Project Approach & Understanding SECTION D ENGINEERING YOUR SUCCESS 9 SECTION DPROJECT APPROACH & UNDERSTANDING OCI will communicate fully and openly with the City of Sunny Isles Beach, preferred vendors, authorities having jurisdiction, and design team to assure the result is in accord with the expectation of the Facilities Team. Project communication will flow through the City’s Project Manager to OCI’s Project Manager, Sudharma. Sudharma will set up an initial meeting or conference call with the City of Sunny Isles Beach Project Manager to discuss relevant topics from both a technical and procedural standpoint, understanding of roles, and to discuss the project objectives. A Project Manager and design team are selected based on previous experience and relationship with the City. OCI will meet with the City to discuss the scope of work in detail and any needed site visits. A scope of work and proposed fee are submitted to the City of Sunny Isles Beach, and upon approval of OCI’s proposal, our team develops a schedule for project completion and a kickoff meeting is set. The objective of this meeting is to inform every one of the scope and receive input on design and construction. Project Coordination takes place throughout all the phases through formal meetings and correspondence. To ensure the design allows for maintenance access, meets code, project requirements, and to identify which critical systems must be in operation during construction. Project documents are reviewed on a sheet by sheet basis at meetings and are designed for all disciplines to give comment for any further coordination effort. DESIGN OCI’s team proceeds with the first of the three traditional phases of project design – schematics, design development, and construction documents. The extent to which these phases are executed will depend upon the size and complexity of the project. OCI prepares schematic documents (diagrams, sketches, narratives, etc.) of the project and reviews these with the City’s Project Manager. Then our design team refines the documents further and resubmits them to the City of Sunny Isles Beach’s Project Manager for approval. After the document review and refine process is completed, the construction documents are submitted for a final review. Throughout the three phases, OCI forwards progress documents and maintains communication with the City of Sunny Isles Beach’s Project Manager so that the City is continually informed of the progress. Possible Design-Build Delivery | If the City of Sunny Isles Beach has designated contractors for mechanical and electrical construction under continuing contracts, then frequently the design-build approach with one of these contractors is an excellent way of expediting the project and controlling costs. CONSTRUCTION DRAWINGS (AUTOCAD/BIM/REVIT) A properly coordinated project produces drawings and specifications, which clearly define the work to be done. This ensures it will be constructed to meet the City’s needs within an affordable cost and expected time frame without creation of adverse conditions along the way. Project Drawing List | The project drawing list is a document that evolves with the development of project scope. Each drawing has a subset of tasks which must be completed for that project to be considered complete. Project Events List | OCI creates a list of required project production events for each discipline for schematic design, design development, construction documents, and construction administration phases. CONSTRUCTION SPECIFICATIONS OCI also works from a standardized CSI (Construction Specifications Institute) organized format for production of the various portions of the Bidding Requirements and the various divisions of the Specifications which are relevant to the project. This detailed listing of specification sections is an additional quality control tool, which helps assure that all necessary systems and components are specified. It is, in fact, an additional form of checklist to supplement the items which are developed as part of the project drawing list. They both go hand in hand to assure a well-coordinated set of documents. PERMITTING OCI will participate in the document review process, attend meetings with reviewers as necessary, and provide responses and clarifications for the design intent. BIDDING AND NEGOTIATION OCI prepares documents in the format desired by the City of Sunny Isles Beach. These documents are issued to the bidders of the City’s choice in the manner of issue desired. OCI’s team assists with the bidding process by participating in pre-bid meetings, and in evaluation of bids. CONSTRUCTION OBSERVATION ADMINISTRATION Construction Administration is best achieved through the project engineers maintaining a continuous presence from design all the way through construction on the job site and organizing meetings with the facilities staff, stakeholders, ENGINEERING YOUR SUCCESS 10 SECTION DPROJECT APPROACH & UNDERSTANDING and project team. Project engineers can answer questions and provide contractors clarification on the job site because they know the design details and why design decisions were made. This provides immediate resolution and feedback, keeping your project moving forward and on schedule. Our Project Manager will coordinate pre-construction meetings at the site with the contractor and the City’s Project Manager. The design team reviews construction administration protocol with the contractor and discusses special project conditions that may need to be reiterated to assure the contractor understands. The submittals are reviewed by OCI’s project team and the City of Sunny Isles Beach’s facility staff to assure that City is getting the products and systems that they are expecting. OCI issues an itemized submittal comment sheet with detail of any submittal issues that must be corrected. Circuital systems, such as controls, are reviewed with the vendor so that the vendor understand any deviations in their submittals are corrected. OCI’s Project Manager performs project observation visits to verify the contractor’s compliance with the contract documents. A field report including any necessary photo documentation is provided to the City for each project site observation. CONCEPTUAL ESTIMATES FOR NEW CONSTRUCTION AND RENOVATION/RETROFIT PROJECTS OCI considers that Scope, Budget, and Schedule (SBS) is the key to keeping a project on track and within budget. Projects are developed through sound implementing a sound design and construction process. A reasonable budget for both parties is possible when the project team works together to create a well-defined scope with alternatives to avoid change orders. OCI will work with the City to create conceptual estimates for both renovation, retrofit, and/or new construction projects. Conceptual cost estimating begins at the start of the project and continues throughout the design with the level of detail increasing as the design progresses towards 100% completion. OCI keeps records of project system costs including costs for system options so that the order of magnitude construction costs can help in making design decisions that stay within the project budget. As in all other aspects of OCI’s professional services, the City of Sunny Isles Beach will be kept abreast of all cost information as it develops so any cost that might impact project decisions is made known at the earliest possible time. When budget constraints are very tight, OCI suggests reasonable alternatives to the system design that will retain the project’s overall objectives but provides cost ENGINEERING YOUR SUCCESS 11 SECTION DPROJECT APPROACH & UNDERSTANDING reductions with minimal reduction in system features and performance. Proposed system alternatives are included in the construction documents to allow competitive bidding to incorporate their actual cost values as part of the bid process. Continuing services projects are almost always retrofit or renovation projects, and generally include unforeseen issues regardless of the degree of detail to which the original scope is set. Only a well-defined scope agreed upon by the City and OCI will help the project be accomplished without requests for Change in Services and unforeseen cost occurrences. ANALYSIS OF EXISTING SYSTEMS OCI is experienced in analyzing the existing systems having worked with many Continuing Services clients over the last 30 years. When it comes to analyzing systems, chillers, air handling units and control system replacements are probably 70% of the work we do under continuing services. OCI will perform a detailed site inspection of the existing conditions as well as complete a thorough review of the existing documents prior to any new design efforts. The verification efforts will include field measurements of all equipment locations and duct connections. Most air handling replacement projects include their challenges such as limited accessibility and it is not uncommon to have to modify walls and openings to accommodate equipment removal and replacement. An evaluation of the existing system is necessary to determine the original design intent and aid in the development of the new design. Air balance and proper ventilation rates must be maintained and many times deficiencies of existing systems are easily corrected on an air handling unit replacement project. In addition, new codes can have vastly different ventilation requirements from the original design and it is important to include the necessary capacity and make the adjustments required to the inlets and exhaust systems accordingly. The programming of the spaces, both current and projected future, shall be evaluated to ensure the capacity is there without radical system adjustments in the future. AS BUILT DRAWINGS (AUTOCAD/BIM/REVIT DRAWINGS) OCI will provide Engineers Review and CAD input of Contractor As-Built Drawings so City has an accurate record of the project. PERFORM ELEVENTH MONTH WARRANTY INSPECTION We understand the importance of longevity for the systems we design for you and the integral part that the contractor’s warranty period and processes play. OCI will proactively monitor the performance of the project’s systems throughout the warranty period. Proactive monitoring helps identify any installation deficiencies that need to be addressed by the contractor to ensure they are resolved, and the building is functioning as intended at the end of the warranty period. We also facilitate a walkthrough with all stakeholders and the contractor within one month of the closeout of the warranty period. Most importantly, even after the warranty period is over should a need arise, OCI will be there to assist you. It is our team’s goal to always be an extension of your facilities team. We meet with the City’s project team to determine and prioritize alternatives, especially for project elements that may be difficult to define at the time. The goal is to provide the City with an efficient system that meets the project’s needs and budget. Cost control begins with the scope development and continues through the construction phase. OCI’s team keeps records of project system costs and alternatives, to ensure that the School knows the magnitude of the construction costs and can make decisions that keep the project within the City’s budget. ENGINEERING YOUR SUCCESS 12 SECTION DPROJECT APPROACH & UNDERSTANDING project necessity, and identify over pricing or requesting additional fees for items included in the initial scope. One reason we may reject a change order is due to the general contractor seeking a change that is covered in the original scope and drawings but overlooked during the bidding process. We are an extension of our clients and work to protect their interest and the integrity of the project’s design. Careful systems design and study of a project’s documents is required to achieve zero change orders, errors, and omissions. Having a trusted construction administrator that is involved in the project from design to closing is one step clients can take to ensure a quality designed project. OCI is proud to be one of the few engineering firms that maintain the design engineer as the construction administrator. Being involved has allowed our engineers to grow by seeing their design go from paper to a functional building system. Keeping this in mind during the design process leads to increased field coordination with contractors and subconsultants, and a reduction in errors and omissions. SCHEDULE OCI’s Project Manager will develop the schedule once the scope is defined, the project tasks determined, and the system components identified. If there is missing project information during the schedule development process, such as the exact delivery date of critical equipment, OCI’s team make scheduling decisions based on lessons learned and experience. Long-lead items can affect the schedule and OCI’s Project Manager assists the City with procurement packages, so the equipment is competitively pre-purchased prior to design completion. The pre-purchased equipment is then interfaced into the construction schedule by coordinating with the contractor. This approach to developing the schedule allows the project to move forward and meet the City’s timeline. The City is kept abreast of information as it develops, so that any cost impact on the project are known at the earliest possible time. When budget constraints are stringent, OCI’s design team suggests reasonable alternatives to the system design that will retain the project’s overall objectives while providing cost reduction with minimal negative impact to the system’s performance. VALUE ENGINEERING, CHANGE ORDERS, ERRORS, AND OMISSIONS A unique cost control feature that our clients benefit from is our project managers involvement during design, construction administration, the final walk-through, and warranty period of every project. Our project team works to be an extension of our clients at each phase to ensure the quality value engineered designs, low instances of change orders, and to minimize oversights. Value engineering is the effort to analyze a project plan to determine if there are alternatives that result in lower life-cycle cost without compromising the project quality. A quality system is a goal of value engineering as opposed to the focus being on lower cost design. OCI practices value engineering in concert with the budget estimating, project option selection, and close work with our clients to reach decisions on the best approach that results in a quality system that operates optimally and has a low life cycle cost. This process is ongoing and begins at the project’s conception to its eventual completion. Our design team practices a collaborative approach to the construction phase by working with contractors rather than against them. This endeavor fosters a team environment acting in the owner’s best interest. Many times, this encourages contractors to bring valuable cost savings measure to the table to deliver a quality product under budget. During the Construction Administration phase of a project, our project managers review change orders for accuracy, OCI’s energy modeling and Ice Storage Thermal projects saved the School Board of St. Lucie County $3.3 Million in savings in the first 2 years. Florida Power & Light returned the savings with a check for $679,680.00 back to the School District that year. Over the last 10 years, the District has saved nearly $25 million in energy savings. We have been fortunate to provide this service both as a Prime Consultant and as a Subconsultant to Architectural firms, Design-Build entities, and partnering Civil and Structural engineering disciplines. The initial phase of the upgrades to the municipal complex will include a new, hardened Police Department facility to house day-to-day public safety resources and activities as well as a data center to support Town information infrastructure. This facility would also serve as the Town’s Emergency Operations Center and house police and Town personnel before, during and after disasters such as hurricanes.
