Dear City Clerk, Biscayne Engineering (BE) would like to thank the City of Sunny Isles Beach for considering our response to the Request for Qualifications for Continuing Professional Consulting Services (CCNA)”, RFQ No. 20-07-01. We are submitting this response for consideration by the City Clerk office in the type of work of Surveyors and Mapping. BE is a full-service Surveying and Engineering firm serving the South Florida community since our inception in 1898. We are certified as a Small Business Enterprise (SBE) with Miami-Dade County, Palm Beach County, School District of Palm Beach County, School Board of Broward County, Broward College, Florida Department of Transportation (FDOT) and South Florida Water Management District (SFWMD). (Copies are attached) We understand our responsibility to the community and know that to remain successful we must do the right thing, always. BE has a long history leading exceptional teams to provide quality professional services to our private and public sector clients. BE provides general surveying and mapping services (Boundary Surveys, Mapping, GIS, Platting, Topographic Surveys, Flood Plain Studies, LiDAR, etc.) throughout South Florida, and has done so since our inception. We currently prime multiple surveying services contracts, including municipal contracts such as the City of Miami, City of Miami Gardens, City of Hialeah, City of Delray Beach and the City of Deerfield Beach, City of Plantation as well as state contracts with FDOT (Districts 4 and 6) and South Florida Water Management District (SFWMD). From our long and varied history in surveying and engineering, BE has gained vast experience and expertise in virtually every aspect of the professions, from tried and true practices to the newest applicable technologies . BE understands the importance of developing a strong QA/QC plan with redundancy and sufficient independent checks to ensure that the final product is both comprehensive and reliable. The numerous successfully completed projects for several cities, as well as Florida Department of Transportation (FDOT) and various municipalities has solidified our reputation as the leading Surveying Firm in South Florida. Biscayne Engineering Company currently employs 52 people, with offices in Miami and Boca Raton, Florida. Biscayne Engineering’s Miami location will be serving as main location for this contract. When the City requests a proposal from BE for an specific assignment, Mr. Bartholomew will work closely with the City’s project manager to develop a full understanding of the scope of services required. After doing so, BE will take the steps necessary to prepare a fee proposal. Research If the work is to be performed within property that the City or one of its consultants has surveyed before, BE will request all prior surveying data (drawings, notes, etc.) that is available. Following this, BE will research our own extensive surveying records which date back the mid 1800’s. Horizontal and vertical control will also be researched through Labins, and Miami-Dade County, to supplement any control data provided by the City. Site Visit Prior to preparing a fee proposal, a site visit will be performed. This will ensure that conditions on the ground are as we expected, and the scope of services, as we understand them can be performed. We will also ensure that, where applicable, horizontal and vertical controls are in place to perform the work. Site photographs will also be taken at this time, particularly in any areas of specific concern. A site visit can also help identify any access issues before proposing and before dispatching a crew to collect data. 10 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 Fee Proposal Once the assignment has been fully researched and a site visit has been performed, BE will prepare a man-hour estimate. Unless an alternative method is requested, BE will prepare a spreadsheet using these man-hours together with our contract rates. Approach to Work (Typical) Once the fee proposal has been approved and we receive a fully executed Authorization to Proceed, Biscayne Engineering’s Project Manager, Mike Bartholomew will hold an internal kickoff meeting to discuss in detail the full scope of work, the project schedule, QA/QC procedures and deliverables. Team members will be assigned to specific production tasks and a full mission plan will be outlined. Research documents (plats, deeds, benchmarks, etc.) will be assembled, and project budgets will be prepared and followed daily. The team of professionals at BE have decades of experience in the design and implementation of GPS control networks for projects involving mobile LiDAR, airborne LiDAR, static High Definition Laser Scanning, as well as all other conventional surveys. We will ensure the data collection meets the accuracies required for all projects. BE will follow all guidelines and specifications required and in compliance with the Standards of Practice set forth by the Florida Board of Professional Surveyor’s and Mappers. Proper planning and sound surveying measurement principals and procedures along with stringent QA/QC will be utilized to produce the desired accuracies in a timely and cost-effective manner. This is our promise to you and what we will do every time, for all projects assigned under this contract. Approach (by Work Type) BE has a long history of performing all types of surveys, including those specified in the RFQ, throughout South Florida. For the most part, our volume of work speaks for itself, but t here are a few areas where we feel it is necessary to illustrate our approach. Topographical Surveys (general) With our long history, it is hard to imagine a company having more experience in the preparation of Topographic Surveys than BE. While no two scopes are alike, there are some basic items that are components of any well- prepared Topographic Survey. First, the Project Manager and all team members must gain a clear understanding of the main purpose for the Topographic Survey to ensure the correct amount of data is collected. Also, equipment must be calibrated: poorly calibrated equipment introduces errors that may be difficult and costly to fix later. Furthermore, any benchmarks (vertical control points) used must be independently verified by a closed bench level circuit to an additional benchmark(s). When locating features with the total station, it is imperative that the survey crew regularly checks and records their backsight reading, to ensure that the instrument has not been disturbed. 11 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 Topographic Surveys (Roadway Design) BE has a wealth of experience in preparing topographic surveys for roadway design. As a current and prior consultant to the Florida Department of Transportation, Districts 4 and 6, and a variety of municipalities, our team has the credentials to handle this work efficiently and professionally. The first step is usually the establishment of Project Controls (horizontal and vertical throughout the project corridor). Next will be the recovery of monuments which can be used to re-establish the historic baseline or to determine a new baseline of survey if none exists. In addition to locating all fixed, aboveground improvements, cross-sections are taken throughout the project corridor (at an interval which honors the City’s requirements at the time of the survey as well as any breaks in grade). Once the data is processed and adjusted in the office, it is common that a Digital Terrain Model (DTM) is prepared. This allows designers to cut cross-sections and profiles if needed and allows for greater flexibility as designs change. At times, it will be necessary to review title searches, particularly if additional Right-of-Way is to be acquired. Whatever the City needs in terms of Roadway Design Surveys, BE has the trained staff and experience that is required to get the job completed on time. Right-of-Way Surveys Determining the location of the Rights-of-Way for roads and canals requires an understanding of surveying principals, a knowledge of how to prioritize field evidence, an ability to read maps, as well as expertise in interpreting deeds and applying the law. Sometimes the rights are established by plat, other times by deed, and other times they are the result of a reservation. BE has extensive recent experience in the preparation of R/W Surveys for various government agencies including the Florida Department of Transportation, South Florida Management District, and various municipalities. The work would start with inquiries made to the City for any prior work performed in the area (maps, field books, etc.). Additional research would be performed at Miami-Dade County and FDOT (where applicable). If title searches are provided by the City, they would be fully investigated by BE, with particular focus on matters related to the Right-of-Way in question. Certified Corner Records (CCRs) would be obtained from Labins. Of course, BE’s libraries of historic surveying records (field notes, maps, etc.) are in invaluable source of information. Initial field tasks will involve the location of R/W monuments and control points, Public Land Survey monuments, as well as any suitable subdivision corners which would assist in determining the limits of ownership. Consideration would also be given to physical evidence of ownership and apparent use by others (fences, walls, trails, etc.). Once a determination has been made as to the location, on the ground, of the Right-of-Way, monuments would be (if requested) set at all changes in direction, and at intervals along the corridor as specified by the City. Maps would be prepared in accordance with City standards, in a clean, clear, and professional format. Where appropriate, Certified Corner Records would be filed and copies would be provided to the City. Elevation Certificates An Elevation certificate is an administrative tool produced by the National Flood Insurance Program (NFIP) which is used to ensure compliance with community floodplain management ordinances and also to determine the appropriate insurance premium rate. 12 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 The form contains information about the property owner and location, the Flood Zone, and the Base Flood Elevation (the elevation of a 100-year flood). Most municipalities require that the Base Flood Elevation is considered in new construction. Key elevation features of the building are measured including the Top of the Bottom Floor, Lowest Elevation of Machinery, Highest and Lowest Adjacent Grades, so that the relationship of the structure and property with respect to the Base Flood Elevation can be understood. The National Flood Insurance Program was created by Congress in 1968, and BE has been preparing elevation certificates in South Florida since the outset. Boundary Surveys (Property survey) At Biscayne Engineering Company, Boundary Surveys are taken very seriously. While all surveys are prepared to the highest standards, BE recognizes that Boundary Surveys are used to describe the limits of ownership, to define work limits for construction and are often used in real estate transactions. All monuments that are found must be proven or disproven and all monuments that are set must be substantiated by suitable evidence. BE develops boundaries by collecting evidence. Some of this evidence comes in the form of prior surveys, plats, etc., and some comes in the form of located survey monuments. BE is privileged to have such an extensive library of historic surveying records for South Florida. With 120 years of experience, it seems that there is hardly an area in South Florida that we have not worked in. Having access to this historic information gives us insight into how the region looked a century ago. Such data is invaluable when making boundary decisions and can often help us reduce costs because much of the complicated work has been done. BE works to develop control outside the property we are surveying. This may consist of block corners, section corners, or other well-established points. We use the control to determine our property boundaries, and then check to ensure that it fits well with Monumentation found at the property. Differences will be evaluated, and additional evidence will be collected, if required. Based on our findings recommendations may be given to the client if we believe it to be pertinent. Legal Descriptions BE has a wealth of experience preparing legal descriptions and Sketches to Accompany Legal Descriptions for a wide variety of public and private sector clients. It is not uncommon that in preparation for (or during the course of) a roadway or neighborhood survey it is determined that either permanent or temporary easements are needed to construct the project, or in other cases a dedication of right-of-way is required. Preparing a legal description requires an understanding of the precise location of the premises to be described (with respect to land boundaries) as well as an ability to clearly communicate the results in a manner which is harmonious with record descriptions in the area. The language of the description should be concise, precise, and unambiguous. Our objective is to describe the land to the exclusion of all others. 13 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 GPS (global positioning system) BE uses both Trimble and Topcon GPS units and performs a wide variety of GPS surveys throughout South Florida. BE performs static and RTK surveys and utilizes the for permanent referent network. All GPS work is post processed in Trimble Business Center. LiDAR (Light Detection and Ranging) LiDAR is a remote sensing method that uses laser pulses to measure distances at an extremely fast speed producing 3-Dimensional point clouds. This technology can be used in three different platforms: 1) Static, 2) Mobile and 3) Airborne. BE has been performing Static LiDAR Surveys continuously since 2006 including collaborations with some of the leaders in Airborne and Mobile LiDAR services in South Florida and nationally. Our staff has been trained by the experts at Leica in both field and office procedures of the Leica C10 Laser Scanner. Additionally, BE has multiple staff members trained in the use of Software TopoDOT to perform point cloud data extraction for multiple uses. BE performs such surveys regularly in all facets of Surveying, from Construction Surveys, to Archaeological Surveys to Topographic Surveys. LiDAR technology allows us to obtain larger amounts of data in a fraction of the time it takes to perform conventional surveys and with a higher level of detail. This technology also allows us to perform surveys the safest way possible by keeping our employees away from traffic in our busy roadways and by being able to obtain data from hard to reach tall structures, electric cables, communication towers, etc. Having access to LiDAR point cloud data eliminates “go-backs” to the job site to obtain additional information, thereby allowing BE to provide competitive estimates for our clients. Platting Biscayne Engineering’s history with platting dates back to the assistance provided by one of the Company’s Founding Fathers, J.S. Frederick, in the creation of the original Map of Miami on June 9, 1896, recorded in the public records of Miami-Dade County in Plat Book B Page 41. BE has reviewed plats in the City of Hialeah for compliance with Chapter 177 of Florida State Statutes since the late 1990’s and continues to do so up to this day, serving as the City’s Surveyor. BE’s latest successfully recorded plat is Life Science Technology Park (Plat Book 174, Page 82 per the public records of Miami-Dade County) for the University of Miami, Campus Planning & Development. It is preceded by our previously recorded plat FPL Cutler Plant Substation (Plat Book 173, Page 68 per the public records of Miami-Dade County) for Florida Power and Light for portions of land within the Village of Palmetto Bay. Specific Purpose Surveys Specific Purpose Surveys are no longer specifically identified in Florida Standards of Practice for Surveyors, but this term is generally used to describe surveys that do not fit into any of the other types identified in Chapter 5J- 17 (Asbuilt/Record Surveys, Boundary Surveys, Construction Layout Surveys, Condominium Surveys, Construction Control Surveys, Control Surveys, Elevation Surveys, Hydrographic/Bathymetric Surveys, Tidal or non-tidal Water Boundary Surveys, Photogrammetric Surveys (including Orthorectified Imagery), Quantity Surveys, and Topographic Surveys). In the past, when Specific Purpose Surveys were defined in 5J-17, they were to be used only when the surveying being performed could not be covered by any of the other defined survey types. Should the City request a survey that do not fit the type’s defined in Chapter 5J-17, BE will be sure to approach the work in a prudent manner and follow all appropriate standards and best practices. 14 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 General Surveying As the surveying profession continues to develop new techniques that make data acquisition faster and more accurate, our dynamic team of professionals continues to grow by obtaining training in such techniques. From preparation of legal descriptions and ownership/parcel mapping, appraisal surveys, court testimony to HD Laser Scanning, point cloud processing and data extraction, our seasoned group of professionals has done it all. The City can feel confident that if they select BE, they will be selecting a team that has the experience, dedication, and technical knowledge to deliver the highest quality products on time and under budget. Water Boundaries Surveying in South Florida requires a knowledge of laws and rules which affect property rights in the vicinity of water boundaries. For coastal areas, there are three (3) primary lines that a surveyor must be knowledgeable on: (1) the Mean High Water (MHW) Line; (2) the Erosion Control Line (ECL); and (3) the Coastal Construction Control Line (CCCL). Mean High Water (MHW) Line Surveys In Florida, the Mean High-Water line generally defines the boundary between the State of Florida and an upland owner in areas of tidally influenced sovereignty submerged lands (water bodies that were navigable at time of statehood). Understanding the legal significance (as defined in Chapter 177.28, Florida Statutes) of the Mean High-Water Line (and being able to properly establish its location and work with FDEP) is critical when working in a municipality such as Sunny Isles. Mean High Water Surveys/Studies are an important component of Boundary Surveys (and other types of surveys) when bordering sovereignty submerged lands. Despite its legal significance, performing Mean High-Water Surveys and Studies is an area of surveying that many surveyors neglect. BE, located just steps from such a water body, understands the importance of this work and has staff trained in the principles for establishing the Mean High Water elevation, using the various methods approved by the Florida Department of Environmental Protection. This knowledge has been passed through the company and several professionals as well as subordinates are competent in the principles and practices of Mean High-Water Surveying. If MHW data is available near our site, BE will seek to extend/interpolate the datum to our site. If approved, preparing the MHW Survey from this point is a fairly straight forward process. Typically, we will run a closed bench level circuit between at least (2) approved NAVD-88 benchmarks (or suitable alternative) and the project location. We will then contour the shoreline and develop a contour line at the MHW elevation. Typically, tidal benchmarks will be set, and a survey tie line will be established. The drawing will be prepared in accordance with FDEP’s standards. If MHW data is not available near the site, it will typically be necessary for us to perform a short term MHW Study. The preferred method is the Range Ratio Method, but there are instances where field conditions will not permit this (if the low water reading cannot be made on the tide staff, for example). In such a case, the Amplitude Ratio Method may be required. All data will be collected using FDEP’s standard forms, and all calculations will be performed by a licensed PSM and will be QC’d by a licensed PSM prior to submitting to FDEP for approval. Once approved, Biscayne Engineering will obtain the FDEP file number and display on our deliverable to the City. 15 CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ No. 20-07-01 Erosion Control Line (ECL) An Erosion Control Line (ECL) is a jurisdictional boundary established in beach renourishment project areas. It is a statutory requirement for nourishment projects in Florida (Chapter 161.141 Florida Statutes). Once established, the ECL defines the boundary between upland (private) property and the State lands. The Trustees of the Internal Improvement Fund (TIIF) must approve the location of the ECL and its location must be guided by the Mean High Water line. Where Erosion Control Lines exist, they are mapped and recorded in the Public Records of the County, and generally effectively replace the Mean High Water line in terms of legal significance. Surveyors working near shorelines must be knowledgeable of the Erosion Control Line and its impact on property boundaries. Coastal Contruction Control Lines (CCCL) Coastal Construction Control Lines (CCCL) define portions of beach/dune systems subject to severe fluctuations based on 100 year storm surge, storm waves or other predictable weather conditions. They are established after a comprehensive engineering study where it has been shown to be necessary to protect upland properties and to control beach erosion. The CCCL does not define ownership, but is a critical line that must be considered when development is contemplated near the shoreline. The CCCL, where it exists, is mapped and recorded in the Public Records of the County. Surveyors working near shorelines must be competent in reconstructing the Coastal Construction Control Line. Horizontal Control Surveys BE has an extensive history in the preparation of Horizontal Control Surveys. Under our current and prior contracts with the Florida Department of Transportation, BE has prepared countless such surveys. While the purpose may vary, typically a baseline is defined either mathematically or on the ground and provided to the design team. Under our FDOT contracts, random horizontal control points are set, and using rapid static, static, Real Time kinematic GPS and conventional surveying or a combination of these, the control monuments are located and their positions are described with respect to the baseline. Surveying Expert Witness While surveying and mapping skills are obviously important assets, consultants should also be prepared to defend the City in court, should the need arise. Court work is specialized: a good surveyor is not always a good expert. One must be confident, possess excellent communication skills, have some fundamental understanding of the law, and know what to say and what not to say. Being conscious of the courtroom also guides how we prepare our surveys from the outset. BE has recent successful experience testifying in both jury and non- jury trials. BE has extensive experience in the preparation of Court Exhibits (we are currently assisting the FDOT Districts 4 and 6 Legal Department as well as others on several matters). Surveys and Maps are not always the best choice for conveying complex information in a simple manner. (BE) is a local full-service surveying and civil engineering firm with offices in both Miami-Dade and Palm Beach County, Florida. Since its founding. BE has been recognized for being an influential part of the growth of Miami and the South Florida region. Biscayne’s land surveying and civil engineering professionals have become some of the most respected in South Florida and their commitment to the progress of the community and company have withstood throughout the years making the company who it is today. BE is certified as a Community Business Enterprise (CBE & SBE) by the Miami-Dade County Internal Services Department Small Business Development and Small Business Enterprise by Palm Beach County, School District of Palm Beach, School Board of Broward County, Broward College, The City of West Palm Beach, Florida Department of Transportation and South Florida Water Management District. Project network control and baselines were established and tied to State Plane Coordinates and a known vertical datum. The survey depicted visible site conditions including improvements, utilities, trees, pavement striping, and sewer structures. Cross sec- tions and spot elevations were also included as well as a structures table with invert information. The topographic information was used to produce a Digital Terrain Model (DTM). Additional information was incorporated into the survey including right-of-way line locations, roadway centerline distances and direc- tions, platted lot lines, and Miami-Dade County property appraiser parcel information. Other local elements were considered such as the City of Miami’s Base Building Lines and Monument lines. Biscayne Engineering participated in this project as part of a large team and coordinated with other team members in different disci- plines to deliver what they needed.
