As a newly established coastal engineering firm comprised of industry leading professionals with strong credentials and years of extensive experience, CPE brings a renewed focus on providing local government clients with highly specialized consulting services in support of projects that restore, manage, and protect coastal resources and infrastructure. Our office is located in Boca Raton, Florida, and is staffed by professionals dedicated to serving coastal communities such as the City of Sunny Isles Beach. Our professional team has worked together for several east coast Florida clients including the City of Deerfield Beach, City of Delray Beach, the Town of Palm Beach, Palm Beach County, Martin County, and Indian River County on numerous coastal projects. This experience has provided us with a comprehensive understanding of the coastal processes, storm impacts, and the environment that characterizes Florida’s east coast. Our experience extends around the state to the Gulf coast and further demonstrates our expertise in all aspects of coastal program management. As seasoned coastal professionals, our multi-disciplinary team of engineers and coastal scientists has designed, permitted, administered construction, monitored, and reviewed coastal projects of all sizes. CPE offers professional coastal services detailed in the Scope of Services under the Environmental Engineering category of this RFQ and is ideally structured and credentialed to assist the City. We routinely provide these services as further described in this RFQ, including: ► Engineering design and reporting. CPE staff have engineered a variety of solutions for preserving coastal environments and protecting infrastructure. Our engineers assess specific project area needs and design the most effective solution to solve erosion issues. We tailor our project designs to the client’s needs and align those needs to the permitting environment. Designs may incorporate beach nourishment, structural stabilization, and dune construction. Based on data collected during physical monitoring surveys, annual monitoring reports document the shoreline and volumetric changes of the beaches and interactions with the adjacent passes and directly support the engineering, design, and planning of nourishment events. CPE also has extensive state-of-the-art numerical modeling capabilities to assist with COVER LETTER AND EXECUTIVE SUMMARY CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION C – COVER LETTER AND EXECUTIVE SUMMARY COASTAL PROTECTION ENGINEERING LLC | PAGE 2 planning and designing beach renourishment projects, dredge borrow areas, and coastal structures projects. ► Regulatory permitting. CPE staff regularly coordinate with local, state, and federal permitting agencies on coastal construction projects. We understand the intricacies of coastal permitting and proactively address agency concerns to provide a comprehensive application package. CPE has established strong working relationships with regulatory agency staff through years of coordination and mutual professional respect. We greatly value the trust built between the agencies and CPE staff. ► Environmental studies and documents. CPE marine biologists are professionally trained in the implementation of NEPA and have prepared numerous Environmental Impact Statements (EIS) and Environmental Assessments (EA) for both US Army Corps of Engineers (USACE) and the Bureau of Ocean Energy Management (BOEM). We also prepare supporting documents, such as Essential Fish Habitat (EFH) assessments, Biological Assessments (BA) and Cumulative Effects Assessments (CEA) in order to assist coordination with National Marine Fisheries Service (NMFS) and US Fish and Wildlife Service (USFWS). ► Mitigation, monitoring, and reporting. CPE biologists conduct benthic resource monitoring in support of coastal projects. Our staff have conducted hardbottom, artificial reef, and/or seagrass surveys in Miami-Dade, Broward, Palm Beach, Indian River, Monroe, Collier, Lee, Sarasota, Manatee, and Pinellas Counties. We also coordinate with state and federal agencies to determine appropriate and reasonable mitigation requirements and to develop effective and cost-efficient monitoring and reporting protocols. ► Construction documents and construction administration. Following design and permitting, CPE engineers prepare plans and specifications and develop bid packages to assist our clients in contracting for coastal projects. We prepare documents that facilitate project construction while minimizing disturbances to the public and natural resources. Our engineers develop plans and specifications to minimize construction costs to the greatest extent practicable, while assuring the projects are constructed as designed. We are also experienced in performing project bidding assistance, project cost estimates, bid review and recommendation. CPE brings complete coastal project construction administration and observation experience to the City, including contract and permit administration, agency and contractor coordination, plans and specification administration, construction supervision, quality control/assurance through daily reporting, and various engineering services for tracking project progress. ► Coastal engineering project review. The vast experience of CPE’s staff in successfully delivering coastal engineering projects provides us with the necessary tools to review coastal engineering projects and ensure those projects are designed and executed in the best interests of the City of Sunny Isles Beach. The City’s beaches have been recently nourished using a combination of public (USACE) and private truck haul projects. CPE is prepared to review future nourishment projects and inlet plans to leverage our experience for a beach nourishment program that is a long term and critical asset to the City. Before we pursue new opportunities such as this RFQ, CPE carefully evaluates whether we are adequately staffed to fulfill the project’s scope. This evaluation is based on workload forecasts that help us to project future capacity and develop accurate project schedules. Based on an analysis of our current and projected workload for the next six months, we have determined that if we are awarded a contract resulting from this RFQ, the proposed CPE staff have ample time to dedicate to the City and foresee no future time where a workload conflict would impact our services to you. Furthermore, as a specialized coastal engineering Section D – Project Approach and Understanding PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 1 SECTION D – PROJECT APPROACH AND UNDERSTANDING Project Management Plan Coastal Protection Engineering (CPE) was created as a focused group of coastal professionals who leverage their vast knowledge of coastal engineering, familiarity with local conditions throughout the State, and understanding of state and federal permitting for cities and municipalities along Florida’s coastline. As such, CPE is uniquely suited for the City of Sunny Isles Beach. The City’s team will be led by your Project Manager, Tom Pierro and our Assistant Project Manager, Quin Robertson, who are supported by our team of specialized coastal professionals who have successfully designed, permitted, and implemented coastal engineering projects throughout Florida. Depending on the tasks the City may require under this contract, Mr. Pierro and Dr. Robertson will coordinate with the appropriate members of our team to meet your project needs on time and within budget. While all of our CPE professionals are available to meet the City’s needs under this contract, we have designed a team specialized in performing work in southeast Florida that is similar to the Environmental Engineering SOW described in this RFQ. Members of our proposed team are shown in our organizational chart and resumes for key personnel are provided in Tab E. The management team selected to implement work for the City is introduced below. Thomas Pierro, PE, D.CE - Principal Engineer & Project Manager Thomas Pierro, PE, D.CE, is the primary point of contact and Authorized Member of CPE authorized to negotiate terms, render binding decisions, and commit the firm’s resources. Mr. Pierro will serve as Principal Engineer and Project Manager for the City of Sunny Isles Beach. He is a registered Professional Engineer in the State of Florida with over 18 years of coastal engineering and project management experience. Since 2001, he has designed, permitted, and supervised construction of numerous beach nourishment projects in Florida. He excels at representing the local sponsor and coordinating with state and federal agencies, including the U.S. Army Corps of Engineers (USACE) Jacksonville District, for both non-federal and federal projects. Mr. Pierro directs complex analysis of beach/inlet processes, designs programs that control high erosion near coastal inlets and passes, and promotes forward thinking throughout his team to support sustainable coastal programs. He is a Board Certified Professional by the American Society of Civil Engineers (ASCE) as an ACOPNE Diplomate of Coastal Engineering and recipient of the distinguished FSBPA Engineering Award for outstanding contributions to coastal engineering in the State of Florida. Prior to founding CPE and while working at another consulting firm, Mr. Pierro assisted the City of Sunny Isles Beach in communicating with the state and project team regarding the City’s concerns with the Bakers-Haulover Inlet Management Plan. PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 2 As Principal Engineer and Project Manager for the City of Sunny Isles Beach, Mr. Pierro oversee all engineering tasks and facilitate our team’s ability to meet your needs through program guidance, establishing priorities, and directing staff. His role will include working with our staff for the development of work orders, schedules, and budgets, and overseeing execution of the work from concept through to project deliverables with high technical regard. Quin Robertson, Ph.D., PG, GISP – Assistant Project Manager / Geologist Quin Robertson, Ph.D., PG, GISP, will serve as Assistant Project Manager to support Mr. Pierro in executing the City’s work assignments. Dr. Robertson is a Senior Scientist with more than 20 years of project management experience involving upland sand sources, quantifying and mapping shoreline change, public outreach, and construction oversight. Dr. Robertson and Mr. Pierro have been working together for years for the City of Long Beach, NY where they review USACE and contractor coastal engineering projects to ensure the projects are constructed in the best interests of the client. Dr. Robertson will manage day to day project tasks including progress updates to the City, budget, and schedule management. As a resident of Dania Beach, Quin is a short 20-minute drive from the City of Sunny Isles Beach and will be available any time to answer questions and meet with City staff and elected officials at a moment’s notice. Tara Brenner, PG, PE – Senior Coastal Engineer / Geologist Tara Brenner is a Senior Coastal Engineer and Geologist at CPE with over 12 years of experience. As a duly licensed Professional Engineer and Professional Geologist, she performs a variety of coastal services including feasibility studies, permitting, development of construction documents, bidding support, construction observation, post- construction monitoring and reporting, funding requests and public outreach. Ms. Brenner specializes in truck haul projects and will support the City with engineering analyses and design with oversight from Mr. Pierro. PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 3 Stacy Buck, MS - Senior Marine Biologist Stacy Buck is a Senior Marine Biologist at CPE who brings almost 20 years of experience in biological monitoring, 16 of which are in marine biology on coastal projects in Florida. Ms. Buck manages state and federal permitting, mitigation planning, and biological monitoring for Florida east coast projects and brings a wealth of knowledge of local marine habitats with expertise in seagrass, nearshore hardbottom, and artificial reefs. Ms. Buck will lead the environmental permitting and biological monitoring services for the City under this contract. Lindino Benedet, Ph.D. - Principal Scientist Lindino Benedet is a Principal for CPE with over 19 years of professional experience dedicated to the coastal engineering practice. Dr. Benedet obtained his Ph.D. at Delft Institute of Technology focused on Hydraulic Engineering. Dr. Benedet leads our coastal processes and numerical modeling efforts and has worked on hundreds of consulting projects and published dozens of scientific papers in international journals and conferences. His expertise includes project management, process- based numerical modeling of coastal processes, marine met-ocean measurements, navigation evaluations and channel shoaling analysis and modeling, dredging, beach nourishment, barrier island restoration, coastal structures, marine sand searches etc. Dr. Benedet will provide coastal processes support on City projects. Should studies be required to justify a change to the current beach management plan, Dr. Benedet and his team have the expertise required to quantify the complex morphologic changes associated with a potential project and to package that information for project justification for the City. Interpretation of Scope The City of Sunny Isles Beach is located on the northwest Atlantic coastline of Miami-Dade County. The City contains significant infrastructure along its beaches in the form of Collins Avenue, City parks, City lift stations, beach access with parking lots, Newport Fishing Pier, along with numerous private buildings with thousands of apartments. The primary method for protecting safety, coastal access, recreation, and upland infrastructure against tropical storms and sea level rise has involved beach nourishment through truck haul projects. The primary nourishment projects are presently managed by the U.S. Army Corps of Engineers (USACE) with the State and Miami-Dade County as the local sponsor. Additional smaller-scale beach nourishment projects have been funded and executed by private property owners as well. PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 4 Maintenance of the protective and recreational properties of Sunny Isles Beaches are of primary importance to the City. Although the City has not conducted their own beach nourishment project in recent history, there is an ongoing need to review plans for potential projects by USACE, Miami-Dade County, and private entities who propose to change the City’s coastlines. As the City’s coastal engineering consultant, CPE would be able to review these plans and provide recommendations that are in the best interest of the City. If we are honored to be awarded this contract, CPE will faithfully serve as the City’s coastal consultant and will be responsible for the study, permitting, design, construction oversight, and monitoring of City-sponsored coastal engineering projects that the City decides to undertake. Method of Approach CPE’s structure as a boutique coastal engineering company comprised of industry experts provides the City with the right team to execute and deliver coastal engineering projects. The City can contact Mr. Pierro and Dr. Robertson at any time to request input on scopes of work and cost proposals for coastal engineering, peer review, environmental studies, and geotechnical services. They will coordinate the appropriate group of CPE staff to successfully prepare and execute the scope of work. Mr. Pierro will oversee all tasks, with Ms. Brenner leading engineering tasks, Dr. Robertson leading geotechnical and shoreline change studies, Ms. Buck will lead all permitting and environmental tasks, and Dr. Benedet will lead oceanography and modeling tasks. Based on the Scope of Services for the Environmental Engineering category of this RFQ we have the following approach to the tasks the City may require from a coastal standpoint under this contract: Coastal Engineering Project Review The vast experience of CPE’s staff in successfully delivering coastal engineering projects provides us with the necessary tools to review coastal engineering projects and ensure those projects are designed and executed in the best interests of the City of Sunny Isles Beach. The City’s beaches have been recently nourished using a combination of public (USACE) and private truck haul projects. CPE is prepared to review future nourishment projects and leverage our experience to produce a beach nourishment program that is an asset to the City. E ngineering, Design and Reporting Engineering design work may be required for future truck haul projects or structural installations to support the coastal program. If a need is identified based on data collected during physical monitoring surveys, CPE will directly support the engineering, design, and planning of nourishment and structure construction. Project design work performed by our coastal engineers will take into consideration the performance of the previous projects and modeling to maximize nourishment longevity and cost savings. We understand and address the need to plan and permit projects to include flexibility and cost efficiency, providing sand source options and construction methods. We will use our engineering expertise, geotechnical knowledge, and comprehensive understanding of regulatory requirements in the State of Florida for the betterment of the program in designing projects that meet the needs of the City. Geotechnical Services CPE’s marine and coastal geologists can also be engaged to permit new sand sources in coordination with our engineers and biologists to ensure that only high quality and beach compatible sand is placed on City PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 5 beaches. CPE can conduct geological and geophysical investigations to support the design and our biologists can investigate and assess any potential natural resources that may be in proximity to the proposed project area. These efforts will help ensure protection of sensitive habitats or species of concern and facilitate project permitting. The information generated from the geotechnical and biological investigations, along with engineering design coordination, will result in upland sand sources that are cost effective and placed in an environmentally responsible manner. Evaluation, M onitoring, and R eporting At the City’s direction, CPE will be available to assist in evaluating alternatives to facilitate the incorporation of program improvements. The evaluation will be tailored to the unique behavior and goals of the City of Sunny Isles Beach segment and Baker’s Haulover Inlet and shoal environment. If needed, our expert numerical modelers can use Delft3D Flow and Morphology models to evaluate the alternatives or work closely with USACE to perform such evaluations. CPE’s engineers and oceanographers assess specific project area needs and determine the most effective solutions to keep as much sand as possible on City beaches in a cost-efficient manner. Upon completion of a construction event, CPE will be prepared to provide physical, biological, and environmental monitoring of the City’s projects per the respective permit requirements and monitoring plans. We will work with local licensed surveyors (preferably an MBE firm) along with our CPE biologists to perform the field work that will be used by the engineers and biologist to each prepare the required reporting to maintain permit compliance and assess project performance. All surveys conducted will be performed to FDEP and USACE specifications and submitted to the agencies in compliance with the project permits. We commit to coordinating with the City and FDEP to ensure the most efficient monitoring schedule for the City and combine survey events or utilize existing data where practical for monitoring, saving time and resources. Inlet Management Mr. Pierro is an industry recognized expert in inlet management and recently assisted the City of Sunny Isles Beach by communicating the City’s concerns with the Bakers-Haulover Inlet Management Plan prior to founding CPE. While at a former firm, he and other CPE professionals have prepared inlet management studies on behalf of local government clients, including new studies and updates to existing plans. These studies are developed with standard inlet management practices that are tailored to the unique behavior and goals of each inlet and shoal environment. For more complex studies, our expert numerical modelers use Delft3D Flow and Morphology models to assist with the alternatives analysis by comparing coastal processes such as wave height and direction, sediment transport pathways, inlet and shoal complex morphology, and borrow area infilling rates. Regulatory P ermitting CPE staff have a long history of obtaining Joint Coastal Permits (JCP) and other coastal permits from the Florida Department of Environmental Protection (FDEP) and Department of the Army (DA) Permits from the U.S. Army Corps of Engineers (USACE). Stacy Buck manages permitting for our east coast clients and will lead environmental tasks for the City under this contract. Ms. Buck has prior local experience coordinating with DERM on seagrass surveys for Dinner Key, which further bolsters her knowledge of the South Florida coastal environment. PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 6 Once a project has been identified for permitting, CPE utilizes our provide approach that aims to prepare comprehensive applications and provide the environmental data upfront to expedite regulatory review and permit issuance. Throughout the process, we utilize our strong working relationships with regulatory agency staff established through years of coordination and mutual professional respect. This directly benefits our clients because the trust built over the years between our staff and the agencies facilitates efficient coordination and communication. The marine biologists assigned to this project are also professionally trained in the implementation of National Environmental Policy Act (NEPA) and have prepared numerous Environmental Impact Statements (EIS) and Environmental Assessments (EA) for both the USACE and the Bureau of Ocean Energy Management (BOEM). As a result, we have the credentials to prepare supporting documents, such as Essential Fish Habitat (EFH) assessments, Biological Assessments (BA) and Cumulative Effects Assessments (CEA) in order to assist coordination with the National Marine Fisheries Service (NMFS) and the U.S. Fish and Wildlife Service (USFWS). Construction Documents and Construction Administration Plans and Specifications – Based on the extensive experience our staff has with construction projects, CPE prepares plans and specifications that minimize construction costs to the greatest extent practicable, while ensuring the projects are constructed as permitted and designed. Our plans and specifications traditionally provide all the data and detail required by contractors to competently bid and construct the project, whether design for navigation, stabilization, beach nourishment, or a combination. In developing these documents, we strive to be proactive with our client’s procurement procedures to avoid duplication and conflict in conditions to integrate technical portions seamlessly with general contract provisions. We will also provide a cost estimate making full use of available market data and project aspects such as recently bid projects, construction contractor and equipment availability, sediment source location, and additional construction requirements. Bid Assistance - CPE will assist in the bidding process for construction of the project at whatever level the City deems appropriate. For example, this may include attending a pre-bid meeting with interested contractors, assisting the City in addressing contractor questions, vetting bidder qualifications, and providing a formal recommendation for contractor selection. PROJECT APPROACH AND UNDERSTANDING CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING COASTAL PROTECTION ENGINEERING LLC | PAGE 7 Construction Administration - CPE will fully support the City with construction observation and project coordination. Our staff typically provide the following: daily observations, progress updates, weekly progress meetings, permit compliance, agency coordination, review of contractor submittals and requests for payment, and project certification. CPE will work with the City to conclude the project expeditiously and will be prepared to support the City for as long as needed to ensure successful project completion. We commit to developing a level of effort with the City that meets the needs of the project in balance with the City staff, resources, and budget. Funding Assistance CPE professionals assist with the annual FDEP Local Government Funding Request (LGFR) in support of our client’s shore protection programs. The LGFR includes project descriptions and future planning elements, budget development and project, design, construction, and monitoring scheduling needed to obtain state grants for coastal projects. We have also been very successful in coordinating with FEMA claims for damages to beaches and negotiating appeals for reimbursement if needed. Public Outreach CPE understands that public outreach is critical for coastal communities. Our staff have supported clients with a range of public outreach services from public meetings to digital content by presenting at public stakeholder meetings and publicly attended board meetings. We can also assist with creating independent project websites and preparing content for use on existing local government websites. We have also participated in numerous public meetings during coastal studies such as inlet management plans with the goal of sharing information, soliciting local knowledge, and gaining public feedback to incorporate into the study for successful public consensus. Our modeling studies are developed by coastal engineers and scientists who are strongly grounded in coastal process theory and applications. CPE has continuously upgraded our coastal modeling capabilities to include models such as DELFT3D, XBEACH, MIKE21, SLOSH, the complete suite of USACE numerical models, and custom tools for project specific analyses. As a result, our professionals have emerged as industry leaders in coastal applications of DELFT3D, the most advanced process-based model in the world. This expertise provides the City of Sunny Isles the opportunity to evaluate modifications to the program with projects that are effective in holding sand and reduce the need to mobilize additional truck haul projects. CPE has the in-house staff that understands the geotechnical, shoreline change, and outreach tools necessary for the City of Sunny Isles to successfully implement and effectively communicate their coastal engineering projects. Dr. Robertson visited all the potential upland sand sources for Florida in 2012, and Ms. Brenner has since permitted upland sand sources for multiple projects from multiple sources, along with certified beach nourishment projects using upland sand as a source. It is important that the City consider all available sand sources as prices can vary, and other sources are available for Miami-Dade beaches in addition to the Vulcan Witherspoon mine. CPE is currently executing a project where we are writing the programs that quantify coastal change for USACE. The original project quantified coastal change from more than 2,000 LiDAR data sets on 3,290 km of Gulf of Mexico and east US coastline to measure shoreline and volume differences within GIS using a custom Python-coded system. This project has evolved to enhance USACE’s capabilities to quantify coastal change following storms and to quantify the resiliency of a beach which highlights more and less protected areas of the coastline. The USACE toolbox is further detailed in the enclosed project description and can be applied to the City of Sunny Isles Beach by utilizing existing lidar and beach profile data to quantify coastal change over multiple time intervals and identify areas that require additional fortification to reduce vulnerabilities. It is critical for the citizens of Sunny Isles Beach to understand why the City makes decisions to move forward with certain public works and coastal engineering projects typically require some level of outreach. CPE works daily in GIS and CAD environments to create maps and plans that support our coastal engineering projects. In the past, the Town constructed the project, but this was the first time the project was built under the leadership of the federal government, marking the beginning of a 50-year partnership with the federal government to protect the Mid-Town beach area. The original project quantified coastal change from more than 2,000 lidar data sets on 3,290 km of Gulf of Mexico and east US coastline using a grid-based approach to measure shoreline and volume differences within GIS using a custom Python-coded system. Following Hurricane Matthew, the JALBTCX toolbox was updated to rapidly quantify shoreline and volume change to allow for USACE to provide their Districts shoreline and volume change quantifications within five days of lidar data collection. This information has been critical for USACE to know where and how much damage was caused by the storm and provided the data needed to justify where emergency response was necessary. The current project is being led by Dr. Robertson to update the JALBTCX toolbox by: 1) converting feature extraction tools to Python and incorporating into the JALBTCX toolbox, 2) making edits to the JALBTCX toolbox to streamlining the processing steps, 3) updating the JALBTCX toolbox to allow for multiple datasets, and 4) updating the CRI and incorporating into the JALBTCX toolbox. CPE has converted a USACE developed a feature extraction tool using Matlab to ArcGIS Python. The tool extracts the shoreline position, dune toe, dune crests, and beach slope from survey and lidar based profiles . CPE reviewed the tool and developed ArcGIS Python scripts to replicate the Matlab functions, tested the scripts, validated the scripts with existing data and developed a tutorial to teach future users. CPE has updated the JALBTCX toolbox to be more streamlined and process multiple datasets. Past use of the JALBTCX toolbox has revealed repeated steps that have been combined to minimize user interface. The toolbox has been updated to read past data and incorporate additional datasets that expand the change analysis to more than two datasets. The Coastal Resilience Index (CRI) has been developed to quantify the resiliency of beach and dune systems. CRI was developed to leverage the significant amount of beach profile data that USACE collect when designing, installing, and monitoring Coastal Storm Risk Management (CSRM) projects. CRI relies on morphology metrics derived from the feature extraction tools in order to quantify the protective qualities of a coastal system. The index compares the quantification of protective qualities (beach height, beach width, beach density) with disturbance factors (wave height, storm surge, wave runup) to allow for comparison of a beach's resiliency alongshore and to other beach environments. The project was constructed February to March, placing 365,000 cy in the project area. Our team is currently being led by Tara Brenner to assist the City with planning for the upcoming 6th Periodic Beach Renourishment in 2021. Project construction for Sector 5 began on November 4, 2019 and was deemed substantially complete on February 28, 2020, with construction observations and support performed by members of CPE. CPE biologists also supported the immediate post- construction biological monitoring, which was conducted in compliance with the FDEP-approved Biological Monitoring Plan. The initial Sector 3 Beach and Dune Restoration Project was completed in three phases between 2010 and 2012 (R-20 to R-55) and a dune repair project was constructed in 2015. CPE staff are currently supporting the permitting effort for the next Sector 3 Beach and Dune Renourishment Project and obtained the FDEP permit in July 2020. We are actively coordinating with USACE to finalize the federal authorization. Additionally, CPE staff are supporting the pre-construction biological monitoring, which is in compliance with the FDEP-approved Biological Monitoring Plan. The anticipated construction start date for the Sector 3 project with tentative plans for 2020 construction. An online GIS database was developed for RSM program managers to view the results and provide feadback to the study in order to streamline the QAQC procedures. RSM placement was quantified (beneficial use vs. disposal) under multiple categories. Tools were developed to improve use of sediments and identify RSM opportunities to compare sediment characteristics of channel and beach disposal areas. These tools were written to ingest USACE nationwide and District data, identify and standardize project names, assign disposal codes and quantify sediment placement metrics. This work has been completed in multiple phases in a coordinated effort. Phase 1 produced a georeferenced Regional Sediment Management (RSM) database that quantified the volume of sediment dredged from Federal navigation channels and directly placed onto beaches based on the U.S. Army Corps of Engineers (USACE) Dredging Information System (DIS) Nationwide database. Subsequent phases expanded the effort to include government plant (USACE dredges) data, more detailed USACE District-specific data that were not included in the DIS database, and an emphasis to include all types of beneficial use placement in addition to direct beach placement. An intentional byproduct of this expansion was an interactive web-based tool that accesses the geodatabase and streamlined the review process by allowing the Districts to review the data online. This project documented the development and results of an on-line interactive tool to spatially convey the historic (1998-2018) dredging and placement activities of the USACE Navigation program at both the national and District level. The project evolved into quantifying broader categories of beneficial placement along with a comprehensive assessment of the challenges and opportunities of national RSM implementation. The project examines projects which implement RSM principles for beach and nearshore placement, marsh and habitat creation, and other beneficial use of navigation sediments. Of the approximate 200 to 300 Million cubic yards (Mcy) of sediment dredged annually from navigation channels by the USACE (EPA and USACE, 2007), this study considers roughly 213 Mcy removed annually from navigation projects. In 2007, the USACE estimated that 20 to 30 percent (%) of the total volume dredged is currently used beneficially (EPA and USACE, 2007). This study determined that over the 1998 to 2019 timeframe, 39% of Federal navigation sediments were placed beneficially, which provides a strong basis to place inlet sands on adjacent beaches. There are small parking lots at some beach access locations. Primary parking is landward behind Walgreens, at parking garages at City parks, or underneath causeways. At Bill Lone beach access, the beach width was approximately 85 feet from the vegetation line (where existing) to the MHW line. Berm and swash zone was primarily quartz. Beach width in both locations provided ample space for building-supplied and public beach chairs (Figure 3). There was a lifeguard stand, showers, and bathrooms at the beach access (Figure 4). Our multidisciplinary staff of engineers, biologists, geologists, and numerical modelers have the experience and expertise required to meet the City’s needs detailed in the Scope of Services for the Environmental Engineering category in this RFQ. Though we formed our firm only one year ago in June 2019, our staff brings decades of experience in coastal engineering, design, geotechnical investigations, permitting, environmental studies, biological monitoring, and construction support for projects throughout Florida. CPE offers services detailed in the Scope of Services for the Environmental Engineering category of this RFQ and is ideally structured and credentialed to assist the City. We routinely provide services required for Environmental Engineering as described in this RFQ, including: ► Engineering design and reporting. CPE staff have engineered a variety of solutions for preserving coastal environments and protecting infrastructure. Our engineers assess specific project area needs and design the most effective solution to solve the erosion issues. We design projects that incorporate beach nourishment, structural stabilization, dune construction, or a combination of any or all these components. Based on data collected during physical monitoring surveys, annual monitoring reports document the shoreline and volumetric changes of the beaches and interactions with the adjacent passes and directly support the engineering, design, and planning of nourishment events. CPE has extensive state-of-the-art numerical modeling capabilities to assist with planning and designing beach renourishment projects, dredge borrow areas, and coastal structures projects. ► Mitigation, monitoring, and reporting. CPE biologists conduct benthic resource monitoring in support of coastal projects. We have conducted hardbottom, artificial reef, and/or seagrass surveys in Miami-Dade, Broward, Palm Beach, Indian River, Monroe, Collier, Lee, Sarasota, Manatee, and Pinellas Counties. We also coordinate with state and federal agencies to determine appropriate and reasonable mitigation requirements and to develop effective and cost-efficient monitoring and reporting protocols. ► Regulatory permitting. CPE staff regularly coordinates with local, state, and federal permitting agencies on coastal construction projects. We understand the intricacies of coastal permitting and proactively address agency concerns to provide a comprehensive application package. We have established strong working relationships with regulatory agency staff through years of coordination and mutual professional respect, which we greatly value and benefit from since the trust built over the years between our staff and the agency’s staff facilitates coordination and communication. ► Environmental studies and documents. CPE marine biologists are professionally trained in the implementation of NEPA and have prepared numerous Environmental Impact Statements (EIS) and Environmental Assessments (EA) for both the USACE and the Bureau of Ocean Energy Management (BOEM). We also prepare supporting documents, such as Essential Fish Habitat (EFH) assessments, Biological Assessments (BA) and Cumulative Effects Assessments (CEA) in order to assist coordination with NMFS and USFWS. Following design and permitting, CPE engineers prepare plans and specifications and develop bid packages to assist our clients in contracting for coastal projects. We prepare documents that facilitate project construction while minimizing disturbances to the public and natural resources. We prepare plans and specifications to minimize construction costs to the greatest extent practicable, while ensuring the projects are constructed as designed. We are also experienced in performing project bidding assistance, project cost estimates, bid review and recommendation. CPE brings complete coastal project construction administration and observation experience to the City, including contract and permit administration, agency and contractor coordination, plans and specification administration, construction supervision, quality control/assurance through daily reporting and various engineering services for tracking project progress. ► Inlet Management. CPE professionals have prepared and are currently working on inlet management studies on behalf of local government clients, including new studies and updates to existing plans. Our studies are developed with standard inlet management practices that are tailored to the unique behavior and goals of each inlet and shoal environment. Prior to founding CPE and while working at another consulting firm, Mr. Pierro assisted the City of Sunny Isles Beach in communicating with the state and project team regarding the City’s concerns with the Bakers-Haulover Inlet Management Plan. ► Geotechnical Services. CPE’s marine and coastal geologists have identified and permitted new sand sources in coordination with our engineers and biologists to ensure that only high quality and beach compatible sand is used for beach nourishment. Dr. Robertson and Ms. Brenner have been working together for more than a decade at previous and current firms and have successfully permitted and constructed upland sand sources for Broward, Indian River, and Collier counties. CPE is currently executing a project where we are developing programs that quantify coastal change for USACE to evaluate shoreline and volume changes with a resiliency index that identifies relative resilience of a beach. FIRM REFERENCES AND SIMILAR WORK COMPLETED CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION F – FIRM REFERENCES AND SIMILAR WORK COMPLETED COASTAL PROTECTION ENGINEERING LLC | PAGE 3 Project Reference No. 1 TOWN OF PALM BEACH COASTAL PROGRAM Town of Palm Beach, Florida CPE staff has worked with the Town of Palm Beach consistently over the past 15 years, including in our years at APTIM prior to forming CPE and continuing now under a new prime contract as CPE, to provide engineering and environmental support services. This has provided our team with an in-depth knowledge of the Town’s coastal program needs and project specific details. In addition to the individual projects organized on a reach by reach basis, we have direct experience with the Town-wide studies implemented to continually improve coastal resources management and enhance the Town’s overall resiliency to coastal storms and sea level rise. We have worked on coastal projects in nearly every reach of the Town’s shoreline from Reach 1 through Reach 8, including the following projects: MID-TOWN BEACH NOURISHMENT The Mid-Town Beach Nourishment project includes 2.8 miles of shoreline between R-89 and R-102 in Palm Beach County. Restoration was completed in 1995 between R-95 and R-100, including construction of 11 groins, which were completed in 1996. In 2003, nourishment was completed in an expanded shoreline length between R-90.4 and R- 101.4. The project was nourished using FEMA funds in 2006 in response to the FY 2004-05 hurricane seasons and again in FY 2010-11 to repair damage sustained during Tropical Storm Fay. The project was included in the 2013 Palm Beach Island Beach Management Agreement (BMA) Pilot Project. The Town constructed an expanded Mid-Town Project in 2015 that extended the project northward to R-89 into and southward to R-100. The USACE recently completed construction of the Town’s Mid-Town project, to repair impacts from Hurricanes Matthew and Irma in 2016 and 2017. In the past, the Town constructed the project, but this was the first time the project was built under the leadership of the federal government, marking the beginning of a 50-year partnership with the federal government to protect the Mid-Town beach area. The USACE is paying half the cost, with the Town, Palm Beach County, and the state sharing the remainder. The project was constructed from March - May 2020, placing approximately 700,000 cy of sand and utilizing three hopper dredges and specialized screening equipment. We provided coastal engineering analyses, construction observations, project management oversight, and environmental services including permit compliance. MID-TOWN GROIN PROJECT Although the Mid-Town Beach Nourishment Project was completed in 2015, the groin that was authorized for construction near R-99.3 was not constructed during the nourishment project. In 2017, we requested state and federal permit modifications on behalf of the Town to construct the groin prior to peak sea turtle nesting season in 2018. Our staff worked with USACE and FDEP to expedite the permit modification to ensure construction would not interfere with nesting season. Additionally, initial authorization did not include consultation with NMFS for Section 7 consultation since the groin was originally planned to be built on the newly nourished beach. Our staff designed the project so that construction of the groin would be built “in the dry,” otherwise consultation would have not made construction feasible for that season. The modification requests were submitted in late December 2017 and the project was deemed substantially complete in May 2018. REACH 8 NOURISHMENT Our staff assisted the Town with NEPA documentation and agency coordination for their Reach 8 nourishment project. The Reach 8 nourishment project was evaluated with an adjoining project in the Southern Palm Beach Island Comprehensive Shoreline Stabilization Project Environmental Impact Statement, which was finalized in 2016. The Town contracted with our team when the USACE requested additional information on the Reach 8 project to facilitate Endangered Species Act Section 7 consultation and consultation under the Magnuson- Stevens Act. Our staff were able to quickly compile the requested information and provide the Town with an artificial reef design to respond to USACE and resource agencies. The response has since been routed for review with the agencies. We have produced and maintained a comprehensive beach management plan for the County and have continually provided engineering services for the County’s coastal program on Anna Maria Island, including project design, geotechnical investigations, environmental studies, hardbottom monitoring, state and federal permitting, and construction administration required to build the County’s coastal projects. Our history with Manatee County is an example of our dedication to providing a wealth of technical and program management services that benefit our clients. BEACH NOURISHMENT & ARTIFICIAL REEF PROJECT HISTORY 1992/93 Beach Nourishment Project and Artificial Reef Construction. In response to severe erosion on Anna Maria Island, USACE placed approximately 2.32 million cubic yards of sand on 4.6 miles of Anna Maria Island beaches during the initial beach nourishment project. As mitigation for hardbottom impacts, we designed and provided construction oversight for two artificial reefs. 2002 Beach Nourishment Project and Artificial Reef Construction. Nine years later, the County placed approximately 1.9 million cubic yards of sand on 5.2 miles of the Anna Maria Island coastline. As mitigation for the impacts to 0.45 acre of nearshore hardbottom, we engineered and oversaw construction of a 0.44-acre limestone boulder artificial reef in 2005. 2005/06 Beach Nourishment Project. In 2004, Hurricanes Charley and Ivan caused direct impacts to Anna Maria Island. Our team prepared the project plans and specifications, updated the borrow area, obtained permit modifications, and provided construction observation in 2005/06. We helped the County obtain FEMA funding and assisted the County in securing approval of eligibility for FEMA assistance for the City of Anna Maria Island segment, a non-federally authorized section of the project on the north end of the island, also renourished in 2005. Our staff worked to "piggy-back" the 2011 nourishment of the Coquina Beach project onto the FEMA funded City of Anna Maria Beach Renourishment, saving the County significant costs. We also designed, permitted, and oversaw the construction of a 5-acre artificial reef. We worked with agency staff to reduce the mitigation required for hardbottom impacts, again saving County money. 2014 Beach Nourishment. Coquina Beach was renourished in March 2014 to replace losses due to Tropical Storm Debby and fill the design template to full capacity. We again assisted the County to coordinate the timing of the renourishment to coincide with the 2014 federal project, which resulted in substantial cost savings for the County. Our team provided geotechnical services to identify the sand source, the engineering design, funding acquisition, permitting services, technical consultation, and construction administration to help restore this portion of the island’s receding coastline, while reducing the project cost. 2020 Beach Nourishment and Artificial Reef Construction. CPE is currently assisting the County and USACE with the construction of the federal project and Coquina Beach Nourishment Project, which began in July. The federal project received 2018 supplemental funding, and so by constructing it back-to-back with the Coquina Beach project the County will substantially reduce the mobilization costs as it did in 2014. We completed the beach and borrow area design, permitting, and pre-construction surveys needed to bid the project. We will be providing construction administration and public outreach support throughout construction and completing post-construction biological and physical monitoring. CPE is also providing mitigative artificial reef services to the County in support of both projects, including UMAM assessment, siting, engineering design, construction oversight, and eventually biological monitoring of a 2-acre limestone boulder reef. GEOTEXTILE TUBE DESIGN AND CONSTRUCTION The Longboat Pass north jetty at the south end of Anna Maria Island has deteriorated over time allowing a significant amount of sand to enter the Pass. In response, our team designed, permitted, and oversaw construction of a shore-perpendicular geotextile tube placed adjacent to the existing porous jetty to stop sand from passing through and reduce beach loss and shoaling. The test installation has functioned extremely well, and the County is pursuing permanent jetty tightening. We are assisting the County with the feasibility study to make permanent improvements to the jetty. CORTEZ GROINS REMOVAL AND REPLACEMENT CPE staff assisted the County with the removal of three dilapidated pier-type structures and replaced them with new permeable adjustable groins to maintain shoreline stabilization on Cortez Beach. We Coquina Beach post-construction, 2014 FIRM REFERENCES AND SIMILAR WORK COMPLETED CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION F – FIRM REFERENCES AND SIMILAR WORK COMPLETED COASTAL PROTECTION ENGINEERING LLC | PAGE 7 developed the Feasibility Study to evaluate the effects on Cortez Beach and the surrounding beaches due to modifications to the groins, considering various levels of removal, replacement, and permeability of the structures. The Feasibility Study included development of alternatives and numerical modeling analyses. We also assisted with state and federal permitting of the project and provided construction administration and oversight from February 2015 to December 2016. ARTIFICIAL REEF AND HARDBOTTOM MONITORING Due to the presence of nearshore hardbottom in the shallow waters adjacent to Anna Maria Island, mitigation and monitoring have been required to offset project impacts to these resources. Our staff assisted the County locating suitable sites for placement of the artificial reefs and obtaining state and federal permits for their construction. Our engineers designed and oversaw the construction of the 1993, 2005, and 2011 artificial reefs to ensure they were built in compliance with project permits. Following construction of the artificial reefs, our biologists conducted permit-required annual monitoring to document that the reefs succeed at mimicking the natural hardbottom which they are intended to mitigate. These surveys included benthic assessments, fish counts, relief measurements, reef delineation, and collection of photo and video documentation. In addition to monitoring the colonization and succession of the artificial reefs, our biologists monitor the natural nearshore hardbottom to document any potential unanticipated project impacts. We developed and updated the biological monitoring plan for each project in close coordination with FDEP. During annual monitoring surveys, our biologists utilize quadrat-based benthic assessments, sediment measurements, and in situ resource mapping, supplemented by photo and video documentation. Data are analyzed to document any potential secondary impacts related to project construction, and reports are prepared and submitted to agencies as required by permit conditions. CPE is currently assisting the County in locating a site for a new artificial reef that will provide mitigation for the federal and Coquina Beach projects, as well as excess mitigation to provide additional marine habitat and to use if continued hardbottom ever results in the requirement of additional mitigation. We are also working with the County to design and permit a recreational nearshore snorkel reef in the shallow nearshore waters adjacent to Coquina Beach. For over 15 years, in our time spent at APTIM and now continuing as CPE as their subconsultant, our staff assists with: preparation of permit applications; state and federal funding applications; development of environmental documents for agency coordination; preparation of the supplement to the General Design Memorandum to modify the design; preparation of plans and specifications; construction inspection; and public outreach. In 2005/06, we worked with the USACE Mobile District and the local sponsor to fast-track the emergency restoration of the beach following impacts from Hurricane Ivan. Our professionals quantified storm losses that qualified for FEMA and USACE emergency funding. Our staff helped to locate and identify additional local borrow area sites, which ultimately saved construction time and reduced local costs. We worked together with USACE and TDC to expedite design and permitting and continued to assist during construction, which began in April 2005 under the direction of USACE. A total of 3.3 MCY of sand were placed along 17 miles of Panama City Beach, a portion of which included a truck haul project in Carillon Beach and Pinnacle Port Reach. Our staff assisted the USACE in assessing the 2005 hurricane impacts to the project area, which allowed for the planning of a 2011 project addressing the 2005 storm losses (constructed fall 2011). Based on annual monitoring data, the need for a hot spot nourishment project was identified. In spring 2017 a hot spot renourishment project was constructed placing nearly 1 MCY of high-quality sand on the beach to address four narrow areas and bring them back in line with the rest of the project. The 2017 project used three dredges, two borrow areas, and an innovative inline screening machine to reduce shell content. We recently assisted with the design of a borrow area for the restoration of Mexico Beach, which sustained a direct hit by Hurricane Michael. CPE staff are currently helping the TDC with planning and coordination with the USACE for a federal 1.5 MCY repair, anticipated to be constructed in 2020/21. We are also working to modify their FDEP and USACE permits to include St. Andrews State Park in the Panama City Beach nourishment project. Construction of the 2017 Panama City Beach Renourishment Project FIRM REFERENCES AND SIMILAR WORK COMPLETED CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION F – FIRM REFERENCES AND SIMILAR WORK COMPLETED COASTAL PROTECTION ENGINEERING LLC | PAGE 10 Project Reference No. 4 LIDO KEY BEACH NOURISHMENT PROGRAM City of Sarasota, Florida CPE staff provides a full range of services to the City of Sarasota in support of their highly successful coastal program on Lido Key. For over 18 years, in our time spent at APTIM and now continuing as CPE as their subconsultant, we have provided coastal engineering, permitting, numerical modeling, coastal structures design, funding acquisition, and environmental services. These efforts have supported the construction of four locally constructed beach renourishment projects (2003, 2009, 2015, and 2019) on Lido Key. The City’s beach preservation program has been highly successful in restoring and maintaining the popular recreational beach of Lido Key and in providing storm protection to the beach road (Ben Franklin Drive) and to upland buildings. The project won the ASBPA National Best Restored Beach Award for 2009. LIDO KEY BEACH NOURISHMENT PROJECT In 2009, 2015, and 2019, Lido Key Beach Nourishment Projects were constructed as FEMA-funded projects since they repaired storm damages to a previously engineered (non-federal) beach renourishment project. Our team prepared storm loss analyses in order for the City to obtain FEMA funding associated with the storm damages to the beach. We also assisted the City in applying for time extensions and minor modifications to the existing FDEP and USACE permits, which allowed the project to be constructed with the existing permits. We also provided the City with project design, preparation of plans and specifications, construction oversight and administration, and assistance with post-construction permit requirements. An inlet management study developed by our team allowed for the use of New Pass ebb shoal as a sediment source. We conducted Delft3D numerical modeling to determine the coastal effects of excavating sediment from New Pass. This allowed future projects to use dredged sand from New Pass channel and/or the ebb shoal as fill material. These three projects have served as interim repairs to the beach in anticipation of the federally authorized Lido Key Hurricane and Storm Damage Reduction Project, which began construction in July 2020. LIDO KEY HURRICANE AND STORM DAMAGE REDUCTION (HSDR) PROJECT Our team has also provided in-kind services that enabled USACE to re-establish Lido Key as a federal project and to develop a federally authorized and funded shore protection project, which includes fill placement and coastal structures. As local sponsor for the project, the City has assisted USACE with engineering, mitigation planning, and permit application services provided by our staff, including contributions to the Feasibility Study, modeling study, and project development. The City and USACE have held public meetings including scoping meetings to initiate the NEPA process, as well as a public meeting with FDEP, USACE, and the City to address public concerns over potential project impacts. Once Lido Key has been restored using USACE funding, FEMA funding will not apply to future projects; however, the project will now be eligible for federal funding for storm damage repair through USACE FCCE funds. Our biologists assisted with FDEP permitting and consultation with NMFS, addressing anticipated impacts to seagrass located within the Big Sarasota Pass borrow areas. We prepared a UMAM evaluation and successfully negotiated with FDEP to determine an appropriate amount of mitigation to offset anticipated impacts to seagrass from the Lido Key HSDR Project. Our biologists worked closely with FDEP, FWC, USACE, NMFS, and USFWS to determine a suitable and feasible mitigation site. We worked with FDEP biologists to finalize the seagrass mitigation and monitoring plan, and FDEP issued the permit in June 2018. We completed coordination with the City of Sarasota, USACE, and Manatee County to modify Manatee County’s permits to incorporate the LKMS and developed a Site Agreement between the City of Sarasota that outlines implementation, monitoring, and maintenance responsibilities for the seagrass mitigation project. The Lido Key HSDR Project is currently underway and the seagrass mitigation project in Perico Preserve is anticipated to be completed in summer 2021. CPE staff is currently providing construction administration support for the beach nourishment project and will complete pre- and post- construction surveys for the seagrass mitigation. Our biologists developed a mitigation plan to offset impacts from dredging to seagrass on the Big Sarasota Pass ebb shoal. The original project quantified coastal change from more than 2,000 lidar data sets on 3,290 km of Gulf of Mexico and east US coastline using a grid-based approach to measure shoreline and volume differences within GIS using a custom Python-coded system. Following Hurricane Matthew, the JALBTCX toolbox was updated to rapidly quantify shoreline and volume change to allow for USACE to provide their Districts shoreline and volume change quantifications within five days of lidar data collection. This information has been critical for USACE to know where and how much damage was caused by the storm and provided the data needed to justify where emergency response was necessary. USACE continues to utilize this tool following their emergency response surveys. The current project is updating the JALBTCX toolbox by: 1) converting feature extraction tools to Python and incorporating into the JALBTCX toolbox, 2) making edits to the JALBTCX toolbox to streamlining the processing steps, 3) updating the JALBTCX toolbox to allow for multiple datasets, and 4) updating the CRI and incorporating into the JALBTCX toolbox. CPE has converted a USACE developed a feature extraction tool using Matlab to ArcGIS Python. The tool extracts the shoreline position, dune toe, dune crests, and beach slope from survey and lidar based profiles. CPE reviewed the tool and developed ArcGIS Python scripts to replicate the Matlab functions, tested the scripts, validated the scripts with existing data, and developed a tutorial to teach future users. Our services are not regulated by the Florida Department of Business and Professional Regulation and so we could not meet the requirements of the last bullet of section 2.6.1, although we are properly registered and in compliance with the State of Florida (Division of Corporations). Is it the City’s intent for the “Environmental Engineering” discipline to only be serviced by licensed engineering firms? I recognize the scope could be interpreted to focus on Phase I/Phase II Environmental Assessments, in which case we would not be qualified. But the broad description of “monitoring and mitigation, environmental studies and reports” and the permitting scope are commonly used to describe our work, albeit associated with wetlands, protected wildlife species, and water quality. I wanted to be sure this wasn’t an opportunity we were missing due to a technicality the City didn’t intend. A9.
