Request for Qualifications No. 20-07-01
We understand that this contract for professional services will be a "continuing contract" with
projects or tasks that do not exceed $4 million and study activity with fees not to exceed $500,000.
CFM ARCHITECTS INC. understands that if selected, our firm is willing to meet any location,
budget, or task orders.
CFM ARCHITECTS INC.'s current workload is such that we would be able to begin any
architectural project/task immediately.
CFM ARCHITECTS INC. is an Architectural and Interior Design company with experience in space
planning, architectural design and construction. The company was originally established in 2004
by Cristina Fandino as a small, woman -owned business. A few years later, partnered with Mariela
Martin -Fernandez, who collectively have over 30 -years -experience in architecture, interior design,
and construction project management. Mrs. Fandino and Ms. Fernandez are personally involved
with all of CFM Architects, Inc.'s projects from planning through the construction phases.
CFM Architects, Inc. would be the prime professional of record, providing general architectural
services as well as coordination among trades, if required to complete a project or task.

CFM Architects, Inc. is a team of professionals committed to achieving the highest quality of
architectural design with a 'turn -key" approach integrating engineering consultants working with
the Owners and Contractors into a holistic approach of providing solutions to functional needs
keeping budget goals and schedule constrains.
Cristina Fandino is personally involved in all her projects from the Planning and Programming
Phases through Construction. It is especially important for her to create a great client relationship.
Her interpersonal skills establish a close working relationship with her clients to establish the
character and scale of the design tasks through its exterior and interior design. Mrs. Fandino also
develops early -on criteria for interior and graphics design to create a total image appropriate for
her client's program and aspirations.
Ms. Fandino's extensive experience includes successful project design and management for which
has been recipient of several architectural design awards including:
➢ Outstanding Design Award from the City of Doral
➢ Honorable Mention for a design concept to establishing a mesh between the architectural
fabric of Little Havana and Downtown Miami
➢ Merit Award for a Prototype School Design Competition for Miami Dade County
Schools
➢ First Place for the urban design to upgrade a multi -use area of downtown Coral Gables,
Florida.
CFM Architects has also provided professional architectural services for a PortMiami
Contract as a sub -consultant to AECOM.
Mariela Martin -Fernandez is an accomplished and energetic Project Manager with a solid history of
achievement in Design and Construction. Motivated leader with strong organizational and
prioritization abilities, Ms. Martin -Fernandez' areas of expertise include Architecture, Interior
Design, Construction, Building Code compliance, document processing, and close-out procedure.
Great team leader, Mariela plans, defines and clarifies projects scope of work, determines the
organizational project structure, and identifies employee's roles and positions. She sets team
direction and assigns work, controlling the job, keeping it on track, working with accounting
collection and disbursement of funds to pay bills or issue invoices pertaining to the jobs.

Approach - As this solicitation is for a continuing contract with
The City of Sunny Isles Beach. Task/work orders will vary in scope,
size and complexity. CFM Architects Inc. will work with the City's
team of project subconsultants and The City of Sunny Isles Beach
to address and develop individualized project plans for each
facility and task order to account for the unique nature of each
project.
During planning stages, CFM will meet with The City of Sunny Isles Beach , other required disciplines
on the team and the City's representatives to review the project goals and objectives and conduct
a walk through if necessary to discuss budget and timeline and ultimately develop and action plan.
This will ensure The City of Sunny Isles Beach successful tasks and projects all completed on time
and within budget.
Expertise with Scheduling - We understand the importance of providing a clear work plan
schedule that show work activated, upcoming tasks and milestone dates related to all phases of
design for all three projects. The Team is aware of the importance of the project schedule and strives
to continuously meet or improve the schedule. At the beginning of the project, the Team will review
the project schedule with The City of Sunny Isles Beach and will identify important milestone dates
and discuss any issues that may create challenges to accomplishing the overall schedule. Excellent
communication is key to staying on schedule. The Team will communicate openly with The City of

A continuing type contract with Miami -Dade County EDP "Equitable Distribution Program" Construction Cost: $200,000
Equitable Distribution Program Miami -Dade County created the Equitable Distribution Program (EDP) to facilitate
increased contracting opportunities to community based Architecture and Engineering (A&E) firms, as well as afford
County department's access to qualified professionals for smaller projects in an expedited fashion without necessitating
a formal solicitation process.
The program is structured to equitably distribute projects in all County technical certifications to the program
participants through a centralized rotational system. Each firm's position, in the technical certification pools, is based
on their prior contracting opportunities with the County. The EDP is applicable for all county projects with an estimated
construction cost of $2 million or less and/or study activities less than $200,000 per the thresholds established in Florida
State Statute 287.055 for continuous contracts.

This project presented the challenge to develop a building with 70,000 square feet of rentable space suited for a
complex medical service including Wellness Center, Cosmetic Surgery Clinic, MRI and other Imaging Services as well as
diverse office configurations.
Among the prerequisites to develop the project within the 49,732 SF available tract of land, was to design a stand-alone
parking garage structure housing 230 vehicles to satisfy the potential demand of customers. Construction budget was
set at $8,500,000 and the work was completed in 2015 on time and under budget. Cristina Fandino, as
Principal Architect of this project worked in concert with the client to establish the character and scale of the new
building facility, through its exterior design and every detail of its interior architecture. Civil, Structural,
Mechanical, Electrical and Plumbing engineering trades accommodated the design requirements in compliance with
Building Code and Fire Safety standards.

Located at a 58,706 SF lot corner of major arteries in the City of Doral, this shopping center stands out due to its
gracious design and bold forms, identified with its function, driving attention from passers-by.
Cristina Fandino faced another challenging task to accommodate a mix -use, three-story building with retail stores on
the ground floor, surface parking and additional parking spaces at the upper floor, with access to second story offices,
this project is the perfect example of coordination of functions and adjacent accommodations so that retail
customers, office employees and visitors may have access to each destination, including complete cover and interior

The undersigned Firm proposes and agrees, if this submission is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Services as specified or indicated in the Contract
Documents.
The Firm accepts all of the terms and conditions of this Request for Qualifications. This Bid will remain
subject to acceptance for 90 days after the day of Bid opening. The Firms agrees to sign and submit the
Agreement and other documents as required by the Bidding Requirements within ten days after the date
of the City's Notice of Award.
In submitting this response, the Firm represents, as more fully set forth in the Agreement, that:
■ The Firm has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
■ The Firm has studied carefully all reports and drawings of subsurface conditions
and drawings of physical conditions.
■ The Firm has given the City written notice of all conflicts, errors, discrepancies that
it has discovered in the Contract Documents and the written resolution thereof by
City is acceptable to the Firm.
■ This solicitation is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Firm has not directly or indirectly induced or solicited any other Firms to submit
a false or sham Bid; the Firm has not solicited or induced any person, firm or
corporation to refrain from Bidding; and Firm has not sought by collusion to obtain
for itself any advantage over any other Firms or over the City.
