ENVIRONMENTAL ENGINEERING ECS Group has extensive experience to complete the work described in the category listed above. Environmental studies, reports, planning, designing, permitting and preparing documents during the design phase; preparing bids, providing administrative services, mitigation monitoring and construction compliance assessments during the construction phases; the application of the local, state and federal rules and regulation; and GIS data collection, mapping and analysis are only a few services that ECS Group can successfully provide to the City. The City may also find some of the other above-listed services useful such as tree assessments, inventories and permitting. ECS Group has already conducted work within the City of Sunny Isles Beach as well as other areas in Miami-Dade County. ECS Group plans to continue to work within the City as a selected firm to this contract. Management Plan ECS Group believes that project management is the most important component in accomplishing the mission, objectives and goals of any assignment. The essence of project management is the continual search for greater effectiveness through the least costly methods. Each assignment under this contract will require a personalized work plan and schedule, to maximize the cost and schedule effectiveness to the City. ECS Group recognizes that its responsibility is to provide prompt, accurate service without encumbering City staff with problems or extensive revisions. Effective project control and management is not a single work task but a way of conducting business. Project coordination and schedules are reviewed on a bi-weekly basis to ensure that each project is meeting its time schedule. ECS Group projects are completed within schedule by overcoming any challenges and not creating issues. The overall current and projected workload of ECS Group will allow sufficient time to provide services to the City and successfully complete them within time and budget. ECS Group prides itself on having effective management plans. Page 2 Firm’s Interpretation The scope of services described in 9. ENVIRONMENTAL ENGINEERING will require ECS Group to conduct field studies to assess an area whether it is coastal or upland. These studies will then determine the type, locations and quality of resources found within the project area. ECS Group will be able to write technical reports from the information collected and provide recommendations to the City. These recommendations will help execute the vision of their project, while caring for community interests by providing planning, design and permitting work. This work will require collecting background information such as aerial imagery, LIDAR, soil information, wildlife consultation areas, previous permits, and land use and building codes. The preparation of design plans and production and analysis of GIS maps will also be required during this process. ECS Group will be able to coordinate with the local, state and federal agencies to promote open lines of communication and expedite permit processes. Staff has vast knowledge of the permitting process from pre-application meetings, preparation and submittal of the applications to obtaining appropriate permits. Once permits are authorized, ECS Group can assist the City in bidding processes and construction administration. ECS Group has substantial experience working with contractors and can play the vital role as liaison between the City and contractors. Lastly, staff can provide construction and mitigation monitoring during construction phases to ensure that the work is in compliance with the issued permits. Method of Approach For the work category being submitted in this proposal, ECS Group recommends the one-stop shop approach. Many of the services listed in the Environmental Engineering category require data collection of resources, which will then need to be mapped and analyzed in GIS, documented in reports, depicted on design plans, impacts permitted if not avoided and minimized, and monitoring of remaining resources during construction phases. ECS Group can provide all these services within this category with one single point of contact, Marisa Magrino. From the data collection to the technical reporting and GIS mapping to the permitting and construction phases, ECS Group can provide environmental services from start to finish. With the intimate knowledge of local, state and federal rules and regulations by previously working for governmental agencies (Broward and Miami-Dade County), Ms. Magrino can effectively lead permitting for the City and provide results in a timely manner. ECS Group has staff that live in both Broward and Miami-Dade County; therefore, allowing for a quick turnaround time for impromptu field and office meetings. Overall, ECS Group has the expertise to address many types of projects that may be included in the above- referenced work category; and can meet expectations and reach successful completion under a required schedule, including possible multiple assignments at the same time. ECS Group prides itself on being adaptable and responsive to the needs of clients, and has the knowledge and flexibility to meet technical and non-technical requests. Innovative Concepts ECS Group recommends the use of virtual office meetings as well as virtual field meetings if not already implemented by the City. As many firms and agencies are using a method of virtual office meetings, City staff can communicate with a consultant in the field to discuss the progress of the project in real time if the staff cannot attend the field meeting due to office work and our country’s current condition. This will also save costs on fuel and maintenance of City’s vehicles. ECS Group also recommends the increase usage of drone services, which we can provide with a subcontractor that we would like to start utilizing. Although fieldwork is necessary in many instances, having current aerial imagery can help interpret the overall progression or deterioration of a project site. Page 3 E. Qualification Information and Assigned Personnel The principal of ECS Group FL, LLC (ECS Group), Marisa Magrino, moved to Florida in 2002 to attend graduate school for Marine Biology at Nova Southeastern University and pursue an environmental career. Interests in water environments and related wildlife started in Arizona, while working for AZ Game and Fish on a stream and riparian project in the White Mountains. Ms. Magrino’s career continued to flourish in Florida starting as a Biological Assistant for Miami-Dade County DERM, Restoration and Enhancement Section then working in permitting for the County’s Coastal Resources Section. The principal’s longest position was as a Natural Resource Specialist for Broward County for 9.5 years, where her career expanded into wetlands and regulation. After working as a government employee for 11.5 years, Ms. Magrino started working for an engineering firm to gain experience as a consultant and continue to work in coastal and wetland areas. While at this firm, her certified arborist and landscape inspector skills were enhanced. ECS Group formed in 2019 as a woman-owned small business to continue conducting environmental work and addressing environmental concerns throughout Florida. ECS Group is comprised of the principal, Marisa Magrino, as well as an engineer and a biologist, which assist in design/administration and fieldwork respectively. ECS group has staff that lives in Broward and Miami-Dade Counties and all staff has local permitting experience. ECS Group is financially stable completing projects on schedule and within budget. ECS Group is willing and able to expand as necessary for current and future work. The Philosophy of ECS Group - With extensive experience of Florida ecosystems, ECS Group can provide an array of environmental services and innovative solutions to their clients. Our focus is to create a customized action plan for each client to ensure meeting our client's needs in a timely manner. Trainings/Awards/Memberships As a relatively new firm, ECS Group is continuously seeking new opportunities and certifications. For instance, Ms. Magrino recently completed the Gopher Tortoise Authorized Agent Training (now a Certified GTA) and is a member of the International Society of Arboriculture. Previous trainings include Supervisory/Leadership Training, Scientific Diving Training (AAUS), GIS Trainings, and Wetland Delineation and Species ID Training. Additional certifications will be sought after later this year as well as attending seminars for continuing education units. For recent accomplishments, Ms. Magrino was part of the team with the previous firm that led the first SWAT project (SR-714) for FDOT. SWAT stands for Statewide Acceleration Transformation; and its goal is to link the different phases together (planning, project development and environment, and design) in order to expedite pre-construction activities and reduce redundancy. Mr. Tachiev has 40 peer review publications in Water Resources, Hydrology, Remediation and Computer Science; is part of EWRE chapter of ASCE, Miami; and has completed Project Management Training and Princeton Remediation Course. At this time, ECS Group has not received any unique awards. When selected, ECS Group FL, LLC can provide letters of recommendation from the client references. Data being collected includes species, DBH, height, condition, spread and photos. Size: Over 100 acres. Surveys must be conducted no more than 90 days prior to submitting a relocation application. 5 Tortoises shall only be relocated when the low temperature at the recipient site is forecasted by the National Weather Service to be above 50° Fahrenheit for three consecutive days after release (including the day of relocation). This three-day window of milder overnight temperatures is required to allow the relocated tortoises to settle into the recipient site and to reduce the chance of cold-related stress or mortality. 6 Captured gopher tortoises that show signs of disease (i.e., nasal and ocular discharge, emaciation, etc.) shall not be relocated offsite to the authorized recipient site. At the Permittee’s discretion, symptomatic tortoises may be: relocated on-site; transported to and quarantined at a FWC-licensed wildlife rehabilitation center (list available upon request) or licensed veterinary facility for treatment and subsequent relocation of recovered, non- symptomatic gopher tortoises along with others from the population; transported and donated to a FWC- permitted disease research program; or humanely euthanized by a licensed veterinarian when disease is advanced. 7 During transport, gopher tortoises must be held in shaded conditions and in individual containers large enough to allow the tortoise to turn around. Tortoises must not be held more than 72 hours after capture unless otherwise authorized by FWC permit. 8 This permit does not authorize Permittee access to any public or private properties. Permission to access the property must be secured from the appropriate landholders prior to undertaking any work on such properties. 9 This permit is non-transferable and must be readily available for inspection at all times while engaging in the permitted activities. All required insurances shall name the City of Sunny Isles Beach as additional insured and such insurance shall be issued by companies authorized to issue insurance in the State of Florida.” Do certificates naming the City as an additional insured need to be submitted with the RFQ response or are specimen certificates evidencing proof of coverage acceptable, provided the required certificates are submitted in the event of contract award? A3. Evidence of proof of coverage is acceptable at the time of submittal however, upon contract award the COI must have the City listed as an additional insured. Q4. Section 2.6.1 LICENSING REQUIREMENTS: “At a minimum, Respondents must have at least one (1) team member accredited in the United States Green Building Council Leadership in Energy and Environmental Design (LEED).” Is Envision Sustainability Professional (ENV SP) certification acceptable as a substitute? As civil engineers, this certification is more applicable to our potential scopes of work than LEED. A4. Yes for engineering disciplines. Q5. Section 5.0 FORMAT: E. Qualification Information and Assigned Personnel requests submission of “Form SF330, include Part I and Part II” and F. Firm References and Similar Work Completed requests submission of Qualification Statement, resumes for proposed 2 personnel, project experience, organizational chart, etc. As these items are included in the SF 330, does the City want the information repeated in both sections? A5. Firms may submit the SF 330 in lieu of resumes. Q6. Section 5.0 FORMAT, F. Firm References and Similar Work Completed, “The title and a brief description of each project and/or service shall include:… Item e. - Past 5 years copies of executed agreements made between your firm and local municipalities, with a scope similar to this RFQ. If sub-consultants are a part of the proposed work plan, include items A through E for each firm, including an organizational chart showing the relationship between the responding firm and the sub firm(s).” Does the City want executed agreements included for each project submitted as relevant experience, for each firm (prime and subs)? They are generally lengthy. A6. Due to the length of these agreements, if your firm has an active contract/PO within the past 5 years with local municipalities please state the agency’s name, project scope and contract amount in lieu of attaching the contract(s). Q7. Does the City want copies of professional licenses included in Section E. Qualification Information and Assigned Personnel or Section H. Forms and Attachments? A7. Section E. Q8. Pg. 12 of the above referenced RFQ states on page 12 (see attached) that at least 1 Team member must be LEED Accredited. However we are a Structural Engineering Firm and as such LEED is not applicable to our services. Therefore no one on our staff Is LEED Accredited. Please advise if this precludes our firm from submitting for this solicitation. Thank you. A8. No, LEED would apply to architectural prime consultants. Q9. We are an environmental consulting firm interested in pursuing the subject RFQ for the “Environmental Engineering” discipline. However, Section 2.6.1 of the RFQ appears to eliminate us from eligibility and so I’m writing for some clarification. We are not an engineering, architecture, or landscape architecture firm. Our services are not regulated by the Florida Department of Business and Professional Regulation and so we could not meet the requirements of the last bullet of section 2.6.1, although we are properly registered and in compliance with the State of Florida (Division of Corporations). Is it the City’s intent for the “Environmental Engineering” discipline to only be serviced by licensed engineering firms? I recognize the scope could be interpreted to focus on Phase I/Phase II Environmental Assessments, in which case we would not be qualified. But the broad description of “monitoring and mitigation, environmental studies and reports” and the permitting scope are commonly used to describe our work, albeit associated with wetlands, protected wildlife species, and water quality. I wanted to be sure this wasn’t an opportunity we were missing due to a technicality the City didn’t intend. A9. Environmental firms must comply with the requirements set forth in Section 2.6.1. of the RFQ, including that they be registered and in compliance with the State of Florida in addition to being licensed and registered with the Department of Business and Professional Regulation to practice in their profession in the State of Florida. 3 Q10. We are pursuing the Civil Engineering Category. Civil engineering projects may require geotechnical, survey, environmental, and/or materials testing services, etc. Does the City want us to submit a team with these potential subconsultants or use the firms selected in those categories under this solicitation if awarded a task order requiring those disciplines? A10.Yes, please submit your list of sub-consultants. Q11. Page 33 of the RFQ asks for Commodity Codes. Does this refer to the categories or does the City want NAICS codes listed on the form? A11. You may leave this section blank. Q12. Does the City require separate submittals for pursuing multiple scopes? A12. No, just make sure to indicate in section 6.1 the categories your firm is applying for. Q13. Can we submit only for the marine structures aspect of the Structural Engineering scope? Or would we have to pursue the entire category, including building structures? A13. You will need to submit for full structural services. Q14. Is it possible to submit under coastal/marine engineering being that that is our area of expertise? A14. Firm may submit under Environmental Engineering category. Q15. In the RFQ on page 1, it states all questions are due on Friday, July 17, 2020 by 5:00 PM. On page 3 it states, “All questions regarding this Request for Qualifications No. 20-07- 01 shall be directed in writing to Mauricio Betancur, CMC, City Clerk, Friday, July 24, 2020.” Can you please clarify if questions are due on July 17, 2020 by 5:00 PM or July 24, 2020? A15. The questions due date is Friday, July 24, 2020. Q16. Landscape Architect is listed under licensing requirements on page 11 - 12 of the RFQ, which category should Landscape Architecture submit under? A16. The City is currently not soliciting for landscape architecture services under this continuing RFQ. Q.17 Surveyors and Mapping is listed in the scope of services, on page 11 - 12 it does not state licensing requirements for Surveying. To pursue for Surveyors and Mapping, can you please clarify if the firm and/or individual needs to be licensed? A17. The firm and/or individual needs to be registered in the State of Florida to engage in the practice of surveying and mapping under this contract. Q18.
