RADISE International, LC (RADISE) is excited to provide the
enclosed Qualifications to be considered for the above noted
Contract with the City of Sunny Isles Beach (the City).
RADISE is very familiar with the City’s processes and is especially
well-suited to support the scope associated with this Contract. As a
South Florida based firm, we have worked within the City and in
Miami-Dade County for over 20 years and have an excellent
understanding of the City’s requirements and guidelines. We have
3 local offices in Miami-Dade, Broward and Palm Beach Counties;
and 2 certified construction materials testing laboratories in
Broward (FDOT/CMEC certified) and Palm Beach
(FDOT/CMEC/USACE certified) Counties. If selected, RADISE is
willing to meet any location, budget, or task order
requirements.

RADISE is a full service, fully Licensed Engineering Firm, covering all aspects of GEOTECHNICAL and
CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES as described in the RFQ. We are Pre-
Certified in Miami-Dade County for the following Technical Categories: 9.01 Drilling, Subsurface Investigations and
Seismographic Services, 9.02 Geotechnical and Materials Engineering Services, 9.03 Concrete and Asphalt Testing
Services, and 10.05 Environmental Engineering -Contamination Assessment and Monitoring. We also hold several
other certifications including State of Florida M/WBE; Palm Beach County SBE; Florida DOT DBE and South Florida

We assure that during the term of the Agreement, we shall maintain in good standing all required licenses,
certifications and permits required under federal, state and local laws necessary to perform the services.
Firm’s current workload:
Based on our history, experience and staff availability, RADISE foresees no issues in meeting the City’s schedule or
demands for the Services. We have full-time, local staff including multiple professional engineers, numerous field and
lab technicians, drillers, inspectors and support personnel. RADISE has the available personnel, equipment and
processes in place to successfully and cost competitively perform the work required by The City. We do not anticipate
the current workload to affect our ability to achieve The City’s goals for this contract.
Availability of Key Staff and Resources CCLLIICCKK BBUUTTTTOONN
It is a priority for RADISE to provide outstanding support to the City throughout the Contract. We are aware of the
importance of providing responsive service and are committed to providing the necessary resources to ensure that all
assignments are completed to the satisfaction of the City.
Many of our staff have been involved with projects for the City and its vicinity. RADISE has seasoned local expertise,
including a full work force staff of over 70 engineers, field and laboratory technicians, drillers, quality assurance experts,
inspectors and administrative support staff. We will provide The City with experienced, accessible and responsive
Project Management.
Ability to Mobilize Quickly
RADISE has cultivated a reputation of compliance to schedule and budget, while providing high quality services. We
have extensive experience and a proven 20-year history of successfully mobilizing quickly and efficiently as needed.
We accomplish this by assigning additional skilled staff, additional shifts around the clock and, if needed, utilizing our
2 certified labs for additional capacity. We have well organized staff power and equipment to ensure all The City’s
projects timeframes are met.
Moreover, RADISE develops and applies several proprietary engineering software tools including our powerful QA/QC
project management tool known as the QMS System (QMS) CCLLIICCKK BBUUTTTTOONN. The QMS is a powerful state-of-the-art
web-based application and data management tool that we provide complimentary to our clients. The first of its kind in
the industry, it was developed to minimize human error in the QC checking and reporting processes. Our QMS
software is a significant differentiator for Public Sector programs requiring a robust QA/QC tool.

D. Project Approach and Understanding
RADISE understands that this contract is to provide geotechnical and CEI related services under a Continuing Services
Contract with the City of Sunny Isles Beach, in accordance with Florida’s Consultants’ Competitive Negotiations Act,
and the terms, conditions, and specifications contained in the Request for Qualifications. Selection shall be in
accordance with the Consultants’ Competitive Negotiation Act (CCNA), Florida Statues Section 287.055. RADISE
proposes to the provide geotechnical and inspection related services as required by the City.
RADISE recognizes that a vital part of this Contract will depend on assigning to the City the highest qualified staff who
possess multifaceted skill sets, especially since there may be several concurrent tasks. We are dedicated to providing
the highest quality service to the City from the start of the project/Task Order until completion.
General Approach to Scope of Work
The RADISE Core Project Staff will create a management work plan for every Task Order assigned to us by the City.
This plan will help assure the proper management communication and execution of the assigned work.
The anticipate steps and key items for these plans typically consist of:

Quality Assurance / Quality Control
Work Request Scope and Work Initiation – Setting the Budget and Schedule
The City typically would present a request for service. RADISE will reply
with a scope of service proposal including time and manpower estimates.
The City shall then either negotiate an acceptable scope of service and
cost, or accept the RADISE proposal. The work is considered approved
by the City upon RADISE’s receipt of a Notice to Proceed, or a purchase
order. RADISE will maintain a log of all requests for service detailing the
request number, request name/description date the request was
received, the date the proposed scope was sent to the City, and the date
approved by the City.
During the work request scope proposal process, RADISE will evaluate
the request and determine the appropriate engineering and testing
components required, along with the personnel skills and knowledge
necessary to complete the request. The full scope of service proposal
will include time and manpower estimates along with the associated
costs.

Work Execution
When the City issues a notice to proceed or a purchase order, RADISE will start execution of the work as defined in
the agreed scope.
Safety is a priority at RADISE. A safety checklist is used on every job and is developed at this point in the project.
A typical project may include:
Field exploration (drilling and sample testing)
Laboratory Material testing
Engineering analysis and recommendations
Materials testing
Engineering inspections
Work Schedule
RADISE will rapidly address the City’s needs and the contract requirements 24/7, 365 days per year, and will make
the interaction and transition between the City’s PM and RADISE seamless. RADISE will provide the City with an
accessible single point of contact, Project Manager (PM), Mr. Andrew Nixon, P.E. As the PM and primary point of
contact, when contacted by the City, Andrew will appoint the most qualified staff to ensure that every assignment is
properly fulfilled for the success of the Contract requirements. As the PM, Mr. Nixon’s role will be to setup the project
following the request, subsequently meeting with the City’s PM to fully discuss the scope and understanding of the
project, all potential issues, any budget constraints, etc., that the PM may anticipate. RADISE will then prepare a cost
proposal with our understanding of the scope of services and a project cost summary, along with the anticipated project
schedule and staffing requirements anticipated for the project for the PM’s review and approval. RADISE will deliver
the approved work assignments in the time frame agreed as part of the work scope. Depending on the length of the
work request, there may be progress reports/deliverables and/or interim progress reports as required by the City. If
there is any delay due to bad weather, or equipment failure, we will immediately communicate with the City PM. Mr.
Nixon will engage the right staff to ensure the highest level of expertise on the project. He will also take into
consideration logistics and the ability to rapidly respond to requests, day or night, in addition to cost saving items to
measure. Our goal will be to respond with our best effort to perform the assigned tasks. Mr. Nixon will attend pre-
construction meetings, perform site visits, and utilize his expertise and those of his Team to provide innovative and
cost saving solutions to each and every Task Order. He understands that he is ultimately responsible for managing the
entire Contract, and his experience will ensure that individual task order assignments, personnel responsiveness and
cost saving measures exceed the City’s expectations.
Project Management and Communication
Project Management will be done through proper communication with the City and a single point of contact, Andrew
Nixon, PE, in general accordance with the guidelines established by the Project Management Institute Standards
Committee entitled, “Project Management Body of Knowledge”. If there are any changes in schedule or issues during
the project, RADISE will immediately communicate with the City to reach a mutual agreement.
RADISE understands the importance of continuous communication, acting as a trusted extension of the City. The
RADISE staff are all equipped with SMART phones for update calls and texts, and Laptop computers so that daily
reports can be sent. To manage the Contract and Task Orders, RADISE will host frequent project progress meetings,
along with intermediate conference calls to allow all of the stake holders to be on the same page, and provide input on
potential project or staffing issues, scheduling constraints, etc. We understand that the City PM’s require concise, timely
and transparent coordination about our daily activities, and that we are responsible for informing the City promptly
when the test results do not match. RADISE is committed to an open line of communication among the Inspection and

Testing personnel, Administrators, Engineers and PMs. This line of communication will facilitate the prompt solution of
any issues and bring together all of the facts to ensure the quality of materials, testing, equipment and methodologies.
Our PM, Mr. Nixon, will provide project updates weekly to the City PM, or at more frequent intervals as the situation
may warrant, to communicate schedules, attend meetings, and in general, to be an extension of the City Staff.
Quality Assurance/Quality Control
Our approach to quality control is to have properly trained personnel working on the project to achieve quality results.
We have documented our procedures in a QA/QC handbook. Work is routinely checked at multiple levels prior to
presenting the results. A tracking and responsibility stamp is used to mark the progress of all the submittal documents.
Our Project Managers/Professional Engineers perform periodic quality assurance peer reviews, and all our
geotechnical reports are reviewed and signed by three engineers.
Also, we consider the timeliness and accuracy of our invoices as well as any other forms and reports required by the
City, part of our quality control.
Approach to Geotechnical Services
The scope of work of this contract is to provide Geotechnical Engineering Services to the City for a broad range of
transportation, facility and improvement projects. Work will be assigned on an-as needed, task assigned basis. The
RADISE team is fully committed and dedicated to providing whatever resources are required to support the timely and
cost-effective performance of the specific work to be identified in each task authorization.
Geotechnical engineering is defined by RADISE as, “The investigation and engineering evaluation of earth materials
including soil, rock, groundwater and man-made materials and their interaction with earth retention systems, structural
foundations and other civil engineering works. The practice involves the application of the principles of soil mechanics
and the earth sciences, and requires a sound knowledge of engineering principles, formulas, construction techniques
and performance evaluation of civil engineering works influenced by earth materials.”
Our project approach is based upon providing cost effective, timely and responsive service to the City which is sensitive
to the environmental conditions of each individual site, accessibility constraints, design requirements, and budgetary
and schedule objectives as expressed by the City. Our project coordination approach also focuses on providing
seamless coordination and communication with the City staff to achieve the cost, schedule, technical and quality
objectives. Our team will provide the City with highly experienced and qualified team personnel and equipment/testing
resources.
General Project Overview
Our generic contract and individual project approach address the following issues:
1. Our organizational structure designates a dedicated RADISE Project Manager with the responsibility to oversee
project requirements and to assure that qualified, adequate resources are applied to the project.
2. The RADISE team will develop Task Specific Work Plans consistent with the scope assignment and complexity of
each work authorization. Each plan would be developed and approved by the City at the very onset of the task
and implemented for each individual work authorization.
3. Each task is directed, managed, executed and completed by a team of qualified, experienced and dedicated
professionals. Each work authorization will be completed by assigning team staff with proven expertise in projects
of similar scale and complexity, under the direction of one project manager serving as the direct liaison or single
point of contact to the City.
4. Well established in-house quality assurance and quality control procedures will include an emphasis on responsive
services and timely reporting, innovative approaches, value engineering and constructability reviews as needed
and where requested.

The proposed work breakdown is as follows:
Preliminary Desk Study
The objective of the preliminary desk study is to produce sufficient evidence to allow the
formation of hypotheses regarding geological structure, the nature of the deposits on the
site, and the location and type of engineering problems which may arise as a result of
ground conditions.
• USDA/USGS site vicinity maps
• Review of project requirements/elements
• Review of any available geotechnical reports in the project vicinity
• Interpretation of aerial photographs
Site Reconnaissance
The site reconnaissance/walkover involves an inspection of the site and
surrounding area on foot. The object of this exercise is to confirm, amplify
and supplement the information collected during preliminary desk study.
Many features and issues may be observed during a site reconnaissance.
Only with experience can the relative importance and significance of these
features be interpreted in the field. Typically, the following observations will
be made within the vicinity of the project site:
• Accessibility issues
• Existing vegetation
• Ditches/canal, side slopes, water levels, soil stratification along the side slopes
• Muck condition wet/dry, this will determine the type of rig to be used
• Existing infrastructure within the project vicinity i.e., overhead FPL transmission lines and underground utilities
• Structures situated on or near the site will be observed for damage. Pattern and extent of cracks in the
damaged structure will be noted.
• The cost of transporting bulk construction materials, such as sand and aggregates can be prohibitive if the
distance between the site and the source is great. It is therefore important to identify potential or existing local
sources of such materials.
Present a Scope and Fee Proposal to the City PM
The proposal will include but not be limited to:
• The type of drilling equipment to be used
• Suggestions for the depth and number of the borings, if required. Borehole layout and frequency are controlled
by the complexity of the geological conditions. For pump stations, boring depths are governed by the stress
distribution (foundation failure) and seepage considerations. Boreholes should penetrate not only soft or
unstable materials, but also penetrate materials to such a depth that seepage patterns can be predicted
• Identification of any Geophysical study needs and the types of testing and analyses required
• Suggestions for additional/reduction in scope, if and as required
• A schedule to complete the individual work tasks and overall work order
• Our Fee estimate for the proposed scope of work
• Based on the location and requirements of the project, assignment to RADISE subconsultants will be identified

Control of Monitoring and Measuring Devices - RADISE maintains procedures for the control, calibration and
handling of inspection, measuring and test equipment and performs annual re-certifications of its laboratories. All
inspection, measuring and test equipment used to perform analysis and testing for clientele shall be included in the
program. Equipment shall be calibrated according to manufacturer’s calibration specifications and procedures (if
available), otherwise documented calibration methods shall be established according to manufacturer’s specifications.
Internal Audits - RADISE shall conduct internal audits at periodic intervals to determine whether the implemented
RADISE QA/QC Program conforms to the contracted arrangements, and that it has been effectively implemented and
maintained. The purpose of the audits will be to verify that proper procedures, detailed checking, Independent
Technical Reviews and document control activities are being followed and performed. All audit findings become
documented non-conformances or corrective actions requiring corrective actions.
Corrective/Preventive Action - A documented procedure is in place that describes the corrective action process.
RADISE makes every effort to eliminate the cause of nonconformities, and potential nonconformities, in order to prevent
their recurrence.
Continuous Improvement - RADISE constantly seeks ways to continually improve the effectiveness of the Quality
Management System through the use of quality objectives, audit results, analysis of data, corrective and preventive
actions and Management Reviews.
Client Satisfaction Feedback Reviews - The Project Manager and Corporate Quality Control Manager shall initiate
periodic Client Feedback Satisfaction reviews with the District Project Manager and other District staff as appropriate.
The purpose of this review will be to solicit District feedback regarding contract performance or other issues requiring
attention by senior RADISE management.

our projects. RADISE has proven quality assurance and control measures in place that have been developed based
on many years of experience. Our evolving and improving internal QA/QC program establishes the Performance
Standards, Policies, and Procedures by which our services are provided. Our QC Manual provides a guide for the
overall QC program. It includes engineering, construction-laboratory material testing, pre-design, design, construction,
and post-construction procedures and checklists aimed at accomplishing the overall goal of providing quality services.
RADISE recognizes that a comprehensive QC program involves everyone in the company; each with a different
responsibility, acting at different times, and at all levels of project participation.
RADISE QC System – RADISE has internally developed and utilizes a proprietary software known as the RADISE
QC System. RADISE’s QC System is an innovative, secure and easy-to-use Web-based system application used to
schedule, track, check and report all of our field and laboratory testing results – a first of its kind in the industry. Our
QC System was developed to minimize human error.
The QC System is a powerful testing and inspection based application that we have successfully used for the last 9
years to manage and report test results for all of our projects. It is specifically set-up for the recipient and used to
schedule, track and report all of our field and laboratory testing. It even automatically schedules concrete cylinder
pickups 24 hours after a concrete pour was performed – eliminating issues with cylinders left in the field! It was designed

Approach to Construction Engineering and Inspection Services
We further understand that we will serve as the City’s Representative, and our role will involve construction observation
of the work performed by various Contractors, assistance to City’s staff with preparation and review of project
documentation, and providing professional, technical and administrative staff resources that can be called upon as
needed to satisfy the various project requirements as well as assistance with decisions during construction. Specifically,
our project work will include but may not be limited to the following categories of services as outlined in the RFQ:
• Contract administration, inspection, and materials sampling and testing
• Administer, monitor, and inspect Construction Contracts
• Post Construction and Other Related services
Also, we understand that the Construction management and Administration services will include performing work

Project Management
Our Project Manager, Andrew Nixon, PE, will provide management oversight of our inspector(s) and associated
technical support team for the duration of the project in order to deliver consistent, effective, high quality service to the
City. The Project Manager will provide the inspector with whatever support is necessary to keep him focused on the
contractor and quality of the work being provided.
Along with the inspector, the PM will coordinate all project meetings and as co-chair, prepare agendas, take meeting

The City of Miami is using the Miami Forever Bond to fund a series of projects that will improve five of the City’s most
pressing needs categories: Sea-Level Rise and Flood Prevention, Roadways, Parks and Cultural Facilities, Public Safety
and Affordable Housing. Wantman Group, Inc. (WGI) was retained by the City to provide civil engineering services for
roadway and drainage improvements at four locations throughout the City. RADISE was subcontracted by WGI to provide
Geotechnical Engineering services to aid in the design of the roadway and drainage improvements for the four sites.
RADISE provided geotechnical engineering testing, as well as soil analysis and recommendations. Services provided
included standard penetration test (SPT) borings, asphalt cores, auger borings, and open-hole exfiltration tests in general
accordance with the South Florida Water Management District (SFWMD) procedures. Maintenance of Traffic (MOT) was
required including signage and flagmen. In addition, the collected soil samples retrieved from the roadway borings, were
visually classified using the Soil Classification System of the American Association of State Highway and Transportation
Officials (AASHTO), in general accordance with American Society of Testing and Materials (ASTM) A limited laboratory
testing program was assigned and performed to identify soil index properties and the environmental classification for the
site.
RADISE prepared a Geotechnical Report summarizing the field testing data, discussing the subsurface soil and
groundwater conditions, and presenting our conclusions and recommendations for construction of the proposed roadway
in accordance with FDOT Standard Specifications for Road and Bridge Construction.

The Prosperity Farms Road over SFWMD C-17 Canal Bridge Replacement Project includes the replacement of the
Prosperity Farms Road Bridge over the SFWMD C-17 canal (Earman River). The limit of this project is from the intersection
of Ibis Way to the intersection of Richard Road. The existing asphalt pavement between the project limits is expected to be
milled and resurfaced.
The field exploration program to evaluate the existing subsurface conditions for the project consisted of drilling pavement
corings, auger borings and Standard Penetration Testing borings.
Representative soils samples collected from the boring were classified. The classifications were based on visual
observations supplemented by laboratory test results performed on selected representative samples. Laboratory index tests
consisting of full Sieve Analysis, Percent Passing No. 200 Sieve, Natural
Moisture and Organics Content tests were performed on selected samples.
Corrosion Series testing was also performed.

Report identified the thickness and composition of the existing pavement

order to develop the Vibration Monitoring Requirements, and developed milling and resurfacing recommendations. The

The PBCWUD Belle Glade Zone 3 project included water main
installation improvements and roadway restoration.
The field exploration program to evaluate the existing subsurface
conditions for the project consisted of providing Temporary Traffic
Control (TTC), the performance of twelve (12) pavement corings
and the drilling of twelve (12) Standard Penetration Testing borings.
Representative soils samples collected from the boring were
classified. The classifications were based on visual observations
supplemented by laboratory test results performed on selected
representative samples. Laboratory index tests consisting of full Sieve Analysis, Percent Passing No. 200 Sieve, Natural
Moisture and Organics Content tests were performed on selected samples.
The subsurface soils below the pavement section consisted mostly of a surficial sandy fill material consisting of fine to
medium sands with minor amounts of silt, occasional traces of gravels (limerock fragments) and/or organics (SP-SP/SM
Unified Soil Classification System). These upper sands were underlain by alternating layers of sandy organics, organics
and fibrous organics (Peat = PT Unified Soil Classification System).
RADISE provided a Geotechnical Engineering Services Report that identified the anticipated soil profile and the anticipated
subsurface conditions within the depth of pavement wheel loading influence along the roadway; assessed the site
preparation requirements and engineering criteria for placement and compaction of approved fill materials; and identified
appropriate design and/or construction considerations based on the soil and groundwater conditions encountered in the
borings. Of importance, RADISE provided recommendations for the complete removal of the organic soils and their
replacement with suitable engineered fill material (i.e, de-mucking) and a more cost effective partial “de-mucking” scheme
that will help minimize settlement effects.

RADISE provided Construction Inspection and Materials Testing
Services for or this project for the rehabilitation of Herbert Hoover Dike,
a 143-mile series of levees and structures surrounding Lake Okeechobee.
The work included the demolition of existing Culverts 11 and 16 and
placement of new cast-in-place concrete culvert structures with gates and
control systems and restoring the embankment; demolition of existing
Culverts 4A and 3 and the reconstruction of new structures; and
rehabilitation structure replacements for Culverts 5A and 5.
The field exploration/testing and laboratory testing included soils testing
for embankment components, structural concrete sampling and testing
and asphalt monitoring and testing. Structures work included
providing quality control services during concrete placement and
casting of the building components.

Thanks to the ongoing support of our clients and our hard-working staff, we have enjoyed significant growth for 20+
years -- and continue to celebrate success by adding staff, expertise and services lines.
Founded in 1997, RADISE has a staff of over 70, including 12 professional geotechnical and civil engineers (PEs); field
and laboratory engineering technicians; geotechnical drillers; construction engineering inspection (CEI) and threshold
inspectors; and support staff providing services throughout Florida. RADISE has 20+ years of experience working with
both public and private sectors in Florida including Construction Services Contracts with Cities, Counties, School
Districts, FDOT, SFWMD, and USACE - on operations that run 24/7. Our engineering staff has more than 300+ years
of combined experience in geotechnical and construction engineering. RADISE is also an FDOT Construction Testing
Qualification Program (CTQP) Training Provider, training in-house staff, FDOT personnel and outside clients, allowing
us to keep our inspectors fully trained and certified at all times.

RADISE has been performing Engineering Services for over 22 years, has held numerous continuing contracts for
geotechnical and CEI services in Florida. RADISE specializes in supporting small- and large-scale
transportation/roadway, water-resources and facilities projects. Our clients regularly include Cities, Counties, school
districts, contractors, A/E firms, the South Florida Water Management District (SFWMD), Florida Department of
Transportation (FDOT) and United States Army Corps of Engineers (USACE).
Our geotechnical field and lab capabilities include the fact that we have a unique water-resources specialty testing lab,
which is the largest in the State. We have all the required equipment, staff, professional engineering expertise,
management and transportation to conduct field and lab work and fulfill the requirements of this contract. Additionally,
due to our extensive history of project work in South Florida, our staff is fully knowledgeable of applicable local

Skilled Project Management and Team – Our proposed Contract manager, Andrew Nixon, PE, who is RADISE’s
Senior Engineer, with 15+ years of Geotechnical engineering, and testing experience, Construction Engineering
Inspection & management; Civil Engineering; and has also served as Project Manager for 100’s of South Florida
projects. He will be supported by, Mr. Gregory Stelmack, PE, has more than 30 years of experience and has acted as
Project Manager for numerous major projects throughout Florida. Mr. Stelmack is skilled in providing Geotechnical,
Construction Engineering Inspection services including quality assurance/quality control for a wide variety of
transportation, commercial, water resources, industrial, retail and institutional projects. They are additionally supported
by our Principal-in-Charge, Mr. Kumar Allady, PE, who is a Geotechnical and Civil Engineering of over 30 years with
broad based experience in multiple industry segments including Transportation, Municipal, Water, Commercial
Facilities, Power, etc. Finally, we have our Chief Geotechnical Engineer, Mr. Tom Mullin who has 40 years of
geotechnical engineering experience and is an expert in the Geotechnical field. Tom has served as Principal
Geotechnical Engineer on numerous projects for private and public clients including the Florida Department of
Transportation (FDOT), United States Army Corps of Engineers (USACE) and South Florida Water Management
District (SFWMD).
Quality Assurance/Quality Control (QA/QC) – Quality is sought and documented for every RADISE project. Our QC
program includes multiple levels of Quality Control. We have developed, through our in-house IT group, a proprietary
project management software called the RADISE QMS System. The RADISE QMS System is a significant
differentiator over our competitors! The RADISE QC System is a powerful state-of-the-art web-based application
and data management tool that we provide complimentary to our clients. The first of its kind in the industry, it was
developed to minimize human error in the QC checking and reporting processes. For 9 years, we have been utilizing
this system to simplify reporting, and to create instant results/report access for our Clients and their design Team, 24/7.
We can develop and expand the QMS to a life-cycle application to cover data from Planning, Design, Construction
through O&M. Our QMS system is being used on multiple projects by SFWMD & the USACE and is written into the
specifications for the new SFWMD C-43 water reservoir. It has proven to be a considerable cost saving data
compilation, management and reporting tool for our clients and can be brought to bare on the successful application
on Palm Beach County’s projects. We are also very familiar with the FDOT’s MAC system and data management
systems, having worked on numerous FDOT projects as inspectors.

Contract Management
Mr. Andrew Nixon, PE, our Contract Manager, has 15+ years of experience including providing
Environmental, Geotechnical and Construction Materials Testing Services for low and high-rise
structures, single family residential developments, bridges, piers, buried structures, transmission
towers, silos, roadways, etc. He prepares and reviews geotechnical and materials engineering
inspection reports, coordinates and supervises engineering staff and drilling personnel, and conducts
foundation observations, foundation design reviews and geotechnical instrumentation monitoring.
He will serve as an accessible and responsive single point of contact to the County.

Our Deputy Contract Manager for this contract, Mr. Gregory J. Stelmack, P.E., is a seasoned
Geotechnical Engineer with 28 years of experience providing geotechnical engineering and
construction materials testing, and Inspection services for projects, including RADISE’s contracts with
Palm Beach County, the US Army Corps of Engineers, South Florida Water Management District and
the Florida DOT.

Quality Assurance (QA) will be provided by RADISE President, who is a QA expert with 25 years
of experience including comprehensive knowledge in providing project quality control/quality
assurance and has served as a Program Manager for specialized quality control work on numerous
projects for private and public clients. He has experience providing QA/QC for water-resources
related projects, with expertise that includes project management, research analy sis, process
analysis, systems design, and he has served as Program Manager on numerous projects for private
and public clients in South Florida including with cities, counties, the United States Army Corps of Engineers (USACE),
South Florida Water Management District (SFWMD) and Florida Department of Transportation (FDOT).

Mr. Tom Mullin, P.E., has over 40 years of experience. Mr. Mullin has considerable
experience providing quality assurance oversight; CEI documentation; construction

Mr. Akash Bissoon, P.E., has over 15 years’ experience on FDOT and municipal transportation
and utility projects, water resources projects, commercial buildings, water reservoir projects,
water/wastewater treatment facilities, industrial facilities and landfill projects in Florida. Mr. Bissoon
has a wide range of professional knowledge and hands-on experience in geotechnical, materials,
environmental and civil engineering. He works on projects from the initial modeling-specification
stage, through the planning, designing and drafting stages and is skilled at conducting materials
investigations through the construction completion-certification stage. He has extensive experience in subsurface
investigations, roadway soil surveys and foundation design for a variety of project types. Whether planning, designing
or drafting, Akash’s civil engineering knowledge is always a valued asset to the RADISE International Team.

Mr. Newton Brooks, who has 28 years of experience has been involved in major earthworks
including mass site grading, installation of low permeability soil liners, geomembrane, geonets,
geotextiles, geosynthetic clay liners, soil drainage layers, and associated pipe work. He has
managed the field testing services we have provided in Miami-Dade County for numerous projects.
Mr. Brooks has supervised numerous detailed geotechnical investigations for local public and
educational entities including the SFWMD, USACE and FDOT.

Mr. Sasidhar Ayithi, P.E., who has 20 years of experience and has managed lab testing
services for client’s including Counties, Cities, FDOT, USACE, SFWMD, and contractors. He
holds numerous CTQP and ACI certifications. Mr. Ayithi has served as Project Engineer, Project
Manager and provided project administration for projects involving material testing, inspections,
CEI administrations and geotechnical investigation. He is skilled in providing subsurface
investigation analysis, design and on-site inspections, quality control and analysis, roadway soil
surveys, foundation design, analyses for bridges and environmental impact assessment for highway projects. Mr.

Construction began in 1915 and it took over a decade to complete the roadway over the marshes and
muck of the Everglades. When completed, drivers could travel from Tampa on the west coast of Florida
to Miami on the east coast (hence the name “Tamiami”), which was once a feat considered impossible
within a reasonable
amount of time.
TThhee CChhaalllleennggee
FDOT decided to construct the Tamiami Trail in a sustainable model. The challenge was to construct
a bridge that not only overcame the above given hurdles but also used innovative Life Cycle Monitoring
(LCM) technology to bring unique sets of Social (People), Economic (Profit) and Sustainable (Planet)
Benefits. This would lend future value to the Engineering profession and lead to enhanced perception
of construction engineering by Public.

Smart technology was introduced to the design-build team wherein Embedded Data Collectors (EDCs)
were installed within the pile foundations for effective LCM. These internal sensors measured vital
characteristics such as the stresses within the concrete. Data was collected wirelessly using Bluetooth
technology connected to the sensors. Since the sensors were installed within the concrete during
production, it allowed constant monitoring of the structure through all phases of construction with
minimal disturbance. These sensors were design to withstand the rough conditions during production
and construction yet be able to keep making sensitive measurements. In addition, data could be
collected wirelessly from this smart transportation project structure well after the construction crews
have left the site. Thus, any engineer from anywhere in the world could check into Tamiami Trail and
see the amazing sustainability benefits, which continues to be a marvel of modern engineering.

With major infrastructure work forthcoming, like the Miami-Dade County has in its pipeline, the era of
smart, connected internet of things (IoT) will be all around in the County sooner than one can think. In
this context, SSmmaarrtt SSttrruuccttuurreess ((aa RRAADDIISSEE SSiisstteerr CCoommppaannyy)) with more than a decade of history of
embedment and other variety of sensors, could monitor various concrete structural elements using
pertinent sensors in almost any structural or awareness application. The monitoring can be for a brief
time during construction, and for long-term life cycle monitoring.
Sensors are still underused, especially in infrastructure design, construction and maintenance. As
States across the nation inspect their marine structures inventory to determine maintenance and
rehabilitation needs, non-quantitative and highly variable data obtained from current inspection
programs often prove inadequate for making comprehensive, long-term life-cycle and bridge
management decisions. For example, concrete pile foundations undergo corrosion with time and
require retrofitting. Inspection of marine structural elements like Sea walls require more than visual or
even surficial measurements. Sensor-monitoring is becoming a big part of construction and post
construction processes.
Smart Structures assembles, tests and calibrates in-house distinct types of sensors: accelerometers,
strain sensors, corrosion sensors and other customized sensors. These are embeddable or externally
attachable depending on the specific project requirement. The embeddable sensor technology is
designed to be cast directly into wet concrete and cured before the commencement of construction.
Since sensors are embedded within the concrete during casting, these are at their most active state
during construction, continuously monitoring strains, load capacity and integrity to ensure quality
installation.
On many projects, these sensor systems have been used to augment – and even replace –traditional
approaches to construction quality inspection, resulting in much greater construction productivity.
Smart Structures also assembles, tests and calibrates in-house external gauges depending on the
project requirements.
In summary, the utilization of smart sensors of SSmmaarrtt SSttrruuccttuurreess ((aa RRAADDIISSEE SSiisstteerr CCoommppaannyy)) enables
safe, economical and accelerated construction, and an advantage to the City moving forward.
