As a fully Licensed, Insured, and Qualified Civil Engineering Consulting Firm with experience throughout
Miami-Dade County and all of South Florida, via this letter, we would like to introduce our firm and express
our interest in bidding on the City of Sunny Isles Beach RFQ 20-01: Continuing Professional Engineering
Services in Specialized Categories – 2 – Civil Engineers.
With proven professional engineering experience working throughout the entire state Florida, including a
measured history of CCNA Contracts and related professional specialties applicable to this project: Municipal
Projects (Project Manager and / or Civil Engineer of Record), Local City of Sunny Isles Beach Projects, Miami-
Dade County Projects, Beachfront Highrise Buildigns Intercoastal Homes, Water/Wastewater/Drainage,
Drainage, Leak Detection Studies, Permit Review, Studies, Sanitary Sewer System Certifications, Design for

EXECUTIVE SUMMARY
The BetaJones Group, an S Corporation founded on August 21, 2006, is a South Florida full-service Site/Civil
Engineering Consulting firm made up of professionals that have previously worked with Top Engineering
Firms in the nation; and with more than 4 decades of project and design experience, serving as the client’s
engineering consultant throughout the development process providing services needed for every phase
including: Feasibility Studies, site planning, engineering design, regulatory permitting, and construction
oversight. Our services apply for new development, redevelopment, and rehabilitation projects in all types

The firm has two offices, It’s headquarters are located in the One Brickell Square Tower at 801 Brickell
Avenue, Suite 900, Miami, Florida 33131, which allows our professional staff to be close to Miami-Dade
County’s regulatory agencies for fast turnaround times and also brings us closer to the Miami Beach area,
allowing us to travel to the site faster. It’s South office is located at 7700 North Kendall Drive, Suite 300,

As Land Development issues continue to become more complex, costly, and time-consuming; the need for
rapid resolution of problems as well as the desire to be confident in the quality of the end product means that
an efficient, responsive Civil Engineering team with knowledge, experience, and talent needs to be
introduced in order to assist Clients in reaching their goals.
METHODOLOGY AND WILLINGNESS TO MEET
A successful project starts in the preliminary planning stage. BetaJones Engineers bring the experience to
know, and/or find out immediately, the entire development process and break it down to each individual task
and hours that the project will most likely take. Additionally, BetaJones Engineers will be able to identify
project unknowns or potential paths by detailed research and coordination at the very beginning of the
project, to keep the client posted with any potential obstacles and minimize any surprises. The BetaJones
Group offices are within 20 minutes traveling time to the City of Sunny Isles Beach and plans to be efficient
in deciding whether a meeting or phone conference needs to take place but will NEVER sacrifice the quality
of the project by doing so. The BetaJones pledges to meet with the city, AS NECESSARY, to complete the
project on time and with the utmost quality. We are also willing to have permanent staff in the City of Sunny
Isles Beach City Hall or nearby if required or deemed required for a quality outcome to the assigned project(s)
responsibility.

Mr. Luis A. Betalleluz, Licensed Professional Engineer is the Project Manager and Lead Civil Engineer of
Record for this Contract. With over 20 years of professional experience working throughout the entire state
Florida, including some of related professional specialties applicable to this project: Municipal Projects
(Project Manager and / or Civil Engineer of Record), Miami-Dade County, Broward County, Drainage
Rehabilitation, Park Projects, School Modernization, Roadway Improvements, Municipal Building, and
Multiple LEED Certified Projects. This List make him an expert in engineering design for each specific aspect
that is needed for the City of Sunny Isles Beach Long term Basis Municipal Engineering Continuing Services.
With an Average of Managing Multiple Municipal Projects per year, for the past 20 years Mr. Betalleluz and
Ms. Hegeman have solid experience in dealing with Miami-Dade County, Municipalities, Broward County,
DEP, Local, State, and National Permitting Agencies. He knows the names of many of the Key Reviewers
and their Supervisors throughout Miami-Dade County, which allows him to directly or indirectly have a
smoother permitting transition with each agency.
Additionally, over 50% of projects that Mr. Betalleluz has been involved throughout his career has had
Architects, Landscape Architects, Surveyors, MEPs, Structural Engineers and Other Design Professionals,
showing a proven track record in coordinating with a Design Team and the Client for successful completions
of projects. The Selected Design Team complements The BetaJones Group’s core Civil Engineering Team
that will be working on Sunny Isles Beach Municipal Projects.
Below, is a GENERAL APPROACH to successfully bring a project from a Conceptual Stage to
Construction. Of Course, this is a General Project Approach. A MORE DETAILED Project Approach can
be provided on a Per Project Basis. If it is a Repair Project, it might be much shorter than the full schedule
below. A Larger Project requiring lengthier Permitting Timelines might extend this schedule significantly.
1. PHASE 1 FEASIBLITY STUDY - SITE RESEARCH AND INVESTIGATION (Simultaneous Steps)
– WEEKS 1-4
o Design Team will coordinate with the Town’s Management Team and review As-Built Plans
of Site, Underground Utilities and Adjacent Structures.
o Design Team will review Building Code, Zoning, Engineering, and landscape regulations to
identify required code and any possible obstacles.
o Design Team will conduct a full site visit to study perform the walkthrough portion of the
Study to identify and measure any Compliance Issues.
2. TOPOGRAHICAL AND LOCATION SURVEYS
o Surveyor shall conduct the necessary surveys (Location, Tree, Topographical) in order to
prepare a base background for the Design Drawings and to identify existing longitudinal and
cross slopes throughout the Site.
3. GEOTECHNICAL (SOILS) STUDY
o Geotechnical Engineer shall conduct the necessary Soils Studies to identify and recommend
Drainage, Pavement, Foundation Parameters.

4. FEASIBLITY REPORT COMPLETION, PRESENTATION AND DESIGN OUTLOOK WITH
OWNERS
o Design Team will complete Study and prepare a presentation of Improvement requirements
and optional recommendations to the Client.
o Design team to discuss with client if sections will close or remain open during improvements
in order to implement construction phases and areas to remain open for onsite animals.
o Client will provide a preliminary approval on all improvements throughout the site.
5. ENGINEERING SCHEMATIC DESIGN
a. Project Manager and Senior Civil Engineer of Record, will focus on all Site Layout, Site
Improvement Design, Utility Design, Paving and Grading Design and tying the proposed
project area onto the existing park areas as well as Preparation of all Related Construction
Plans for submittal and approval with Ownership as well as all required jurisdictional
agencies.
o A Cost Estimate Based on the Schematic Design will be prepared for the Client
o Coordination with City Staff, Council and Advisory Boards will occur during this process.
6. ENGINEERING DESIGN DEVELOPMENT
o Design team will provide more detailed Engineering Design Plans.
o A Final Cost Estimate will be prepared for the Client
o Coordination with Town Staff, Council and Advisory Boards will occur during this process.
7. ENGINEERING CONSTRUCTION DOCUMENTS
o Design team will finalize Engineering Design Plans to Prepare for Final Permitting Process
o A Cost Estimate Based on the Design Development Plans will be prepared for the Client
o A Project Specifications Manual will be prepared for the Client
8. PERMITTING PROCESS
o Project Manager and Team will deliver and work with all Jurisdictional Agencies to obtain all
necessary sub-permits and final Building Construction Permit as required to be able to
proceed to the Construction Process.
9. BIDDING PROCESS
o The Design Team will Prepare and/or assist the client in preparing a bid package as
required to obtain bids from qualified Contractors.
o The Design Team will conduct and/or be part of the pre-bid meetings to answer all
contractor’s questions and or clarifications.
o The Design Team will also assist the client in reviewing the Contractor’s proposals follow up
with references and provide a written summary and/or oral presentation of their findings to
assist the Client in selecting the Contractor.
10. CONSTRUCTION PROCESS, PROJECT CLOSEOUT, & FINAL PROJECT CERTIFICATION
o Once the Construction Team is selected, the Design Team will hold a Pre-Construction
Meeting with the Client and Construction Team to discuss Client Goals and Construction
Procedures specifically of importance to the Client such as: Continuing Park Operations,
Construction Team Parking, Noise and Dust Control, Construction Schedule, Equipment
Storage, Security, etc.
o The Engineer of Record shall review and approve payment schedules prior to the Client
releasing payments to the Contractor

o The Design Team will work with the Client and Construction Team and attend Pre-
Construction Meetings, as necessary, with Jurisdictional Agencies and Inspectors requiring
such meetings.
o The Design Team will review and process, as necessary, all construction shop drawings and
Contractor RFIs (Request for Additional Information) for materials to be ordered,
accordingly, and any clarifications questions answered.
o Any Finishes on the project still left to be determined will be coordinated between the Client,
Design and Construction Teams.
o The Design Team Shall conduct onsite inspections, review testing, and maintain
coordination with the Contractor on all As-built Requirements to be reviewed and approved
prior to certification.
o The Design Team shall assist the Contractor with the Permit Close-out with the required
Jurisdictional Agencies.
o At the End of Construction, the Design team will conduct a final review of the Asbuilt Survey
and Site Work and provide a checklist in coordination with the Client to the Contractor of any
remaining close out items.
o Once the Permit has been closed and final Punch list items have been completed, the
Project Manager will provide all certification letters and obtain and releases from the
Contractor for the owners to proceed with operating the newly built project.
TIMELINE: DEPENDING ON THE PROJECT
Can be expedited and or Compressed as necessary.
QUALITY CONTROL
BetaJones Engineers provides quality control methods to all projects by providing client updates at all
important milestones. Every Construction Document and Calculations are performed, verified and reviewed
by a licensed professional engineer throughout the project. With the BetaJones Group, it is guaranteed that
the entire project will be performed by a P.E. Our Lead Principal, Mr. Betalleluz's engineering experience
expands from 1998 to the Present. He started his career doing the basic AutoCAD plans and has progressed
in experience, including running an engineering department for a top national firm, until the founding of The
BetaJones Group in 2006. It is guaranteed that most other firms will not have the ability to have a P.E. do
the entire project, fast, good, and within budget. We look forward to you contacting our list of client references

APPLICATION OF RESILIENCY ELEMENTS AND INNOVATIVE CONCEPTS
1. Multi-use and multi-function design
o A presentation of Multi-purpose material, will be presented to the City with optional costs, lifetime and
maintenance patterns.
2. Offgrid with self-supported Facility
o The Design team will present alternative and sustainable energy sources and their costs to the City to
implement in the project.
3. Water Storage and Stormwater Management
a. Based on it’s specific ecological location, the design team will perform a hydraulic study of the water
table, sea level rise, and provide an option of future proof drainage systems to be selected.
4. Educational Tools
o The team will incorporate the City’s and local History and coordinate any specific design and/or other
attractions which may be featured on the project.

5. Additional Resiliency Elements
o During the Initial Phase of the Project, the coordination with the City and City Management will
provide additional information in addition to other successful sites which will provide elements that will
be provided to the City for Review and incorporation into the project.
NOTEWORTHY ACHIEVEMENTS
In 2015 the National Technical Meeting and Awards for the American Sport Builders Association awared the
Bronze Award for National Track Facility of the Year to the Tropical Park Track and Field Stadium Designed
by The BetaJones Group.
Mr. Luis Betalleluz, President of The BetaJones Group and proposed Project Manager to this Project has
worked in over 300 successfully completed projects in the past 22 years.
Mr. Luis Betalleluz, President of The BetaJones Group and proposed Project Manager to this Project has
worked in over 40 successfully completed Master Stormwater Planning Studies/Reports in his career since
1998 including 10 Communities between 1,000 to 9,000 Acres in size.

designed and permitted in over 80% of the County in the State of Florida and has permitted with all 5 Water
Management Districts.
Mr. Betalleluz has permitted various projects directly in the City of North Miami Beach or has permitted with
City of North Miami Beach Utilities in different Jurisdictions.
Mr. Luis Betalleluz, President of The BetaJones Group and proposed Project Manager to this Project has
previously been elected and held positions with the South Florida Builder’s Association as Chair of the Green
Building Council and Environmental Code Committees, as well ass, has been a Judge (2009-2010) for the
National Home Builders Association to Judge the best communities at the North Central Florida Parade of
Homes.

Project Engineer/Manager. A three-story fire station building was planned at the northeast corner of NE 32nd Street and NE 32nd Avenue
in at the time of Terracon’s initial services from 2012 to 2013. The facility contains an apparatus bay at the west and generator pad on the
east. The firm performed geotechnical engineering services that included field exploration comprised of the drilling of borin gs, laboratory
testing and geotechnical engineering services. Terracon also provided observation of the installation or the auger cast piles during
construction as part of the design team in 2017. We completed the auger cast pile installation monitoring for the 14 -inch auger cast piles
(ACPs) for the proposed facility. The firm provided engineering oversight and related testing services during the ACP installation to assure
that the work was completed in a manner which met the intent of the project plans and specifications. Our personnel furnish ed full-time
observation of the pile installation work and recording such information as total length, rock socket length, grout volume, g rout factor, and

The undersigned Firm proposes and agrees, if this submission is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Services as specified or indicated in the Contract
Documents.
The Firm accepts all of the terms and conditions of this Request for Qualifications. This Bid will remain
subject to acceptance for 90 days after the day of Bid opening. The Firms agrees to sign and submit the
Agreement and other documents as required by the Bidding Requirements within ten days after the date
of the City’s Notice of Award.
In submitting this response, the Firm represents, as more fully set forth in the Agreement, that:
The Firm has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
The Firm has studied carefully all reports and drawings of subsurface conditions
and drawings of physical conditions.
The Firm has given the City written notice of all conflicts, errors, discrepancies that
it has discovered in the Contract Documents and the written resolution thereof by
City is acceptable to the Firm.
This solicitation is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Firm has not directly or indirectly induced or solicited any other Firms to submit
a false or sham Bid; the Firm has not solicited or induced any person, firm or
corporation to refrain from Bidding; and Firm has not sought by collusion to obtain
for itself any advantage over any other Firms or over the City.
The City and the successful Firm will establish completion times for the services described in this Request
