We understand and accept that the services shall include, but shall not be limited to: study phase, design, plan review, cost estimating, interior design, landscape design, space planning and constructions phase services for miscellaneous renovations, additions, and new construction projects. Perkins and Will will provide general consultation, conceptual plans, master planning, structural engineering design (by others), technical specifications, construction documents, bidding services, construction administration services, onsite representation, cost estimates and other architectural services including but not limited to city facilities repair, renovation and new construction. Perkins and Will understands that if selected, we are willing to meet any location, budget, or task order that arises from this contract. With a local office of 60+ design professionals, and a national team of over 2,700, we have the deep-bench resources to serve any opportunity that may arise from this assignment. Before any line is drawn, our team engages in a thorough planning effort to establish a common set of goals and objectives for all phases of the project. This planning of the process is done with the City of Sunny Isles Beach and is customized to meet the needs of all assignments from this contract. Communication with the City of Sunny Isles Beach Good communication includes good listening. We will listen to the goals, aspirations, expectations and needs for the on-call projects. We want to understand what you need to be successful. We also will convey the knowledge we possess from previous experience in the City working on the Gateway Community Center, Government Center Annex, Pedestrian Bridge, etc. The goal is to not just meet current needs, but to strongly position you for the future. Communication with Consultants The importance of consultant coordination cannot be overstressed. Historically, the most significant source of change orders during the construction phase is a lack of coordination between systems in the construction documents. At the most basic level, coordination is the responsibility of the design project team. The senior designers will be in continuous communication with engineering and other consultants to discuss and resolve coordination issues. Regularly scheduled meetings will also be held to assure a high level of coordinated effort. In addition, only well-informed team members can make project-appropriate decisions. The identification of appropriate format and forum for information and its timely distribution contribute to good communications. Our Approach 13 RFQ 20-07-01 / Continuing Professional Consulting Services (CCNA) Project Approach 01 - Visioning Step 1-Developing the Vision The design team first meets with all current planning groups and consultants to gather and confirm existing information and develop the goals and objectives—the vision—for the project. Step 2—Process Design With the vision in mind and with the assistance of the stakeholders we meet to design the specific process to be used to implement the project. Step 3—Workshops Step 3 is actually a series of related tasks. We meet with all current planning groups and consultants to develop general program requirements for the project. Through participatory workshop sessions, the design team aids in articulating building goals as they relate to the vision. Each workshop guides discussion to achieve a common program. The resulting building program, whose value is understood and shared by all, greatly aids the stakeholders as it moves forward in the building process. 02 - Schematic Design—Translating Ideas into Design Concepts Upon confirmation of the program we proceed with the Schematic Design phase, developing a series of alternative design concepts. Using a vast array of visual communication methods, our architects enable the City stakeholders to achieve an understanding of how their ideas and requirements can be translated into the physical structures or public spaces. Step 1 - Information Collection We meet with all agencies having jurisdiction over the project and all local utilities companies to ensure coordination and compliance with all requirements. Step 2 - Design Kick-off A workshop is held with all current planning groups and consultants to kick-off the schematic design process. This workshop is a brainstorming session intended to develop alternative concepts addressing the spatial, functional, and operational requirements, and to evaluate each option suggested. Step 3 - Option Refinement Based on the outcome of the workshop and additional input of the participants, options are refined and cost estimates developed. The options are reevaluated and a preferred option confirmed. Step 4 - Schematic Design Documentation Upon confirmation of a preferred option, final documentation is prepared. This documentation is suitable for public meetings, government reviews, and cost estimating. Step 5 - Code Review A preliminary building code review is prepared. Step 6 - Building Systems In consultation with the City and in association with our MEP/FP consultant, we prepare alternative studies for major building systems such as structural frame, exterior envelope, and HVAC distribution. These studies are suitable for obtaining preliminary construction cost pricing, and life cycle and operation costs to determine the appropriate systems. Step 7 - Probable Construction Cost We will work with the Quantity Surveyor (as appropriate) as they develop a statement of probable construction cost. Architectural Project Approach for Design and Construction in Sunny Isles Beach 14 Cisneros Headquarters, Miami, Florida 03 - Design Development Creating Workable Buildings Based on approval of the schematic design, Perkins and Will staff begins the Design Development phase, expanding the approved concept developed in the Schematic Design phase into workable projects. Step 1 - Design Development Documentation Based on the approved schematic design documents and any adjustments authorized in program or budget, we prepare design development documents consisting of drawings and other documents to fix and describe the size, location, and character of each element of the entire project pertaining to architectural, structural, mechanical and electrical systems, and materials. Step 2 - Concept Confirmation A series of meetings is held during the design development phase with all groups and consultants to confirm that the design development documentation is in compliance with the established schematic design direction and obtain additional information required for the greater level of detail provided by design development documentation. Step 3 - Life Cycle and Operating Cost We evaluate major materials and systems based on first cost and known long-term operating costs. 15 RFQ 20-07-01 / Continuing Professional Consulting Services (CCNA) Creating workable Spaces for Sunny Isles Beach Step 4 - Documentation for Reviews Documentation is prepared that is suitable for public meetings, government reviews, and for the Quantity Surveyor. We attend meetings as required to clarify documentation. Step 5 - Probable Construction Cost We will work with the Quantity Surveyor (if applicable) to develop a statement of probable construction cost based on area unit prices. 04 - Documentation and Bidding Preparing the Design to be Constructed Close attention to quality and detail characterizes Perkins and Will philosophy on the documentation and bidding phases of a project. Construction Documentation Upon approval of the design development document phase, and based on the selected alternative system studies, the design team prepares complete construction documents. The construction documents consist of contract drawings, specifications, general conditions, instructions to bidders, and other necessary documents. The team also assists the owner in filing the required documents for approval of municipal authorities having jurisdiction over the project. Bidding After construction documents are made available to bidders, the design team responds to requests for information and prepares and issues and addenda that may be required. The design team will assist in the evaluation of bids. Determination of a bidder’s qualification usually proceeds on two levels. From an objective standpoint, information can be gathered reflecting the contractor’s previous experience, financial stability, equipment ownership, organization, etc. by requiring submission of qualification statements (such as AIA Document A305). Equally important, is an assessment of the contractor’s workmanship, efficiency, responsiveness, and other more subjective attributes. We have worked with many construction managers, general contractors, and subcontractors, and bring that experience to the table when qualifications are reviewed. Project Approach 16 Project Approach 05 - Construction - The Physical Realization of Your Vision Perkins and Will is keenly aware of the critical nature of construction schedules and the potential impact that results when deadlines are altered. The construction administration phase is given our full attention to ensure that the projects are completed expeditiously and in the manner intended. We provide administration of the construction contract including: • Advising and consulting with the development administrative team • Meeting with governing agencies • Forwarding all owner instructions to the contractor • Review of shop drawings, samples, and other contractor submissions • Contract interpretation • Issuing certificates of payment and certificates of substantial completion • Preparing and issuing change orders On-site observation is provided throughout this phase as merited by the progress of the construction. The on-site Architect will prepare Field Observation Reports for distribution to the contractor/construction manager and owner that enumerate our findings relative to the conformance of the work with the requirements of the contract documents. Deviations are noted and necessary solutions solicited from the contractor. Post-Construction Perkins and Will believes the success of the construction phase extends into successful occupancy and utilization. We are committed to ensuring a smooth transition of the various projects to the City and its users. We assist the City in any construction issues in need of resolution. We provide a thorough evaluation of the operation and maintenance manuals. If the facility includes any special design features, such as a daylighting and switching system, our team makes a presentation to the staff to ensure proper use. The Physical Realization of Your Vision Project Approach 17 RFQ 20-07-01 / Continuing Professional Consulting Services (CCNA) Project Approach At the start of each project, we develop a customized BIM plan that clarifies the intended uses of the model and outlines the responsibilities of each team member. We also establish the protocols for data exchange among al involved, including contractors. This shared approach allows the information to be maintained and used by the design and construction teams wherever they may be. The BIM plan defines the following items: Model Use How the model will be utilized at each stage of the project’s design and construction. Levels of Development The level of component modeling detail for each phase, along with each team member’s duties. Collaboration and Communications Protocols How, when, and what kind of electronic information will be exchanged. Analysis Plan The areas this model will analyze and with which additional platforms it will work. Non-Graphic Data Specific information that will be extracted from the model, such as area tabulations and equipment lists Quality Assurance Procedures that will be put in place to ensure the model contains the information appropriate for the project’s design. Technology Infrastructure Hardware, software, and network infrastructure that will be required to execute the plan and maintain the common data environment. Our BIM Approach BIM CASE STUDY AMERICAN EXPRESS SUNRISE CORPORATE CENTER Perkins and Will worked with the structural, MEP/ FP, low voltage and other consultants in the Revit platform for real-time coordination and sequencing during the design of the project. The team used design assist to create high-performing building envelopes and systems. 18 Project Approach By utilizing digital technologies, we can help others experience design in eye-opening ways. Similar to how digital tools have changed the way we draft, VR and its related technologies revolutionize how we explain architecture and interiors. They move beyond visualization, allowing users to viscerally experience the proposed environment. This not only helps clients and designers better understand how the space will function in the real world, but also provides an opportunity to identify and rectify any design issues before construction begins, saving time and money. Working with our Clients We have been using VR across the firm for several years, applying the technologies in various ways throughout projects. Efforts range from developing workflows and tools in-house to collaborating with two VR hardware companies to tailor their products to our needs. Plus we’ve built a virtual design room that allows people in different locations to experience a VR or MR space simultaneously, turning an often solo experience into a group one. The very articulated trunk design of the palms, composed of regular triangular patterning, evolved to become the geometry of the sculptural tube design of the bridge spanning from Government Center eastward to the beach access walkway. The patterning opens and closes as required for security and natural ventilation; while the bridge is not air-conditioned, the amount of openings along the length of the sides will promote natural ventilation and daylight within the bridge and views to the ocean eastward. The top of the bridge patterning closes for rain and direct sun protection. We have worked to design the bridge as a sculptural, repeating geometry with apertures that open and close as it crosses Collins Avenue. The structure of the bridge will be steel frame repeating sections that clear span Collins Avenue; that structural frame is encased in a light-weight concrete skin on both sides. This skin, called GFRC (glass fiber reinforced concrete) is a highly durable and color-consistent material that is well suited for the oceanfront location.
