President 5 D DD –Project Approach and Understanding APPROACH AND UNDERSTANDING SRS Engineering, Inc.’s (SRS) will be successful in meeting the City’s objectives of providing quality for individual project designs and project programming decisions. Our experience with similar projects and our dedication to quality engineering will assure the City receives a successful project. SRS’s approach is to provide the City with a level of service expected of a quality firm. Our services should produce designs that are not only feasible, also economical, and functional. Our obligation to the City is to represent its best interest during each stage of a project whether it is in the due diligence, design stages, or the construction phase of a project. We strive to deliver innovative engineering solutions and outstanding customer service. Since our inception in 1995, SRS has been dedicated to building an outstanding team of engineers and professional staff whose technical expertise and client relations skills are among the best in the industry. SRS’ engineers and professional staff are supported by state-of the-art technology, consisting of proprietary software programs that the company has developed to provide customers with groundbreaking solutions. Deadlines and cost controls are managed with the same precision that we apply to the solution of engineering problems which gives us a strong competitive advantage in our operations. In addition to our focusing on excellence in design and service, our firm is guided by principals who understand that for the firm to succeed it must have satisfied clients. As a result, SRS’s success is largely due to the principals’ strong commitment to its clients and the quality of our work. The Principal at SRS is involved in every aspect of the project. Project management and contract performance is personally directed by our principal who is thoroughly experienced and a licensed professional engineer. This approach results in a very hands-on, personalized service to every client with ease of communication and top talent on every assignment. The efforts of SRS’ principal is complemented by experienced project engineers and talented professional staff that are adept at understanding the clients’ needs and will work hard to deliver the results that the City requires. Our Design Philosophy in the preparation of civil construction documents is to provide the City not only with what is necessary from a design and permitting standpoint, yet also to provide the City with a set of documents which will allow the successful bidder to construct the project efficiently and with minimal changes in the scope of work. Our Project Manager shall integrate and have a detailed understanding of the multiple key factors to be considered during the course of design, including a sound understanding of the City’s project criteria and goals, regulatory agencies’ regulations and requirements, a sensitivity to project costs, and constructability of the design. The Project Manager is likewise expected to work closely with the City and all regulatory agencies to ensure all appropriate approvals are granted prior to commencement of construction. During construction, the Project Manager will have a detailed understanding of the field conditions and challenges faced by the Contractor. He will be able to convey specific elements of the design and overall project to the Contractor throughout the construction phase in order to ensure the successful completion of the project. 6 The following principles are also part of our design philosophy: We see the big picture. We understand our community, the environmental aspects, political concerns, and economic challenges that surround and define a project, which are essential skills we possess. We know the process. We know the engineering standards, permitting, and regulatory process with the City and local regulatory agencies. Our designs respond to these constraints so that our projects are approved in minimal time, with regulatory agencies buy-in and community support. We are creative: Every design problem holds the opportunity for a creative, innovative, and elegant solution. We thoroughly explore the possibilities to create a design that is beautiful, economical, and functional. All while, keeping in mind its feasibility, constructability, and cost. And finally, we get things done: A project is not successful unless it’s actually built on time and within budget. Our design and technical skills, combined with great project management skills, allow us to transform great ideas into reality. QUALITY ASSURANCE Our close-nit team is very familiar with one another, which allows us to function with a minimum loss of motion. Deadlines are expected to be met and attention to detail is carefully observed. With every assignment, we endeavor we strive to advance our services to a level that is state-of-the-art. Cost control is managed with the same computerized precision that is applied to developing solutions for engineering challenges. For this project, as with all our projects, we constantly perform and monitor quality control. Our project engineers routinely review all design and technical performance. Proper documentation of all work and calculations is required and drawing presentations are reviewed. Weekly project meetings are scheduled, and our staff and project managers review the status and quality of work before any submittal to the City or regulatory agency. Thorough reviews of all work and drawings prior to submittal assure that only the highest quality of work is accepted. Finally, and most important in assuring quality, is our knowledge of the work to be done. All our team members have previous experience with similar projects and are familiar with the requirements of future projects. We have the resources needed and maintain excellent working relationships with the regulatory agencies. The City’s staff will not need to waste valuable time guiding our group. There is no learning curve. SUSTAINABLE DESIGN As environmental issues have a greater impact on our projects, it is more and more important than ever that we incorporate sustainable designs and planning. The City of Sunny Isles Beach, being a coastal community, will be great affected by Global Warning and Sea-Level Rise (SLR). 7 It is gravely important that all City projects consider the impacts of SLR. SRS is currently working with the Miami-Dade County Parks Department on the Park and Boat Ramp improvements to Haulover Park to mitigate future SLR impacts. Additionally, As Civil Engineers, SRS’s experience with sustainable design has been mainly in the master planning of large land development projects, as well as our work as Engineers for local municipalities. Examples of our work experience consist of the planning and design of several large urban projects such as Kendall Commons (160 acres), Hialeah Palms (114 areas), and the master planning and study of the City of Hialeah’s newly Annexed Area (3 sq. miles). Our land development projects, being urban designed projects or traditional neighborhoods, incorporate elements of sustainable development and infrastructure. These incorporate pedestrian friendly and transportation-oriented developments, sustainable urban infrastructure, and new urbanism. Smart Growth is an urban planning and transportation theory that concentrates growth in the center of a city to avoid urban sprawl and advocate compact, transit-oriented development and walkable, bicycle-friendly land use, involving mixed-use development with a range of housing choices. New urbanism is a social and aesthetic urban design movement that emphasizes diversity of land use and population as well as walkable communities that inherently reduce the need for automotive travel. These developments similarly incorporate environmental and stormwater areas, such as green spaces, wetlands, tree preserves and stormwater management areas. Furthermore, SRS was contracted by the City of Hialeah to create a master plan for the water and sewer systems of the newly annexed area. This work encompassed the master planning and design of the main water, sewer pipelines, and regional sewer pump station. Due to water restrictions and limitations from the County’s water system, alternative systems were studied, with the use of fire wells, the construction of a new water treatment plant and the installation of reclaimed water systems. STAYING ON TIME AND WITHIN BUDGET SRS Engineering has worked on over 170 engineering projects in the past five years. These projects have consisted of roadways improvements, stormwater management and drainage projects, water and sewer pipelines and pump stations, municipal facilities and parks, stormwater master plans, educational facilities, and large private land development projects. Every project is unique and has had its own complexities, some are technically difficult, while others are environmentally challenging. Although these hurdles have presented themselves in the past, our team and staff are fully capable of evaluating the project and coming up with timely and budget friendly solutions. We account for and have extensive knowledge on processing plans through local regulatory agencies, obtaining approvals and permits. Every project is unique and what they all have in common, is that they are important to our clients, as well as to our team. Keeping these projects on schedule and within budget is of the utmost importance and requires the know-how, efficiency, a thorough understanding of the scope of the project, and most importantly the execution. Throughout our history these have been proven time and time again and remain as some of the leading factors of our success. 8 COST CONTROL After the City of Sunny Isles Beach and SRS agree on the scope of work, we will prepare a fee proposal and present this to the City for review. Once that scope and fee can be reviewed together, we will adjust increase or decrease effort in certain areas. We will make related fee adjustments until a mutually agreeable scope and fee are reached. Our fee proposal will involve enough detail to confirm the level of effort specified in the scope of work. SRS proposes to use its existing management information system in the planning, budgeting, cost tracking, and control of work assignments under the Project Managers with real-time data to monitor project costs and enable them to keep work within budget. Deficiencies are noted in a timely manner to allow corrective action. SRS uses an accounting system that generates tracking reports on a biweekly basis. Project Managers will use these reports to track costs, employee time engaged on project and compare actual costs to budgeted costs. They will compare progress to determine what adjustments, if any, are necessary to keep the project within established budgets. Our Project Manager will be responsible for maintaining accurate accounting of time expended with respect to time budgeted. Costs are reviewed monthly and corrections made to re-establish budgets as required. Invoicing is reviewed by the Project Manager and submitted in a timely manner to provide accurate and current billings to the City. We will track the costs of the project team monthly. At the end of each month, we will assemble a monthly report to review actual progress as compared to budgeted costs and hours. This close monitoring will allow us to keep task orders within budget. As for construction budget and cost, on most projects, SRS shall prepare a conceptual plan for the project that may include several alternates with associated construction cost estimates. These alternatives and construction cost estimates will be discussed with the City to establish a scope of work and budget for the project’s construction. SRS will make every effort to develop designs that are feasible, economical, and constructible noting any project constraints so as not to increase future O&M costs, while meeting the City and other regulatory agencies’ requirements. SRS’s construction management experience and previous design experience is invaluable to the preparation of actuate and reliable construction cost estimates. Without this “real-world” experience construction cost estimate will tend not to be very realistic. We have “real-world” experience!!! SCHEDULE To prepare a schedule that can be met and is appropriate to the project, the Project Manager must have a thorough understanding of all the phases of the project and permitting procedures. It is important that early in the project a project schedule be prepared outlining the key elements and tasks to be accomplished. As the project progresses the schedule is fine-tuned and finalized. SRS and our team members have extensive knowledge on all the scopes of services that the City of Sunny Isles Beach will be requiring, the many facets of civil engineering such as possibly preparing the following: roadway and drainage improvements plans, Stormwater Master Plans, capital improvement plans, engineering construction management and inspections, environmental 9 engineering, geotechnical services, surveying services, meeting local Standards and Procedures, and our understanding of the permitting process and regulatory requirements just to name a few. This experience enables us to prepare project schedules that are complete and realistic. We have a thorough understanding of the analysis, design process, local permitting requirements, and construction means and methods. In addition, because of the numerous critical decisions and coordination issues typical to any municipal project, SRS will contact and establish lines of communication with the City of Sunny Isles Beach and all regulatory agencies involved to have a clear understanding of their requirements, procedures and any other additional information. This close contact will develop staff familiarity and most importantly, "buy-in”, with the plan prior to the time of the formal submittals. A crucial component would be early identification of existing project conditions, environmental requirements, permits, and the development of an improvement plan that is realistic, feasible and adaptable to meet future needs. Another important element to keeping assigned projects on schedule is establishing a quality assurance program to ensure that the project is not delayed due to problems that may arise later in the project. Our Project Manager will be responsible for assuring the quality of the work product prepared by our team coupled with our QA/QC managers. The engineering process begins with determining the requirements of the project, the City of Sunny Isles Beach, and the regulatory agencies. Our staff then translates these inputs and criteria into the final design. Initial studies or modeling that shall be started once we have a good understanding of the existing conditions, current, and future needs. The quality of the design is ensured through a combination of management controls and a comprehensive and detailed set of quality control reviews and checks at various stages in the process. Finally, most important in assuring quality, is our knowledge of the work to be done. At SRS we have completed several similar continuing services contracts by the same proposed project managers and engineers, we are familiar with contract requirements, we have the resources needed, and have good working relationships with the regulatory agencies. The City of Sunny Isles Beach staff will not waste valuable time guiding our group. We know how to do the job. For each project we are assigned, our Team will prepare and submit for review and approval, a project management control schedule, in Gantt Chart format, using MS Project software that will incorporate all the work elements defined in the negotiated contract documents. Allowances for City of Sunny Isles Beach review will likewise be involved as determined in final contract negotiations. Once the work begins, our Sr. Project Manager will closely monitor the schedule and adjust as the project circumstances dictate or as the City requires. Actual progress versus established milestone deadlines will indicate performance. During regular Project Team meetings, we will identify and discuss schedule variances and make appropriate adjustments. The overall goal of the Team is to proactively identify scheduling issues and work cooperatively with the City to determine the best solutions to avoid necessary changes or unanticipated problems. 10 E E –Qualification Information and Assigned PersonnelE QUALIFICATION INFORMATION AND ASSIGNED PERSONNEL OUR BACKGROUND AND HISTORY SRS Engineering, Inc. We have embarked on the roadway designs of numerous municipalities, for example Miami-Dade County, City of Miami, Town of Medley, and an array of private land development projects. The latest project contribution encompasses several roadway and drainage improvement projects that have been performed on NW 58th Street and West Dixie Highway for Miami-Dade County; several roadways for the City of Hialeah totaling over 26-miles of roadways comprising of several different locations: W 36th Avenue (NW 97th Avenue) and NW 138th Street and adjacent canal; Miller Drive (SW 56th Street) widening; the extension of SW 120th Street; and the Roadway Beautification Project of Collins Avenue. A very intricate roadway SRS designed was NW 138th Street, which had a construction cost of over $12,450,000. There were many factors that contributed to the complexity of this roadway project, for one it was a 6-lane divided roadway that required a continuous drainage system and 1.4 miles of street lighting. There were signalized intersections at NW 97th Avenue, NW 102nd Avenue, and NW 107th Avenue, as well as double left turns and deceleration lanes. On top of that there was a 50’ wide drainage canal with culverts and a canal wall along the north side of NW 138th Street between NW 97th Avenue and I-75. The project’s obligatory permits ranged from city permits from Hialeah, Hialeah Gardens, Miami-Dade County, RER (DERM), FDOT, SFWMD, COE, and DEP; to a couple of Environmental Resources Permits (ERP) such as cut and fill calculations and wetland mitigation. Aside from our county and municipal roadway design experience, SRS has planned and designed over 2,200-acres of land developments projects within Miami-Dade County. These land developments consist of the design of all roadways and storm water management systems, many of which are within Wetland/Environmentally sensitive areas. As an example of our capability to succeed in large and multifaceted projects, SRS was the program manager (Master Consultant) for the DERM FEMA/DORM Program. The FEMA/DORM project was a cooperatively funded effort supported by the Federal Government, State of Florida, and Miami-Dade County intended to mitigate problems that arose as a result of Hurricane Irene (October 1999) and the “No Name Storm” (October 2000). As a Master Consultant we were responsible for the coordination of twelve engineering design consultants and seven land surveying firms involved in the design of approximately four hundred ninety mitigation projects. These projects ranged from drainage improvements to total roadway reconstruction, canal dredging, culvert cleaning, and canal bank restoration. We oversaw the construction efforts of five contractors performing work with an estimated construction value of $35,000,000.00.
