(CE) respectfully submits its proposal to the City of Sunny Isles Beach for consideration for RFQ No. 20-07-01 Continuing Professional Consulting Services (CCNA). Our Team is both local and available. CE brings a significant amount of experience with construction project contract administration and oversight, construction inspections, scheduling, sampling and testing, and project coordination to the City of Sunny Isles Beach. Our Team’s combined experience allows us to incorporate our lessons learned in complex MOT schemes, signalized intersection improvements, utility coordination, milling and resurfacing, and public involvement. We have the knowledge, experience, and depth of resources required to efficiently manage all assignments we receive. Given the nature of this type of Contract, we have structured a Team that ensures CE is prepared to tackle any assignment assigned to us, including assignments assigned about one month prior to construction contract award, concurrently assigned assignments, and projects/assignments having unique requirements. PROJECT MANAGEMENT PLAN: CE will provide the services for this Contact from our office located at 12030 SW 129th Court, Suite 204, Miami, FL 33186. In order to be prepared for the variety of assignments this Contract may entail and the need to provide staffing specifically tailored for each assignment, CE will ensure timely responses to each assignment by providing and maintaining a staffing matrix for all staff that is available, or could be made available, to the City of Sunny Isles Beach. This matrix will be provided at Contract inception and will be regularly maintained and made available to the City Project Manager (PM). Once the scope for a particular assignment has been identified, CE will propose multiple individuals from the Team who have the skills, experience, and availability to fulfill the assignment on an immediate basis. Our Project Principal, Pacifico Castillo, P.E., has more than 27 years of construction and project engineering experience as an SPE and Senior Project Manager (PM). Pacifico brings an added value to the Team, due to his current and ongoing experience as one of FTE’s most experienced Construction Project Managers. Although his participation on this Contract will be limited, his insight into the local transportation construction community and experience with FDOT, Florida’s Turnpike Enterprise, Utilities, and municipal leaders will be an invaluable asset to the City by his sharing of ongoing issues, lessons learned, and potential specification changes that the industry is considering. Our Project Manager Andres Diaz. P.E. has over 10 years of experience in Construction, Design, Maintenance, Operations, and Management experience, with an emphasis on Highly Technical and Complicated Projects. While working for FDOT in the South Miami-Dade Residency, Mr. Diaz gained valuable experience by working on all levels of a construction project ranging from Contract Support Specialist to Senior Project Engineer. His leadership skills have proven to be successful and knows intimately of the client’s needs. Mr. Diaz has a successful track record delivering Projects on time and on budget as well as exceeding the client’s expectations. His experienced in managing complex projects, coordinating with multiple agencies, and dealing with utility companies, makes him an asset to any team. He will be responsible for the overall management and administration of the Contract. He will oversee the staffing, schedules, cost, material certification package, and as-built plans to ensure all projects are constructed in conformity with the plans, specifications, and special provisions for each Construction Contract. Mr. Diaz’s direct experience with day and night operations, evaluation and negotiation of construction changes, coordination with project stakeholders, local officials, EOR, and utility owners will be extremely useful throughout the various assigned project types. Our Assistant Project Manager, Andres Penaloza, P.E., has over 10 years of construction engineering experience. He has been a key team member on five projects in the last 7 years that have been FTBA nominated and presented with a FICE award. He has performed in dual roles on several projects which has equipped him with the tools to perform and exceed in any capacity required. He has a strong technical background and is known for developing quick analyses to provide excellent resolution recommendations when presented with unforeseen conditions. His driven personality, attention to details, and familiarity with federal, state, and local guidelines have proven to be an asset on every project Mr. Penaloza undertakes. Our Lead Senior Project Engineer/ Project Administrator Victor Diaz, P.E. has more than 13 years of heavy construction and project engineering experience. He is very familiar with FDOT construction administration policies, procedures, computer applications. Mr. Diaz’s experience includes performing advanced engineering work on multiple mid-size to major projects of moderate complexity, schedule and manage subordinate staff assigned to respective projects for satisfactory job performance ensuring their compliance with the client’s policies and procedures, as well as providing on-site engineering design and construction support in resolving project related problems. He is a natural leader and has an excellent track record on all projects he has undertaken. CE prides itself on its ability to effectively allocate resources to meet project needs. Once Mr. Diaz receives notification of the proposed assignment, he will evaluate the project scope, duration, establish a “needs-based” manpower estimate, and allocate inspection staff, based on their experience and expertise matching the individual project requirements. Our personnel are skilled and certified in multiple discipline enabling us to rotate among various construction operations and maximize manpower resources to effectively manage the Cities budget. CE will ensure that the personnel we identify as available in this Proposal Package to staff the ensuing Contract are the same ones available at the time an assignment is issued. CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) City of Sunny Isles Beach Procurement/Contract No. 20-07-01 Project Approach and Understanding APPROACH AND UNDERSTANDING OF THE SCOPE OF SERVICES: We will administer this Contract by following our 3 Ws strategy: “Who is responsible, What is needed, and When is it required.” Our approach to this Contract is simple and straightforward: (1) assign qualified, certified, and experienced professionals, (2) develop a work plan to meet the schedule, and(3) maintain effective coordination with team members and the City’s Project Manager. Mr. Diaz will be responsible for managing this Contract by overseeing all assignments, allocating the appropriate resources, monitoring schedules, ensuring coordination, establishing QA/QC protocols, and making sure that all construction is completed to City’s high quality standards. Utilizing our internal tracking system, our assigned project SPE or PA will continuously monitor work progress, hold internal team meetings to provide guidance and support, and provide the City’s PM with weekly status reports, as well as any other meetings the City may request. After receiving the NTP, the SPE/PA will schedule a kick-off meeting with the City’s PM to review the proposed schedule, budget, organizational chart, and our Quality Control Plan. It is important to point out that Mr. Diaz. may also be the SPE for a particular assignment assigned to us. Rest assured, Mr. Diaz is more than capable of handling multiple work assignments simultaneously, but all of Castillo Engineering’s staff are more than capable of not only meeting but exceeding the City’s expectations. Mr. Diaz and Mr. Penaloza will be the primary points of contact for the City’s PM. They will keep the PM fully informed of the progress for each assignment, from commencement to completion, via the documentation in monthly status reports. Once an assignment is identified by the City, our Team will establish a Project Management Plan (PMP), which allows our Team to track major project goals, milestones, and requirements, effectively estimate progress towards those goals, and expeditiously resolve problems. Either Mr. Diaz or Mr. Penaloza will identify the Project Administrator and inspectors required for the assignment, from the resources we’ve identified in the Organizational Chart and will ensure that the best inspectors with the right skill sets are recommended for each assignment. UNDERSTANDING SCOPE: This “Continuing Contract” for professional services will require our Team to provide a range of services, based on individual Assignments on an as- needed basis, that may include acquisition, operation or improvement of City lands, buildings, facilities, utilities and roads, building and structural evaluations to determine building capacity, development options or other related services, conceptual preforms and development analysis, re-use or alternative use analysis on existing buildings, project design, design drawings and cost estimates, Construction Engineering and Inspection (CEI) services, project scope development for formally solicitations and other contractual services, permitting and planning assistance. For the “continuing contract” Category 10 CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES, CE will administer, monitor, and inspect Construction Contracts to ensure the project is constructed in conformity with the plans, specifications, and special provisions for the Construction Contract. From experience, we know the success of this Contract is based on our Team’s ability to quickly assess work assignment requirements and assemble a qualified Team with the required mix of disciplines to deliver the final product on time and on budget. We are prepared, properly resourced, and available to manage and complete any assigned assignments and provide immediate response on all assignments. Some of the key responsibilities of our Team will be to:  Maintain detailed & accurate records of the Contractor's operations and significant events that affect the work.  Guard the City against defects, significant omissions, substitutions, and deficiencies in the work of Contractors and make written recommendation to the City of work that fails to conform to the Construction Documents.  Observe and inspect Contractor’s work to determine the progress and quality of work.  Assist the City’s Public Information Officer, as required.  Monitor and inspect work for compliance with the TTCP and the Contractor’s Work Zone Traffic Control Plan.  Revise Construction Drawings and submit as-built to the City showing any changes made during construction.  Prepare construction Change Orders for the City’s approval.  Perform sampling/testing of materials entering the work zone, in accordance with the FDOT Materials Sampling, Testing, and Reporting Guide, plans, special provisions, and the City’s General Specifications. Innovative concepts proposed to enhance value, quality, and to control cost and schedule: CE has developed our own Automatic Utility Conflict Identification (AUCI) program, whose benefits are proudly offered to The City of Sunny Isles Beach. At times utilities are seldom depicted on plan components which may lead to overlooking significant conflicts. By combining experience and contemporary technology, we have developed a groundbreaking AUCI solution to these challenges. Designer CAD files are imported to Geographic Information System (GIS), and the tools within the software used to highlight areas where construction overlaps utilities. The program removes the challenges involved in the accurate and thorough identification of utility conflicts in construction plans as all 2-D potential utility conflicts are quickly identified. Our Team will pay close attention to all locations where underground work is proposed (drainage, lighting, irrigation, bus shelter footings) to identify any potential conflict with underground and/or overhead utilities. If a conflict is flagged by the program, our Team will proactively discuss the findings with the Cities project personnel, and respective utility owners to find a solution that will resolve the issue and mitigate any delay. SECTION E QUALIFICATION INFORMATION & ASSIGNED PERSONNEL CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) RFQ NO.: 20-07-01 FIRM: CASTILLO ENGINEERING, INC.TAB E CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) QUALIFICATION INFORMATION City of Sunny Isles Beach Procurement/Contract No. 20-07-01 AND ASSIGNED PERSONNEL Our Engineering Division comprised of 23 employees is led by Principal Pacifico Castillo, P.E. who has more than 27 years in construction engineering in South Florida as the Construction Project Manager/Senior Project Engineer on major projects for clients such as FDOT District 4, District 6, Turnpike and MDX. Castillo Engineering Inc. (CE) offers a broad range of Construction Engineering Inspection (CEI) services that focus on administering, monitoring, and inspecting the Construction Contract such that the project is constructed in conformity with the plans, specifications, and special provisions for the Construction Contract. We are a Florida based Disadvantage Business Enterprise (DBE), Minority Business Enterprise (MBE), and a Local Small Business Enterprise (SBE) that provides highly qualified individuals with a balance combination of technical skills, experience and fully certified through the Construction Technician Qualification Program.
