For projects large and small, single- or multi -site, you can rely on consistent, accurate, and timely results. Project Management Approach: Delivering the City Quality and Value Terracon's approach is centered around our vast experience gained from servicing this and other similar projects, as well as our extensive resources. The Terracon Team has the expertise and resources to provide the day-to-day support for all of the City's projects and initiatives. Our approach to each project will involve: Establish Clear Project Objectives and Benchmarks. We will work closely with the City and other stakeholders to establish short-term and long-term project objectives and milestones, as needed. This may involve using electronic and online technology, a Terracon trademark, to create low cost consulting solutions and to provide real time information portal for the City and other stakeholders to monitor and react to during our projects. We will strive to deliver new ideas. Regular Communication and Team Meetings. Our constant communication with the City's team and Departments involved in ongoing project efforts and the project stakeholders will ensure our flexibility and proactive response to changing and new City needs. Deliver the Necessary Resources as Needed (Budget Controls). Provide qualified personnel and resources capable of performing the required tasks both onsite and in our offices. Terracon is able to adjust to fluctuations in manpower demand and acceleration. This includes our ability to provide qualified licensed personnel registered and experienced in the State of Florida, as needed, throughout the duration of the contract. lrermcon City of Sunny Isles Beach — RFQ No. 20-07-011 Continuing Professional Consulting Services (CCNA) 7 D Project Approach and Understanding Communication is the Key ■ Upon selection, Terracon will meet with the City and other stakeholders to discuss the City's upcoming projects and initiatives and establish the necessary processes and expectations throughout the contract. After that, we will meet with you regularly to identify project requirements, discuss the project schedule, and develop a system of controls and communication. Developing such a plan assures that all parties are aware of the lines of communication and highlights the overall engineering, inspection and testing expectations for the project. The City will be apprised of the schedule and provided routine financial updates throughout the life of the projects. Scheduling is the key component in project implementation. It drives the entire project from start to successful completion. Frequent and open communication with the City's personnel, especially during the development of a scope and strategy for project implementation, is essential to developing a schedule that will satisfy the project objectives. The Terracon Team is solution oriented. We will also conduct a closeout review with your staff for every task order completed, to ascertain that the task's objectives have been satisfactorily achieved. We also know from our experience that emergency (no prior notice) services will sometimes be needed. We are confident that the Terracon Team's flexibility will allow us to meet such emergencies as our demonstrated experience shows that we have. Approach for Environmental Engineering Services Terracon's staff has supported clients with site selections and has conducted and reviewed thousands of Phase I environmental site assessments (ESAs) for properties throughout Florida's urban environments. As the City identifies and selects properties, or groups of properties, for redevelopment, it is necessary to understand the conditions that exist and what the potential complications and financial obligations will be to cure the situation. Terracon ensures that every project is directed, overseen, and reviewed by an environmental professional. Terracon's Phase I HAS are completed in accordance with ASTM E1527-13 and 40 CFR Part 312, entitled, "Innocent Landowners, Standards for Conducting All Appropriate Inquiries (AAI). These reports are designed to provide "an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) (42 U.S.C. §9601) and petroleum products". As such, the Phase I ESA is "intended to permit a user to satisfy one of the requirements to qualify for one of the three types of limitations on CERCLA liability (hereinafter, the "landowner liability protections," or "LLPs")": The assessment of a property that has been affected by regulated substances is one of the fundamental functions of an environmental consultant. When soil and groundwater beneath a facility is found to be affected, the extent and degree of the impact must be assessed to understand the potential affects to the property. Terracon will incorporate our knowledge of the site's history, lithology, and hydrogeology with preliminary data to develop an assessment plan that focuses on understanding the estimated horizontal and vertical extent of the affected area and the any migration paths the impacted groundwater may follow. llerMMn City of Sunny Isles Beach — RFQ No. 20-07-01 1 Continuing Professional Consulting Services (CCNA) 8 D Project Approach and Understanding Our personnel have extensive experience with the assessment, evaluation and remediation of impacted soil, sediment, and groundwater at facilities throughout Florida and the United States (U.S.). The work is performed in compliance with federal, state, and local regulations for a facility owner, in response to a reported discharge, an environmental enforcement process, or potential litigation. We have assessed sites with regulated substances including (1) petroleum hydrocarbons and oil & grease, (2) chlorinated solvents, (3) polychlorinated biphenyls (PCBs), (4) per- and polyfluoroalkyl substances (PFAS), (5) metals, (6) pesticides/herbicides and (7) dioxins/furans. In addition to subsurface investigations, Terracon has extensive remediation ex erience. A corporate level remediation services committee, comprised of senior remediation engineers and scientists, keep local offices abreast of the latest developments in remediation technology within Terracon and the industry. Members of this committee serve in a QA role by being involved with remedial system designs from project kick-off through system implementation/startup. Terracon has designed, coordinated the installation, and operated remediation systems in Florida and across the U.S. Additionally, Terracon has conducted risk assessments to determine the acceptability of remedial alternatives including institutional and engineering controls as well as alternative cleanup levels that protect human health, welfare and the environment. Terracon fully supports the transition from maximum - contaminant -level -based remediation to risk-based remediation by having senior professionals serve on legislative mandated committees for State programs and ASTM committees to develop risk-based corrective action regulations. There are multiple remediation and closure options available for a site that should consider and incorporate site specific plans and ultimate objectives of the owner/responsible party when evaluating a remedial strategy for a site. Approach for Geotechnical Engineering Services Our approach and methodology described herein addresses the following: previous construction activity and existing fill, subsurface conditions, site preparations and recommendations, compaction requirements, foundation recommendations, slope stability and excavations, excavation requirements, dewatering, corrosion potential and chemical attack to concrete and pavements and roadway. The Contract/Project Manager, Rutu Nulkar, will review and develop a scope of work. She will meet with the City's Project Manager (PM) to discuss the scope and any issues regarding the project, and prepare a technical proposal stating our understanding of the scope of services, and our overall cost based on the contract rates, schedule and our staffing resources including the project approach. We believe that developing a proper scope of field work is the key to providing reliable geotechnical recommendations and avoiding issues during construction. After the work order is approved, the following will be performed: data collection, overlaying of baseline and topographic files onto Google Earth aerial imagery, site reconnaissance, marking test locations using a hand-held GPS device. Our Engineers will identify the critical activities for the timely completion of the City of Sunny Isles Beach — RFQ No. 20-07-01 1 Continuing Professional Consulting Services (CCNA) 9 Project Approach and Understanding project. The time for each activity will be assessed and the coordination and selection of the resources and technical staff will be performed. Terracon understands that an important element for controlling costs is good planning. Terracon will comply with local regulations to request a utility location service through Sunshine State One Call. We will consult with the owner/client regarding potential utilities, or other unmarked underground hazards. Based upon the results of this consultation, we will consider the need for alternative subsurface exploration methods, as the safety of our field crew is a priority. We will apply for right-of-way (ROW) permits with the City/County Operation f Center, setup maintenance of traffic (MOT) with certified subcontractors. Once all the permits and clearances are in place, subsurface explorations will be performed using applicable ASTM methods. Terracon has one of the largest and most diverse fleets of drilling equipment in Florida. By having this equipment in-house, we can ensure quality control (QC) and quick turnaround in collecting subsurface samples. Our drill rigs are equipped with automatic hammers and include truck -mounted, ATV mudbug, track - mounted (hydraulic mini -rig) with safety hammer, plus portable drilling tripods for extremely tight access conditions and 1 20 -ton CPT rig. Once the field exploration is completed, the soil/rock samples will be transported to our local Miami Lakes office which has a fully accredited laboratory by CMEC and Florida Department of Transportation (FDOT). The soil samples will be classified by a geotechnical engineer and necessary laboratory testing will be assigned. The laboratory testing will include and is not limited to moisture content, organic content, grain size analysis, Atterberg limits and corrosion potential (pH, sulfates, chlorides and resistivity). All tests will be performed in accordance with ASTM/AASHTO methods. Based on the field exploration and laboratory results Terracon will provide geotechnical recommendations for the proposed construction. Our geotechnical reports will address the type of materials that can be used for backfill, the compaction requirements for backfill, foundations, slabs, subgrade and base below pavements. In addition, it is important to the contractor to identify if any hard material is anticipated while performing excavations. We will ensure that sufficient information is provided to the contractor in order for them to design the excavations in accordance with OSHA requirements and ensure that they use proper equipment. Terracon will also provide soil/rock parameters that will assist in design of any excavations with sheet piling. In addition, in the predominantly urbanized City, impacts of vibrations and noise levels on adjoining structures and utilities as well as the impacts of dewatering on adjacent properties will be considered while providing recommendations. Terracon will provide information with regards to groundwater conditions on the site and predicted seasonal high-water levels within the area which will assist in determining the dewatering requirements. 1relrmcon City of Sunny Isles Beach — RFQ No. 20-07-011 Continuing Professional Consulting Services (CCNA) 10 D Project Approach and Understanding Terracon has performed several canal slope stabilization projects for various municipalities. Access to locations for such projects is generally behind existing structures. Terracon understands the need to coordinate with private owners while performing field work. We are aware of the vibration concerns for installation of sheet piles in close proximity to existing structures. Our engineers work closely with the designer and provide the most cost-effective approach for stabilization of slopes. Construction on sites which were previously used for different purposes pose a big concern especially if the site was used as a borrow pit and was backfilled without any control with construction debris or unsuitable fills. Terracon has worked on several such sites and will provide most economical ground improvement technique to address any unsuitable fill concerns. ,. , 4M1 We recognize that time is of the essence for any project especially during construction. During construction, we will assist with responses to 77 I requests for information (RFIs) for geotechnical issues, provide specialty in-situ testing, dynamic pile testing (PDA/EDC), Case Pile Wave Analysis Programave Equation Analysis Program (Analysis, pile driving plan will gin' VF4 1 { review and inspections, drilled shaft plan review and independent assurance inspection by CTAP -certified staff, auger cast pile installation plan review and inspection, and testing services for crosshole sonic logging (CSL), Thermal Integrity Profiling (TIP), pile integrity test (PIT), and vibration monitoring. Roadway Reports - Roadway projects may consist of new roadway, widening, reconstruction, and/or milling and resurfacing, pavement distress and/or subsidence. Laboratory testing is very important for a roadway project, since utilization of the existing soils within the embankment and subgrade portion of the road needs to be determined. During roadway geotechnical design, critical issues that may impact the existing or proposed roadways include: site history, problematic soils (plastic/organic soils, and/or uncontrolled fills [trash, dredge soils, etc.]) and high groundwater elevation. Soil improvement methods will be considered for problematic sites when most economical and/or practical. In addition, Terracon can perform pavement evaluations and provide geotechnical recommendations for new pavement design or rehabilitation. Drainage design parameters will be provided by performing permeability and infiltration testing for French drains or retention and detention ponds. Structures Reports - Structures projects typically consist of bridge foundations, building foundations, walls, signs and other miscellaneous structures. Critical geotechnical issues requiring special attention consist of preforming for foundation installation, need for temporary or permanent casing for drilled shafts due to hole cave-in or adjacent existing foundations, loss of drilling fluid/rock porosity, and impact of shallow groundwater. The proper geotechnical evaluation and recommendations for these issues will avoid potential construction delays or claims to the City. lrermcon City of Sunny Isles Beach — RFQ No. 20-07-01 1 Continuing Professional Consulting Services (CCNA) 11 Project Approach and Understanding Commitment to Quality Terracon is committed to providing quality services with experienced technical and professional staff through our comprehensive Corporate Quality Program. Innovative Concepts Terracon is always looking towards technology as a means of increasing our effectiveness and transparency for our clients. Terracon has full connectivity between our field personnel on the project, office engineering staff, and our clients. Each of our field personnel are equipped with a laptop and a smartphone to streamline and expedite , 0 communication related to our services. This technology optimizes our communications with our clients and ensures critical information is transmitted quickly to the project team. In order to receive and provide instant communications directly to/from a project site during construction and to expedite resolution of non-conformance issues, Terracon personnel utilize their laptops so that report forms can be filled out and, if necessary, copies of project drawings can be annotated to reflect observation locations and constructed conditions for ease of reporting and clarification of site conditions. Terracon is always looking towards technology as a means of increasing our effectiveness and transparency for our clients. One example is the "Site Safety Check- 7r In" app on Terracon smartphones. Terracon project managers and supervisors are expected to perform field visits and safety inspections on staff in the field/plants. The inspections are performed on the app which provides a safety checklist that the inspector completes and then downloads for distribution to the appropriate employees to review. Another app developed by Terracon allows all employees to report "near -misses" on their smartphones so these incidents can be shared and researched to prevent similar near -misses or injuries. Terracon's GeoReport replaces the old-fashioned paper-based, static, bound report that has been used for over a century. This new web -based 4 s.=' approach facilitates real-time collaboration and encourages innovation. °G,T AL GeoReport brings information and opinions to the design team, owner, and all stakeholders as they are occurring. EXPERIENCE SECURING PERMITS WITH REGULATORY AGENCIES Terracon has a strong history of working as an agent attempting to secure a regulatory permit with the United States Army Corps of Engineers (USACE), the Florida Department of Environmental Protection (FDEP), the U.S. Environmental Protection Agency (EPA), FDOT, Department of Health (DOH) and the South Florida Water Management District (SFWMD). We have a good track record of past performance working with them, and have contract working directly for some of these agencies. USACE We deal with USACE on a daily basis regarding natural and cultural resources issues on projects. Many of our projects include wetland delineation and jurisdictional determinations with the, listed species consultation, and a cultural resources assessment survey to obtain clearance from the State Historic Preservation Office (SHPO). Terracon conducts wetland delineation and evaluates jurisdictional Waters of the U.S. and the State, including wetlands, as defined and regulated by federal authority under 33 Code of Federal Regulations (CFR) Parts 320-330 and state authority under Chapter 62-301, FAC. FDEP Since 2014, Terracon has been serving as one of the FDEP state -contracted environmental consultants (Agency Term Contractors) for numerous petroleum impacted sites to conduct site assessment and cleanup activities including source removal, site assessment, remediation with engineered remedial treatment systems. Fuel Storage Tank Permitting - Terracon is experienced with the FDEP requirements for fuel storage tank systems and assists clients in maintaining compliance with state (Chapter 62-761 and 62-762, FAC) and federal (Title 40 CFR, Part 280) statutes/rules governing fuel system operation, recordkeeping and maintenance. Terracon's staff has been conducting closure assessments for storage tank facilities throughout Florida to assist owners with documenting site conditions. The closure guidelines require that soil samples be collected from the area surrounding the tank and screened in the field for the presence of organic vapors as well as having a soil sample submitted to a laboratory for analysis of constituents of concern. A groundwater sample must also be collected from the center of the storage tank area, as long as groundwater is shallower than 20 feet below grade, to assess groundwater quality. Our team is intimately familiar with the State's storage tank closure assessment requirements and Contaminated Site Cleanup Criteria (Chapter 62-780, FAC) and is prepared to address any storage tank situation that arises. Air Permitting - Terracon professionals stay current with the constantly changing regulations and have the expertise to assist you in developing permitting strategies in accordance with Chapter 62-210 FAC that provide you with operating and permitting flexibility. Our professionals prepare construction permit applications for new facilities and for new or modified processes. Terracon also prepares operating permit applications required under Title V, New Source Review, and Prevention of Significant Deterioration. Terracon interacts with regulatory agencies to ensure permits are issued in a timely manner and to prevent unexpected requirements in the final permit. As part of the air permit compliance services provided, Terracon's team prepares annual compliance reports for submittal to the appropriate agencies. Reports have included greenhouse gas (GHG) reporting using EPA's Electronic GHG Reporting Tool (e-GGRT), annual actual emissions reporting, and NESHAP compliance reports. Terracon also evaluates the applicability and compliance requirements of new regulations that may affect a facility. Equipment proposed for a facility's operations is reviewed by Terracon to ensure it meets current air permit requirements and applicable regulations. Brownfields - In 1995, the EPA launched the Brownfields Action Agenda to demonstrate that redevelopment and environmental protection is achievable on the same project.
