles in order to enhance trail safety and security.
The continuous trail throughout the Corridor will also connect to the +/- 10 mile
Underline trail project being implemented by the Friends of the Underline in
collaboration with Miami-Dade County.

Brandon Avenue redesign is a 21st century take on the Academical Village: it’s
an urban, mixed-use district with a working landscape designed to showcase
sustainability, support learning and promote health.
Perkins+Will worked closely the UVA client team and stakeholders to develop
an urban design and development vision for Brandon Avenue. Urban design
concepts were evaluated for the key design drivers, development potential,
flexibility of phasing, and sustainability, as well as transportation (all modes) and
infrastructure impacts.
The master plan calls for the transformation of Brandon Avenue into a “Green
Street”—a one-way loop with a landscaped bioretention area and gathering
spaces in the center. It provides a phased development strategy for academic,
research and residential uses that meet University needs in context while
maintaining the integrity of the urban design vision. A series of parklets
provide new pedestrian linkages between the historic Lawn and the Health
System precinct.

Input Sessions and
Community Engagement
Through a robust community engagement
effort, we will embark on a process of discovery
for a deeper understanding of the human
experience. This participatory effort will bring
stakeholders and the community at large into
the design process with a focus on positive
forward momentum, promoting transparency,
openness, and participation by all individual
viewpoints. This effort will engage stakeholders
and inform the design process with a level of
care that will result in an elevated pedestrian
bridge/park rich in a distinct sense of
authenticity and sensitivity to the unique
environment of the City of Sunny Isles Beach.
Building stakeholder consensus during the
public outreach and programming phase
is essential to the planning process. Direct
engagement enables participants to fuse their
discrete individual experiences with broad
and comprehensive solutions. This leads to
participant buy-in, alignment of values, and a
strong commitment to next steps.
Through a series of participatory exercises, our
team has formulated a methodology during
the initial phases of planning that provides
an open forum for the voices of stakeholders.
This is a meeting where all ideas are placed on
the table and discussed in an open forum for
everyone to hear.
It is important to make the process accessible.
This may mean offering a variety of
engagement formats ranging from public
workshops and written comments to online
surveys and focus groups. These engagement
tools should be varied in time and location
so that all have access to at least some of
the events regardless of personal schedule
restrictions. We utilize a number of small group
exercises that help participants think outside
the box of predetermined expectations.

Bim Execution Plan.
BIM Approach
We strongly advocate the development of a BIM Execution
Plan for all our projects. This process involves all stakeholder
and project contributors in a dialogue that clearly articulates
BIM responsibilities, contributions and that helps owners
recognize opportunities in total project integration.
BIM front-loads many detailed design decisions which
also front-loads much of the work effort and manpower
requirements. As the BIM computer model rapidly develops,
the building is essentially being constructed in a virtual world.
In a fast-paced project this makes it critical for the Owner’s
team to effectively make decisions and for the entire team to
maintain and understand the schedule as well as early project
milestones.
The BIM model can be exported into many formats so it can
be easily shared between disciplines not using the software.
To further augment this 3D platform with visualization,
Perkins and Will has state-of-the-art in-house rendering and
animation facilities. Our design professionals also use a variety
of analytical tools (e.g. Ecotect, IES-VE, US Cost, D-Profiler,
Ecologic3) to carefully monitor sustainability and cost
performance characteristics throughout the design process.
We’ve seen just about every conceivable project type so we
are well equipped to handle your individual project needs. Our
teams are trained to use coordination tools like Navisworks
and to work closely with our extended design team consultants
and contractors to find coordination problems before they turn
into change orders.

We emphasize the planning and
management of the BIM process

a project-specific BIM Plan, which

The Parkview II Housing project will provide 656 beds of
student housing at the Modesto A. Maidique Campus as
well as parking for 300 cars. Other components include the
use of ground floor space for academic support, retail, food
service and recreation.
Completed: est. 2020
The 120,000 SF complex houses teaching labs for Public
Health, faculty, research, and staff offices, as well as wet and
dry research labs for all three programs in a collaborative
setting. The program includes a 10,080 GSF multi-purpose
Active Learning Room with a total 200 seat capacity and a
6,570 GSF suite of Behavioral Labs. LEED Silver Certified.
Completed: 2014
Initial phase of development consists of a 100-bed hospital
inclusive of an emergency department totaling 223,000
GSF and an 875-car support building which includes the
central utility plant, vehicular parking, loading dock and
maintenance services. In addition, an independent 60,000
SF Ambulatory Care Clinic will support the new hospital.

Kimley-Horn designed a replacement traffic railing to
improve safety and aesthetics, as well as an under-bridge
walkway to improve pedestrian access to the water.
The project involved the design and construction of
enhancements to the bridge façade, tender house, traffic
railings, lighting, large tensioned sails at each end of the
bridge and computerized uplighting, artwork on bridge
façades, land-based lighting, and a pedestrian esplanade
under the bridge connecting restaurants and buildings from
the south to the north.
Completed: 2019.
Kimley-Horn was retained by City of Delray Beach to complete a set of construction plans for two pedestrian
bridges for the proposed pedestrian improvements along Lowson Blvd. The bridges will be on either side
of Lowson Blvd and provide pedestrian connectivity over Lake Worth Drainage District’s (LWDD) E-4 Canal.
These bridges are part of the bicycle lane addition for Lowson Blvd. The project also includes permitting and
coordination with LWDD and the US. Army Corps of Engineers.
Complete in 2020.
Kimley-Horn was selected by the City for the design and
construction of a new pedestrian bridge. The purpose of
this project was to provide pedestrian access along the
north side of NW 175th Street and NW 173rd Drive—across
a Miami-Dade County canal—between NW 42nd Avenue
and NW 42nd Court. The current bridge is two lanes with a
raised pedestrian sidewalk along the north side. Services our
team provided included intersection improvements, signing/
pavement markings, sidewalk and ADA improvements,
signal modifications, and structural engineering, including
bridge evaluation, rehabilitation, design, permitting, and
coordination with FDOT to comply with Local Agency
Program (LAP) funding.

lenticular truss spans, glass roof, elevators, fiber-reinforced-
polymer deck, stainless steel fence, and snow-melt systems.
Completed: 2018
In-depth inspection, development and evaluation of
rehabilitation alternatives, preliminary and final design,
and provided CSS for the replacement of the two-span
concrete slab bridge superstructure crossing over the FDR
Drive highway at East Houston Street in Manhattan, NYC.
The project included replacement of the existing concrete
slab superstructure with new adjacent prestressed precast
voided slab units, and reconstruction of the center pier using
a precast pier cap, to accommodate staging requirements.
The project also included the rehabilitation of the entrance
and exit ramps connecting the FDR Drive NB lanes to
Houston Street.
Completed: 2017
Engineering services for final design. This project included
redecking of the following: five Brooklyn and two Manhattan
steel approach structures with total length of 1,627 feet;
3,357 feet of ramp structures; and 1,300 feet of approach
roadway supported on brick arches.
The design encompasses the rehabilitation of the
substructure for the approaches and ramp, lighting, striping,
drainage, and maintenance and protection of traffic.

Geotechnical, Hydrogeological, and Hydraulic
Services Engineer directly to provide the site data
required for the project. Perkins and Will can work
with the city in the selection of the proper firm to
complete the tasks.
Traffic services will be completed by Kimley Horn
with support from Perkins and Will and Perkins and
Will’s sister firm, Nelson Nygaard.
Lighting services will be done by Lighting
Elysium, the same lighting consultant currently
performing services on the Government Center

Litigation Statement
At Perkins and Will, we have always made a concerted
effort to build positive client relationships and to prevent
disputes with our clients that might require resolution by
outside entities. Nevertheless, today’s business climate and
the complexity of the projects we work on are such that it is
virtually impossible to completely avoid all disputes. Over
the past five years, we have been party to a total of one
(1) filed claims based on its professional services, of which
is pending.
Perkins and Will has no judgments against it. None of our
past claim settlements are considered financially significant
for a firm of our size. According to standard business
practices, we are unable to comment on the specifics of
pending issues. The terms of issues settled in mediation are
confidential as a condition of the settlement.

A: Plans & Studies total budget is $1,995,000 (FY19 budget $1,495,000 + FY20 budget $500,000) and
anticipated total project amount is $13,050,000 (have to include what’s already been spent in 2018).
Q2. Also, I was wondering if there is an anticipated start date for construction?
A: Below is the tentative schedule:
Design – April 2021
Right of Way Certification – December 2021
Construction contract to be let – October 2022
Completion – March 2024
Q3. As per section 2.9.4 of the RFQ No. 19-11.01, the Professional Liability Insurance required might be a
problem for our team to be able to submit our SOQ. We do comply with evert other item on the
solicitation but in discussions with our insurance brokers our increased Professional Liability from $2M
to $10M would be very expensive for our office to consider. Would the City consider reducing the
requirement to $2M?
A: The $10M minimum professional liability insurance will remain the same.

company doesn’t typically issue COIs containing this specific information until contract negotiations.
Would the City accept a letter from our insurance company stating that our firm has the ability to comply
100% with your specific request or a sample insurance certificate at this time in lieu of the requirement
stated above?
If so, we would provide a COI that names the City as additional insured and includes The City of Sunny

shall perform with its own organization contract work amounting to not less than 30 percent (or a
greater percentage if specified elsewhere in the contract) of the total original contract price.
Q3. Calvin, Giordano & Associates asked at the RFQ conference if they may submit a response to the
RFQ, although they prepared the 174th Street Pedestrian Overpass Planning and feasibility studies that
was attached to the RFQ.
A3. Yes, Calvin, Giordano & Associates is permitted to submit a sealed response to the RFQ for review.
Q4. Will the due date of December 20 be changed?
A4. The RFQ opening has been extended to Monday, January 13, 2020.
Q5. On page 12 of the RFQ it specifies that “The sub-consultant is subject to the same contractual
conditions as is the Respondent”, we understand under the contractual conditions but not on the $10
million dollar Professional Liability Insurance requirement, correct?
Do sub-consultants also have to carry insurance?
A5. It has been confirmed that only the awarded firm has to maintain insurance. The City is not in
privity of contract with any sub-consultant. If an issue arises, the City will look to the Consultant’s
insurance.

The insurance policy must remain active from the time of contract award, to 5 years after
project completion.

Attached please find our firm’s sample Certificate of Insurance, reflecting the limits of our standard policies. All limits meet
or exceed those required. (Our standard limit for Professional Liability coverage is $2,000,000 per claim/$2,000,000 in the
aggregate. Please note, however, that we can meet the required $10,000,000 per claim/$10,0000,000 aggregate requirement
and will issue a certificate verifying this upon project award). Because our policies are written to include additional insured
status based on a final, signed contract (which is the industry standard), we can issue a comprehensive, project-specific
