HomeMy WebLinkAboutReso 2020-3031 • RESOLUTION NO. 2020 - 3-1 i A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD FOR CALENDAR YEARS 2020 AND 2021; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission created the Historic Preservation Board through Ordinance No. 2004-197 adopted on April 15, 2004, providing for standards and review for the preservation of historical properties within the City, and through Ordinance No. 2004-214 adopted on September 22, 2004 adding two additional members to the Board; and WHEREAS, the Board provides recommendations to the City Commission regarding the designation of historic properties within the boundaries of the City; and WHEREAS, Board members are appointed for a two-year term; and WHEREAS, the Mayor shall appoint the Chairperson and one additional member, the Vice-Mayor shall appoint two (2) members, and the Commission shall appoint one member each for a total of seven(7) members; and WHEREAS, Board members shall be governed by the Rules of Procedure that govern the City Commission, the Florida Sunshine and Public Records Laws, and the terms of this Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and confirmed as being true and the same are hereby made part of this Resolution. Section 2. Appointment of Board Members. The Mayor shall appoint the Chairperson and one additional member, the Vice-Mayor shall appoint two (2) members, and the Commission shall appoint one (1) member each for a total of seven committee members (7). Additionally: (a)No person shall serve as Chairperson of more than two (2) Boards/Committees. (b)No person shall serve on more than two (2) Boards/Committees. (c) Should any appointee resign during the term of the Board, the Commission, by majority vote, shall select another appointee to fill that vacancy. (d) Members shall be appointed to serve for a two-year term, but that term may be renewed as often as desirable. (e) Attendance Policy: The City's attendance policy for members of boards and committees provide that, if a member fails to attend three (3) duly noticed R2020 Historic Preservation Board Appointments 20-21 PP Page 1 of 3 meetings of such groups without being excused for good cause, the member may be removed from his or her seat automatically. A board member or committee member may not be removed from his or her seat unless the City Clerk certifies that the member has failed to attend three (3) duly noticed meetings. Committee duly noticed meetings of the board and committees include regular scheduled meetings and any special meetings. The City Commission finds that personal illness, family emergencies, military absences, family weddings, family graduation exercises, and bona fide business and vacation trips constitute good cause for nonattendance at a duly noticed meeting. Section 3. Selection of Board Members. The City Commission hereby approves the following appointments (individual appointments attached as Exhibit "A") to the Historic Preservation Board for calendar years 2017 and 2018: Name: Appointed by: To be Submitted Section 4. Annual Reporting Requirements. The Board shall provide the Clerk of the Courts and the Miami-Dade Historic Preservation Chief with a report regarding the activities of the Board over the year. Section 5. Rules of Procedure. The Board shall be governed by the Rules of Procedure that govern the City Commission, and subject to Florida's Sunshine and Public Records Law and Financial Disclosure requirements. Section 6.
