In response to your solicitation for Professional Consulting Services - Architecture, we are pleased to
submit the qualifications of MC Harry Associates, Inc. We are an established, Miami-Dade County Certi-
fied DBE firm with a 60 year history providing superior architectural, planning and interior design services
to numerous municipalities and government agencies. Our award winning project design credentials in-
clude municipal and community centers, libraries, recreation and aquatic centers, and fire stations. We un-
derstand that Continuing Architectural Services oftentimes require rapid response problem solving to ad-
vance projects quickly and efficiently and this demands that your Architect have the knowledge and experi-
ence to address project scope within the context of time and budget constraints. MC Harry Associates’
success with prior continuing/on-call service contracts, place us well ahead of the competition.
Our team is comprised of talented design professionals who have considerable experience in master plan-
ning, programming, and the design and construction administration of public projects; projects that often
call upon our expertise with building additions; renovations and repair; adaptive reuse and retrofit; life
safety upgrades; and ADA survey and barrier mitigation programs.

Renovation, restoration and repairs to several iconic Coral Gables landmarks including the historic George
Merrick House and Venetian Pool; as well as the Coral Gables War Memorial Youth Center.
Town of Miami Lakes, Florida
Development master plans for several parks including Optimist Park, Loch Ness Park, Park East Skate Park,
and Florida Estates Pocket Park; as well as providing ‘design criteria professional’ services for their new City

Multiple master plans and concept designs including a new City Hall complex including a mixed use Parking Ga-

pansions to their ‘transit oriented corridor’ boundaries fronting on State Road 7, Hallandale Beach Boulevard and

Restoration and repair design services for the historic Dorsey Library, historic Fire Station 2, the Legion Park
historic Tee House; and the Eighth Street Domino Park improvements. MC Harry’s Capital Projects include the
LEED Gold Dinner Key Marina Dock Master Building and LEED Silver Melreese First Tee Golf Training Center.
City of South Miami, Florida
Multiple master plans and concept designs including South Miami Park and Murray Park; architectural subcon-
sulting services to civil/landscape firms Miller Legg and EAC who hold respective contracts for Parks Planning
and Continuing Design Services. MC Harry’s Capital Projects for the City include the Gibson -Bethel Community
Center; various streetscape designs and City Hall improvements.
Florida Department of Management Services
Multiple renovations, repairs and/or ADA improvements to numerous State owned buildings including Regional
Service Centers in Marathon, Fort Myers, and Broward County; the North Miami WPBT Building; the Marathon
FHP Building; and Miami’s downtown Rohde Building.
Miami-Dade County Public Schools - AEPC, Florida
Selected to provide professional Architectural Consultant services to the Miami-Dade County School Board for
miscellaneous projects for which construction costs do not exceed the statutory limit ($1,000,000). Services
included preparation of design and contract documents for projects performed via in-house, GC, CM-at-Risk or
term bid contractors and encompass small additions, remodeling, renovations and repairs.
Miami-Dade County GSA/ISD, Florida
Multiple investigations, special studies and design services related to the Miami -Dade County Courthouse mod-
ernization program: exterior restorations, utility upgrades such as telephone, air conditioning systems, elevator
systems; space planning and reprogramming throughout the building; interior design and historic restorations;
ADA and life safety improvements. Other County projects include development master plans for both the History
Miami Museum and Vizcaya Museum and Gardens.
Florida International University
Numerous projects with a construction value under $2 million ranging in size and scope from the planning and
design of multiple dining facilities and student classrooms, to office space and toilet room modernization .
Management Plan and Team Organization: individuals that make a difference
As your on call Architectural Design consultant, M.C. Harry Associates, Inc. will assume lead administrative and
project management responsibilities throughout the duration of the contract. We will also be responsible for all
architectural design services and construction administration. Critical design and management responsibilities
for each major task will be delegated to a design principal or senior associate with in -depth project related ex-
perience.

Modeling and Animations: Seeing is believing
Throughout the course of project development, we routinely use our in-house 3D Modeling capabilities to com-
municate design concepts and their refinements; leading to a well-conceived, affordable, design solution. This
design approach allows all stakeholders to critique the project long before it is committed to construction.
Sustainable Design: Green architecture
MC Harry has LEED accredited professionals on staff with a working familiarity of the sustainable design strate-
gies made part of the Leadership in Energy and Environmental Design program. All of MC Harry’s projects rou-
tinely complete an in-house checklist to assure conformance with basic ‘green’ standards while adhering to the
owner’s budget constraints. We have completed four fully certified municipal building projects, three of which
achieved LEED Gold.

Over ninety percent of our project assignments are received from clients for whom we have previously provided
similar services. This high degree of repeat business is an affirmation of the quality of our work and of our con-
tinued dedication and commitment to providing the highest level of professional service.
MCHarry understands that if selected, our firm is willing to meet any location, budget or task order. Our current
workloads permits us to dedicate the adequate staff. MCHarry warrants and represents that at all times during

plan. On a corporate basis, we sub-contract approximately 35% of our gross revenue. Of that amount, approxi-

M.C. Harry has substantial working knowledge of each of the functions listed under Section 3 of your
Scope of Services for the Architecture category in your RFQ.
The MCHarry team we’ve assembled for the City of Sunny Isles CCNA has previously collaborated
numerous times on the assignments routinely initiated through miscellaneous A/E services contracts.
Our team is not afraid to roll up their sleeves and get their hands dirty to complete the job; no matter
what the project scope may entail. Through this body of work, we have learned to resolve the intrica-
cies of small scale, oftentimes complicated, municipal projects quickly and efficiently.
Design Philosophy: The design team’s principals and project managers have completed numerous
projects for a variety of municipal clients. The scope of these projects have run the gamut from addi-
tions, renovations, repairs and remodelings, to ADA compliance, special studies, and planning and
programming initiatives. Our design philosophy is based on identifying a project scope com-
mensurate with your budget and schedule constraints. Our approach also includes addressing the
obligatory ADA and code compliance issues, as well as practical sustainable design interests.
Design Process: A single point of contact is established to facilitate communication between the De-
sign Team and the City’s project manager(s). Documenting and updating project progress, cost esti-
mates and schedule is critical to the success of each project assignment; and during the construction
phase, our team takes a hands-on approach and will be on-site to monitor project implementation.
The project manager will document the progress of construction thru digital photography, OAC meet-
ing minutes, and the processing of pay applications and schedule updates.
Value Engineering: All projects require a thorough understanding of the end result expected by the
owner. We begin all our projects with a program analysis and verification allowing the MC Harry
Team to identify areas which are impacted by higher construction costs or constructability challenges.
This scope validation is performed jointly with the user, therefore, items that will impact the budget
and/or schedule can be identified early-on and either be removed, adjusted or accepted as necessary.
Value engineering does not start at the end of construction documentation, but rather from project in-
ception. And early-on selection of building materials, finishes, equipment and building systems must
be the right choice based on budget, scope, long term maintenance, sustainability and ease of opera-
tions among other measures. On occasion, we have engaged the services of third party analysts to
review the project design and identify practical options to reduce cost without compromising primary
project goals and objectives. If a CM at Risk approach to project delivery is pursued, the contractor
should participate in the VE exercise as part of their pre-construction obligations.
Ensuring Timely Completion of Projects / Phases: MC Harry is one of the most respected archi-
tectural firms in Miami-Dade County. We have an excellent record of cost control, program respon-
siveness and timeliness of service. Our diverse staff of motivated professionals, have been serving
public agencies throughout the South Florida area on a variety of successful projects; a tradition for
over 60 years. We have earned a well deserved reputation for successful, well conceived projects
delivered ON TIME and WITHIN BUDGET.
Maintaining projects on schedule and within budget requires a focused and committed A/E team that
has previously worked together and understands the need and techniques to control the TIME,
MONEY and COMMUNICATION issues influencing the success of the project:

TIME issues are controlled by establishing easy to read; easy to update task oriented project sched-
ules. We establish the number of working days for each task; and this, in turn, establishes hard dates
and phased milestones that need to be met by the project team. Specific deadlines are established
for AE / Owner / and Contractor, and are the basis of interdisciplinary coordination. This schedule is
the benchmark for progressive project development; and if additional tasks are required; the schedule
is modified accordingly. This type of schedule is easy to read, understand; update and follow over
time.
MONEY issues are controlled by establishing realistic construction budgets from inception. MC Harry
and Associates typically create a pre-design estimate, using past project data as a guide to establish-
ing line item budgets for each construction trade or specification division. This pre-construction esti-
mate is then monitored as the project design evolves so that if any one trade moves outside logical
cost parameters; we can address it before that scope element is fully committed. MC Harry’s client
base has gained respect for our INHOUSE detailed cost estimating system. We do not use sub-
contracted cost estimators except as a back check. Instead, our Project Managers are required to
maintain an ‘inventory of project elements’ refined over the course of project development.
COMMUNICATION issues are controlled through a single point of contact to facilitate communication
between the City and the design team. This will help guide the management of the project as well as
maintain consolidated communication between all involved parties. The first steps in the planning and
design process will be to validate the desires of City Staff and stakeholders to confirm that the pro-
gram aligns with project budget and schedule constraints. Once a program is accepted by all stake-
holders, the creative design process begins. The project will have its documentation process spear-
headed by our project manager.
Our design team follows the project into the field and takes a hands -on approach to monitor project
implementation and provide construction engineering inspections and threshold inspections when
needed. The project manager will document project construction through digital photography, meet-
ing minutes, and maintain OAC awareness of both the project time line and pay requests measured
against schedule of values percentage completion.
Quality Control and Assurance: As part of our standard office practice, MC Harry reviews all design
documents, whether schematic or construction documents, for clarity and accuracy of information,
constructability, graphic representation and coordination among all disciplines. We have assigned
several senior level staff to review and comment on all our phased and milestone submittals. Often-
times these senior staff members have not been directly involved with the project, allowing for a more
complete, 3rd party, analysis on the quality of the documents produced by our office related to pro-
gram and code requirements, readability and cross reference, design detailing, and technical specifi-
cation. This thorough review is integral to reducing construction phase RFI’s that may lead to
changes in project scope and budget. We also assess and document conformance to code require-
ments to reduce permitting review and approval time.
With over 60 years of experience in the South Florida market, MC Harry and Associates has extensive
knowledge of the building construction process and procedures. Furthermore our extensive and di-
verse portfolio of 'special' projects has lead to a full understanding of an “Essential Services Facility”
designation as it relates to 'Mission Critical' continuous operations and the need for reliable power,
emergency backup, systems redundancy, disaster recovery, and security.

Experience with Local, State and Federal Government Agencies:
Through this body of work, we have developed long-standing working relationships with state and lo-
cal agencies, permitting authorities, and fire department officials. And we have recent experience co-
ordinating on projects involving multiple 'authorities having jurisdiction', stakeholder entities and public
review forums. These relationships and experiences represent an essential key factor in the timely
delivery of your projects.
Experience with Phased Construction Implementation:
The majority of MC Harry's large scale capital improvement projects have required a multi -phased
construction program to minimize disruption to on-going operations and to assure a safe and secure
environment for those operations and the people involved.

M.C. Harry was selected to provide professional Architectural Consulting
services to Florida International University for various projects with a con-
struction value under $2million.
FIU MMC MARC 3rd Floor Business Incubator:
Renovate approximately 7,400sf of existing office space on the third floor of
the MARC Building. The work involved selective demolition of existing inte-
rior partitions, floor finishes and ceilings. Renovation to incorporate se-
lected existing perimeter offices while creating a mostly open office environ-
ment to facilitate the meeting of small and large groups. Spaces for a small
meeting room, a training room/classroom, conference room and a break
room were incorporated in the new design. The design will include limited
modification to the existing mechanical, electrical, plumbing and fire protec-
tion systems to accommodate the new layout.

FIU Parking Garage 6 Dan Marino Foundation Build Out:
The project centered on creating a learning environment for autistic indi-
viduals transitioning from high school to college and working environments.
The build out included a 3,550sf grey box located on the ground floor of
Parking Garage 6 to suit program requirements of the Dan Marino Founda-
tion. Included offices, and classrooms; all new floor, wall and ceiling treat-
ments; state of the art audio-visual infrastructure; a series of acoustic con-
trol strategies including entry vestibules and treatment to minimize rever-
beration.

FIU Carnival Student Center:
The 3,000sf space was renovated and repurposed to create an informal
attractive gathering place for students. With its multi -purpose use and re-
source center, the Carnival Student Center has become an activity hub
where students meet, hold casual get-togethers and student organization
meetings, work on group projects, and create class presentations in the
adjacent computer center. Industry representatives scouting prospective
interns and employees conduct interviews in a fully equipped conference
room. Among the facility’s features is an advising center, a reading room,
computer workstations and a fully equipped kitchenette.

Miami-Dade County is committed to the principals of building a
healthier, more vibrant and livable community through
implementation of their Parks and Open Spaces Master Plan.
Accordingly, they turned to MC Harry Associates to address the
County’s planning and design goals for the 300 square mile
Region C area of Southwest Miami-Dade County containing
more than 60 public parks and preserve areas. The 10 year
contract will achieve a variety of cost effective and aesthetically
satisfying experiences for all park users by creating beautiful,
durable, ecologically sustainable park environments where the relationship between the visitor and the
unique elements of each park are thoughtfully considered.
Project Examples: Southridge Park Community Recreation:
The project design is organized around a two story lobby/reception space flanked by a multipurpose/
events space, a fitness room and a ‘kidz corner’ play area. The lobby links with an outdoor dining patio,
splash pad and an eight lane competition swimming pool. Support spaces include warming kitchen for

DOE / WPBT TV Station, North Miami: Re-roofing for a two story 20,000sf facil-
ity. The project includes evaluation of existing roofing, building structure and site to
determine a new roofing and drainage layout. Existing roofing did not provide ade-
quate drainage from the rooftop. Entire roofing was replaced with a secondary wa-
terproofing system to protect sensitive equipment within the building during con-
struction and a new primary system; a low maintenance, high performance TPO
top sheet. A/E performed design, bidding (Contractor selection) and C/A ser-
vices. Construction Cost: $140,4440.00
Robert H. Gore Building, Fort Lauderdale: Site Security Improvements; including
fencing, lighting and street side landscaping around the building. Fencing was con-
figured to provide security without restricting appearance of the building or ease of
customer access. New high efficiency and low maintenance LED lighting was
added throughout the site to aid in security. These improvements, which included
landscaping, meet city ordinance requirements for street appearance. Other minor
code violations and safety items were discovered during construction and repairs
were designed and performed as required. A/E performed design, bidding

Florida Highway Patrol Complex, Miami: Re-roofing for a one story 3,000sf com-

Certification. Contributing to this achievement is an annual water savings
of 53%; and a 19% annual energy savings.
The Community Center’s design expression reflects the neo-
Mediterranean architecture of the surrounding residential neighborhood.

Dinner Key Marina Dockmaster Facility:
The design and construction of a new, three story, Dockmaster Build-
ing serving the Coconut Grove Dinner Key Marina. It replaces the 40
year undersized facility and provides a shaded commons area and pa-
tron parking on the first floor; customer services on the second floor;
and administrative offices on the third floor.

Prime consultant and architect of record: Conceptual planning and de-
sign; renovations and rehabilitation of historic facilities; and the design
and construction of park facilities.
New City Hall Complex - The Village of Palmetto Bay hired M.C.
Harry & Associates to develop a conceptual design for a new 10,000sf
Village Hall Complex to initiate their design/build development program
located on a 2.4 acre site.
Thalatta Park - In keeping with Palmetto Bay’s “Village of Parks” mis-
sion statement, they engaged MC Harry Associates to renovate their
2,600sf Carriage House and repurpose the building as a support facil-
ity accommodating public restrooms, park administration offices, and a
catering kitchen.
Coral Reef Park - A 4,050sf park concessions building offering a
place for refreshment, respite, and congregation. Sustainable design
strategies incorporated into the building include natural ventilation of all
public spaces; low flow plumbing fixtures; and high efficiency lighting.

Renovate approximately 7,400sf of existing office space on the third floor of the MARC Building. The
work involved selective demolition of existing interior partitions, floor finishes and ceilings. Renovation to
incorporate selected existing perimeter offices while creating a mostly open office environment to facili-
tate the meeting of small and large groups. Spaces for a small meeting room, a training room/
classroom, conference room and a break room were incorporated in the new design. The design will
include limited modification to the existing mechanical, electrical, plumbing and fire protection systems
to accommodate the new layout. This work was part of our Continuing Contract with FIU.

Scope for the House primarily includes patch and repair of finishes, miscellaneous repair/replacement of
Windows, doors, electrical and Mechanical components. The Garage requires removal of interior fin-
ishes throughout and removal and replacement of exterior stucco and roofing windows and doors in ad-
dition to new Electrical and Mechanical equipment throughout. On the first Floor it is recommended that
Public, ADA Compliant Restrooms be installed. This work was part of our Continuing Contract with the

Description of Work:
The Scope of Work included the assessment and documentation of existing conditions to inform the de-
sign phase of the project. The 2,060 sf building was reconstructed with materials appropriate to replicate
the historic fabric and design details that have been lost to neglect and fire, while meeting today’s strin-
gent structural and building energy codes. The building was restored to its original use as a public li-
brary and includes new life-safety systems as required by code. The Work was developed in accor-
dance with the U.S. Secretary of Interior’s Guidelines for the Reconstruction of Historic Buildings. Site
improvements was limited to perimeter fencing, outdoor security lighting, landscaping and irrigation.
This work was part of our Continuing Contract with the City of Miami.
