(Cummins Cederberg) is pleased to submit this RFQ for Continuing Professional Consulting Services, to City of Sunny Isles Beach (the City) for your review and consideration. We acknowledge receipt of addenda 1 – 4. Cummins Cederberg is excited for the opportunity to present our firm with the motivation to develop a long-term relationship as a trusted consultant for marine structural engineering and environmental engineering. We have reviewed and understand the scope of work to be performed and are familiar with the City’s goals outlined within the 5-year Capital Improvement Plan. It is our understanding the City is planning to construct a new dock to create an observation deck at Intracoastal Park, which is within our core services. The City has experienced a revitalization of redevelopment and is one of the most desirable oceanfront communities in South Florida. History The firm was founded by Jason Cummins, PE, and Jannek Cederberg, PE, and over the course of ten years has successfully grown into a leading engineering firm for complex coastal and marine engineering projects in South Florida and the Caribbean. Cummins Cederberg is repeatedly selected ahead of larger national engineering firms due to our unique and focused qualifications. The firm’s success is built on providing high quality work in a transparent manner to build long term relationships. The two founders have extensive experience in the coastal and marine from both private and public clients. They have been involved in more than 500 coastal and marine engineering projects throughout Florida and the Caribbean (some of the largest in the region) providing unmatched knowledge and experience. This exclusive focus allows us to thrive in the coastal and marine sector without diluting knowledge or resources amongst other disciplines. We are fully staffed and equipped to conduct environmental field investigations requiring vessel support, GPS, hydrographic surveying, SCUBA, and tide and current measurements. We maintain all required insurance to legally conduct diving operations including Jones Act (46 USC§30104), US Longshore & Harbor Workers’ Compensation Act (USL&H) Act (33USC§901-950), and Maritime Employers’ Liability (MEL) coverage. As a smaller firm (with multiple SBE certifications at the municipal, county, and state levels), clients work directly with experienced senior engineers and project managers who dedicate themselves to providing a superior level of responsiveness and quality. 1. Marine Structural Engineering Expertise Design of marine structures involves several components in addition to typical construction of an upland structure. The harsh marine environment can result in increased deterioration and future maintenance issues, if not properly considered in the design process. A marine structure is exposed to variable conditions, such as saltwater, storm waves, tidal currents, and potential sediment transport as well as other dynamic loading conditions. The underlying knowledge of coastal processes affecting design or influencing performance, allows our engineering team to optimize design efforts and support reduced capital and maintenance costs over the service life of the structure. The engineering team at Cummins Cederberg is highly versed in the use of modern materials not only to reduce impacts to the environment but also increase longevity and performance. Furthermore, marine facilities are governed by strict environmental permits at local, state, and federal levels, in addition to the standard building permit. Through detailed plans and hands-on communication with agencies, Cummins Cederberg is experienced in expediting the permit process. Inexperience or limited understanding of the engineering and permitting aspects in the marine environment can result in a lengthy permitting process. Our marine structural engineers have designed projects throughout the Miami-Dade County coastline, including the City of Sunny Isles Beach, with experience ranging from the design of seawalls, marinas, docks, shoreline stabilization, to underwater condition assessments and construction administration. Dade Boulevard/Collins Canal Seawall is a 2,670-foot steel sheet pile seawall designed by Cummins Cederberg to replace a low elevation seawall as seen on the photo below on the left. South Miami ▪ Fort Lauderdale ▪ Jupiter ▪ Tallahassee Ph: 305-741-6155 ▪ www.CumminsCederberg.com One Miami Condominium Seawall consisted of a 900-foot steel sheet pile, a concrete cap, and scour mat. Cummins Cederberg performed an above and below water inspection of the entire seawall to provide recommendations on the remaining service life of the structure. Repairs were subsequently designed, permitted and constructed. Bentley Bay Marina is in Miami Beach within the Biscayne Bay Aquatic Preserve. Cummins Cederberg performed the engineering design of the marina utilizing concrete piles, and beams with grated decking to allow adequate light penetration to reach the submerged bottom supporting seagrass habitat. Vizcaya Floodwall and Wetland Restoration included the design, permitting, and construction oversight of a floodwall to protect a restored historical garden from storm surge impacts and tidal flooding, as well as removal of exotic vegetation and restoration of a natural wetland. Colonial Club Condominium Seawall is a 1,500-foot seawall replacement of an existing detorioarted structure at the end of it’s service life. The Cummins Cederberg engineering dive team performed a below water inspection of the entire 1,500-foot project site prior to designing the replacement. The new seawall consists of steel sheet piles supported by square concrete batter piles and a reinforced concrete cap. A new seawall was designed with appropriate specifications to accommodate the new stormwater outfalls. Coastal Towers Condominium Marina and Shoreline Stabilization was designed to replace 1,500 feet of failing seawall and docking structures at a 33-slip marina. Value engineering designs were developed for a 60% cost savings to the client by avoiding costly dredging as well as seawall replacement and instead incorporating a rock revetment and reconfiguring the slip layout for improved efficiency. 2. Marine Environmental Expertise Environmental Permitting Our staff includes former regulators at the county, state, and federal levels, with well established relationships with permitting agencies including the Florida Department of Environmental Protection (FDEP), the South Florida Water Management District (SFWMD), the U.S. Army Corps of Engineers (USACE), and the Miami-Dade County Division of Environmental Resources Management (DERM), as well as commenting agencies including the U.S. Fish and Wildlife Service (FWS), National Marine Fisheries Service (NMFS), and the Florida Fish and Wildlife Conservation Commission (FWC). By working closely with these agencies and encouraging frequent communication during project development, Cummins Cederberg facilitates the timely acquisition of permits authorizing construction, any necessary modifications where appropriate, and permit extensions. Our biologists have a firm grasp of the environmental and logistical coordination efforts needed to develop a project from conception through implementation. Permitting and design are often considered as separate entities. However, our experience is that design and permitting are so interconnected that the final permitted design often is the construction design. The Cummins Cederberg team has a proven history of implementing projects throughout South Florida utilizing this mindset. By involving regulators and stakeholders from the pre- conception phases all the way through final construction, and working through environmental, property or other concerns at the onset, we can move through the permitting process smoothly The Cummins Cederberg team is proud of our excellent working relationships with the FDEP, USACE, DERM, FWS, FWC, and NMFS agency staff. The former regulators on our team have a unique understanding of regulations and pride themselves in their ability to prepare comprehensive permit applications and responses to requests for additional information that result in shorter permitting process durations and associated consulting costs. The environmental regulatory agency staff are tasked with enforcing their agency’s rules, while working with applicants to arrive at a permittable project. In southeast Florida, where protecting upland infrastructure is paramount, the nearshore ecological resources must also be protected. It is our job to provide the regulatory agencies with the information they need to verify and document a project’s compliance with the guiding regulations so that agency staff can recommend issuance of a permit. Benthic Assessment & Monitoring The Cummins Cederberg team of marine biologists includes eight (8) biological divers, six (6) of whom are trained Scientific Divers as per 29 CFR 1910.410 and American Academy of Underwater Sciences (AAUS), all of which have professional experience in conducting hardbottom monitoring surveys. All staff have a minimum of a Bachelor of Science degree in marine biology, five (5) of which have a Master of Science or Master of Professional Science degree in the field of marine science. Our biologists are experts in stony coral, octocoral, and sponge taxonomy. The team is also proficient in the identification of seagrass, algae, and local marine fauna, including ichthyofauna. Cummins Cederberg biologists have conducted benthic monitoring, hardbottom mapping, and mitigation monitoring, as well as seagrass surveys, mapping, and monitoring programs for numerous beach nourishment, inlet/port expansion projects, and marinas including, but not limited to: Manatee County-Anna Maria Island, Town of Longboat Key, Siesta Key, Collier County, North and South Boca Raton, Town of Palm Beach (multiple Reaches, under the Beach Management Agreement), Town of Hillsboro Beach, Broward County Segments II and III, Town of Hollywood, PortMiami, Bakers Haulover Inlet, and Higgs Beach in Key West. Cummins Cederberg most recently conducted benthic and marine resource assessments and mapping for both the U.S. Coast Guard (January 2019) and the U.S. Army Corps of Engineers (October 2019). Our scientists routinely perform statistical analyses and reporting for efforts involving the detection of shifts in community composition at the species level in response to upstream or land-based activities. In addition to providing qualified and experienced staff, Cummins Cederberg can provide the necessary shallow water vessel, DGPS, data sondes for the collection of water quality data, sediment cores, video and still cameras, and SCUBA diving equipment necessary. Coastal Engineering & Resiliency The Cummins Cederberg team includes Florida Registered Professional Engineers with extensive coastal engineering experience. Our project engineers are responsible for the investigation, planning, design, and construction management of coastal projects including beach nourishment, shoreline stabilization, coastal structures, inlet management, and coastal restoration. We have experience with advanced numerical modeling tools, such as the Danish-based MIKE model, the US-based SMS/ADCIRC model, and the Dutch-based Delft/Swan model. One of our founders, Jannek Cederberg, even spent time working at the Danish Hydraulic Institute while living in Denmark before he relocated to South Florida. Our experience includes the analysis of wave propagation both offshore and shallow coastal areas, FEMA risk hazard map modeling, hydrodynamic flow in inlets and estuaries, and sediment transport associated with wave and current dynamics, as well as the interactions of beaches with natural and man-made coastal structures such as jetties, groins, breakwaters, rock headlands, and offshore reefs. Our coastal engineers have designed projects throughout the Miami-Dade County coastline, including Miami Beach, with experience ranging from beach design, hurricane modeling, and sea level rise mitigation plans. Matheson Hammock Park Sea Level Rise and Flood Mitigation Plan is a study which was prepared for Miami-Dade County to analyze the impacts of sea level rise on the park’s infrastructure and operations, as well as flood mitigation concepts for planning and budgeting. The study was unique as it combines sea level rise projections, practical concepts, and on-the-ground implementation experience with maintenance and replacement requirements. South Miami ▪ Fort Lauderdale ▪ Jupiter ▪ Tallahassee Ph: 305-741-6155 ▪ www.CumminsCederberg.com 47th Street Beach Restoration is a 20,000-cubic yard beach fill project in Miami Beach, where the shoreline experienced significant retreat following a series of storms. The beach area fronts several upscale condominiums and hotels, who were requesting prompt resolution. The exposure of the upland infrastructure required Cummins Cederberg to work under an accelerated timeline to submit permit applications and engineering drawings in less than one week. Crandon Marina Sedimentation Impacts evaluated and determined the source and cause of sedimentation within the Crandon Marina in Biscayne Bay, and provided solutions to ongoing shoaling issues. Surveying, marine resource mapping, sediment sampling, and tide and current measurements were performed. A detailed hydrodynamic numerical model was developed to simulate the tidal flow within Biscayne Bay and specifically the tidal flow patterns at the site. Concepts to eliminate or reduce the sedimentation were later developed. Coco Plum Beach Erosion and Design involved preparing a beach design involving coastal structures to provide long term stability, as well as a benthic survey to quantify potential impacts to the nearshore seagrass habitat. Aquazul Dune Restoration included the permitting, design, and construction of a dune fronting a luxury condominium in Fort Lauderdale. The existing dune had eroded and was vegetated with invasive species not suitable for dunes. The project demonstrated that coastal resiliency and the desire to protect upland structures can be combined with enhancing environmental conditions. City of Marathon Coastal Resiliency Modeling are numerical model scenarios created by Cummins Cederberg of sea level rise projections for the entire City as well as an evaluation of the use of several resiliency and protection strategies. In summary, Cummins Cederberg is fully qualified for the requested services with education and experience specifically focused in the coastal and marine environment. Our specialized experience includes marine structural engineering, waterfront engineering, construction inspections, environmental permitting, biological surveys and monitoring, coastal engineering studies, coastal modeling, beach restoration and management, and processing FEMA funding. We recognize the needs of the City an exceptional understanding of successfully executing similar projects and understand that if selected we will meet any location, budget, or task order that may arise. Our project approach utilizes a dynamic team of technical staff including coastal engineers, marine structural engineers, marine scientists, surveyors, geologists, and regulatory experts to meet the City’s needs. Our team is prepared to assist the City in delivering a project that complies with all technical standards, while maintaining regulatory agency requirements. The Cummins Cederberg team will be an extension of the City’s staff and is committed to assisting in all aspects of project management from initial kickoff meetings to project closeout. Our team management process on continuing service-based contracts integrates all activities associated with each project utilizing the following detailed 5-step approach: Step 1: Identify scope and budget. Early communication with the City to gain a full understanding of needs and detailed scope of the project. We will work with the City to develop the scope, qualifications, staffing, and budget estimate for each required task. Developing a full understanding of the needs of the project early on will help to avoid change orders as the project progresses from planning and permitting through design and construction. Existing available data will be identified for potential cost savings and to expedite project completion. Step 2: Identify team members. Upon approval of the project scope by the City, we will immediately coordinate with the team (e.g., coastal engineering, marine structural engineering, marine environmental services, geotechnical, surveying) to engage the necessary team members to fulfill the requirements of each task. Our goals during this step are to identify the best-suited personnel to address the task at hand, as well as to provide a highly responsive team that can conduct the requested work within the City’s desired timeframe and budget. Step 3: Task proposal and project kickoff. Upon authorization to proceed, we will schedule a project kickoff meeting and immediately notify the team to discuss the project assignment and to develop and issue scopes of work for each subconsultant, responsibilities, project objectives, schedules, and expected deliverables. Effective channels of communication will be established, including points of contact and procedures for feedback. Step 4: Project management. Coordination with the team to monitor progress of the individual tasks and communicate regularly with City staff to ensure our team is meeting or exceeding the level of quality and responsiveness. Frequent coordination with the City to confirm our team is compliant with City procedures and providing thorough project records. Step 5: Communication and reporting. As part of overall project management, our team will obtain regular progress updates from our subconsultants and provide progress reports to the City as needed or as determined during project kickoff. We pride ourselves in prompt response times, whether by phone or email, for any inquiries that may arise. Our technical staff have direct experience working within the City on waterfront projects, including the engineering design, permitting, and construction administration of waterfront structures. The following summarizes our technical approach to servicing this RFQ and describes how the Cummins Cederberg team can assist the City with each area of the scope of work described under this RFQ. Proper execution of any project requires a carefully planned and managed strategy. The Cummins Cederberg team has experience with both small and large waterfront structural engineering and environmental projects for public and private clients utilizing in-house engineering and environmental staff. Project planning early in the project timeline allows our team to establish a project baseline by collecting relevant data (e.g., bathymetric surveys, sediment testing, benthic resource surveys, typical vessel drafts), considering input of stakeholders, and evaluating design constraints. Our technical approach includes early identification of available data to reduce duplication and costs to the City. Review of existing data (e.g., maps, surveys, reports, maintenance records) affords our team the ability to conduct a preliminary screening of a waterfront project area to optimize project permitting, design, and construction. As part of the assessment, the engineering team noted that an existing wave attenuator accelerated deterioration, as the intended reflection of incoming waves also resulted in salt spray to bottom of deck slabs. Our engineer dive team performed an above and below water inspection of the seawall along the shoreline. The seawall was observed to be in poor condition, with consistent deterioration throughout and localized cases of severe deterioration in the concrete cap, wall panels, king piles, and batter piles. Based on the findings of the condition assessment and concerns of community, the replacement of seawall was ultimately pursued. Cummins Cederberg performed the engineering design of a seawall replacement in accordance with the Florida Building Code and standard engineering specifications. The engineering design of the seawall consisted of hot-rolled steel sheet pile section, pre-stressed square concrete batter piles and a steel reinforced concrete cap. The beach is exposed to the Atlantic Ocean but is fronted by extensive shallow seagrass habitat, reducing direct exposure to ocean waves. Cummins Cederberg was retained to conduct an erosion study, prepare a beach design involving coastal structures to provide long term stability, as well as conduct a benthic survey to quantity potential impacts to the nearshore seagrass habitat. As part of the erosion study, a detailed statistical analysis of offshore wave data was conducted along with a wave propagations study. Sediment transport and potential erosion are typically governed by the wave conditions. Utilizing the advanced MIKE21 wave model, the wave transformation from offshore to nearshore was analyzed. The detailed wave modelling allowed for detailed review and comparison of the wave climate along the beach as well as assessing sediment transport rates. Based on the results of the wave modeling and sediment transport assessment the underlying coastal processes of the erosion trends were documented and utilized in the beach and coastal structure design process. The area triggering the beach erosion was identified and solutions for stabilizing this area, while still providing sandy beach access were developed. Understanding the underlying coastal processes allowed for an efficient design that works with the natural processes, thus reducing long term maintenance typically associated with projects working against nature. Fluctuations in seagrass cover have been documented, with major decreases associated with periodic large-scale freshwater releases into the LWL. The 2013 through 2018 annual fixed transect surveys have documented continued seagrass habitat loss from the central and south segments of the lagoon. Cummins Cederberg conducted the 2020 biannual surveys for the County. A series of permanent stations were monitored along ten fixed transects for seagrass presence and cover, as well as line- intercept for seagrass bed extent. Water quality parameters were also collected using a YSI meter at each site to measure salinity, temperature, Dissolved Oxygen and pH. A new docking facility will be constructed to accommodate the mooring of 13 commercial shrimping vessels, along approximately 400 linear feet of unconsolidated shoreline. The new docking facility will replace the existing historical docking facility (1968) while meeting the current local environmental permitting requirements. Cummins Cederberg biologists performed a vegetation and marine resource survey utilizing a drop camera and kayak to perform the in-water survey, as a safety precaution due to the presence of the American crocodile. Cummins Cederberg coordinated with the agencies to approve the methodology. Seagrasses and mangroves were documented within the project area. Impacts to these resources, shallow water depth and navigation were the main concern. Cummins Cederberg worked with the project engineer to design the docking facility to avoid and minimize impacts to resources through strategic siting and use of grated decking, incorporating dredging to accommodate the vessel draft and conducted project area research to justify that navigation would not be impacted. Cummins Cederberg was retained by to design, permit, and provide construction administration services for a shoreline stabilization (phase 1) and marina (phase 2) project. As part of the design and permitting process for the shoreline stabilization, Cummins Cederberg marine biologists conducted a vegetation and marine resource survey along 1100 linear feet of unconsolidated shoreline. Seagrasses and several mangroves were documented within the project area. Cummins Cederberg designed a 1,008 linear foot rock revetment consisting of 1.5-foot diameter boulders. The revetment was design to avoid and minimize impacts to resources to the maximum extent practicable by keeping the waterward limits of the revetment above the MHWL and meandering around mangrove roots and trunks. Cummins Cederberg calculated the area of mangrove trimming and root impacts required to construct the rock revetment and was approved by the agencies. Cummins Cederberg secured environmental permits from the U.S. Army Corps of Engineers (USACE), Florida Department of Environmental Protection (FDEP), and Miami-Dade County Division of Environmental Resources Management (DERM) and the project is currently under construction. The marina, currently under permit review, consists of two docks and three slips (2 slips for public transient use and 1 slip for loading/offloading passengers associated with the tour boat attraction). There is vast seagrass coverage throughout the project site and the site is subject to the Miami-Dade County state approved manatee protection plan (MPP); as such, Cummins Cederberg is working with the agencies to design the docks and slips to avoid and minimize impacts to resources and manatees and is evaluating the need for potential mitigation. Brief description of project and relevance to this contract (Include scope, size, and cost) Ocean Cay is in the southern portion of the Bimini Islands. Cummins Cederberg was retained to lead all surveying and coastal engineering, as well as the Environmental Impact Analysis (EIA) and Environmental Management Plan. Topographic and bathymetric surveying were performed along with rectified aerials. Due to the remote location, existing information was limited and thus many items, such as control points and water levels, were redeveloped. A long-term tidal study was performed to determine tidal levels, which is critical when determining dredge and storm surge elevations. A marine resource survey was conducted to map marine resources, such as seagrass and corals, which could potentially be impacted by the construction. An EIA was prepared and approved by the BEST commission. Detailed hurricane and wave modeling were conducted utilizing the advanced MIKE21 software to determine extreme wave and storm surge conditions. A flood map with minimum finished floor elevations was prepared for use by the design team. Directly following the analysis, the island was impacted by Hurricane Matthew, which was like one of many hurricane events simulated. The model storm surge elevations were consistent with the observed impacts. A detailed sediment transport study was performed for subsequent use in the beach design. Nearly two miles of beach was created along the island perimeter and within two interior lagoons. Water circulation modeling was performed to ensure a high rate of water exchange in the lagoons. Wave loads during extreme conditions were determined for marine structures. Shoreline stabilization was designed along critical areas of the island perimeter to ensure stability during extreme hurricane conditions. The shoreline stabilization included placement of 100,000 tons of rock, including areas near water depths up to 60 feet. Expansion of the island through reclamation and excavation was design involving earthwork almost 1 million cubic yards. Construction Amount: $200M (estimated) 25. The project goal was to identify a borrow area containing 6 - 9 million cubic yards of suitable marsh fill material and design a project to create ne w wetland habitat, restore degraded marsh, and reduce wave erosion outside of the Inner Harbor Navigation Canal surge barrier. The project area was located in Clearwater Beach, approximately 30 miles west of Tampa, Florida. The Clearwater Pass channel extends from the Clearwater Harbor into the Gulf of Mexico. For a sand search investigation, we collected vibracore sediment samples in Clearwater Pass and performed this vibracoring within protected State waters. Thirteen vibracores to a depth of 10 feet or to refusal was collected. d. Our wetlands experience allowed us to be minimally invasive at the project location. With our amphibious mounted drill rig and support equipment, we conducted soil investigations by performing SPT and core drilling. Large scale DRI tests were perfo rmed on exposed limestone surfaces. All samples were photographed and recorded. Upon completion of the geotechnical borings, each bore hole to surface was tremmie grouted. e. To assist the Town of Oak Island in their master plan for shore protection and beach nourishment efforts, we performed geological field investigations consisting of vibracore sampling and laboratory analyses to evaluate potential borrow sources. Borrow areas surveyed include offshore sources, inlets, navigation channels and upland disposal areas. The investigation consisted of a minimum of 150 cores and maximum of 200 cores, providing flexibility to shift cores from borrow areas that contained undesirable material based on the field inspections. This project was comprised of two separate phases of work, in 2019 and 2020. d. As a former chemical site manufacturing fertilizers, pesticides and herbicides, environmental and geotechnical investigations were necessary to delineate the nature and extent of site rel ated compounds and evaluate risks associated with these compounds. Given the possible chemical, physical and biological hazards associated with the field investigations, strictly adhering to established safety protocols was mandatory. Our role was to conduct the geotechnical investigations by performing vibracoring utilizing our Scully barge for these environmentally challenging core and grab samples, plus, performing land borings. f. T he work was performed within state waters, off the southeast coast of Florida, approximately 30 miles south of Jacksonville and adjacent to the city of St. Augustine, Florida. Vibracore sampling occurred at two locations. Twelve borings were collected on the eastern edge of the St. Augustine Inlet ebb shoal and twelve additional borings were collected approximately 1 to 2 miles offshore of the town of Vilano Beach. Water depths in these areas were approximately 30 to 60 feet. g.
